moreThe aim of the project Meta-Image, which is based on the working method of the famous art historian Aby Warburg, is to provide for art history and other disciplines concerned with visual culture a networkbased research environment for collaborative work directly on the image. The environment has been under development since 2009 by three universities – the Leuphana University Lüneburg, the University of Cologne and the Humboldt-University of Berlin – and consists of two components: prometheus, a distributed digital image archive for research and study, and HyperImage, an image linking and annotation tool. Prometheus provides a foundation including resources of over 1.4 million images in over 80 connected image databases (as of September 2015). The numerous users, the secure legal context for use and the already existing technologies for collaborative research make prometheus a perfect application for the HyperImage technology, which allows the identification of motifs, the creation of linked image networks as well as the addition of metadata. This synthesis creates the ability to reorganise, juxtapose and annotate images in a way that can lead to new conclusions concerning image-based research – this is in many ways similar to the approach of Aby Warburg and, in particular, to his visualisation method, but is supported in a more usable fashion. Moreover, moving beyond art history, the capabilities provided may allow other image-based disciplines to also recognise the potential of network-based and collaborative image analysis. Using pa-per images, you can just mark up details of interest with a pencil. But with digital images you either have to make marks by employing an image manipulation software, which is not as widespread and easy to use as current text processing software is. Die erste offene Frage bei dieser insgesamt ratselhaften Angelegenheit ist, wieso Turing sie uberhaupt selbst so stellte, denn er wich ihr sofort aus und ersetzte sie durch eine andere, nicht minder dunkle, namlich die, ob sich eine menschliche Schiedsrichterin oder ein Schiedsrichter in einem Imitationsspiel genau so oft von einem Manne wie von einer Maschine betrugen liese. Die ebenfalls sehr offene Frage, warum dies fur Turing eine entscheidende Intelligenzleistung ware, hatte man ihm selbst stellen sollen, aber das geht ja nun leider nicht mehr. Auch die implizite Unterstellung, alle Menschen besasen Intelligenz, die mit Hilfe des Turingschen Tests auch nachgewiesen werden konnte, scheint ungeklart, nachdem vor allem Computer, die sich als Autisten oder ukrainische Dreizehnjahrige ausgeben, beim Turing-Test so grosen Erfolg hatten. So jedenfalls zuletzt an der University of Reading 2014 erforscht. Manche Eltern freuten sich jedenfalls im Anschluss an diesen Erfolg, dass es ihnen gelungen sei, mit ihren eigenen Dreizehnjahrigen ein ungefahr funf Minuten lang dauerndes halbwegs vernunftiges Gesprach zu fuhren, ihnen also letztlich menschliches Denken unterstellen zu durfen, was bis dahin eine vollig andere, aber ebenso offene Frage darstellte.

In 2002, after the first experiments (in 2000) and fine tuning, Chinese president Jiang Zemin propagated this system in a public speech. (Jiang 2002) In 2014 it was announced that every citizen and company would receive a unique ID and a score in 2020. The score (black list, no list, red list or even points), would indicate the holder’s financial and economic trustworthiness, as well as their filial piety and political loyalty. Low performers would be restricted, especially in mobility (access to planes, high speed trains etc.) and punished with public shame. High performers would be rewarded. This type of combined disciplinary and controlling society creates an exoskeletal, extrinsically motivated moral lead and reduces intrinsically motivated moral rule-following.

moreThe quantum computer is regarded as a key technology for the twenty-first century. Presently both large companies in the technological sector and lavishly financed research programs of various nation-states are driving development of these machines. Quantum computers are based on the idea of making insights from quantum physics utilizable for the processing of information. They are at center of the hope to develop completely new technologies-so-called quantum technologies-through informatics' use of quantum effects. A "quantum fever" 1 has broken out and more than a few observers see the "next revolution" 2 looming. Such discourses are well known to media studies by reason of its reflections on change and upheaval in the history of media 3. A semantics of revolution, which holds out the prospect of radical changes for very different spheres of society, is often combined with a conceptual dependence on preexisting information technologies 4. But in understanding contemporary developments it is crucial to note that even if innovation expectations are presently focused on quantum computers, they are certainly not limited to these machines. In the professional discourse there is already discussion of technologies such as a "quantum Internet" 5 , innovative "quantum sensing" 6 and "quantum cryptography" 7 procedures. Conspicuous in these debates is that research on the link between quantum physics and information theory is fundamentally concerned with questions pertaining to the mediality of the processes described 8. To put it more pointedly, one can currently observe the emergence of a paradigm of
