Again Prominent at the Breeders’ Cup

he Horse Capital of the World® footprint was seen at another major Thoroughbred event as horsemen from throughout Ocala, Marion County and surrounding areas were well represented by winners and top three finishers in the 40th running of the Breeders’ Cup World Championships held Nov. 3 and 4 at Santa Anita Park. At the top of the list is Eddie Herrera, who claims $6 million Longines Breeders’ Cup Classic (Grade 1)-winner White Abarrio among his many successful graduates. Carlos Perez signed the ticket to purchase White Abarrio out of Herrera’s Nice and Easy Thoroughbreds consignment after putting in a final bid of $40,000 at the 2022 Ocala Breeders’ Sales March Sale. White Abarrio is a two-time graduate of OBS as Francis and Barbara Vanlangendonck sold him through their Summerfield consignment for $7,500 to Jose Ordonez at the 2020 OBS Winter Mixed Sale. The early training program at Bridlewood Farm was represented in the Breeders’ Cup Classic by third-place finisher Proxy, who races in the famous blue colors of Godolphin. Cody’s Wish, who defended his title in the Grade 1 Big Ass Fans Breeders’ Cup Dirt Mile for Godophin and trainer Bill Mott, is another graduate of the early training program at Bridlewood Farm. The Vanlangendonck’s also count PNC Bank Breeders’ Cup Filly and Mare Sprint-winner Goodnight Olive among their Summerfield alumni. Goodnight Olive was purchased by First Row Partners, Liz Crow agent for $170,000 at the 2019 Fasig-Tipton October Yearling Sale and later received her early training from Paul Sharp in Ocala. Repole Stable’s Fierceness, who won the $2 million FanDuel Breeders’ Cup Juvenile presented by Thoroughbred Aftercare Alliance for trainer Todd Pletcher, is a product of the early training program at Ocala Stud. Fierceness is the second consecutive winner of the Breeders’ Cup Juvenile for Repole, Pletcher and the initial schooling conducted by Ocala Stud, as

those connections produced last year’s Juvenile winner and champion 2-year-old colt Forte. Ocala Stud also started the training on Repole and St. Elias Stables LLC’s Up to the Mark, who finished second to Auguste Rodin (Ire) in the $4 million Longines Breeders’ Cup Turf. “They do a great job at Ocala Stud,” Repole stable manager Jim Martin said to The Florida Horse via text. Fierceness won the $2 million Breeders’ Cup Juvenile ahead of second-place finisher Muth, who Jimbo and Torie Gladwell started at their Top Line Sales in Reddick. Top Line consigned Muth to the OBS March Sale where bloodstock agent Donato Lanni purchased him for $2 million. The Gladwells also trained Dirt Mile third-place finisher Skippylongstocking. Hard to Justify, who won the Grade 1 Breeders’ Cup Juvenile Fillies Turf for Wise Racing LLC and trainer Chad Brown, received her initial race training at Niall Brennan Stables in Ocala. Juvenile Fillies Turf third-place finisher She Feels Pretty received her early training from Tristan and Valery de Meric, FanDuel Breeders’ Cup Mile third-place finisher Casa Creed was started at Kinsman while Longines Breeders’ Cup Distaff thirdplace finisher Clairiere is a graduate of the training program at Stonestreet Training and Rehabilitation in Summerfield. Candied, the third-place finisher in the NetJets Breeders’ Cup Juvenile Fillies, is a graduate of Susan Montayne’s SBM Training and Sales and Maker’s Mark Breeders’ Cup Filly and Mare Sprint third-place finisher Moira was consigned by Hidden Brook at the 2020 Keeneland September Yearling Sale. Three Florida-breds competed in the Breeders’ Cup this year – bringing the all-time number of Florida-bred Breeders’ Cup starters to 390, second only to Kentucky (2,748) and Ireland (444). Great Britain is next behind Florida with 269 Breeders’ Cup starters followed by California (135) and Canada (130). Time Passage Wins Third Straight With Gate-to-Wire Victory in Miss Gracie Filly Takes Down $25,000 FTBOA Florida-bred Win Bonus

Jockey Edgard Zayas sent Florida-bred Time Passage right to the front from the start of the $75,000 Miss Gracie and they never looked back on their way to a gate-to-wire victory against five other fillies and mares at Gulfstream Park on Oct. 7. In winning her third consecutive race, all at a mile-and-70-yards on the Gulfstream Park all-weather surface, Time Passage also earned a $25,000 win bonus as a registered Florida-bred presented by the Florida Thoroughbred Breeders’ and Owners’ Association. Time Passage had little trouble in taking the initiative into the clubhouse turn and was two lengths clear of fellow Florida-bred Olga in second with Pawky another three lengths farther back as they headed down the backstretch after a quarter-mile in :23.90. Time Passage continued her fast pace with a half-mile split in :46.94 that appeared to allow Pawky and 6-5 favorite Coco to muster a challenge midway around the far turn. Time Passage shook off her rivals at the top of the stretch and cruised home to complete the victory in 1:41.43, two-and-three-quarter lengths clear of To Thyself B True in second. back in third followed by Florida-bred Coco, Luck in the Dusk and Olga. Don’t Get Pickled and Florida-bred Principia were scratched. Time Passage paid $4.80 to win and the $69,550 payday increased her career earnings to $263,045. Trained by Eddie Plesa Jr. for Laurie Plesa and Glassman Racing LLC, Time Passage began her streak with a neck victory in a first level, $25,000 optional claiming on Aug. 20 then was more dominant when winning the $60,000 Soaring Softly overnight handicap by two-and-a-quarter lengths on Sept. 9. Time Passage has now won five of 12 career starts with two seconds while providing a good return on her $85,000 purchase by Karl and Cathi Glassman at the 2021 Ocala Breeders’ Sales October Yearling Sale where she was consigned by Stuart Morris. Bred by Baoma Corp., Time Passage is by the Bridlewood Farm stallion Tunwoo and is the second foal out of the Florida-bred Kantharos mare Savingtime, winner of the 2016 edition of the Miss Gracie. The accomplished Savingtime produced another multiple stakes-winning Florida-bred in Outfoxed, also bred by Baoma Corp., and by another Bridlewood Farm stallion in Valiant Minister. Savingtime has an unnamed yearling colt by Valiant Minister, an unnamed weanling filly by Candy Ride (Arg) and was bred to Valiant Minister in 2023. n

Florida-bred Souper Quest Wires Keeneland Allowance Field Live Oak Plantation homebred Souper Quest continued his trend of winning every other race on Oct. 18 at Keeneland as the Florida-bred colt took a $101,373 allowance race while leading from flag to finish. Ridden by Tyler Gaffalione for trainer Mark Casse, Souper Quest set the pace after breaking from his inside post in the grassy five-furlong test for non-winners of a graded stakes on turf. He was pushed along by Crocodilehunter and jockey Alonso Quinonez as those two clicked off quarter-mile fractions of :20.94 and :43.59 while heads apart on the firm turf. Continued on page 10

Souper Quest got the advantage in the run for home as Crocodilehunter surrendered and eventual runnerup Mounsieur Coco made up ground. Souper Quest hit the wire a length in front in a time of 1:01.95 while Mounsieur Coco nosed-out third-place finisher Bal a Kazoo. No Nay Hudson (Ire), Chiseler, Crocodilehunter and Hidden Path completed the order of finish. Souper Quest paid $4.20 to win while favored at slightly better than even money. It was the third win in five starts for Souper Quest, who broke his maiden by five-and-a-quarter lengths in his first start sprinting five furlongs at Gulfstream Park on Dec. 8. After a seven-month break, the bay son of Munnings returned against allowance horses to sprint five-and-a-half furlongs on the turf at Saratoga on July 27. He led throughout before being caught by winner Sosua Summer and finished second by a half-length. He next won an allowance race over a yielding fiveand-a-half furlongs on the turf at Saratoga on Aug. 26 before finishing third last out in the $153,000 Da Hoss

OBITUARY William Henry “Bill” Backlinie William “Bill” Henry Backlinie, 80, of Dade City passed away peacefully on Oct 26, 2023. Bill was born on Sept. 13, 1943 in West Palm Beach, Fla., to Louie and Mary Ellen (Nalley) Backlinie. The family moved to Dade City in the late 1940s, where Bill attended St. Anthony of Padua and Pasco High School. Bill was a standout athlete in both football and baseball, playing for the Valdosta Red Sox and receiving all-conference honors as part of the 1961 Pasco High football team, who won the Southwest Florida conference championship. Bill Backlinie Bill was a veteran of the Coast Guard but was an entrepreneur at heart, operating his masonry business in St. Augustine for nearly 15 years. In the mid-1990s, Bill purchased his prized stallion, Reprized, and bred him for nearly 20 years on his farm in Ocala. Bill remained involved in horse racing for the remainder of his life and was a passionate supporter of the industry. Bill was equally as passionate about his faith and his fam10 | THE FLORIDA HORSE | DECEMBER 2023

ily, being a fourth degree and Grand Knight of Columbus. Bill volunteered his time to many Catholic parishes and remained an active advocate and mentor through the church for the incarcerated until the end of his life. Bill is survived by his two daughters, Dina Amundsen of Brooksville, Fla., and Tami (Jason) Burris of Davidson, N.C.; three grandchildren, Ashley Amundsen of Greenville, S.C., Kyle Amundsen of Brooksville, Fla., and Jackson Burris of Davidson, N.C.; three great-grandchildren; his sister Charlene (Ronnie) Pitts of Family Photo Dade City; his sister-in-law Sandra Backlinie of Dade City; his goddaughter Nancy Nalley, and many wonderful nieces, nephews and cousins. Florida-bred All That Magic Resumes Winning Ways in Keeneland Allowance After having a four-race win streak snapped when ninth in Grade 3 Turf Monster at Parx Racing last out on Sept. 23, Florida-bred All that Magic returned to the winner’s circle after a strong effort in a $140,000 allowance race at Keeneland on Oct. 22. Ridden by Luis Saez for trainer Kathleen DeMasi, All That Magic was seventh of nine in the initial stages of the five-and-a-half-furlong sprint on the Keeneland turf before splitting rivals with threesixteenths of a mile to the finish. She drew even with frontrunner Carimba inside the final furlong before drawing off to win by a length-and-half in 1:03.06 on the good turf. Marissa’s Lady was second, a half-length faster than Goin’ Good in third. Carimba, Top Gun Girl, Querobin Dourada, Current Climate, Opening Buzz and Miner’s Queen finished in that order. All That Magic paid $23.04 to win. Bred by English Range Farm, All that Magic is by Fast Anna out of Hermione’s Magic, by Forest Wildcat and has now earned $211,757 from six wins, a second and a third in 10 career starts. All That Magic was purchased by current owners Pewter Stable and Spedale Family Racing LLC for $40,000 out of the 2021 Ocala Breeders’ Sales Spring Sale where she was consigned by Envision Equine. National Focus NTRA Unveils New Safety Campaign Lexington, KY—The National Thoroughbred Racing Association announced on Oct. 25 the launch of a new campaign, “Safety Takes The Lead,” highlighting the sport’s recent enhanced safety and welfare protocols, as well as its commitment to do more. Association and broadcast nationally on the FOX Sports family of networks. The website will be updated regularly as there are new developments in the areas of safety, welfare, and integrity. Other videos in the series will highlight HISA’s programs and their positive impact on the sport and the promise of new technologies, such as advanced diagnostic tools and wearable biometric devices that can enhance safety measures. Bentornato Remains Unbeaten With Impressive FTBOA Florida Sire Stakes Affirmed Score BY BROCK SHERIDAN HALLANDALE BEACH, FL—Leon King Stable Corp.’s Bentornato continues to impress with each start as the Florida-bred colt is now a perfect four-for-four with another commanding victory Oct. 21 at Gulfstream Park in the seven-furlong Florida Thoroughbred Breeders’ and Owners’ Association Florida Sire Stakes Affirmed. Under regular rider Emisael Jaramillo, Bentornato survived an objection and steward’s inquiry to become the 22nd colt or gelding to win the $100,000 Dr. Fager and $200,000 Affirmed, the first two legs of the male division of the lucrative series for progeny by accredited Florida stallions. Should the son of Bridlewood Farm stallion Valiant Minister win the $400,000 FTBOA Florida Sire Stakes In Reality going a mile-and-a-sixteenth at Gulfstream on Dec. 2, he would join 10 other colts who have swept the series first run in at Calder Race Course in 1982—the most recent being Awesome Strong last year. Like Awesome Strong, Bentornato won the Affirmed as the odds-on favorite at 4-5 with a winning margin just a quarter-length off of Awesome Strong’s three-length score last year. Breaking from post seven, Bentornato bumped Seminole Chief at the start of the Affirmed but got away well to race head and head with 26-1 longshot Esperon and 91-1 outsider Lasso through a quarter-mile split in :22.59. Bentornato edged clear around the far turn as Esperon and Lasso surrendered after a half-mile in :45.50, Hollywood Beach-winner Mattingly and New York-invader Hurricane Nelson took up the chase. Bentornato was never threatened in the stretch and cruised under the finish line in 1:23.50 on the fast track. Mattingly finished a neck ahead of third-place finisher Hurricane Nelson with Roar Ready, Sound of the Beast, Seminole Chief, Squints, Secret Lover, Echo Lane, Lasso, Esperon and Rye’s My Guy completing the order of finish. Jockey Marco Meneses aboard Squints lodged a claim of foul against Bentornato for interference leaving the backstretch chute. The judges did not agree and maintained the order of finish. Bentornato paid $3.60 to win. “I am so happy. We were so high on him,” trainer Jose D’Angelo said of Bentornato. “We were prepping him, not for this race, but for the [In Reality] because maybe it will be harder for him. He responded very well. He didn’t look too sharp and needs to have the lead. Going two turns, maybe he will get slower fractions and he will do better.” The Affirmed was the third career stakes victory for Bentornato having won the $90,000 Proud Man by four-and-a-half lengths at six furlongs on Aug. 12 before winning the Dr. Fager. He won a maiden special weight against fellow Florida-breds on debut over a sloppy five furlongs on July 1. He has now earned $278,830 after selling for $170,000 at this year’s Ocala Breeders’ Sales March Sale where Champion Equine selected him out of the Golden Rock Thoroughbreds consignment. Pro Racing Stable paid $45,000 for the son of Her Special Way, by Put It Back. Her Special Way has one other winner from three starters and five foals with Bentornato her only stakes performer. She broke her maiden by six-and-a-quarter lengths over a muddy five-and-a-half furlongs on Aug. 5 and was a late scratch in the Desert Vixen. “Seven-eighths is always the trickiest distance,” trainer Saffie Joseph said. “To go from two five-and-a-half [furlong] races to seven-eighths is more testing than even a one-turn mile. To see her get through that was good. “She is obviously the class of the series. At this point, I don’t think we’ll do anything creative. I think we’ll keep her in the Florida Sire Stakes. But we’ll talk it over with the owners. “The [Florida Sire Stakes] series is a good series and we look forward to it every year and it remains the main goal for her. I think she will go on to become a top quality horse.” Co-owner and former major league outfielder Jayson Werth compared winning with R Harper Rose to his success in baseball. “When you see those horses coming down the stretch and you own one of those horses, you get the same feeling you get with playoff baseball,” Werth said. “I tell people the reason I got into [owning] horses is that I can’t replicate what my profession [baseball career] gave me. You don’t get those feelings anywhere else. So horse racing kinda fills that void for me.” R Harper Rose earned $120,000, pushing her career bankroll to $197,300. She is out of True Bliss, by Yes It’s True and was bred in Florida by Sally J. Andersen at her River Mist Farm in Ocala. True Bliss has produced seven foals, six starters with four winners and R Harper Rose is her only black-type performer. True Bliss has a weanling filly by Leinster. HALLENDALE BEACH, FL—Averill Racing LLC and Two Eight Racing LLC’s R Harper Rose lived up to her 3-10 odds with a dominating performance in the $200,000 Florida Thoroughbred Breeders’ and Owners’ Association Florida Sire Stakes Susan’s Girl at Gulfstream Park on Oct. 21. The striking daughter of Journeyman Stud’s leading Florida sire Khozan won the seven-furlong Susan’s Girl by four lengths with jockey Edgard Zayas aboard against eight other 2-year-old fillies by accredited Florida sires in the second leg of the filly division of the three-race series. Fields of Green, the longest shot in the race at 69-1, and jockey Jose Morelos applied pressure early in the Susan’s Girl, taking a half-length lead to the inside of R Harper Rose down the backstretch while finishing the quartermile in :22.72. R Harper Rose shook off that challenge under a motionless Zayas heading into the far turn and was two lengths clear with five-sixteenths of a mile to run. Fields of Green and 9-2 second choice Honey Dijon, a nearly six-length maiden special weight winner at Saratoga Race Course in August, attempted a run a R Harper Rose coming out of the turn Zayas gave R Harper Rose a shake of the reins and they extended their lead with little effort in the run for home. R Harper Rose galloped under the wire to finish in 1:25.35 on the fast track with Honey Dijon second. Fields of Green was four lengths farther back in third followed in order by Haunted, Reina Mar, Unrelentless, Bucchera, Jazzin and Mist. BY GULFSTREAM PRESS OFFICE HALLANDALE BEACH, FL—Arindel homebred multiple stakes-winner Octane added to his resume with another big performance against fellow Florida-breds, surging past favored Dean Delivers turning for home and keeping Big and Classy at bay late to capture the $150,000 Gil Campbell Memorial Handicap at Gulfstream Park on Oct. 21. The one-mile Gil Campbell Memorial, for registered Florida-bred 3-year-olds and older, served to support the day’s cofeatured $200,000 Affirmed and $200,000 Susan’s Girl, the second legs of the $2.2 million FTBOA Florida Sire Stakes series. Making his 15th career start and first since finishing sixth in the Grade 3 Salvator Mile won by Petulante on June 17 at Monmouth Park, Octane covered the distance in 1:36.18 over a fast main track under jockey Edgard Zayas. It was Octane’s fourth stakes win including victories in the $200,000 Affirmed and $400,000 In Reality in the 2021 Florida Sire Stakes series. Octane paid $13.80 to win. “He had been so good as a 2-year-old and if you look at him, he’s not the biggest horse. He had run a bunch of races in a row. At that time, the races were a lot closer,” Arindel racing manager Brian Cohen said. “We sent him up to Monmouth for the stake and at that point we sent him back to the farm to just give him some time. He came back and started training and our plan was we were going to run in an allowance and if he [won] the allowance, we’d try one of the stakes in December. “And, since we don’t have Clapton anymore, maybe he could be our Pegasus horse. We always wanted to try and have a Pegasus horse,” he added. “The way he was training we thought, it’s Sire Stakes day. Maybe the mile was going to be tough, but the way he was training and just knowing him, and having Edgard available, we figured we’d try.” Octane settled in third as Boca Boy, sent off at 45-1, led the group of eight older horses through a quarter-mile in :23.61 pressed to her inside by 6-5 favorite Dean Delivers, winner of the July 1 Grade 3 Smile Sprint on July 1 at Gulfstream and was racing for the first time since his third in the July 29 Grade 1 Alfred G. Vanderbilt won by Elite Power on July 29 at Saratoga. The half went in :45.83 as Dean Delivers forged a short lead and Octane began to roll on the outside. The 4-year-old gelding by Arindel stallion Brethren got up on even terms straightening for home and drew off through the lane as Big and Classy, an eight-time winner this year, came running late. Big Daddy Dave got up for third with The Skipper Too fourth and Slim Slow Slider fifth. Octane also earned $30,000 as the winner’s share of the Top 3 Bonus from the Florida Thoroughbred Breeders’ and Owners’ Association as Florida Sire Stakes eligible. Big and Classy earned $15,000 of the FSS bonus for finishing second and Big Daddy Dave picked up $5,000 in FSS bonus money for third. “He drew perfectly. The track seems to be playing kind of speedy and it wasn’t too crazy a pace for him,” Arindel racing manager Brian Cohen said of Octane. “As soon as we got to paddock, he was on his toes and he was ready to go. I thought he was going to get out and go too fast. He’s such a gamer. We’re just happy and hope we can have a good winter with him.” Cohen said the $150,000 Harlan’s Holiday (G3) Dec. 30 at Gulfstream—local prep for the $3 million Pegasus World Cup Invitatonal (G1) on Jan. 27—could be a possibility for Octane. “As big as he ran, we may have to give him a little more time and look at the big race at the end of December as a Pegasus prep,” Cohen said. “Had he run and maybe not won—he won the Sire Stakes race at Tampa [last year]—maybe we would have been thinking about that. But maybe we keep him here and we go for the Pegasus prep.” Octane has now earned $671,380 from seven wins in 13 starts with three seconds and a third. He is out of the Aldebaran mare Star Recruit, who has also produced Florida-bred stakes-winner Gatsby and stakes-placed Jellybean, both a full brothers to Octane. She was bred to Uncle Chuck, who stands at Journeyman Stud, in 2022 and Ocala Stud stallion Colonel Liam in 2023. A Question and Answer Session with Lonny Powell The Florida Horse Editor-in-Chief Brock Sheridan briefly spoke with FTBOA CEO Lonny Powell about his remarks at the recent annual meeting of FTBOA members.

TFH—Although 2023 has been a historically successful year for the Florida Thoroughbred Breeders’ and Owners’ Association, 2022 ended and 2023 began with some significant concerns. LP—The final months of 2022 and the first six weeks of 2023 left the FTBOA board of directors and management deeply concerned regarding the future of our fully FTBOA-funded annual Florida-bred stakes and purse agreement with Gulfstream Park and their horsemen. The lack of progress on what we refer to as the tri-party agreement with Gulfstream and their horsemen, looked bad enough that FTBOA management had prepared, under board of directors review, a go-it-alone back-up plan and were ready to execute it. On Feb. 17, I recorded and we distributed a solemn and highly cautionary FTBOA business update podcast to our members—the most difficult presentation I have made in my 40 years as a top executive in this industry in

which I was raised. Thankfully, we made a miraculous recovery from this very intense and somber time and the podcast is now just history versus becoming reality. As we always try to do, the FTBOA kept it’s eyes squarely on the prize and common sense prevailed. All sides were finally able to come to a much delayed agreement for 2023. With this agreement in place, the FTBOA could continue leading the way in Tallahassee in pursuit of possible beneficial legislation for the entire Florida breeding and racing industry, including purses for the horsemen and awards for our breeders at both tracks. TFH-That gives me a good segue to ask you about the legislative success achieved this year. LP—From that difficult period, we are extremely pleased to advise that the good news of 2023 for our Florida Thoroughbred industry incredibly took over during the legislative session that followed.

We continue to offer many thanks to the herculean efforts of Marion County’s own State Representative and Committee Chair Stan McClain along with his Ways and Means Committee, including Representative Lawrence McClure, Senators Keith Perry and Dennis Baxley, Speaker Paul Renner and Senate President Kathleen Passidomo. We also appreciate Ag. Commissioner Wilton Simpson’s support during our effort and certainly our Governor for signing the Bill. The collaboration between us and the lobbyists and leaders of both tracks at a couple of critical junctures provided the foundation for this significant win for Florida’s entire Thoroughbred industry. Once again, you will find an even deeper and more detailed conversation on the significant positive impact that this legislation will have on the racing of Florida-breds and Florida racing as discussed by FTBOA AVP-Operations Steve Koch and FEC Editor Brock Sheridan in The Florida Horse Podcast Episode 28. TFH—Looking at the industry from a broader perspective, talk about the impact Florida-breds continue to have on daily racing at Gulfstream and Tampa Bay Downs. LP—The reality of Florida’s modern Thoroughbred racing industry relies heavily on Florida-breds to fill the starting gate. In fact, between Gulfstream Park and Tampa Bay Downs, our “take on all comers” and hightly competitive Florida-breds during the recent 12 months represented 39 percent of starters, 39 percent of winners with 40 percent of all purses being earned by Floridabreds. And to put an exclamation point on that important data – 73 percent of these Florida-bred winners are by Florida sires. TFH—Since HB 7063 has been signed into law by Governor De Santis, give us some of the specifics that are important to the Florida breeders and horsemen. LP—As far as how the money for Florida will be impacted in 2023 and beyond, we anticipate a phenominal 90 percent increase in purse incentives and bonuses at Gulfstream Park in 2024. Meanwhile, Florida-bred purse and incentive offerings at Tampa Bay Downs in 2023 and 2024 will increase by an expected 50 percent. In 2024 alone, we anticipate both tracks combined will offer nearly $7 million in Florida-bred racing and incentive offerings. TFH—The increase in money offered to Florida-breds in terms of purses and incentives is significant and can’t be emphasized enough. Please tell us about the compelling benefits Florida owners, trainers, breeders and track operators receive from HB 7063 paying the cost of the HISA. LP—Horsemen purses and track bottom lines were saved from a massive hit that would have been caused by the costs of the new, necessary and evolving HISA safety, welfare, testing and regulatory program because HB 7063 provides corresponding tax credits to Gulfstream Park and Tampa Bay Downs. If this hadn’t happened, horsemen were going to see their purse accounts paying for as much as half or more of the HISA costs. Of course, they all were positioning to try to get the breeders to pick up their part. We even voluntarily committed to help the Gulfstream horsemen purses at the time by making a voluntary contribution of a quarter-million dollars a year and the horsemen actually sent the check back to us. We were shocked. We knew we would need to all the tracks and horsemen on HISA funding ultimately, as it was the right thing to do to protect horsemen’s purses—especially with the new legislative funding of purses. breeder and stallion awards for 2024. What can Florida breeders expect to see in the mailboxes when they receive their monthly breeder and stallion awards? LP—The FTBOA has received regulatory approval to increase Florida breeders and stallion awards to 20 percent for 2024. In addition to these healthy increases, we have also raised the payment caps on our breeders and stallion owners—which will almost certainly—make our 2024 breeders and stallion awards the most robust in the more than 75-year history of the FTBOA. We anticipate gross breeders awards in 2024 will increase as much as 52 percent compared to 2023. TFH—With all the good news we’ve discussed, I think it appropriate to point out that HB 7063 is a tax package that spans the next two fiscal years. What are your plans for those following years? LP—Even with all of this good and exciting news, two years does not our future make. So we go right back into the legislative arena seeking an additional several years to achieve a much better and badly needed sense of stability for our Florida breeders, owners and farms in particular as well as trainers, their employees and track employees. When it comes to the FTBOA and our moving or contesting legislation, advocating for economic growth and regulatoryfriendly and modernized environments and enhancements are our priorities. I can’t emphasize that enough. We continue to launch innovative and content-rich media platforms and strive to further enhance the programs, services and experiences for our FTBOA members. Our work at the FTBOA is never complete. I can assure you that we both remain on the field and never take ourselves out of the game. That’s how we do things at the FTBOAthat’s how we roll. We don’t delegate away our independence, authority or decision making. We are the only Florida Thoroughbred industry stakeholder that is a state-wide entity.

What can FTBOA membership expect from another year of leadership from Isaacs? LP—Not only does it take a great lobby team, general counsel, management team and staff, board of directors and officers (plus I’d like to think a pretty deeply industry experienced, knowledgeable and not afraid to enthusiastically stand up for the brand and cause CEO) to make good things like this winning legislation happen. It takes a supportive, empathetic, calm, cerebral and selfless volunteer board chairman and president such as George Isaacs to set the tone and facilitate the important board of directors and executive committee discussions while supporting me, the CEO & this Association as well as my team of executives and advisors. As is usually the case in FTBOA presidencies, we seem to be particularly blessed to have the “right exact person for the right exact time” and certainly longtime board member and officer George Isaacs has continued that proud leadership tradition and stepped up meet every challenge. He is a pleasure to work with and he cares very deeply about the horses, people and farms associated with Florida racing and breeding. TALLAHASSEE — The U.S. Supreme Court on Oct. 25 gave the go-ahead to an appeals-court ruling that could help lead to the Seminole Tribe of Florida offering online sports betting throughout the state. The court lifted a temporary hold that Chief Justice John Roberts placed Oct. 12 on a ruling by the U.S. Circuit Court of Appeals for the District of Columbia in a lawsuit about a gambling deal reached in 2021 by the tribe and the state. The deal, known as a compact, included allowing the tribe to offer online sports betting, but it has drawn two legal challenges from Florida pari-mutuel companies. In one of the cases, the appeals court this summer upheld a decision by the U.S. Department of the Interior, which oversees gambling on tribal lands, to allow the compact to move forward. The pari-mutuels then asked the Supreme Court for a stay while they prepare to file a petition seeking review of the appeals-court ruling. Roberts issued an order Oct. 12 that put the ruling on hold. But on Wednesday, justices vacated Roberts’ order and denied the requested stay, according to a court docket. The docket did not include an explanation. The Seminoles hailed the Supreme Court’s move. “The denial of the stay by the U.S. Supreme Court is very good news. The Seminole Tribe of Florida is heartened by this decision,” Gary Bitner, a spokesman for the tribe, said in an email. The pari-mutuel companies, West Flagler Associates and Bonita-Fort Myers Corp., also have filed a lawsuit at the Florida Supreme Court, arguing that the sports-betting plan violates a 2018 state constitutional amendment that required voter approval of casino gambling. That case remains pending. The pari-mutuel companies filed the federal lawsuit in 2021 after Florida lawmakers ratified the gambling deal, which had been signed by Gov. Ron DeSantis and Seminole Tribe of Florida Chairman Marcellus Osceola Jr. While the compact addresses a series of issues, the lawsuit has centered on part of the deal that would allow gamblers to place mobile sports wagers anywhere in the state, with bets handled by computer servers on tribal

property. The deal said bets “using a mobile app or other electronic device, shall be deemed to be exclusively conducted by the tribe.” The pari-mutuel companies contend the compact violated the federal Indian Gaming Regulatory Act, or IGRA, because it authorized gambling off tribal lands. U.S. District Judge Dabney Friedrich in November 2021 agreed with the companies, but the appeals court this summer overturned her decision. In an Oct. 6 request to the Supreme Court for a stay, attorneys for the companies pointed to potentially farreaching implications of the appeals-court ruling. But the following week, U.S. Solicitor General Elizabeth Prelogar filed a 29-page response that urged justices to reject a stay. Prelogar, representing the Department of the Interior, disputed arguments raised by the pari-mutuel companies and said it is unlikely the Supreme Court will ultimately take up a challenge to the appeals-court ruling. Bob Jarvis, a professor at the Nova Southeastern University Shepard Broad College of Law, said the Oct. 25 decision signaled the Supreme Court would not take up a challenge to the appeals-court ruling. “There is no reason for the Supreme Court to take this case up, and they will not take this case,” Jarvis told The News Service of Florida. The professor pointed, in part, to a lack of conflicting opinions by appellate circuits on the issue. One reason the Supreme Court decides to hear cases is to clear up legal conflicts. Jarvis, however, said Wednesday’s decision doesn’t mean gamblers will be able to place sports bets in Florida soon. The Seminoles are trying to fend off the separate challenge to the compact at the Florida Supreme Court, which hasn’t decided whether it will consider the case or refer it to a lower court. That case could take up to three years to be finalized, according to Jarvis. The Seminoles in 2021 briefly rolled out the Hard Rock SportsBook mobile app amid the legal wrangling but stopped accepting wagers and deposits after Friedrich’s ruling. TFH

Most people are familiar with NSAIDs (non-steroidal antiinflammatory drugs). We take these ourselves—aspirin, ibuprofen and other pain-relievers and inflammation-reducing medications that are not steroids. We also give some of these drugs to our horses—“bute” (phenylbutazone), Banamine (flunixin meglumine), etc. Duncan Peters DVM, DACVSMR (East-West Equine Sports Medicine in Lexington, Ky. says NSAIDs are probably the most commonly used medications in both humans and horses. “There are two classes of anti-inflammatory drugs. One is the non-steroidal and the other is steroidal (corticosteroids like dexamethasone),” Peters said. There are often advantages to using NSAIDs rather than steroids, but each of these drug classes have their place, and your veterinarian can advise you on what to give and when. “The steroids have more potential side-effects. The NSAIDs tend to be a bit safer in terms of side effects, but can have some adverse effects also—which we need to be aware of and concerned about,” Peters said. “Most NSAIDs work by breaking the cycle of inflammation-arachidonic acid. There are some variations depending on which NSAID you use, but basically their action blocks the inflammatory cascade that occurs at different points of that cycle. Some are more effective because they are at the higher end of where they block it and some are lower down and more specific in what they target and block,” he said. Which drug you choose depends on what you are trying to do. “We are usually trying to reduce inflammation, but the diagnosis will make a difference in what the veterinarian prescribes. Depending on what some of the side effects might be, we may want to use one versus another. Bute and Banamine are both commonly used but may have adverse effects on the GI tract in horses that are stressed or traveling, or older horses. If we see some toxicity problems in the kidneys, we may want to use a different NSAID like Equioxx or firocoxib,” he said. The advantage of using NSAIDs rather that steroids is that they can be used for a longer period of time than steroids. “The steroids are generally used for an acute problem if you need to knock down the inflammation immediately. Skin problems like hives, bee stings, insect and spider bites are a good example, if the horse is reacting adversely. One treatment with a steroid can be very helpful to halt that process,” Peters said. Steroids can be beneficial in helping reverse anaphylactic shock or acute allergic conditions. The downside of using a steroid is that it suppresses the body’s immune system. “It feeds back to the pituitary and adrenal glands and shuts down some of their natural production of steroids that are important for overall balance” he said. “This is why we generally don’t use a

steroid long-term. With some horses, long-term steroid use can also make them prone to laminitis, and suppressing the immune system may open the way for infections and other problems.” Steroids are sometimes used for long-term anti-inflammatory affects with certain skin problems or autoimmune problems where the body is reacting to itself. “We may use steroids therapeutically longer in some situations but it is not necessarily the therapy of choice. If the NSAIDs can provide the benefits without some of the side effects, we prefer them over steroidal medications,” Peters said. Sometimes suppressing inflammation can be counter-productive and delay healing by altering the natural response of the body. Often, however, the NSAIDs are beneficial because the body tends to overreact to problems, with too much inflammation. “What we are trying to do by giving NSAIDs is modulate that inflammatory response. We don’t want it to be more than the body truly needs,” Peters said. “A little inflammation is good, but too much is detrimental.” Thus we try to modulate the amount of inflammation—and reduce the pain, heat and swelling involved. Swelling that continues for a long time can create compression problems and inhibit blood flow to that area. The NSAIDs can reduce the inflammatory response that results from trauma, injury, wounds, etc. If we can minimize some of that inflammation it allows the body to use its own properties better, to get back to a normal situation.” If you are using antibiotics in treatment of a wound, for instance, reducing some of the swelling enables the antibiotic to get into that area better. Some inflammation is beneficial, however, and is usually what tells us there is something wrong. The pain, heat and swelling is the signal; you just don’t want it to get out of control. “Something as simple as a foot abscess can be damaging if the inflammation is so intense that the horse puts all his weight on the other leg, creating mechanical problems for that other leg,” he said. Some NSAIDs are more suitable for certain types of inflammation, depending on where a particular NSAID works on the inflammatory cycle. “Bute tends to work well for musculoskeletal problems, and Banamine has a better effect on soft tissues, such as gut problems or even some tendon or ligament problems. It has some good receptors in the GI tract. Depending on where some of the receptor sites for inflammation are located, different ones are associated with muscle/skeletal concerns versus soft tissues or abdominal concerns, respiratory problems or eye concerns,” Peters said. “They are not so specific that we only use a certain NSAID for such-and-such, but we do have a preference for some conditions. This is why we use Banamine for colic, Bute for musculoskeletal problems, and Equioxx or firocoxib for anti-inflammatory effects in situations where we want fewer side effects on the GI tract,” he explains. For horses with heaves, steroids work better. “We use steroids as THE FLORIDA HORSE | DECEMBER 2023 | 33

part of the diagnostic testing for things like heaves or inflammatory airway disease. If the horse improves when we use a specific dose of steroid over a certain period of time, this tells us that this is the problem. Yet we can’t use it long-term; we have to look at other ways to deal with the respiratory problem—maybe using bronchodilators or a nebulizer with a low dose of steroid so it mainly effects the lungs without so much systemic effect.” Some horses seem more susceptible to side effects of NSAIDs than other horses, and more prone to develop ulcers, for instance. Some may get a little colicky if they are given Bute, but do fine if some other NSAID is used. This is similar to humans; some can take aspirin frequently and never have a problem, while others get ulcers or bleed readily. You need to know the horse. “There are options in NSAIDs. If your horse had a bad experience with one, this doesn’t mean he can’t have NSAIDs; you may just need to switch to a different one, or be cautious in when you use it, and the dose, and how long you use it. In some cases, one aspirin may be enough for some people whereas in another situation they may need two—yet the side effects may be different between one and two. It’s the same with our horses; it’s frequency as well as dose, and the type of NSAID. We have seen horses that have inadvertently been given a whole tube of Banamine. Some of those horses don’t have a problem at all, but others develop GI tract problems,” Peters said. There is no general rule of thumb for how long NSAIDs can be safely given to horses before the risk of side effect increases; it depends on the individual horse. “Most people try to use NSAIDs for as short a period and as low a dose as will do the job, to have less risk for side effects. If you try to go longer periods and/or higher dose, you will probably see some unwanted conditions. If you go longer with a lower dose, you may get the benefits you need, but are able to stay away from some of those side effects.” You need to know what you are treating and why you are using these drugs, with guidance from your veterinarian. “I’ve had horses on one gram of Bute for 45 to 60 days in a row and not had any problems with side effects, while having the benefits of being more comfortable—such as an older horse with arthritis,” he said. “One of the selling points of Equioxx is decreased side effects at longer duration; you can use it for a longer period of time. It’s not 34 | THE FLORIDA HORSE | DECEMBER 2023

uncommon for people to use the prescribed dose of Equioxx for 30 to 45 days. Most veterinarians probably prescribe something like ‘use this for 30 days and then take the horse off for three to five days and then use it again for another month’. It helps to give the horse a break for a while.” Some people wonder if a selective COX-2 inhibitor (firocoxib) is as effective as the non-selective NSAIDs and whether there is there a downside to using the COX-2. “Equioxx (firocoxib) is not as dramatic a therapy; the benefits are not as profound. It takes a while to build up effective levels. Many veterinarians prescribe double the dose for three days and then drop it down--to obtain a therapeutic level and then try to maintain that effect, to stay ahead of the discomfort,” Peters said. By contrast, with Bute, most veterinarians would never prescribe two or three times the dose and then lower it, because Bute tends to provide a more profound effect in a shorter period of time, with possible side effects. “We usually get a more profound anti-inflammatory response with Bute or Banamine. If the horse has a swollen leg that’s hot and warm—maybe stuck his foot through the fence or something traumatic—you’d probably use Bute or Banamine rather than Equioxx.” With an acute injury you’d want something more effective in the short term. Even though there are some new therapies today such as biologic procedures like PRP (platelet rich plasma) and IRAP (Interleukin-1 Receptor Antagonist Protein which is part of the body’s natural mechanism of stopping inflammation within joints), they have not reduced the need for NSAIDs in horses. “There will always be a role for NSAIDs because they are effective and less expensive than the biologics, and more convenient. In humans, for instance, aspirin is a lot cheaper than having your knee injected with PRP. NSAIDs are immediately available and handy for giving relief from bumps and bruises,” Peters said. The NSAIDs have been around for a long time and we know they are relatively safe. “If used judiciously they will always have a place. They tend to be available to more people and more horses, are economical, and tend to be very effective. Most people (away from the racetrack) have them in their tack box or medicine cabinet in their barn. You still need a proper diagnosis, and just like any medication these must be used correctly.” TFH

Florida Sire Stakes 2-year-old payment deadline Jan. 15 is the deadline for FSS 2-year-olds for $250. If missed, the next deadline is Feb. 28 for $500. The yearling payment must have been paid. If the yearling payment was missed, a $5,000 payment can be made by Jan. 15. If all else is missed, then a $10,000 payment by May 1 can be made (horse must be unraced).

Membership Renewals Membership renewals for 2024 begin in late December. Members who are renewing will have an online payment option available at www.ftboa.com. All categories of members will receive a mailed renewal form and also a renewal form via e-mail.
