El objetivo de este artículo es indagar la existencia/extensión de diversos dispositivos de control migratorio que se presentan en las infancias, al tomar como caso paradigmático el espacio educativo en Chile. Se propone alcanzar esta propuesta a través de una metodología cualitativa que refleja el trabajo de campo individual y colectivo de las/os autores. Una de las conclusiones refiere a que ciertos dispositivos escolares (exigidos por el Ministerio de Educación y otros de iniciativa propia de las escuelas) son parte de un conjunto heterogéneo y contingente de controles en las fronteras de permanencia, al buscar detectar a aquellos niños y niñas migrantes irregularizados que podrían amenazar el tejido social educativo, si no se sujetan a las solicitudes del sistema escolar.

El artículo tiene por objetivo analizar críticamente cómo las políticas educativas a nivel nacional han contribuido en la pre-construcción de un determinado tipo de sujeto que estaría influyendo en las experiencias educativas de niñas, niños y adolescentes migrantes o hijas/os de migrantes, con especial foco en el Norte Grande de Chile. El artículo presenta una caracterización y análisis, a través de una revisión
bibliográfica y de datos empíricos del Ministerio de Educación, del desarrollo
y consecuencias que ha tenido el modelo de cuasi-mercado educativo en
Chile. Para lograr lo anterior se presenta en primer lugar una breve historia
de la implementación del modelo en el país. Luego se caracterizan las
diferentes consecuencias que ha traído el modelo para el sistema educativo
desde los siguientes aspectos: 1) la transformación de la provisión educativa
desde lo público a lo privado; 2) los resultados alcanzados a nivel de
aprendizajes de los estudiantes chilenos tanto en el contexto nacional como
internacional; 3) la competencia entre escuelas públicas y privadas y 4) la
elección escolar de los padres. El artículo concluye con algunos hallazgos
encontrados así como una discusión final sobre el modelo. En relación a esto
último el artículo propone que luego de los datos analizados, el modelo de
cuasi-mercado educativo, que busca la competencia para mejorar la calidad,
no ha logrado efectivamente avances cuantiosos ni ha mejorado la inequidad
del sistema educativo chileno.

una perspectiva bourdiana– llevadas a cabo por los padres/madres para hacer frente al proceso de ex/inclusión de sus experiencias educativas en un contexto caracterizado por un campo de poder de carácter neoliberal y monocultural. Given the lack of studies regarding migrant parents' views towards the education system of their host countries in an era of global movement, this article focuses on the strategies deployed by Latin American migrant parents towards their children's schooling in the Chilean educational field. To understand these strategies in the context of southsouth migration, the article is informed by Pierre Bourdieu's theory and a decolonial critical interculturality framework (DeCI). The article concludes that three processes can be distinguished from the point of view of migrant parents regarding their schooling experience, which link to issues around accessing, adjusting and transforming. Additionally, the notion of parents as a source of knowledge emerged strongly among migrant parents as a way of transmitting their cultural capital in the context of migration.

Latin families moving to a different Latin American country are
placed in a dominated position by what is called ‘coloniality’. In
this sense, we argue that the processes of classification (in
terms of social class), racialisation and genderisation that
migrant Latin families experience when choosing schools for
their children in the Chilean context can be a form of this
coloniality. To make our case, we use narratives from indepth
interviews conducted in Valparaíso with migrant families
who applied to schools under the new admission system. In
this sense, narratives show that the processes of classification,
racialisation and genderisation, as socio-cultural productions,
intersect with migrant families’ school-choice experiences.

In this article we analyze the school choice process for Chilean families across the 30 years have passed from the implementation of the first education policy around school choice. The purpose is to understand this process from the perspective of how much parents are willing to pay to reach their demands and expectations when they made their choice. This aim is situated as a national problem where school choice in the Chilean context has not been successful in terms of improvement of the education quality. The information that we used is from a quantitative study, which applied a survey to 1,811 parents. From an education policy approach the contribution of this study is to understand from an economic and sociological view the process of parental choice, and to suggest a more effective policy around school choice.

Two out of ten of those who migrate to Chile are children and adolescents of school age. (INE & DEM, 2021). Therefore, in a monocultural (Stefoni et al., 2019) and neoliberal (Jiménez & Valdés, 2021) educational context, this presentation aims to critically analyze how the educational policy at the national level has contributed to the reproduction of subjectivities which influence the educational experiences of migrant children and adolescents in the context of the Great North of Chile as a border area.
To critical analyze these policies, two theoretical frameworks have been used: border studies together with critical interculturality. The notion of borders goes beyond the geographical limits between countries; hence it is understood in the presentation as a social practice. Practice that controls the migration experience which affects the everyday life of children and adolescents (Parker & Vaughan-Williams, 2012), for example in the educational field (Stang et al., 2019). Critical interculturality, on the other hand, emerges as an alternative to the assimilationist educational model of the XX century and later as a response to the functional interculturality from Latin America (Tubino, 2004). Education so far had been envisioned as one of the main tools to reproduce discourse that differentiates and creates racial hierarchies (Walsh, 2005). Therefore, the critical interculturality framework aims to make visible that no transformation has existed yet in the power relationships as the structures in the Latin-American societies still tend to racialise, inferiorise and dehumanise (Walsh, 2010) as they are a product of a social matrix of colonial order (Walsh, 2005) in monocultural states (Tubino, 2004).
The presentation is based on a qualitative study where documents of educational policies were analyzed together with eleven semi-structured interviews carried on with key informants from the public sector, social organizations, and academia. The analysis concluded that there are three dimensions relating to the process of subjectivation of the educational policies toward migrant students and their families. These dimensions are linked to the adult-centric perspective manifested in the non-participation of students in the elaboration and implementation of these policies. On the other hand, there is a reproduction of hierarchies based on the nationality, social class and race of students and their families. Finally, there is a narrative that distinguishes between children and adolescents according to their migration status, establishing that people can become illegal.

During this presentation, I used a specific event the “multicultural celebrations o encounters” to refer to the parent's subject position in the field of schooling (Vincent, 2000) as citizen and source of knowledge as a way to understand this bordering practices between schools and families that can create (ex)(in)clusion.
This is based on a four-month fieldwork interviewing Latin American migrant mothers and fathers, and school staff members; of different "state school" from the north and metropolitan region of Chile.

Durante los últimos 25 años ha habido un aumento del fenómeno migratorio en Chile el cual no sólo ha involucrado adultos en búsqueda de mejores condiciones y oportunidades, sino también niños y adolescentes. El objetivo de esta ponencia es analizar diferentes perspectivas desde una revisión de las políticas públicas, hasta la mirada de algunos actores involucrados en el proceso de acceso a la educación, los avances y desafíos en relación a la triada migración, Estado y educación en el caso chileno con respecto al derecho de la educación de niños, niñas y adolescentes migrantes. Para ello, en primer lugar se describen diferentes enfoques teóricos desde el Estado hacia los temas migratorios, y luego la ponencia se centra en la situación del sistema educativo chileno, para dar cuenta de la existencia (o no) de políticas, programas y disposiciones para la inclusión de niños, niñas y adolescentes migrantes y sus familias en el sistema educativo.

During the last 25 years, there has been an increase in the numbers of people migrating to Chile. This movement has not only involved adults in search for better conditions and opportunities, but also two in every ten immigrants is a child or an adolescent of school age. Moreover, between 2005 and 2015 the number of immigrant students in the school system increased almost three-fold, and four in every ten schools have at least one immigrant student in their classroom. Hence, in a context characterized by a strong quasi-market model in which school choice play a major role in defining the school experience for students and their families, the study explores how choosing a school can act as a form of inclusion into the national education system and the wider society, based on the idea that schools can be potential sites of both social exclusion and inclusion. The study uses, as an analytical framework, Bourdieu’s notions of habitus, field, and capital as well as an intersectional approach to social class, ethnicity, gender and nationality to understand the complexity faced by immigrant families when choosing a school. A mixed method research is used to describe the experiences of immigrants’ families in choosing a school. First, a quantitative stage involves analysing secondary data to provide a descriptive and contextual view on the actual situation of immigrants’ students and their families. Then a second qualitative stage provides a more in-depth understanding of the particularities, complexities and narratives underlining how immigrant families choose a school. The focus of this presentation is to discuss how immigrant families’ identity can illuminate the experience of parents’ educational strategies in the form of school choice, as this is a complex, dynamic, heterogeneous, relational process. This complexity has to do with the fact that they have to decode the internal dynamics of the new education system with respect to practices, relationships, and expectations, not only in their condition of newcomers, but also with how their own identity in the form of class, race, gender, nationality takes part in this process. Consequently, these social dimensions can have an influence on the strategies used to choose and, therefore, the decision will be based on what parents believe is the right school for their children. This can, in turn, have an impact on the identity formation, learning process, social relationships, and inclusion among other issues, of their children.

During the last 25 years there has been an increase in the numbers of people migrating to Chile. This movement has not only involved adults, but also children and adolescents of school age. Moreover between 2005 and 2015 the number of immigrant students in the school system increased almost three-fold. Hence, in a context characterized by a strong quasi-market model in which school choice play a major role in defining the school experience for students and their families, the study explores how choosing a school can act as a form of ‘integration’ into the national education system and the wider society, based on the idea that schools can be potentially sites of both social exclusion and inclusion. The study will use, as an analytical framework, Bourdieu’s notions of habitus, field, and capital as well as an intersectional approach to social class, ethnicity, gender and nationality. Both analytical frameworks can illuminate the experience of parents’ educational strategies in the form of school choice, as this is a complex, dynamic, heterogeneous, relational process. The focus of this presentation is to discuss how and why using narrative research is appropriate for the aim of the study, and what possible limitations we may encounter.

Migration is not only the movement from south-north, but south-south movements have also emerged. In the last 25 years in Chile there has been an increase of people arriving especially from other countries of Latin America. This movement has involved adults but also children of school age. Hence, in a context characterised by a monocultural and neoliberal education field this study aimed to explore how Latin American migrant parents’ experiences of their children’s schooling can act as a form of ex/inclusion into the Chilean education system and wider society. Today there is a lack of information about the experience of migrant families in Chile, which can have implications for the responses of state policies and school practices, especially in the current context of an Educational Reform and a new migration bill. Hence this study aims to contribute to the Chilean academic field, community work and educational policies. Based on qualitative research, interviews with migrant parents and school staff from public and subsidized schools from three regions of Chile were carried out. The study draws on the literature of migration studies and home-school relationship, informed by Bourdieu’s theory of practice and a critical interculturality framework. Additionally an intersectional approach has been considered to understand the heterogeneity of the category of parents’ subject position in the schooling field. Findings show that the home-school relationship in the context of migration has shed light regarding parents’ dispositions beyond the ones commonly recognized as consumer and partner. Moreover, how migrant parents deploy their strategies in the schooling experience can open up a possibility of rethinking other modes of the home-school relation. Additionally some school practices have reinforced symbolically and materially demarcations of otherness.
