WHO European Office for Investment for Health and Development, Venice, Italy

The mission of the Office, which opened in 2003, is to provide an evidence-based, systematic and accountable approach to the full integration of the social and economic determinants of health into development strategies of countries in the WHO European Region.

The Office fulfils two interrelated functions:

  • providing a portfolio of services to Member States to increase their capacity to invest in health promotion by addressing and integrating into development agendas the policy implications of the social and economic determinants of health; and
  • monitoring, reviewing and systematizing the policy implications of emerging research findings on the social and economic determinants of health.

Essential to the execution of both functions are activities to develop skills and know-how, designed for policy-makers, practitioners and representatives of nongovernmental organizations, academia and programmes of WHO and other United Nations agencies.

The Office was established through a Memorandum of Agreement between the Government of Italy (the Ministry of Health and the Veneto Region) and WHO/Europe. Other Member States, WHO collaborating centres and other partner institutions provide additional support.

A scientific advisory board, whose members are nominated by the WHO Regional Director for Europe, advises the Office on its work.
