Biography
After graduating from Simpson College in 1981, Norris started a career in political consulting, working for candidates including Jesse Jackson and Tom Harkin. He continued to work as a political consultant until 1996, when he was hired as chief of staff for then-Rep. Leonard Boswell (D). After Kerry's defeat, Norris was named as chairman of the Iowa Utilities Board. In 2009, Norris was hired by the U.S. Department of Agriculture as the departmental chief of staff. In 2010, he became a commissioner on the Federal Energy Regulatory Commission. Norris left Washington again in 2014 when he was named as minister-counselor for agriculture at the U.S. mission to the U.N. in Rome.
