This chapter explores issues that affect the uptake and integration of Technology in Higher Education, developing a framework to overcome some of the barriers. "For 18 years, a war has been waged on Uganda's children. Girls have been kidnapped, raped and forcibly married to rebel soldiers. Boys as young as eight years of age have been kidnapped to fight as child soldiers. These children have been forced to attack and kill members of their own families or be killed themselves. More than 20,000 children have been abducted by the rebel "Lord's Resistance Army" since 1986, and more than 1.5 million Ugandans are trapped in displacement camps where illness is rampant. Tens of thousands of children flee their villages each night to the relative safety of larger towns as "night commuters." The Ugandan government's chronic failure to stop the war is noteworthy and unacceptable.

The majority of the contributors are Ugandan writers and community activists who in one way or another are connected with the war zone in Northern Uganda. Among the writers are Susan Nalugwa Kiguli, Monica Arac de Nyeko, Christine Oryema-Lalobo, Rais Neza Boneza, and Willy Bach, and the photographers Anna Kåri and Bruno Stevens.

The word of child is a general meaning of baby, infant, adolescent, youth, minor, teenagers. Also, juvenile is using for the child who breaks the law (ex. Juvenile Criminal Law). There is some rules that protect the children’s rights more than grown people. For example, in Turkey there is a law for children named “Custody of Children Law” and, there are some rules in Turkish Criminal Law such as when there is a crime of deliberate killing, if the victim is a child, the punishment is increased by judge ex officio.

Article 23 of the International Covenant on Civil and Political Rights contains an express right to marry. This article analyses this provision, other United Nations human rights treaties, and relevant jurisprudence to determine whether art 23 applies to same-sex couples. In the only authoritative interpretation of art 23, Joslin v New Zealand, the United Nations Human Rights Committee found that it does not apply to same-sex couples. However, that decision is more than 12 years old and arguably would not be decided in the same way should a similar case come before the Human Rights Committee in the future. Using the principles of treaty interpretation, this article asserts that Joslin v New Zealand is no longer good law, and concludes that the right to marry should be interpreted in a non-discriminatory manner and should not be restricted exclusively to opposite-sex couples. The Universal Declaration of Human Rights (“UDHR”) has provided inspiration for declarations and treaties throughout Africa, which have improved the quality of living for many. The special attention in UDHR given to the rights of children has yet to significantly benefit children in Africa. Under UDHR’s influence, agreements like The African Charter on Human and People’s Rights and several African state constitutions promoted children as bearers of rights, but such agreements are inhibited by the four tyrannies: culture, poverty, corruption, and globalization. UDHR does little to prevent harmful cultural and religious practices directed towards children, especially girls, because certain customs and injustices are too entrenched in societies. The culture-clash between the Western ideas UDHR promotes and African social norms is evident in the conflicting images of childhood. The UDHR treats childhood as a time of play, which isn’t applicable to the African children who must work to survive. Poverty and corruption have slowed changes for children that UDHR hoped to bring about. Globalization has led to intensified child trafficking, sexual exploitation, and forced labor. But the success of the Human Rights movement leaves room for optimism for African children over the next sixty years. The promise of technological advances, new institutional partnerships, and new leadership may bring with them a promise of a better future for Africa’s children.
