Tom Heck ran for election to the Reno City Council to represent Ward 6 in Nevada. He was on the ballot in the primary on June 11, 2024.[source]

Biography

Tom Heck was born in Chicago, Illinois.[1] Heck graduated from Naples High School in 1972.[2]. He served in the U.S. Air Force from 1977 to 1998.[1]

Heck earned a B.S. from the United States Air Force Academy in 1977, an educational specialist degree from George Washington University in 1991, an M.B.A. from Pepperdine University in 1999, and an M.P.A. from Troy State University. His career experience includes working in logistics management.[1][2]

The race for Nevada's open U.S. Senate seat was one of Ballotpedia's nine competitive battleground races in 2016. Former Nevada Attorney General Catherine Cortez Masto (D) defeated U.S. Rep. Joe Heck (R), a doctor and brigadier general in the Army Reserve who served in Iraq, and four third-party candidates in the general election to win retiring Senate Minority Leader Harry Reid’s (D) seat. Her victory on November 8, 2016, made her the first-ever Latina elected to the United States Senate.[3][4][5]

Reid’s seat was the Republican Party’s only chance to pick up a Senate seat this cycle. Cortez Masto’s biggest ally was Reid, who used his get out the vote resources to make sure his seat stayed under Democratic control. Reid and outside groups heavily influenced the race and were partially responsible for the negative tone and numerous attack ads. According to USA Today, “The race was anything but cordial. Outside money flooded the state bringing the total spending to nearly $100 million. All that cash washed away nearly any real policy discussion, as attacks flew claiming Cortez Masto was incompetent and corrupt while Heck was a stooge for the billionaire Koch Brothers.”[6]

In her victory speech, Cortez Masto commented on her status as the first Latina elected to the Senate, saying, "It's not just about making history. Don't you think it is about time that we had diversity in the U.S. Senate? Don't you think it's about time that our government mirrors the people we serve every day?"[7]

Tom is a graduate of the United States Air Force Academy and served 22 years on active duty, retiring as a LtCol. He also has 3 graduate degrees; one in Public Administration from Troy State, an MBA from Pepperdine, and an Ed.S from George Washington University. Tom is also a graduate of Squadron Officer's School, Air War Command and Staff, and Air War College. Tom’s military service was exemplary, earning him six Meritorious Service Medals, which is an unheard of accomplishment. Tom also received a commendation from then-President George H. W. Bush, for whom he is very proud to have served under. In his civilian career, Tom has worked for 4 cities and a county, including being a Town Manager. Tom also lead and managed the Reagan Ballistic Test Site in the South Pacific as a government contractor. Tom is running to be the next Governor of Nevada in order to give voice to the silent majority, focusing on common sense solutions that produce successful outcomes. Tom is committed to cutting the budget by 10%, Freedom of Speech protections, supporting law enforcement, stopping CRT in our public schools and teaching patriotism, prohibiting mask and vaccine mandates, supporting school choice by fully funding the school voucher program, Voter I.D. , repealing the Commerce Tax, free market energy sources, instilling an OIG, implementing culture change to make government more responsive to Nevadans, improving Nevada's national rankings, and passing constitutional carry laws.

Tom’s decision to run for Nevada Governor is grounded in his commitment to Nevada, America, and his fellow Americans. Tom recognizes that we are at a cross roads in our country and in our state. Tom believes we must either come together to embark on the serious business of reigniting our shared responsibility and commitment to ensure the American Dream remains vibrant or run the risk that the American Dream will die. Tom understands that our task is a daunting one but not insurmountable. Tom believes we must ensure those who represent us in all branches of state government must be purposefully focused on doing the right things for Nevadans to safeguard the American Dream. Tom believes leaders must focus on providing opportunities and improving outcomes for all Americans rather than on the cronyism which exists today, including the “good old boy” system we have here in Nevada. Tom believes we must root out those in elected positions and those in the bureaucracy who are more concerned about keeping their jobs than doing their jobs. Furthermore, Tom believes leadership requires courage and strength of character to get things done.

Tom will never forget that he works for the people of Nevada and will solely focus on doing what’s best for all Nevadans.

I have always considered my Dad to be my hero. He was a Marine that fought in World War II and Korea, receiving two Purple Hearts. He was a professional football and baseball player. He played for the San Francisco 49ers. He had a bachelors degree in Physical Education and a master degree in history.

Dad was a head coach for several high school football teams over eight years. Later, my Dad was the Assistant Principle at my high school in Naples, FL. Dad always found time to play sports with his three boys -- everything from baseball and football to basketball, table tennis and bowling.

He was always had high expectations for his boys. No matter when and where Dad was always available to help or provide advise. He was my true hero!

I am a student and practitioner of leadership. A vote for me puts a strong, tough leader in Carson City who has protected American freedoms for 23 years while on active duty in the United States Air Force. I have a history of successfully making some of the toughest life and death decisions real leaders are called to make. I never give up until the job is successfully completed. Many of my military colleagues referred to me as the "Ever Ready Bunny" and "The Man with the Plan" because I never stop working until I achieve successful outcomes. I will always stay focused on improving outcomes for our Great State and the people who live, work and play here. I have an innate ability to find better ways of doing business for less and I have a history of facilitating solutions that have solved a myriad of problems while implementing significant improvements for people and communities. I will never forget that I work for Nevadans. I will solely focus on doing what’s best for all Nevadans and ensuring Nevada’s government works for you!

I believe the core responsibility for the person elected to be the next Nevada Governor is to be a leader. This includes:
a commitment to always doing the next right thing regardless of potential political fallout;
truth telling;
a commitment to putting the needs of Nevadans over political cronyism;
setting standards and holding people on the public dole accountable;
judicious management of our states resources including people, dollars and infrastructure;
only hiring the best and the brightest people to serve Nevadans;
benchmarking with those states who do things better than we currently do here in Nevada to ensure the quality of life of our citizens;
ensuring government is effective, efficient and responsive to its citizens (i.e., answering phones, returning phone calls, helping Nevadans navigate the bureaucracy and finding ways to satisfy their needs).

I love the Tom Clancy and Vince Flynn books. I've enjoyed these books because they depict strong leaders who overcome adversities by using their mental and physical strengths and tenacity. Their characters never give up, which is a motto I live by.

Being the governor of a state requires one to understand, embrace, and in all aspects of the position, have the strength, character, and the courage to lead. Leadership is not always found in those who seek political office because being a leader requires one to do the next right thing for the right reason even when there may be political fall-out for doing so. Too many politicians fail to develop the intestinal fortitude to do the next right thing because they are more concerned with keeping their jobs than doing their jobs. I believe successful state governors must have exemplary leadership competencies and executive management skills. These include leading people, leading change, engaging important stakeholders, business acumen, and political astuteness. I also believe successful state governors must always be willing to listen to dissenting views and to ensure the smartest and most talented people are working for the citizens of the state to obtain common sense solutions that ensure successful outcomes.

Governors must focus on providing opportunities and improving outcomes for the citizens of their state, rather than on the cronyism which exists today, including the “good old boy” system we have here in Nevada. I believe governors have an obligation to keep their campaign promises to the people of the state.

The governor does not have line-item veto power in Nevada, however, I believe this should change. I believe the line-item veto allows the governor to weed out inefficiencies, fraud, waste, political pork and programs and services that don't work for the people of the state. Although I have not made this issue one of my campaign priorities, I do believe it is an important tool for better government and one I intend to champion during my administration.

I believe the governor should set the agenda for the legislature to ensure the needs and desires of Nevadans are championed and addressed. In order to set the agenda, the governor is the leader in developing positive working relationships with legislators to produce successful outcomes for programs and services. The governor is responsible for clearly communicating executive branch priorities to the legislature, including what priorities will be approved and what priorities will be vetoed. When necessary, the governor needs to communicate and partner with the citizenry to ensure critical legislation is drafted and passed.

I have lived all over the world as an Air Force military member and have chosen to make Nevada my final duty station. I love the people of Nevada and their independent, strong character. I love the recreational activities, from skiing to golfing to the fine dining and dives, to the entertainment and quiet walks in nature. But most of all, I ensure the cool summer evenings which allows me to barbeque steaks or hot dogs on my patio grill with my family and friends.

Below are the 13 most pressing issues Nevada currently faces and the first issues my administration will address on Day One

1. State Budget

Cut the budget by 10% and I will veto any budget that comes to my desk which includes new taxes or fees.


2. Protect Freedom of Speech

Ensure freedom of speech prevails and I will call out anyone who tries to stifle the constitutional rights of Nevadans.


3. Back the Blue

Support and defend law enforcement doing their job. I will establish regular engagement with rank and file members and their leadership to understand and support their needs so they can protect Nevadans.


4. Eradicate CRT in Nevada Schools

Stop the political indoctrination of our children in our public schools. I will issue an Executive Order prohibiting CRT. I will work with the Department of Education to ensure Nevada’s public schools are teaching patriotism, such as The 1776 Project.


5. Outlaw Mask & Vaccine Mandates

Curtail mandates for masks and vaccines. This is a free country!


6. Fund School Voucher Program

Ensure parents are put in the driver’s seat in determining the best educational setting for their children by fully funding the School Voucher Program.


7. Make Nevada a Constitutional Carry State

Make Nevada a constitutional carry state. I will always support the rights of Nevadans to legally purchase and carry firearms.


8. Office of Inspector General

Establishing the Office of the Inspector General to root out fraud, waste, and abuse in state and local governments.


9. Nevada Governmental Accountability

Work on changing the culture in state government to focus on Nevadans as the customer and making government more effective, efficient, and responsive to Nevadans.


10. Secure Nevada Elections

Champion legislation for Voter ID laws and repeal the Commerce Tax.


11. State Energy Considerations

Work to enact laws that require we use only free-market supported energy sources with a required 5-year review and approval to ensure we are using the most cost-effective free-market energy sources available.


12. Make Nevada Great Again

What would be your top three priorities, if elected?

1. Improve job opportunities and the economy; cut regulations and burdensome paper work on businesses. Cut the business tax -- most voters don't know that businesses don't pay taxes; only people do!


2. Strengthen our military to protect Americans and destroy terrorists and others bent on killing Americans. Protect Americans where ever they may be!

3. Stop government intrusion into our personal live; we are over regulated (too many laws) and over-taxed. Stop letting government pick winners and losers over the free market. Support a flat tax; some say that is regressive to low income people; not so! People with income up to $100,000 use the majority of government benefits. When you add those benefits to their income this is significant! People should have a choice to opt-out of flat tax with no benefits or opt-in and "pay-to-play".

4. Secure our border to save jobs and protect American. Stop chain migration and the immigration lottery -- merit immigration only.

5. Run government like a business which means all program approved and appropriated by Congress need to have metrics and sunset provisions, if the program doesn't meet the metric goals.[11][8]

I worked construction as a freshman in high school. Then, I worked as a bus-boy for $2/hour. Then, I worked on a farm.[8]

It is absolutely a detriment to doing the right things for the American people. These type of politicians become corrupted by being a career politicians. That is why I signed the Term-Limit Pledge. Every so many years congress needs new blood or those there forget why they were elected.[8]
What do you perceive to be the United States’ greatest challenges as a nation over the next decade?
Protecting Americans where ever they may be! And truth-telling in all venues at the expense of political correctness! We have to get the media to return to honest reporting![8]
