Alfonso Lopez (Democratic Party) is a member of the Virginia House of Delegates, representing District 3. He assumed office on January 10, 2024. His current term ends on January 14, 2026.

Lopez (Democratic Party) ran for re-election to the Virginia House of Delegates to represent District 3. He won in the general election on November 7, 2023.

Biography

Lopez earned his B.A. from Vassar College and his J.D. in environmental law from Tulane University in 1995.

Lopez's professional experience includes working as a partner at Alcalde & Fay, director at Congressional and Federal Affairs for the Commonwealth of Virginia, assistant administrator for U.S. Small Business Administration, senior legislative assistant for a Democratic U.S. Senator and staff for the White House Council on Environment Quality.

A primary election took place on June 13, 2017. The filing deadline for primary election candidates was March 30, 2017. The filing deadline for non-party candidates and candidates nominated by methods other than a primary was June 13, 2017.[1] Incumbent Alfonso Lopez (D) defeated Adam Roosevelt (R) in the Virginia House of Delegates District 49 general election.[2]

Elections for the Virginia House of Delegates took place in 2015. A primary election was held on June 9, 2015. The general election took place on November 3, 2015. The signature filing deadline for candidates wishing to run in this election was March 26, 2015.[5] Incumbent Alfonso Lopez was unopposed in the Democratic primary and was unchallenged in the general election.[6][7]

Lopez ran in the 2014 election for the U.S. House to represent Virginia's 8th District.[8][9] Lopez ended his campaign on April 4, 2014.[10] He said he lacked the necessary funds to compete in a crowded Democratic primary.[10][11]

“It is clear to me that I do not have the resources necessary to run the campaign we wanted and that the people of the Eighth District deserved,” he wrote in a message to supporters.[10]

Lopez won re-election in the 2013 election for Virginia House of Delegates District 49. Lopez ran unopposed in the June 11th Democratic Primary. He defeated Terrence Modglin (G) in the general election on November 5, 2013.[12]

On November 8, 2011, Lopez won election to District 49 of the Virginia House of Delegates. He defeated Stephanie Clifford in the primary on August 23, 2011. Lopez faced no opposition in the general election, which took place on November 8, 2011.[13]

Jobs and Small Business
Alfonso will support legislation to:

  • Ensure economic development grants given to private companies are actually creating jobs by requiring these businesses to file reports on job-creation progress.
  • Expand workforce-training programs for unemployed Virginians.
  • Pass the Fairness and Justice Act, a bill that would bring Virginia's anti-discrimination employment policy into line with the vast majority of Fortune 500 companies.
  • Increase funding for small business loans.
  • Create greater incentives for small business development.
  • Work to emulate aspects of the Obama Administration’s Startup America program in Virginia.

Education
Alfonso will support legislation to:

  • Increase participation in Pre-K programs. Science tells us that 90% of a child’s brain development occurs before age five. We must expand voluntary Pre-K programs for more four-year-olds.
  • Provide funds to reduce class sizes and meet Virginia’s Standards of Learning.
  • Create programs to help special needs, non-English-speaking and gifted students.
  • Expand opportunities for Northern Virginians in the state colleges and universities.
  • Increase funding, access and support for Virginia’s vibrant community college system.
  • Ensure that teachers are paid a quality, professional wage – not just in Northern Virginia – but all over the Commonwealth.

Transportation and Transit
Alfonso will support legislation to:

  • Provide a tax-break to businesses that initiate and document tele-work, tele-commuting and flex schedule plans. Virginia should emulate the innovative plans that the U.S. General Services Administration are initiating at the Federal level.
  • Improve bus lines and METRO service to make them even more efficient.
  • Provide Northern Virginia with its own permanent funding mechanism for transportation, infrastructure, maintenance, and dedicated funding for public transit.
  • Provide tax incentives to individuals and businesses to encourage increased use of mass transit options.
  • Build on the Federal Recovery Act funding provided to Virginia for investment in inter-city high-speed rail.
  • Adjust the road maintenance formula allocations to better reflect the realities of 21st Century Virginia.
  • Require planning and provide dedicated funding for bicycle and trail improvements.
  • Provide localities with more power to manage development and require that land-use decisions take into account traffic congestion considerations.

Energy and Environment
Alfonso will support legislation to:

  • Increase the renewable portfolio standard (RPS) goal to 20% by 2025. Develop incentives for meeting the goals.
  • Provide incentives for the use and implementation of advanced electrical metering infrastructure.
  • Implement the recommendations of the Governor’s Commission on Climate Change, to reduce greenhouse gas emissions.
  • Establish a tougher, mandatory energy efficiency standard under which investor-owned electric utilities would be required to reduce electricity use by at least 25% of 2006 consumption levels by 2025. A utility would have to make alternate compliance payments if it does not meet the energy efficiency goal.
  • Mandate that all new State, Local, university, or school system buildings (larger than 5,000 square feet) be built to LEED silver or equivalent Green Globes standards. Virginia should lead by example and show businesses that we can meet large portions of our energy needs through measures like tougher building codes and energy efficient appliances, lighting, and heating.
  • Mandate any entity (private or government) that is required to report emissions under an existing air pollution control permit to also report greenhouse gas emissions.
  • Expand eligibility for the current solar tax credit to a broader range of alternative energy companies.
  • Work to restrict construction of new coal-fired powered plants in Virginia and encourage greener energy sources.
  • Expand the use of public transit and alternate modes of transportation.
  • Create incentives to use more of Virginia’s resources such as offshore wind and solar.
  • Establish an income tax credit for individuals and corporations installing solar photovoltaic and thermal (hot water and hot air) systems and small wind systems.
  • Further expand the existing incentive grant available to solar photovoltaic manufacturers to cover manufacturing of other low and no-carbon energy sources. This will include other renewable energy sources and support formation of new green jobs in Virginia.
  • Exempt solar, hydrokinetic, thermal systems, and wind systems from payment of sales taxes.
  • Revamp the green jobs/angel investor tax credit to target it toward energy business, technology, and R&D investments.

Civil Rights
Alfonso will support legislation to:

  • Repeal the 2006 constitutional amendment prohibiting domestic partnerships and civil unions.
  • Codify employment non-discrimination and allow local governments to have non-discrimination policies for their employees.
  • Implement In-State Tuition benefits for children who graduate from a Virginia high school, are accepted by an institution of higher education in Virginia, whose parents can prove they pay taxes and that they are in the process of becoming naturalized.
  • Implement comprehensive immigration reform.
  • Defend the civil rights of all Virginians.
  • Defend a woman’s right to choose.
