FROM THE ACADEMY/DPHA LEADERSHIP

The year 2022 marked the end of the second year of the COVID-19 pandemic, and a return to “normal” (for varying definitions of the word) With an increasingly vaccinated public, many activities and events in Delaware (including our 2022 Annual Meeting) returned to in-person or offered a hybrid option, and “Zoom Fatigue” became more common

Throughout the year, Academy/DPHA continued to offer educational activities to the lay public and health care providers Our grant-funded healthcare workforce Initiative (called Delaware Health Force) research and data finding project continued unabated, and we were able to hire two new staff members to support this work Additional details on this $5 million initiative are on page XX of this report

The Delaware Journal of Public Health, under Editor-in-Chief Dr Omar Khan, published five issues, one of which was focused on the Healthcare Workforce Initiative We curated new partnerships throughout the state, and strengthened others

EDUCATION & ENGAGEMENT

The Immunization Coalition of Delaware

Mission: Bring together local, state, and community organizations and individuals to promote education about vaccine preventable diseases and new vaccines, with the goal of improving access and vaccination rates throughout the lifespan. https://immunizedelaware.org/

The ICD works in partnership with its members and their organizations to advocate for policy issues related to childhood, adolescent, and adult immunizations; reduce disparities in adult access to immunizations; and to shape the healthcare process and outcomes for Delaware residents in relation to vaccine preventable disease

The ICD’s goal for 2022-2023 is to increase awareness of vaccine development, testing, efficacy and approval in the United States among both the public and healthcare professionals in Delaware

All quarterly meetings of the ICD were held virtually this year Alongside the standing discussion items (influenza updates, school health, and global emerging infectious disease), the ICD received updates on vaccines, ongoing vaccine education programs, and the state of childhood vaccinations in Delaware

The ICD’s website is https://www.immunizedelaware.org/, and has sections for both healthcare professionals and the public, with links to immunization stories in the news, and other immunization topics The ICD also publishes its Week in Review on Mondays

On December 12, and in partnership with the Medical Society of Delaware (MSD), the Delaware Division of Public Health (DPH), and the Delaware HIV Consortium, the ICD offered the 2022 Communicable Disease and PrEP Summit This was the first time the Communicable Disease and PrEP Summits were combined The entire conference was offered virtually, and over 120 people attended The Communicable Disease sessions were moderated by the ICD’s program manager, Dr Kate Smith, and the HIV/AIDS and PrEP sessions were moderated by the HIV Consortium’s program manager, Suzan Abdallah Presentations included

Delaware Chronic Disease Coalition

Mission: Provide a reliable resource of information about the prevention, diagnosis, and treatment of chronic disease for all Delawareans; and provide ongoing support for those living with chronic disease.

The Academy/DPHA and the Public Health Management Corporation (PHMC), along with the Health Promotion and Disease Prevention Section of the Delaware Division of Public Health, Quality Insights, and We Work for Health was held on Monday, March 7, 2022 The theme of the virtual conference was “Chronic Disease: From Prevention to Management ” Almost 300 people registered for the event, and over 150 attended

This was the first scheduled conference for the Delaware Public Health Institute in some time Originally scheduled as an in-person event, the planning committee shifted to an entirely virtual platform due to the ongoing COVID-19 pandemic The virtual nature of the conference allowed for attendance from all three Delaware counties, but led to difficulties in networking and advocacy sessions Presentations included:

Stroke Program

The Academy/DPHA continued to assist the Stroke Support Group with both planning speakers and the content of the website (www.delawarestrokeresources.org) Support Group meetings in 2022 returned to in-person at ChristianaCare’s Christiana Hospital (Newark Campus) in May of 2022

Delaware Health Sciences Alliance

The Academy/DPHA continued to assist the Delaware Health Sciences Alliance (DHSA) with website updates, planning and registration for the 2022 Delaware Day Event and the 2022 Research Competition, and their ongoing work with the Delaware Institute of Medical Education and Research (DIMER) to increase student awareness of the DIMER program and varying pathways to medical school for Delaware students

Mid-Atlantic Regional Public Health Conference

Together with the Pennsylvania Public Health Association and the Maryland Public Health Association, the Academy/DPHA offered the first Public Health Conference for the Mid-Atlantic Region This virtual conference was held on January 13-14, and offered two days of content Panels consisting of experts from each state weighed in on topics ranging from Trauma in Children and Adverse Childhood Events, Climate Change and Trauma, and the Needs of Individuals Living with Intellectual and Developmental Disabilities Keynote presentations were given by Senator Sarah McBride of Delaware, Mike Africa, and Rachel Louise Snyder

2022 Climate & Health Conference

Together with the Mid-Atlantic Alliance for Climate and Health, the Academy/DPHA offered the first Virtual Climate and Health Conference on Thursday, August 25, 2022 Over 100 people attended the conference, and the first hour coincided with Internal Medicine Grand Rounds at ChristianaCare, given by Jodi Sherman, MD, Director of the Yale Program on Healthcare Environmental Sustainability and Elizabeth Finkelman, MPP, Director of the Climate Program at the National Academy of Medicine Other presentations included a Healthcare Systems Panel, with leadership from major healthcare institutions in Delaware, an Environmental Justice Panel, with advocates from all over the Mid-Atlantic Region, and a keynote address by Elizabeth A Cerceo, MD of Cooper University

The conference was accredited by the Medical Society of Delaware for 2.75 AMA PRA Category 1 Credit™ of continuing medical education

John Scholz Stroke Education Conference

The 2022 John Scholz Stroke Education Conference was held as a hybrid conference on Saturday, October 22, and over 100 people registered The keynote speaker was Dr Kelly Sloane, Assistant Professor of Neurology at the University of Pennsylvania and Staff Neurologist at the Veterans Affairs Medical Center, who discussed the Stroke Recovery Other speakers included:

The conference was accredited by the Medical Society of Delaware for 4.75 AMA PRA Category 1 Credit™ of continuing medical education, as well as 4 75 hours of continuing education for physical therapists and speech and hearing, and 4 8 occupational therapy credits by the Governing Boards of these specialties

Mini Medical School

Mini Medical School, a program of the Academy/DPHA and ChristianaCare, was held on consecutive Thursdays from February 24 to March 31, 2022 Due to the ongoing COVID-19 pandemic, lectures were given via the Zoom platform All 2022 session are posted online at https://delawareminimed.org

Over a thousand individuals registered for the 2022 program; of these, over 300 attended each week Over one hundred people attended all six weeks Many attendees were high school students, and the majority were Delawareans The 2022 program included the following sessions:

Student Internship Program

To further its mission of educating the next generation of public health and health providers in Delaware while promoting a “health in all policies” approach to public health, the Academy/DPHA accepts student interns at the high school, undergraduate, and graduate levels on a rolling basis throughout the year Students of different backgrounds and interests are invited to apply to the program and discover the role public health plays in the Delaware Community https://delamed.org/programs/student-internship/

Delaware Health Force

When American Rescue Plan Act (APRA) funding become available we applied, and ultimately approved for funding to not only research and report on the healthcare workforce, but also to activate and/or expand upon existing programs to directly address healthcare workforce shortage areas The funded programs, through the Delaware Department of Labor, include:

1) Core Data and Research

2) Graduate Medical Education Expansion

3) Delaware Mini Medical School Expansion

4) Student Financial Aid expansion to include a variety of degrees beyond doctorate

Core Data and Research

Delaware Health Force (DHF) is a first of its kind effort to create a public private partnership to gather and aggregate data; introduce geographic mapping and population demographics/trends; all to better inform policy decisions and resource allocations based on the needs of the community Importantly, this system is designed to operate in near real-time with a maximum 45-day lag in primary licensing data

Core data comes from the Delaware Division of Professional Regulation’s DelPros database of publicly available information on all licensed healthcare providers, dentists, therapists, psychologists, and other related practitioners Accessed monthly, DelPros is our “source of truth” that is then significantly augmented with a range of different information types from educational background, specialty and subspecialty, demographic, hospital affiliation, languages spoken, and other information

There are some excellent, recurrent surveys undertaken with target healthcare practitioners Our system is more akin to weather forecasting – pulling information from a variety of sources in (almost) real time to allow response to be both dynamic and data driven

One of the first deliverables was the 2022 “State of the Healthcare Workforce in Delaware: Action and Opportunity” report and website (https://dehealthforce org) The report focuses on select components of the healthcare workforce, including primary care, dentistry, behavioral health, and others It seeks a broader view of the entire healthcare sector, composed of physicians, dentists, nurses, physician assistants, allied therapies, dental hygienists, and a vast ecosystem of providers The website contains this report in its entirety In the near future, updates on core data will be included as well

Work on this initiative was started by the Delaware Academy of Medicine / Delaware Public Health Association (Academy/DPHA) and the Delaware Health Sciences Alliance (DHSA) long before the COVID-19 pandemic changed our world and the landscape of healthcare The pandemic directly and profoundly impacted healthcare systems and individual providers

Before the pandemic, there were tectonic workforce and demographic challenges facing almost every major industry in our State and our nation: the aging of our population, the related increase in the incidence and burden of chronic disease, and the concurrent aging of the healthcare workforce And the financial impact is clear: the healthcare industry is rapidly approaching one-fifth of the United States Gross Domestic Product (GDP)

The contents of this report are based upon an unprecedented collaboration between multiple components of State government including the Delaware Healthcare Commission, the Division of Professional Regulation, the Delaware Institute for Medical Education and Research (DIMER), the Division of Primary Care and Rural Health, and the Departments of Finance and Labor They are joined by the Academy/DPHA, DHSA, and the Delaware Health Information Network, and many other organizations playing essential smaller roles This publicprivate partnership has gathered data on the healthcare workforce and analyzed the needs—both current and future—of the State of Delaware

During the COVID-19 pandemic, we have experienced stress and crisis We now have an extraordinary, federally-funded opportunity to take meaningful action to address the opportunities in our healthcare sector for

employment throughout the workforce, as well as novel models (including telehealth and nurse-led health clinics) leading the way This body of work and website are underwritten by the Delaware Health Care Commission, Delaware Department of Labor ARPA Funding, core support from the supporting trust of the Academy/DPHA, and from the partner organizations of the Delaware Health Sciences Alliance Research reported in this publication and website is supported by the Delaware Health Care Commission [DHCC-22-14] and State and Local Fiscal Recovery Funds thru the Department of Treasury and State of Delaware [SLFRP0139]

Graduate Medical Education Expansion

In partnership with the Delaware Health Sciences Alliance and ChristianaCare, we have embarked on the ambitious and achievable goal of significantly expanding graduate medical education of several types throughout the State, with focus on Kent and Sussex Counties, and areas of critical need in New Castle County

By increasing the number and variety of graduate medical education slots throughout the State we immediately bring newly trained and dedicated Medical Residents, Advanced Practice Clinicians, as well as home health aides and medical assistants to our workforce, many of whom will be immediately employable and placed upon training completion This program creates a sustainable flow of a variety of practitioners with a focus on Behavioral Health providers in both psychology and psychiatry

This model also expands upon the Branch Campus model employed by the DIMER program, and well complements its efforts specific to medical student placements from DIMER institutions in Philadelphia

Delaware Mini Medical School Expansion

Research conducted by the Academy/DPHA in the summer and fall of 2022 shows that Delaware has a number of “Pathways” programs, including our own Delaware Mini Medical School in operation since 2009 This research is highlighted in the following pdf document – An Environmental Scan of Healthcare Pathways Programs in Delaware

A component of the Delaware Healthforce strategy is to reach out to youth, especially those in areas disproportionately impacted by the COVID-19 Pandemic, encouraging young minds to consider an educational path that leads them to a career in the health sciences

To implement this strategy, we are modeling a version of the Mini Medical School program focused exclusively on middle, junior, high school, and undergraduate students The traditional Mini Medical School program for learners of all ages will continue, including the one we offer in collaboration with ChristianaCare

In 2023, three Delaware Mini Medical School experiences are planned, with the first to launch in early April

Student Financial Aid Expansion

For 30 years the Delaware Academy of Medicine has been a trusted private lender to Delaware residents wishing to attend medical or dental school A portion of the APRA funding expands that program to include other degrees including nursing and physician assistants, medical and dental assistants, and various behavioral health professionals

The program will start making interest-free loans to Delaware residents attending Delaware institutions of higher learning who are willing to commit to a period of practice in Delaware after their graduation Final details are being reviewed now and we have hired a new student financial aid loan coordinator, Giselle Bermudez, to head up this exciting and vital expansion of services to Delawareans

Loans will focus on students from areas disproportionately impacted by the COVID-19 pandemic, marginalized communities, and students who will be first-generation medical professionals in their family

PUBLIC HEALTH PARTNERSHIPS

Delaware Chapter of the American Planning Association

Continuing the partnership formed in 2016, the Academy/DPHA and the Delaware Chapter of the American Planning Association continue the tradition of holding a joint, annual conference explore and reinforce the deep ties between planning and public health The 2021 conference focused on COVID-informed planning and implementing Equity in Planning

Delaware Division of Public Health

Since 2013, the Academy/DPHA has partnered with the Division of Public Health (DPH) to fund the Immunization Coalition of Delaware (ICD) The ICD works to improve access to vaccines and increase vaccination rates across the lifespan for the people of Delaware, attends health fairs, and holds the Communicable Disease Summit every December

With financial support from the Delaware Health Care Commission (DHCC) the Academy/ DPHA continued its work on the Delaware Health Force (DHF) initiative, a comprehensive workforce development and public health analysis for the State of Delaware DHF is a first of its kind effort to create a public-private partnership to gather and aggregate data, and introduce geographic mapping of population demographics and trends, all to better inform policy decisions and resource allocations based on the ever-changing needs of the community Other key components of the initiative include an expansion of the Academy/ DPHA student financial aid program, expansion of Delaware Mini Medical School, and development of specialty residency and fellowship slots in key shortage areas

Delaware Health Sciences Alliance

The Academy/DPHA assisted the Delaware Health Sciences Alliance (DHSA) with planning and registration for the Delaware Day and Research Competitions, and attended several outreach sessions geared toward high school and undergraduate students interested in the health professions

Once again, the Academy/DPHA worked with the Delaware Stroke Initiative (DSI) to hold the John Scholz Stroke Education Conference in October Another key component of this partnership is the Stroke Support Group for stroke survivors, family members, and caregivers held on the first Thursday of each month

Delaware Public Health Institute

The Delaware Public Health Institute (DPHI) started as a collaboration between founding partners, Public Health Management Corporation (PHMC), Pennsylvania’s public health institute based in Philadelphia, and the University of Delaware, College of Health Sciences (CHS) DPHI is the first and only public health institute in Delaware In 2021 the Delaware Academy of Medicine / Delaware Public Health Association entered a strategic alliance with DPHI to introduce and develop new programs and educational opportunities for professionals or all types

DPHI is recognized by the National Network of Public Health Institutes (NNPHI) as the first institute of its kind in Delaware, due to the unique partnership between the University of Delaware, College of Health Sciences, a state leader in healthcare innovation and education and Public Health Management Corporation, an existing public health institute DPHI was developed in recognition of the fact that many health needs and services cross state lines between Delaware and Southeastern Pennsylvania PHMC’s alignment with other agencies serves as a model for the growth of multi-sector partnerships in the development of PHIs

The Academy/DPHA and DPHI plan a series of “institutes” to address fundamental issues common to the region This will start in early 2022 with a conference on Chronic Disease

MidAtlantic Public Health Professionals

The Mid-Atlantic Public Health Partnership was established by several state affiliates to the American Public Health Association (APHA) in an effort to collaborate across state lines around common public health challenges The Delaware, Maryland, and Pennsylvania Public Health Associations founded the group just before the COVID-19 pandemic was declared in 2020

During the first year and a half of the pandemic, the partnership held weekly meetings via zoom connecting individuals and organizations across the three states for information sharing, best practices, and as a place to safely express the tension, anxiety, and frustration of working on the front lines as public

health professionals

Under contract and in partnership with the Public Health Management Corporation, Delaware and Pennsylvania received $11 5 million in funds from the Health Resources Service Administration (HRSA) to mount a COVID-19 intervention leveraging the strength of Community Health Workers (also known as peer educators, health navigators, health coaches and public health aids) The work is focused on engaging hard to reach communities and individuals to:

• Have vaccination discussions and administer initial COVID-19 vaccines to adults,

• Administer follow-up booster shots, and

• Make sure eligible children within these communities have been immunized

Vaccines are one of the greatest success stories in public health. Through use of vaccines, we have eradicated smallpox and nearly eliminated wild polio virus.
