ZUBIRI, ROMUALDEZ VOW TO MUSTER NEEDED VOTES

PRAGUE—Both leaders of the Senate and the House of Representatives assured the public that efforts to amend restrictive economic provisions of the 1987 Constitution are on track.

Senate President Juan Miguel Zubiri, who earlier said he will not force his colleagues to vote for amending the Charter as it might cost him his position, said the Upper House needs “a bit more time” to get it done.

“We’re convincing our colleagues to make sure we have the three-

fourths vote on this measure. It’s ongoing. We’re on track,” said Zubiri, who joined the Philippine delegation in Prague Thursday.

‘’We have to make sure to convince our colleagues on this issue,that’s why we need a bit more time but it’s being done. Nothing is stalled,” he added.

PBBM: BACK-TO-BACK EU VISITS OPEN ECONOMIC

PRESIDENT Marcos on Saturday said his back-to-back visits to Germany and the Czech Republic opened doors for more opportunities to deepen the Philippines’ cooperation with the two Central European nations.

In his arrival statement, Mr. Marcos said the signing of several agreements and the support from the German and Czech governments to resume the negotiations for the Free Trade Agreement between the European Union and the Philippines are among the successful outcomes of his trips.

“Overall, I am confident that these visits to Germany and the Czech Republic have strengthened our bonds with these two countries in Central Europe and created opportunities for co-

operation and prosperity,” he said.

Negotiations for the PH-EU trade deal began in December 2015, but the European Commission suspended negotiations due to concerns over human rights abuses in the Philippines during former President Rodrigo Duterte’s war on illegal drugs. European Commission Ursula von Der Leyen expressed the EU’s intention to relaunch FTA talks under the Marcos administration during her visit in Manila in 2023.

Mr. Marcos said his visit to Berlin was part of the commemoration of the 50th anniversary of the Philippines’ bilateral ties with Germany last year and the 70th anniversary of diplomatic relations.

THE Philippine National Police on Saturday said former Bureau of Corrections deputy security officer Ricardo Zulueta — a co-accused in the killing of broadcaster Percival “Percy Lapid” Mabasa — died due to heart failure on March 15.

Zulueta died at the Bataan Peninsula Medical Center in Brgy. San Ramon, Dinalupihan, Bataan, the PNP said.

For his part, Speaker Martin Romualdez said the House has followed the lead of the Senate in crafting the amendments.

The House last week approved on second reading Resolution of Both Houses No. 7 and is set to finalize the approval on third reading this week before the Lenten break.

RBH No. 7 is identical to the Senate’s RBH No. 6 except for the manner of voting, with the former pushing for a separate vote of both chambers of Congress in approving the amendments.

The proposed House and Senate changes were on the grant of legislative franchises to and ownership

of public utilities in Article 12, and ownership of basic educational facilities in Article 14, and advertising firms in Article 16. A congressional leader welcomed the pronouncement of both leaders of Congress.

Aklan Rep. Teodorico Haresco said adopting the economic amendments will create about two million jobs and will sustain efforts of the Marcos administration to decrease the unemployment rate.

“Removing economic restrictions to foreign investment in our Constitution is the lowest hanging fruit especially for an emerging economy like ours,” Haresco said.

Based on the initial police report, Zulueta was rushed to the hospital by his brother, Ronald, and was declared dead by his attending physician, Dr. Jollybenson Alami.

Zulueta, together with former BuCor director general Gerald Bantag, was accused of killing the radio broadcaster and commentator.

Roy Mabasa, the brother of Lapid, said ‘’an independent autopsy report would assuage the public that we are indeed after the truth.’’

‘’We would like the PNP to ascertain the real cause of his death since he was originally tagged as one of the masterminds in the killing of @lapidfire,’’ Mabasa said on X. He also disclosed the hearing against Bantag set for March 18, 2024 was suspended anew following the request of prosecutors.

Last year, prosecutors indicted Bantag and Zulueta for two counts of murder for the killing of Lapid and alleged middleman Jun Villamor.

“Our attempt to break the Guinness World Record isn’t just about setting records. It’s a call to action and a show of our shared commitment to overcome the challenges posed by tuberculosis. It’s a movement to reshape perceptions, break stigma, and advance the global conversation on tuberculosis, following the directive of President Marcos to stop the TB problem,” he added.

DILG FORMS TASK FORCE TO PROBE BOHOL RESORT

INTERIOR Secretary Benhur Abalos has formed a task force to investigate how a controversial resort was constructed within the Chocolate Hills protected area in Bohol.

“We have mobilized a special investigation team to swiftly ascertain any liability of local officials in this matter,” Abalos said.

He said the DILG was deeply concerned over the construction and operation of the Captain’s Peak Resort despite lacking an Environment Compliance Certificate (ECC).

“Local officials found complicit or negligent with respect to any violation will face legal action. These officials may be suspended or dismissed,” Abalos said.

The Department of Environment and Natural Resources, for its part, said the resort may face up to a P5 million fine for operating without an ECC.

The department said it will also probe if its local field offices should be held liable for the controversial resort.

Environment Secretary Antonia Yulo-Loyzaga earlier lamented the resort was able to obtain a building permit and subsequently a permit to operate from the Sagbayan municipality despite lacking an ECC.

Chocolate Hills is a UNESCO world heritage site and was declared aprotected area through Proclamation No. 1037 issued by the late President Fidel Ramos in 1997.

PRAGUE—The Philippines is keen on procuring avian flu vaccines from the Czech government, President Ferdinand Marcos Jr. said.

During his three-day state visit to the Czech Republic, President Marcos, in an interview with the Philippine media delegation, shared his plan to procure the vaccines.

“They have an Avian flu vaccine, coming close to developing a Swine flu vaccine. So, that’s what we are look-

ing for. Not only will we procure it, but hopefully we’ll produce it locally,” the President said.

The President also said that the Department of Agriculture is currently engaged in exploratory discussions with its Czech counterpart to bolster the Philippines’ livestock industry.

“Our interest lies in the trade of meat products. They have a robust beef export industry, equipped with technologies, as Secretary Kiko (Francis Tiu Laurel) briefed me earlier, aimed at enhancing the health of their livestock,” President Marcos said.

“We’re looking into not just procuring but potentially localizing the production, ensuring we have our domestic source. These are the areas we’re focusing on.”

President Marcos emphasized the significance of trade, acknowledging the disparity in agricultural prod -

ucts and seasons between the two nations.

However, he highlighted the potential for acquiring innovative livestock technologies.

Furthermore, the Ministry of Agriculture of the Czech Republic will visit Manila next week to discuss possible fields of cooperation with the country’s agriculture sector.

Czech Agriculture Minister Marek Výborný is poised to lead the Czech delegation next week to pave the way for robust cooperation aimed at bolstering food security endeavors.

SPEAKER Ferdinand Martin G. Romualdez praised President Ferdinand R. Marcos Jr. for enacting three landmark laws on educational equity, passport services, and the salt industry, underscoring the administration’s commitment to driving positive change across sectors.

These laws are Republic Act (RA) 11983 or the New Philippine Passport Act; RA 11984, otherwise known as

the No Permit, No Exam Prohibition Act; and RA 11985 or the Philippine Salt Industry Act.

Romualdez hailed the enactment of RA 11984, which prohibits the “no permit, no exam” policy in all educational institutions, as “a crucial milestone in our journey towards educational equity.”

The leader of the 300 plus-strong House of Representatives cited the significance of providing equal opportunities for all students to

pursue their academic aspirations. Under the provisions of the law, all public and private basic (K to 12) institutions, higher educational institutions, and technical-vocational institutions offering long-term courses exceeding one year are covered.

Romualdez said the New Philippine Passport Act signifies a major overhaul of the passport application process in the country, aimed at streamlining procedures and ensuring

accessibility for all citizens. RA 11983 repeals RA 8239, also known as the Philippine Passport Act of 1996, and introduces several key reforms to the passport application system. One of the primary objectives of the law is to develop a new generation of Philippine passports that meet international standards, ensuring greater security and functionality for Filipino travelers.

TWO lawmakers were offended by the recent ungentlemanly remarks of former Biliran lone district Rep. Glenn Chong toward First Lady Liza Araneta-Marcos, and thus asked that he make a public apology.

Reps. Robert Ace Barbers of Surigao del Norte and Johnny Pimentel of Surigao del Sur slammed Chong’s remarks last Tuesday during the pro-Apollo Quiboloy prayer rally in Manila wherein he threatened to slap the First Lady.

“That is conduct unbecoming of a gentleman... Women’s Month pa naman,” said Barbers, chairman of the House Committee on Dangerous Drugs.

“Chong should apologize,” added the Nacionalista Party (NP) stalwart. Pimentel, assistant minority leader of the powerful Commission on Appointments (CA), agreed in that Chong should seek forgiveness from President Marcos’ wife.

SOLONS HAIL HOUSE SPEAKER’S LEADERSHIP IN CONGRESS

THE House of Representatives has always provided the needed budgetary support for the Philippine General Hospital (PGH) in every aspect, including personnel salaries and benefits, operational support, infrastructure requirements, and even funding for medical aid for indigent patients.

Deputy Majority Leaders Janette Garin and Erwin Tulfo both acknowledged the support of the House, under the leadership of Speaker Ferdinand Martin G. Romualdez, to the health program of the administration of President Ferdinand R. Marcos Jr., including the country’s biggest public medical institution.

Garin said she remembers during the deliberation of the 2023 PGH budget, as vice chair of the Committee on Appropriations, much discussion was made on improving the infrastructure of the said medical institutions by converting its buildings into high-rises.

REYES SAYS PCSO SHOULD ADD MORE FUNDS FOR HEALTH

ANAKALUSUGAN Rep. Ray T. Reyes added voice to the growing clamor for more funds for health services by urging  the Philippine Charity Sweepstakes Office (PCSO) to lower its documentary stamp tax (DST) on lottery tickets and horse-racing bets by 10 percent.

“The reduction in the documentary stamp tax rates of PCSO means huge savings that could be allotted instead to health-centric programs directly aimed at aiding the poor such as medical assistance, purchase of ambulances for lower class municipalities, medicines for local government units, and medical equipment, as well as budget for hospital fees of indigent patients,” Reyes, vice chair of the House Committee on Health, said.

Reyes made the call after PCSO chairman Junie Cua appealed to lawmakers during a hearing of the House appropriations committee  to support his request for the reduction of documentary tax payments as the current rate prohibits the charitable agency from allocating more funds for treatment and hospitalization of Filipinos living below the poverty line.

PRAGUE— President Ferdinand Marcos Jr. said he is glad about the positive trust rating he received but assured Filipinos that his administration will continue to work harder.

President Marcos, who on the last day of his five-day state visit to Central Europe, welcomed the good news but downplayed the survey’s results.

“Yeah, I heard a little bit about that. Well, of course, it’s always good news. But, you know, we do not conduct policy according to surveys,” President Marcos said.

He, however, said he is hoping the survey results reflect the government’s efforts.“I’m just happy that we are beginning to get to that point where people are seeing the wisdom of some of the measures that we’ve undertaken, the policy changes that we’ve made, the legislations that we have requested from the Congress,” President Marcos

said. “I think I’m hoping that that’s what it means. So good, then we will keep going and work even harder than we have been before,” he added.

The Social Weather Stations (SWS) reported Thursday that President Marcos gained +47 percent net satisfaction ratings among 65 percent of adult Filipinos, boosted by his continuing popularity in all areas in the country except in Mindanao.

The SWS released its most recent quarterly survey held from Dec. 8 to 11 last year, which found that only 17 percent were undecided about the president’s performance, as opposed to 18 percent, who expressed outright dissatisfaction.

Under Section 3 of Republic Act No. 11055 or the PhilSys Act, the program envisions a future where Filipinos can utilize a single secure ID for government and private transactions, eliminating the need for multiple identification documents.

The survey firm reported that gross satisfaction with President Marcos stayed at 65 percent, undecided rose from 14 percent, and gross dissatisfaction slightly fell from 21 percent. The resulting net satisfaction rating is +47 or plus three points from the +44 he received the previous quarter. SWS noted that while Mr. Marcos’ satisfaction ratings have generally increased across different demographics and regions, there is a notable exception in Mindanao.

The breakdown of satisfaction ratings by region shows that Mr. Marcos enjoys the highest net satisfaction in Balance Luzon (+52), followed closely by Visayas (+51), and Metro Manila (+44). Satisfaction levels in rural areas were described as ‘very good’ (+56) and ‘good’ at urban areas (+39) President Marcos remained

popular among men (+53) compared to women (+41). In terms of age groups, his satisfaction ratings have risen significantly among 25-44-year-olds, while remaining relatively stable among other age demographics. Similarly, his satisfaction levels have increased among those with elementary education, but have seen little change among other educational groups. Despite variations across regions and demographics, President Marcos continues to maintain a generally positive satisfaction rating. The survey, which involved faceto-face interviews of 1,200 adults nationwide, provides insights into the sentiments of Filipinos towards the current administration. SWS said the survey was non-commissioned and elicited responses to the questions: “Please tell me how satisfied or dissatisfied you are with the performance of Ferdinand Marcos, Jr. as President of the Philippines.

AGENCIES SIGN PACT ON DATA SHARING, PROCESSING TO COMBAT ILLEGAL RECRUITMENT

THE Bureau of Immigration (BI) has launched a joint system with the Commission on Filipinos Overseas (CFO) for ports of entry and exit that would simplify the processing, collecting, verifying, and sharing of information or data between the two agencies.

BI Chief Norman Tansingco said the launching held at the Ninoy Aquino International Airport (NAIA) Terminal 3  is the result of an agreement signed

by the BI and the CFO in May last year.

The system will  interconnect the two agencies and allow for real-time verification of certificates issued by CFO upon presentation to immigration officers.

The joint system seeks to address and eliminate illegal recruitment, human trafficking, and irregular migration incidents in the Philippines while generating accurate data on migration.

“Interoperability is an important part of modern governance. The

integration of our systems to share real-time data will provide streamlined and efficient services to the public,” he added.

Meanwhile, BI officers intercepted a Filipina traveler who presented a bogus CFO certificate at the Clark International Airport (CIA) Terminal 2. Under the law, Filipino emigrants who are leaving to permanently settle abroad are required to register with the CFO and obtain certificates that they attended the commission’s pre-departure

orientation seminar or peer counseling sessions.

The female passenger attempted to depart for Busan when she was intercepted by immigration officers.

She was found to be holding a counterfeit CFO certificate, which she admitted to have procured via Facebook for P8,500.  She was referred to the inter-agency council against trafficking (IACAT) for filing of appropriate charges against the source of the fake document.

IN BRIEF DOH ISSUES RED TIDE WARNING IN VISAYAS, MINDANAO

THE Department of Health (DOH) on Saturday warned the public against consuming shellfish from six areas in the Visayas and Mindanao due to paralytic shellfish poison or toxic red tide.

The DOH and the Bureau of Fisheries and Aquatic Resources (BFAR) said the advisory covers all types of shellfish, including mussels or tahong, oysters, clams, and alamang sourced from the coastal waters of Milagros in Masbate; Dauis and Tagbilaran City in Bohol; Dumanquillas Bay in Zamboanga del Sur; San Pedro Bay in Samar; Matarinao Bay in Eastern Samar; and San Benito in Surigao del Norte.

“Bring patients with symptoms after eating unsafe shellfish to the nearest emergency room immediately. Prevention is the best: do not eat tahong, talaba, halaan, other shellfish, and alamang from areas identified with toxic red tide,” Health Secretary Teodoro Herbosa said.

“Always read advisories from DABFAR and the DOH. All hospitals are directed to prepare for these cases and to report them accordingly.”

CONCESSIONERS OPTIMISTIC ON SMC TAKEOVER OF NAIA

CONCESSIONERS at the Ninoy Aquino International Airport (NAIA) are highly optimistic about the potential of San Miguel Corp. (SMC) to enhance the airport experience.

The government is set to sign the concession agreement with SMC for the improvement of NAIA, which is widely recognized as one of the world’s worst airports.

Dnata Philippines, one of the ground-handling firms that cater to customer airlines in NAIA, welcomed the news, expressing their excitement about what SMC can bring to the airport.

“We are excited to see what SMC can bring. As for me, I’ve been here since 1991. This is the exciting time, we will see something good for the Filipino people, especially the traveling people who, at the end of the day, will be the ones who will benefit,” said Margaret Yu during a forum organized by the Airport Press Club (APC) held at NAIA Terminal 1.

She said that they are looking forward to seeing something that is good for the Filipino people and the traveling public.

FIRST AID BOAT UNLOADS IN GAZA AS HAMAS PROPOSES NEW TRUCE

AFIRST aid ship plying a new maritime corridor from Cyprus began unloading its cargo of desperately needed food in Gaza as Hamas proposed a new six-week truce in the war.

AFP footage showed the Open Arms, which set sail from Cyprus on Tuesday, towing a barge that the Spanish charity of the same name says is loaded with 200 tonnes of food for Gazans threatened with famine after more than five months of war.

World Central Kitchen, the US charity working with Open Arms, said it was readying another boat with supplies of beans, canned meat, flour, rice and dates in the Cypriot port of Larnaca but stressed the need for more road access to bring aid into Gaza.

“Our ambition is having a highway of aid going

into Gaza,” the group’s Juan Camilo Jimenez said in a video posted on social media platform X.

The Israeli military said it had deployed troops to “secure the area” around the jetty while the cargo of aid was unloaded. The “vessel underwent a comprehensive security inspection,” it said.

A spokesman for the Hamas-ruled territory’s health ministry said early on Saturday that 123 people had been killed across Gaza in the past 24 hours, including 36 people in a strike on a house sheltering displaced people in central Nuseirat.

THE humanitarian situation in Gaza is a “nightmare” for mothers and babies, with doctors reporting small and sickly newborns, stillbirths and women forced to undergo C-sections without adequate anesthesia, a UN official said.

“I’m personally leaving Gaza this week terrified for the one million women and girls of Gaza... and most especially for the 180 women who are giving birth every single day,” Dominic Allen, UN Population Fund (UNFPA) representative for the state of Palestine, said in a video news conference from Jerusalem.

“Doctors are reporting that they no longer see normal-sized babies,” Allen said after visiting hospitals still providing maternity services in the

north of Gaza, where the need is especially great.

“What they do see though, tragically, is more stillborn births... and more neonatal deaths, caused in part by malnutrition, dehydration and complications.”

The numbers of complicated deliveries are roughly twice what they were before the war with Israel began—with mothers stressed, fearful, underfed and exhausted —and caregivers often lacking necessary supplies.

“We have had reports of insufficient anesthetic being available” for Caesarean sections, “which again is unthinkable.”

“Those mothers should be wrapping their arms around their children,” he said. “Those children

should not be wrapped in a body bag.”

Israel has defended its policies as it pursues its stated goal of destroying Hamas, saying the UN should send more aid to the war-ravaged territory, pushing back on reports by the UN and NGOs that cumbersome Israeli inspections are blocking food and other essentials.

Allen said Israeli authorities had refused to allow in some UNFPA supply shipments, such as kits for midwives, or had removed supplies like flashlights and solar panels.

“It’s a nightmare which is much more than a humanitarian crisis,” he said. “It is a crisis of humanity... beyond catastrophic.”

But “we have reached a consensus that until the resignation is finalised, each individual should do their best in the treatment of patients in their respective positions, just as they have done so far,” he added.

Bang did not disclose the exact number of professors expected to walk off the job on March 25th.

The health ministry this week reiterated that negotiations over the

reform plans were out of the question, saying it would implement the healthcare reforms “without wavering”.

The government has ordered junior medics to return or face legal action, and has moved to suspend the medical licences of those who refuse to comply, while offering incentives and setting up a hotline to support any who defy the walkout.

Seoul is pushing to admit 2,000 more students to medical schools annually from next year to address what it says is one of the lowest doctor-to-population ratios among developed nations.

Bang said Saturday that doctors cannot agree to an increase of 2,000 more students under any circumstances.

TWELVE Hong Kongers were jailed Saturday for up to seven years over the storming of the city’s legislature in 2019 at the height of pro-democracy protests that challenged the Beijing-backed government.

SRI LANKA’S economy rebounded strongly in the fourth quarter of 2023 from the island nation’s unprecedented financial crisis as tourism arrivals rose, the government said Saturday.

Agriculture, industries and services boosted the expansion to 4.5 percent in the December quarter compared to a 12.4 percent contraction a year earlier, the census and statistics department said. It added however that the economy shrank by 2.4 percent overall during 2023 compared to a contraction of 7.8 percent in 2022, when the country defaulted on its $46 billion foreign debt.

“Sri Lanka’s economy experienced some kind of duality in 2023,” the department said in a statement, noting that the first half of the year recorded negative growth while the economy bounced back in the second. AFP

UCH was the craze over frozen yogurt and milk tea in the Philippines that almost every mall has a kiosk or inline store selling the popular beverage.

Many businessmen invested in the trend while aware that this could be another passing fancy. But the concept held on, and so did Frotea, a portmanteau of frozen yogurt and milk tea which became a brand that braved the milk tea mania back in 2012.

Brand owner and president Ana Lustre-Malijan was just testing the waters, looking for a business she could call her own, when she decided to start a frozen yogurt and milk tea business.

“When I opened my first store, I just let it percolate just to test the market. In fact, it took me five years to really get serious about it. When we opened our second store, we joined a university fair. We were selling 400 cups for six days straight. That’s the time I realized there is an opportunity for this kind of business. After that, we had a lot of franchise inquiry,” she said.

Despite being a civil engineer by trade, Malijan knew a few hacks about owning a business. She was a franchisee before she became a startup entrepreneur. She still keeps the pizza franchise, a symbol of how she transitioned from being a franchisee to becoming a brand owner.

Malijan is aware that in a market as saturated by dozens of milk tea shops in proximity with each other, it is important to have a unique proposition.

Nobody is ever too old to run. A 76-yearold woman named Rosalinda Ogsimer is proving just that as the oldest female runner in the Philippines. From the looks of it and this incredible feat, it seemed that she’s been running her whole life. Interestingly enough, however, she only started doing so when she reached her seniority.

At 65, she started regular training and running short distances—from 5K, 10K, to 21K—until she ran her rst 42K marathon in 2015. Now, she wants to empower women to commit to their health seriously. In an exclusive interview with Manila Standard, Ogsimer said joining the Women’s Run taught her the beauty of resilience and the strength that comes from perseverance.

“It was fun and uplifting. You got to be celebrated and recognized, which is a good way to celebrate the women’s month,” she says. “I’m still in good shape, I enjoy the exercise. I think it’s the best exercise that I can get. I also want to inspire women, especially the younger generation, that’s why I always do my best so I can show them that even though I’m already 76, I can nish strong.”

MOVING WITH PRIDE “Vocal” is probably one of the words that best describes Thysz Estrada. Phone in hand, she has gone viral on the internet, for sharing her stand on societal issues and for advocating for inclusivity and equality.

Also, a runner and cyclist who is a member of the EZ Run Club, Estrella uses her platform to create an

equal space in the sports scene for queer members of society. And through inspiration and smiles, she pushed through and nished another ful lling run.

“If I can do it, you can do it, too!” Estrella says. “I’m very proud and privileged that I was asked to join the event and it proves that Watsons has the commitment to inclusion, for including me, a transwoman, in their campaign. Plus, the message of ‘beautiful and stronger together’ is really evident, and I’m very happy to be part of that message.”

Estrella, who also won 2nd place at the Spartan Race’s 2023 Elite Series, also shares that she dreams of active and sporting communities that are truly inclusive so that more people can participate in sports and lead an active lifestyle in general.

“We are strong. We are capable of so much more,” she adds.

She also mentioned that joining the run was part of their training for the OCR World Championships in Costa Rica in August. “This is also a part of our training as a national athlete. So, this run is also a part of our training,” Estrella adds.

FEEDING our canine companions is a responsibility that all dog owners take seriously. Among the various debates surrounding dog nutrition, one of the most common is whether raw or cooked meat is better for our furry friends.

Raw Meat Diet for Dogs:

Raw meat diets for dogs closely mimics what dogs would eat in the wild. Raw feeding typically consists of uncooked meat, bones, and organs, often supplemented with fruits and vegetables.

According to Dr. Wilhem Markennen in “Pros and Cons: Raw vs Cooked Diet for Dogs” published in the Dogs United website, raw diets offer

tissues in meat, making it easier for dogs to digest. This can be particularly beneficial for older dogs or those with digestive issues.

3. Convenience. Preparing cooked meals for dogs can be more convenient for some owners, as it eliminates the need to handle raw meat and ensures portion control.

However, a cooked meat diet also have its disadvantages:

1. Nutrient Loss. Cooking meat can lead to the loss of vitamins and enzymes, potentially reducing the overall nutritional quality of the food.

2. Potential for Overcooking. Overcooking meat can further deplete its nutritional value.

3. Processed Ingredients. Commercial cooked dog food may contain additives, preservatives, and fillers that are less desirable for some dog owners.

ANIMAL welfare advocates have been clamoring for changes in existing animal welfare policies. While the Philippines is one of the Asian countries that adopted an animal welfare law, particularly in 1998, the said law and its recent amendment in 2013 have been unresponsive to the overwhelming concerns about cruelty, maltreatment, and neglect of animals.

Social media has been instrumental in bringing about these issues and it seems that the problem comes from factors relating to the effectiveness of implementing the law, awareness, and the lack of a comprehensive national program to promote animal welfare.

In July 2022, the Animal Kingdom Foundation, through Congresswoman Bernadette Herrera, refiled House Bill (HB) No. 1396 entitled The Revised Animal Welfare Act of the Philippines, creating the Animal Welfare Bureau under the Department of Agriculture to Institutionalize and Strengthen the Implementation, Govern its Operation, and Enforcement. Fast forward to today, a total of 12 lawmakers, 2 Senators, and 10 Representatives have filed similar bills. This only shows that the growing consciousness of the Filipino Community about the welfare of animals is felt and understood by our esteemed lawmakers. Senator Grace Poe herself is championing the Senate version of the Bill under Senate Bill (SB) 2458 which aims to repeal the existing Republic Act No 8485 as Amended by Republic Act No 10631.

To ensure a definite mandate and a focused agency, the creation of the Animal Welfare Bureau is proposed to be created under SB 2458. This will significantly address confusing and scattered implementation and enforcement of the law. Also, a national

animal welfare program, which is currently absent, is expected to be adopted in this law. This will help unify various programs to promote animal welfare holistically and efficiently as one country.

As the bills filed seek to strengthen existing animal welfare standards, policies, guidelines, and regulations, improving and strengthening the implementation and enforcement of the law should also be in place. SB 2458 seeks to put in place effective monitoring and supervision by ensuring a well-defined enforcement mechanism along with a defined role of the local government units (LGUs) and the barangays especially in responding to cases and violations.

Protection Orders are also put in place to ensure immediate relief, response, and removal of animals who are victims of cruelty.

Additionally, SB 2458 defines a set of stronger penalties in the event of a violation, expressly also prohibiting dog meat trade, among others.

In light of experiences of animal welfare advocates in the Taal Volcano eruption in 2020, a provision on emergency response was considered to address animal rescue concerns in times of calamity.

The growing positive acceptance of spay and neuter makes it also ripe to include a mandatory spay and neuter of stray dogs and cats as a necessary program partner for the rabies program. Otherwise, the current practice in impounding operations will continue, with stray dogs being rounded up indiscriminately, without regard to whether they are vaccinated or neutered. These same dogs that received vaccinations or were spayed/neutered are eventually killed in pounds, resulting in a waste of resources, for both government and non-government organizations (NGOs).

In conclusion, both raw and cooked meat diets have its pros and cons. By weighing the benefits and risks of each approach and working closely with your veterinarian, you can make a decision that supports your dog's overall health and happiness.

With the post-pandemic landscape seeing more people be drawn to a lifestyle of balancing work and play, leading international hotel operator Accor has partnered with real estate developer Tytans Property Development for the creation of the Pullman Mactan Cebu Hotel & Residences, a beachfront branded residential community in Mactan, Cebu.

“What happened after the pandemic [was that] a lot of people started demanding [a] work-from-home [set up]. That’s what happened. Everything changed so we need to bring in somehow the offering for people to live comfortably,” said Tan.

Tytans Properties Development Chairman Gerald Tan noted

that there had been a shift in the lifestyle preferences of people following the post-pandemic era.

Set to become the largest Pullman property with 1,100 keys for guests and residents, the Pullman Mactan Cebu Hotel & Residences will be a modern tropical oasis three kilometers from the Mactan-Cebu International Airport. Featuring a design from the mind of a Cebuano architect, the beachfront destination will have three towers that will house a total of 200 stylish guest rooms and suites as well as 900 branded residences. The development will also have sophisticated amenities and full-service facilities for its guests and residences such as restaurants, lounges, leisure areas, and corporate spaces.

“Cebu City, with its distinctive blend of urban vibrancy and coastal charm, presents an ideal locale to cater to diverse markets. Pullman Mactan Cebu Hotel & Residences will attract a wide variety of homeowners and guests, from leisure enthusiasts to corporate travelers seeking extended stays. This project is poised to redefine premium living and hospitality experiences in Cebu,” said Garth Simmons, chief operating officer of Accor, Asia.

Tan projects that the construction of the entire development will take between six and seven years. Construction for the tower designated for hotel rooms will begin in 2025 and is set to begin welcoming guests in 2028.

JASONDY EXPLORES UNCERTAINTIES OF FAILING RELATIONSHIPS IN NEWEST SINGLE

SINGER-SONGWRITER Jason Dy has released his newest dance-pop single, “Magsabi Ka Lang,” a song that tackles the bargaining stage of a relationship going sour.

During the single’s launch on Feb. 29 at Kao Manila, Jason performed the electrifying song along with his other previous hits, “Gusto Ko Pa” and “Ulit-Ulit” as well as a cover of Dua Lipa’s “Levitating.”

The song, which was composed by Jason himself and produced by ABS-CBN Music creative director Jonathan Manalo, is part of the series of songs the singer has been writing around the theme of the different stages of grief following a dying relationship which are denial, anger, bargaining, depression, and acceptance.

The first single among the group of songs about the topic, “Gusto Ko Pa,” serves as a representation of denial while the next one, “Ulit-Ulit,” goes into the stage of anger. Jason further revealed that he was still writing songs that will revolve around the remaining stages, depression, and acceptance.

“Yung depression, I’m working on it right now. Tapos yung acceptance, may idea na rin ako so hopefully I can start working on those na pero yeah, definitely, ‘yun yung susunod na mga upcoming songs ko,” said Jason.

The singer said that his writing process for songs involved gathering inspiration from various places such as his friends’ stories as well as the films and television shows that he consumes.

“I get inspiration from everywhere tapos parang pinagsasama ko lang lahat,” he said, adding that once he gets an idea for a melody or a title, he makes it a point to record it right away.

Jason said that some of his music inspirations were Stevie Wonder, Michael Jackson, Muni Long, and Sza, mostly revolving around the R&B genre. He also said that he drew style inspirations from Lenny Kravitz, Harry Styles, Mark Ronson, and Timothée Chalamet Reflecting on the nearing 10th anniversary of his career, Jason expressed his gratitude over how

he was still able to do the things that he loves doing after all this time. He also went over some of his learnings throughout the years and delved into the importance of treating people kindly.

Treat people with respect [and] with dignity especially sa industry natin kasi our industry is very small, it’s very interconnected and you’re bound to work with people here and there,” said Jason.

He also expressed his desire to collaborate with fellow artists like Janine Berdin as well as Sarah Geronimo, who had been his coach during his time on the second season of The Voice Philippines where he was hailed as the winner.

“I’m writing a song tapos ita-try kong i-pitch kay Coach Sarah. Sana makapag-duet kami,” said Jason.

The singer-songwriter is also looking forward to more performances, teasing plans of upcoming concert tours locally and abroad with fellow Cornerstone artists. He also expressed his excitement over being a part of the line of judges for the latest season of “Tawag ng Tanghalan.”

OPM band Sala released its debut single “Hi Tita!,” a song that tackles the relatable and often uncomfortable experience of being pressured by family and friends to get married and have children.

“‘Hi, Tita!’ is for people who are being pressured by people around them to get married and have a baby. It’s an experience most of us are having. We just want our listeners to know that they don’t have to give in to that pressure,” explains vocalist Neth Macam

“You don’t have to rush anything, and there’s nothing wrong in choosing career over your relationship. Prioritize your priorities. Sabi nga sa lyrics ng kanta, ‘walang masama kung lamang ang kayod sa kilig,” add Macam.

Fourth Dayag, the band’s drummer and percussionist, elaborates on the song’s title, “‘Hi, Tita!’ is the title because it’s usually the ‘titas’ who are asking. They don’t understand why people nowadays are choosing to focus on their careers and personal growth before settling down. It’s a message against outdated mindsets.” Sala started as a trio with Macam, Dayag, and Ronald Villader, the band’s bassist. They later met Rigil Kentaurus Borromeo, the band’s guitarist and producer. “AltG Records provided us with a platform to share our music with a wider audience. We are grateful for the opportunity to have our voices heard,” says Dayag.

FILIPINO culinary arts student Clifford Jeff Unabia, the lone representative from the Philippines, won the silver medal in this year’s Young Chef Olympiad (YCO) in India.

The YCO, organized by the International Institute of Hotel Management (IIHM), challenged talented hopefuls from across 60 countries for their creativity, innovation, and speed in the preparation of chicken and vegetarian dishes, plus pastries and desserts.

Launched in 2015, the worldwide tilt serves as an avenue for young individuals to immerse themselves in various traditions, customs, and tastes.

During the global competition, Unabia initially showcased his skills as he prepared roasted pumpkin and sweet potato gnocchi with spiced coconut sauce garnished with camote chips, fried okra, and cilantro oil. He advanced to the semifinals.

The 22-year-old visionary likewise prepared a cajun spicemillet crusted chicken breast, chicken roulade filled with bamboo shoots, carrots, and basil with sides of carrotginger puree, saffron fondant potato, sauteed broccoli, and Paris Brest for the final round.

The homegrown talent from the De La Salle-College of Saint Benilde (DLS-CSB) School of Hotel, Restaurant and Institution Management (SHRIM) recounted that his challenges and hardships during the training and tastings were all worth it.

For the tournament, Unabia was mentored by industry practitioner and Benildean educator Chef Kannan

The expert described Unabia as a diligent trainee in making quick decisions during the tourney. “His independent nature is definitely one aspect that helped us win this recognition,” he added.

Benilde Culinary Arts Program Margarita Marty also echoed the observations of Sreedevi. She noted that Unabia is a punctual, open-minded, and hardworking learner.
