VIGAN CITY IMPOSES STRICTER BORDER CONTROL In line with the implementation of the City’s Modified Enhanced Community Quarantine Guidelines, the City Government of Vigan through the City Public Safety and Disaster Risk Reduction Management Office led by CPSDRRMO Milagros Alquiza in partnership with the Vigan City Philippine National Police under ACOP Pltcol. David Dulnuan manned the Center Govantes Dike which is the main entry point of the City. Meanwhile, the different clusters of Barangays established checkpoints at their designated entry and exit points wherein Quarantine Pass were checked in every motorist while Company ID or Certificate of Employment for workers. “The City Government of Vigan continuously supports our BHERTs through the provision of PPE’s and constant coordination regarding to the City’s Quarantine protocols,” CPSDRRMO Alquiza said. “We have to be stricter because our COVID-19 cases in the city is continuously increasing,” Alquiza added. PNP–Vigan also heightened its patrol during curfew hours to ensure that strict implementation of the Quarantine Protocols are done in the city. As an additional support, the City Government of Vigan handed cash assistance to each cluster that will serve as their food allowance for the duration of MECQ in the city.

393 FAMILIES RECEIVE LAG

With the City’s goal to intensify its program towards poverty alleviation, the City Government of Vigan together with the Department of Social Welfare and Development awarded additional capital to 9 Bigueño Families under its Livelihood Assistance Grants (LAG) last April 23, 2021 at Vigan Culture and Trade Center. Committee on Cooperative and Livelihood Development Chairperson SPM Francisco Arturo Ranches III, CSWDO Ma. Celerina Agcamaran together with the representatives from DSWD-RFO 1 and the Office of the Ilocos Sur First District Congressman Deogracias Victor “DV” Savellano awarded the said assistance.

“I’m glad the DSWD approved over three hundred and ninety three beneficiaries amounting to P2,850,000.00 for the first batch of LAG in the city,” CSWDO Agcamaran said. Meanwhile, SPM Ranches expressed his gratitude to the DSWD for its continuous support to the City Government particularly in providing assistance to the in need Bigueños. The said beneficiaries are the first batch of LAG program in the city which aims to support and strengthen the livelihood of the Bigueños who are hardly affected by the implementation of lockdown.

BHERTS RECEIVE COVID-19 JAB As one of the City’s Frontliners towards the prevention of the spread of COVID-19 in the city, the City Government of Vigan together with the Provincial Government of Ilocos Sur and the Department of Health started the immunization of the different Barangay Health Workers in the city last April 5, 2021 at Vigan City Health Office.

WOMEN ORGS LEAD COMMUNITY PANTRIES IN THE CITY As Community Pantries keep mushrooming in the country, the Vigan City Women’s Organizations led by the Balikatan sa Vigan Inc., Gabriela ti Vigan, KALIPI and the Rural Improvement Club also organized Community Pantries in every barangay which started last week to help supplement in the needs of the families especially on food and other basic necessities in this time of pandemic. “The pantries were manned by the members of the said organizations and operated from eight o’clock to twelve noon for lunch and four o’clock to six o’clock in time for dinner. It was situated in the residence of volunteered members where space is conducive and safe for such activity.” Vigan City Women’s Organization Federated President and Former Mayor Eva Marie S. Medina said. “We also installed alcohol dispenser and logbooks to ensure the safety of everyone,” Medina added.

She also thanked the endless support of the donors and the City Government through the Child Development Workers and City General Services Office for helping the organization in repacking of goods for the 39 community pantries in the city. Just like other community pantries across the country, this initiative of the different Women’s Organizations in the City is to call on Bigueños and other generous donors to give according to their ability and take what they need, hence, “Nu adu kaniam, kaarubam isagutam.” In Vigan, it started in Barangay IX through Ms. Katrina Rica Aguila. A private citizen of the said Barangay, highlighted on her interview that she did it to gratify the City Government of Vigan headed by Mayor Juan Carlo Medina for their continuous efforts in keeping Bigueños safe and procuring COVID-19 vaccines for all Bigueños including those workers in the city.

CGV UNDERTAKES TRAINING FOR COVID-19 VACCINE ROLL-OUT Last April 15, 2021, the City Government of Vigan undertakes vaccine registration and logistics, including supply, transport, handling, and delivery, training with the guidance of Zuellig Pharma Inc. to ensure the efficient and appropriate implementation of its Vaccination Plan. City Health Officer II Loida Ranches, City Administrator and Legal Officer Atty. Joanne Janice Quodala-Formoso, City Budget Officer Irene Queppet, City General Services Officer Kenneth Victa and other members of the Vigan City’s Technical Working Group for Covid-19 Vaccination Roll-out participated the said training in which more convenient inputting system of data and the delivery of vaccines from DOH up to the City’s Vaccine Warehouse and its Vaccination Sites were tackled. “With our continuous coordination with the Department of Health, Astra-Zeneca Pharmaceuticals Inc. and Zuellig Pharma Inc. our preparations for the vaccination roll-out became more possible and we’re excited to use those learnings for better roll-out to the Bigueños” CHO II Ranches said. The Zuellig Pharma Inc. is the City’s official logistic provider to ensure the safe delivery of the Covid-19 vaccines purchased by the City Government for the Bigueños and those workers in the City.

CITY’S PUBLIC HEALTH STANDARDS MONITORING TEAM CONDUCTS RANDOM INSPECTIONS

Vigan City, Ilocos Sur - City Mayor Juan Carlo Medina further intesified the City’s Public Health Standards Monitoring Team through random visitation of the various establishments. The team is composed by City Health Office; City Public Safety and Disaster Risk Reduction Management Office; Buisness Permit and Licensing Office; City Cultural Affairs and Tourism Office; and Philippine National Police-Vigan. Every establishment presented their plans and strategies in implemeting the basic health protocols both for their employees and their costumers.

“As the City continously records COVID-19 cases per day, our team needed to double time and efforts in validating and reminding every establishment in the city to strictly follow the new normal protocols for us to at least lessen the transmission of the virus,” BPLO Elpidio Palapala said. The composite team was established through the City’s Executive Order No. 029 Series of 2020: Creating the City Composite Team During the Period of Public Health Emergency and was released last April 2020 which aims to ensure the strict observance of Basic Health Protocols in every establishments in the city.

VIGAN CITY KICKS OFF ITS COVID-19 VACCINATION ROLL-OUT PRE-REGISTRATION

VIGAN CITY IMPLEMENTS STAYSAFE PH APP

As the City Government of Vigan strives to have an organize and safe conduct of its upcoming COVID-19 Vaccination Roll-out, the different barangays of the City through its trained Pre-Registration Team of each Barangay composed of their SK Chairman, BHW and Secretary officially started today the listing of every Bigueño ages 18 to 58 years old. The Pre-Registration Program were steered at the Barangay Covered Courts and some teams went door to door for faster gathering of information. Meanwhile, the Senior Citizens and turning seniors this year were interviewed last February by the CDC Workers. “Our target is to vaccinate all eligible Bigueños including those workers in the city for us to at least limit the spread and threat of COVID-19.” CHO II Loida Ranches said. “The pre-registration will really help us in our preparation for the Vaccination Rollout particularly on identifying their category group,”Ranches added. Frequently Asked Questions on COVID-19 Vaccines and Astrazeneca leaflets were distributed to each resident to further IEC campaign of the City’s COVID-19 Vaccination Program.

To facilitate easier and faster contact tracing, the City Government of Vigan encouraged everyone to create and use the Staysafe.Ph App which will be used in entering the different establishments in the city particularly the Vigan City Hall and City Health Office. The City Government installed StaySafe. Ph App scanners at entrance of the Vigan City Hall and at the City Health Office and requested the various establishments in the city to also implement the said app. City Mayor Juan Carlo Medina assigned the City Cultural Affairs and Tourism Office to assist Bigueños who do not have the access into the App while the City Public Relations and Information Office posted and printed leaflets regarding the procedures in making StaySafe Ph App for the information of the public. The implementation of the StaySafe Ph App as the country’s official contact tracing, health condition reporting, and social distancing system is between the National Task Force on COVID-19 signed a Memorandum of Agreement with Multisys Technologies Corporation earlier this month.

CITY’S COVID-19 VACCINE ROLL-OUT TEAM HOLDS ORIENTATION ACTIVITY To prepare for faster and more efficient inoculation of the Bigueños against COVID-19, the City Government of Vigan held last April 8, 2021 the orientation of the City’s COVID-19 Vaccine Roll-out Team at Vigan Culture and Trade Center wherein empoyees from the City Government, Bureau of Fire Protection and Phippine National Police who has medical and counselling backgounds attended the event. Being the lead office in managing the virus in the City, the City Health Office represented by City Health Officer II Dr. Loida Ranches and City Health Midwife II Gretchen Aquino-Duran discussed the role of each member as well as the flow of the vaccination from registration, counselling, consent, screening, actual vaccination and monitoring.

To augment the lack of manpower, City Mayor Juan Carlo Medina tapped the City Employees and attached agencies’ personnel with medical background to support the vaccination roll-out. Various vaccination sites were established as per the city’s vaccination roll-out plan such as the Ilocos Sur Provincial HospitalGabriela Silang for Public Health Care Workers; Ilocos Sur Cooperative Medical Mission Group and Hospital, St. James Hospital and Rabara Clinic and Hospital for Private Health Care Workers; Barangay Ayusan Norte Covered Court for Barangay I, II, V, VI and VII; Immaculate Concepction School of Theology for Barangay III, IV, Pantay Daya and Ayusan Norte; Benedictine Sisters of the Eucharisitic King for Pantay Fatima and Pantay Laud; Immaculate Conception Minor Seminary for Barangay Mindoro, Bulala and Ayusan Sur, Paoa and San Pedro; Barangay Paratong Covered Court for Barangay Paratong, Pong-ol and Barraca; Beddeng Laud Covered Court for Beddeng Laud, Beddeng Daya, Camangaan, Cabalangegan, Cabaroan Laud and Bongtolan; Barangay Rugsuanan Covered Court for Raois, Rugsuanan, Nagsangalan, Purok a Bassit, Purok a Dackel and Cabaroan Daya; Barangay San Julian Covered Court for San Julian Sur, San Julian Norte, Capangpangan, San Jose; and University of Northern Philippines Gymnasium for Tamag, VIII, IX and Salindeg.

Two Bigueño Families who were fire incident victims at Barangay Ayusan Norte and Pantay Laud received assistance from the City Government of Vigan through the City Social Welfare and Development Office and the Department of Social Welfare and Development-Regional Field Office I wherein sleeping kits, relief supplies, family kits, and kitchen kits were handed. City Social Welfare and Development Officer Ma. Celerina Agcamaran ensure that both families will also avail the Emergency Shelter Assistance Program of the DSWD and the City.

Mayor Juan Carlo Medina attended a teleconference with the League of Cities of the Philippines, AstraZeneca Pharmaceuticals, Zuellig Pharma, and the National Task Force against COVID-19. Updates on vaccine supply, delivery, and timetable and pronouncements as to the position of the Food and Drug Administration on efficacy were discussed during the meeting. Also present in the meeting were Covid-19 Inter-Agency Task Force members City Administrator Atty. Joanne Quodala-Formoso, City Health Officer II Dr. Loida Ranches and City General Services Officer Kenneth Victa. The Vigan Chronicle | 11

The City Government of Vigan through the City Social Welfare and Development Office led by CSWD Officer Ma. Celerina Agcamaran handed various livelihood assistance through its Pagsapulan: Raniag Ti Masakbayan Livelihood Program to the five indigent Bigueño families at their respective houses. As of the moment, twelve Bigueño families who are in need were granted assistance through the said program for the month of April. CSWDO Agcamaran ensures that their office will further intensify its operations in the assessment and validation of possible beneficiaries.

The City Government of Vigan through Office of the City Mayor Juan Carlo Medina handed three units of Sewing Machines to the Immaculate Heart of Mary Abbey Benedictine Nuns of the Eucharistic King at Pantay Fatima, Vigan City. The said machines will serve as an additional livelihood and training tool for their students. 12 | The Vigan Chronicle

Last April 29,2021 Mayor Juan Carlo Medina together with the Pantawid Pamilyang Pilipino Program Council of the city held its monthly meeting at Vigan Culture and Trade Center wherein updates on the City’s 4Ps members and services rendered were presented.

To provide safe and more conducive homes for the Bigueños, the City Social Welfare and Development Office continously provides Emergency Shelter Assistance to the affected families last April 22, 2021. Housing materials such as nails, corrugated metal aluminum sheets, woods, metal bars etc. were personally handed by the CSWDO personnel through Social Welfare Officer-I Maribel Artienda.
