The Virginia Treasurer is an appointed position within the Virginia state government. The treasurer serves as the commonwealth's chief financial officer and is responsible for the banking and investments needs of the state government.[1]

The current officeholder is David Richardson. He was first appointed to the statewide office by Gov. Glenn Youngkin (R), effective June 2, 2022.[2]

Authority

The office of treasurer is established in Title 2.2, Chapter 18 of the Code of Virginia:[3]

Title 2.2, Chapter 18, Section 1:

A. There is created a Department of the Treasury ("the Department"), which shall be under the direct control and supervision of the State Treasurer. The State Treasurer shall be appointed by the Governor to serve at his pleasure or until a successor is appointed and qualified.

Duties

As of January 2021, the stated duties of the Department of the Treasury were:[5]

Treasury is responsible for the investment of state monies, issuance and management of the short and long-term financing needs of the Commonwealth, administration of the state's unclaimed property and escheat laws, administration of insurance and risk management programs, management of the state's banking network, development of cash management programs, and check issuance services.[6]
