The New Jersey Treasurer is a state executive position in the New Jersey state government.

As head of the Treasury Department, the treasurer oversees the finances of the state. The treasurer is also responsible for supervising the treasury department, adopting rules and regulations to facilitate the work of the department, and making an annual report to the governor regarding the department's operations.[1]

Current officeholder

The current officeholder is Elizabeth Maher Muoio. She was nominated by Gov. Phil Murphy (D) and began serving as acting state treasurer on Jan. 16, 2018, succeeding Ford Scudder. Muoio was officially sworn in on April 17, 2018.[2] The treasurer is appointed by the governor with the advice and consent of the New Jersey State Senate.[3]

Authority

The New Jersey Treasurer's powers are derived from Title 52, Section 18A-27 of the New Jersey Revised Statutes.

The functions, powers and duties of the existing State Treasurer are continued, but such functions, powers and duties are hereby transferred to and vested in the State Treasurer designated as the head of the Department of the Treasury established hereunder.[4]

Title 52, Section 18A-2 of the New Jersey Revised Statutes establishes the qualifications of the office:

The administrator and head of the department shall be the State Treasurer, who shall be a person qualified by training and experience to perform the duties of his office.[3]

Vacancies

Details of vacancy appointment are addressed under Article V, Section 1 of the New Jersey Constitution.

In the event of a vacancy, the governor with the consent of the state Senate, appoints a new officeholder. If the vacancy occurs while the Legislature is in recess, the governor makes an ad interim appointment, which expires at the end of the next regular session of the Senate.[5]

Additional information regarding vacancies is addressed in Title 52, Section 18A-30. In the event of a vacancy, the deputy state treasurer will hold the office until a successor is appointed and confirmed.[1]
