The purpose of the study was to find out the barriers to education access for refugees with disabilities in Nairobi, Kenya. The study investigated if indeed refugees with disabilities are discriminated while attempting to access education, it identified the barriers that hinder access to education and mapped out what has so far been done to ensure accessibility. The research design employed was descriptive. Through in-depth interviews, primary data was obtained from 50 refugees with disabilities, in and out school, five staff from humanitarian agencies and seven administrators from schools across Nairobi County.
It emerged from the study that proactive efforts have been made to ensure that non-discriminatory policies are in place to ensure that refugees with disabilities in Nairobi County can access education. Lack of proper documentation for admission, financial constraints, inadequate healthcare and few educational facilities that cater for learners with special needs were identified as some of the key barriers, amongst many others at the state, institutional and community level. The study recognized that the challenges mentioned are not unique to the refugee population but also affect citizens with disabilities. Overall, there is extremely low enrollment of refugees with disabilities in educational facilities in Nairobi County.
Actions currently being undertaken by humanitarian organizations and schools to encourage higher enrollment, retention and transition to tertiary level are highlighted. Against a background of meagre financial and non-financial resources, the approaches being implemented by various actors are commendable, although a lot still ought to be done.

The article reviewed trends in the special education in Russia under the conditions
of decentralization. It shows the level of regional inequalities in the share of children with special
educational needs to the total number of schoolchildren, their distribution by forms of education,
comprising the data with developed countries. On the basis of the analysis of foreign studies it identifies
the inequality factors characterizing population and territories that feature growing number of children
with special educational needs, clue to unsuitable conditions of education. It specifies socio-economic
and demographic (including territorial) factors specific for Russia, that are related to high share of
children with special educational needs in the number of schoolchildren, selecting a group of regions
with low living standards and low population density. Most significant factors are population density and
settlement type, that predetermine worse conditions for finding out children with special educational
needs. Selected groups of regions are specified featuring significantly high proportion of children with
special educational needs, share of children with development delay, share of children with special
educational needs in general classes, in special classes or in special schools. The information base of
the research in the Russian Federation subjects was the federal statistics data provided by Rosstat and
the RF Ministry of Education and Science for the period 2011 to 2015.

This is a 1974 unpublished thesis completed for the Communications Studies Program at the University of Kansas.  It is a study of the use of human relationships communication circles with second grade children to develop empathy skills for their classmates.

Individualized Education Program (IEP) documents have strayed from their original functional purpose. Instead of being designed to efficiently communicate the details of a student's educational programming to teachers and parents, IEPs have become focused on legalities and the documentation of compliance with state and federal law. This misplaced emphasis on legality has lessened the practical utility of the IEP document to the classroom teacher. It has also created a significant paperwork burden, which has siphoned educator resources away from service delivery. In “A ONE PAGE IEP”, Dr. Lucido offers a simple remedy to this problem: the field must reconceptualize the written IEP as a communicative tool as opposed to a legal/contractual document. He skillfully demonstrates how schools can construct IDEA 2004 compliant IEPs that are one page in length. Stakeholders in special education may welcome this coming paradigm shift designed to produce more useful IEPs and save educator resources that could be better prioritized toward service delivery.

ÖZET
Bu çalışmanın amacı Türkiye’deki engelli bireylerin eğitim hakkına erişiminin ulusal ve uluslararası sözleşmeler, beyannameler ve kanunlar bağlamında incelemektir. Engelli bireylerin özel ihtiyaçlarının olması sebebiyle dezavantajlı gruplar arasında yer alması, toplumsal yaşama kazandırılmalarında ve eğitim faaliyetlerinde özenle yaklaşılmasını gerektirmektedir. Derleme türünde yapılan bu çalışmada, engelli bireylere yönelik resmi belgelere ulaşılmış, bu belgelerde yer alan engelliliğe yönelik tanımlar ve sayısal veriler incelenmiştir. Engelli olma kavramından yola çıkılarak tümdengelimsel bir yaklaşımla engelli bireylerin sosyoekonomik ve tarih içerisindeki durumlarından eğitim hakkına giden bir çizgide doküman analizi ulusal ve uluslararası boyutta ele alınmıştır. Yapılan inceleme sonucunda engelli bireylerin eğitim hakkına erişimleri konusunda uygulayıcı ve araştırmacılara çeşitli öneriler geliştirilmiştir.

The aim of this study is to examine disabled individuals’ access to educational right in Turkey within the context of national and international conventions, declarations, and laws. The fact that people with disabilities are among the disadvantaged groups since they have special needs requires a careful approach in making them a part of society and in educational activities. In this literature review, official documents related to disabled individuals were gathered, and definitions of being disabled and numerical data on disability were explored. The review was written with a deductive perspective by following a path going from disabled people’s socioeconomic and historical positions to their right to education based on the national and international documents. As a result of the review, various recommendations for both practitioners and researchers were developed on disabled individuals’ access to the educational right.

Homeschool in the US, depending on the state, is an area in which disability rights law does not extend to cover and protect children. The IDEA (1975) gives rights of accommodations to disabled children in public and private schools, but a homeschool may not be considered either. In the case of North Carolina, homeschool regulations are very relaxed, and there is no way to ensure that disabled, homeschooled children receive things like hearing aids, wheelchairs or supportive instruction. An area of concern is the high numbers of homeschool related homicide, which may connect to increased numbers of homeschooled disabled children in America in recent years. Children with disabilities and Deafness are particularly prone to abuse, and experience it at much higher numbers than able-bodied children. Frustrations can arise when parents do not have help, and for the child, isolation and danger become immediate when they are not accommodated. Using the recent story of the disappearance and possible murder of a disabled homeschooled child from North Carolina, Erica Parsons, I illustrate what can happen when violence, fraud, and lack of disability rights and regulations intersect.

Se adelanta una descripción contextual acerca de algunos factores sociales y acontecimientos particulares que intervinieron en la configuración de la actual política en educación superior colombiana a la luz de tendencias y corrientes sociales globales, así como la identificación de algunos  momentos históricos que las refieren, en un marco de reformas políticas continentales. Se detallan asimismo características generales de tales políticas, que posteriormente permiten evidenciar algunas tensiones surgidas de las relaciones entre la globalización, los movimientos o corrientes de allí originadas y, los momentos que afectaron la sociedad con respuestas asumidas como reformas en política de educación superior en Colombia.
