It is the policy of The Elgin News to encourage reader participation on its editorial page. Diverse and varied opinions are welcomed. Because of space limitations, we must limit all contributors to one letter per person per month. Letters of 200 words or less will be published unless they contain language or content that the editors feel is inappropriate.

Examples of content that will cause letters to be rejected include the following:

• Disrespectful comments regarding a group's or individual's ethnicity, sexual orientation, gender, religion, culture, or race.

• Poor taste.

KCSD Names Rhea Faris

Director of Pupil Services

During the March 7 board meeting, the Kershaw County School Board approved Rhea Faris as the new director of pupil services to replace Duane Pate who is retiring at the end of March. As the director of pupil services, Faris will oversee student discipline, school zoning designations, student activities and athletics at the district level.

“I am excited about the opportunity to serve Kershaw County students and families in this new role. I have learned a great deal in the last five years while working alongside amazing professionals in our district who strive to give all students in Kershaw County the best education. I look forward to many more years of growth and service at the district level,” says Faris.

A Camden High School graduate, Faris returned to KCSD in 2018 as an assistant principal at Lugoff-Elgin High School, where he currently oversees the mathematics department, professional development and instruction, attendance and truancy, ACE, AP Capstone, and credit recovery.

An experienced educator, Faris began his career in 2002 as a mathematics teacher at Laurens District 55 High School where he served as the chair of the curriculum and data committee. In 2007, he joined the mathematics department at Chapin High School where he taught for six years and was recognized as the Teacher of the Year in 2013. Before becoming an administrator at Lugoff-Elgin High, Faris taught for five years at Mid-Carolina High School, where he served on the leadership team, helping develop curriculum and implement new standards and technology initiatives for the school and district.

“With more than 20 years of education experience around the Midlands, Mr. Faris will be a great asset to our district team. We look forward to his leadership in the pupil services department,” says KCSD Superintendent Dr. Harrison Goodwin.

Faris received a Bachelor of Science degree with a minor in secondary education from Presbyterian College and Master of Arts in educational leadership with an emphasis on principalship from The University of the Cumberlands.

Faris is a member of the South Carolina Association of School Administrators and is an Academic Cohort of Excellence administrator.

Arts Center To Host Fundraiser Gala

The Arts Center of Kershaw County is proud to invite you to the Starry Night Gala on March 25, 2023 benefiting the Arts Center of Kershaw County!

I like to brag on my Officers and Department every time I get a chance. We have a great supporting community in Elgin, and we want to make sure that we are always prepared and trained to the best of our abilities to better serve.

This being said, I want to let everyone know about a scholarship we have received that pays for important training for our Victim’s Advocates. Sgt. Michelle Sinclair and Victim’s Advocate Angie Garrett. Both Michelle and Angie are Victim’s Advocates for Elgin PD, and both work

hard providing services for all victims of crime.

This particular scholarship, “Crimes Against Woman” gives the necessary skills in identifying, investigation and prosecuting violent crimes against woman.

We are excited that we are being given this opportunity to send our Advocates to this training. Thank you. (Read more on page 10).

Elgin Police Department Incident Reports

Public Disorderly Conduct: On 03/01/2023, at approximately 1645 hours Officer Handy, responded to 2495 Main St. (E&T Lumber) in reference to a suspicious person complaint. Once on the scene, I witnessed a male subject sitting in a black in color SUV bearing a Virginia tag. I approached the vehicle and made contact with the driver, who was later identified by his Virginia Drivers License, as Subject. As I opened the door of the vehicle, I observed Subject's eyes were glassy, his speech was slurred, and as he exited the vehicle he was unsteady on his feet. I asked Subject why was he at this location and he stated that he had gotten lost. I asked Subject if he had been drinking and he stated, "Yes." Subject stated he had recently moved to South Carolina and he was homesick and that's why he had been driving. At that time, I determined Subject was grossly intoxicated and arrested Subject for Public Disorderly Conduct. Subject was seated behind the steering wheel, the engine was not running, and I did not see him operating the vehicle. Shoplifting/Trespass Notice: On March 1, 2023, EPD Officers were dispatched to O'Reilly Auto Parts in the Town of Elgin in reference to shoplifting. Dispatch advised the shoplifter had left in a black Dodge Journey. I drove around the area and did not observe the described vehicle and went to the business. Upon arrival, Officers spoke to Employee for O'Reilly's who told Officers that Subject #1 came into the business with a 9 yoa boy dressed in all black she believed was his son. Also with Subject #1, was Subject #2, whom Employee described as pregnant. Another unknown female who was described as possibly Puerto Rican, with black and red hair, wearing a red shirt and red sweat pants, was with Subject #1's party. Employee told me Subject #2 made purchases and provided me the receipts. The reprint of the receipts are attached to this original report. Employee also told me Subject #1 asked about a spark plug thread repair kit and she showed him the one in stock (Line: MTM Item: 42025) valued at $60.99. She told me Subject #1 stated the item was costly and she returned to the customer service desk. Employee also told me, aside from Subject #1's party, no other customers were present in the business. She went on to say he did not purchase the repair kit and upon his party exiting the business, it was missing from the shelf and was the only one in stock. The store had multiple customers in line and I left the voluntary statement forms with Employee to complete. The store wanted Subject #1 charged with Shoplifting and Trespassed from the

business. Upon returning to the EPD, I called the phone number attached to Subject #2's O'Reilly account and left a message on her voicemail to return my call.

Violation of Town Ordinance (Failure to Maintain Property): On 2/27/2023 the Elgin Police Department received a complaint of an unkempt property behind at Coleman Heating & Air in the Town of Elgin. The Complainant stated they had developed a rodent problem that lead to an environmental study. The study traced the rodents to an unkempt fenced in area containing decommissioned heating and A/C units. The area containing the decommissioned units is rented by Subject, owner of Coleman Heating and Air. On 2/28/2023 I looked at the property and found a pile of pallets, decommissioned units, and wet insulation. I made contact with Subject and explained the complaint to him and that it was a violation of Town Ordinance (72.09). I advised Subject he would be given until April 1, 2023 to get the property in compliance or it could result in a fine.

Larceny: On 02/26/2023, at approximately 1400 hours, Officer responded to Blaney's Wings in reference to a larceny complaint. Once on the scene, Officer was met by the restaurant manager who stated she had placed a load of kitchen towels in the dryer at Dirty Laundry located at 1232 A Rose Street in the Town of Elgin. The manager further stated that when she returned for the towels they had been stolen from the dryer. The manager made contact with the Owner of Dirty Laundry, and he provided her with a video of the incident. The video shows a white male taking the towels from the dryer and loading them into a grey in color Chevy pickup. The vehicle is registered to Subject who resides on Swallow Road in Kershaw County. Officer knows Subject by name and face and he appears to be the male in the video. Officer went to that address to make contact with Subject with negative results. Investigation pending.

Stolen Vehicle License: Officer was dispatched to a call at the IGA regarding a license plate being stolen. Officer spoke with Victim who stated on 02/28/2023 while she was at work at IGA, her license plate was stolen off of her car. Victim was given a Victims Form and Officer explained to her that if we found a suspect she would be notified. No cameras from IGA are pointed in the area Victim's vehicle was parked. After completing the report and returning to the EPD, the stolen vehicle license was entered into NCIC.

ATAX Grant Application Window Now Open

Kershaw County Accommodations Tax Advisory Committee is now accepting Accommodation Tax tourism funding grant applications for the 2023-2023 funding cycle.

The grant is open to non-profit organizations for the purpose of advertising and marketing projects or sites promoting tourism activity in Kershaw County.

Applications may be obtained online at kershaw.sc.gov or by calling the

Kershaw County Government Center at 803.425.6778. Completed applications for funds must be mailed or delivered to:

Ella's Boutique: Dream Come True For LEHS Alumnae

Around a crowed Sunday dinner table August 28, 2022, a dream was voiced aloud to twenty family members. “Let's go into business together.”

Months later, on Nov. 1 at 2195 West Dekalb Street Suite 2, Ella's, a clothing boutique became a dream come true for LE graduates Rachel Watson Payette and Ashleigh Watson Rabon. The store is named for Rachel's daughter Ella, who is Eloise “Cooter” Gettys Watson’s great granddaughter.

Eloise was my mentor the first year I taught at LE. I enjoyed teaching her four girls Boo, Sara, Abby, and Lisa and her son Butch. Eloise and her husband Pete owned Green Hills Golf Course and the Dairy Barn.

Prior to opening Ella’s, Rachel owned her own hair salon in Columbia and Ashleigh had been a dental hygienist. During COVID Rachel became a stay-at-home mom and sold her salon. Ashleigh decided to stay home and help her husband with his family’s business when her first son was born.

The three sisters as young girls, along with their mother Lynda Stockman (Betty/ Wiley) Watson, began a tradition of shopping together. Ashleigh loved shoes. Rachel was partial to the latest trends. Christina shared their tops. Rachel always favored black colors while Ashleigh loved matching outfits and pastels.

When Ashleigh and Rachel decided to open Ella’s, they wanted to provide a niche for everyone from teenage girls to “little old ladies” like me. There is something for everyone in the shop from Cup hats, shoes, dresses with matching bow ties/long ties for your date to jump start your one stop shopping Cup outfit. Platform tennis shoes are in, frayed bottoms, as well as sparkling sequins. The in-fashion looks for spring and summer are two-piece matching outfits, little pleats, raw edges with no finished hem, and tailored looks are coming back for the fall.

Aunt Sarah Watson Oliver said, “I’m impressed with anyone who launches a new business. Ella’s has a variety of items, and the overall appearance is delightful. It’s beautiful place to shop plus Ashleigh, Rachel, and their staff

Blaney Elementary School recently inducted 29 5th graders into the Na tional Junior Beta Club. A candlelight ceremony was held featuring speak ers including recently elected student officers, principal Nicole Kirkley, and Miss Camden Teen 2023 (and current Beta Club member) Madison Knoerr.

It has been a group effort of friends and family coming together to help these entrepreneurs’ dream project. It appears to be true in their story that it takes a village to bring together a plan.

Ashleigh and Rachel credit a few folks who helped make their dream a reality.

“Emery Branham developed Ella’s social media sites and plans our TikTok fashion skits. One video had almost 300,000 views," say Ashleigh and Rachel. "Also, Rachel Branham was a huge help from the start with steaming clothes out of the kindness of her heart because she wanted us to succeed, and she is one-of-a-kind. Our friend Anna Raulerson is available to help in the store or babysit any time we call. Our first cousin Wes Chestnut, who is more like a brother, and his wife Ashton help any time we need someone.“

Butch Watson was able to contract and design the store for his daughters. Friend Eric Hewitt came and helped with the cabinets. Ashleigh and Rachel were thrilled to have local artist Colt Shirley create a “beautiful dandelion blowing in the wind" mural.

Colt also splashed trendy colors in the dressing rooms and the restroom. Jeremy Ray of Laserform created the signs for their entrance and over their customer service desk. Younger sister Christina handles the online ordering and is married to Jeff Nieuwsma. They have Reagan (4) and Mila (6).

Boo Watson Holloman said, "I am proud of what Rachel and Ashleigh have done with Ella's boutique. It is a fun place to shop for stylish one-ofa-kind pieces. I love their clothes, shoes, and accessories. I especially enjoy the candles and the seasonal items. It's a great place to stock up and pick up a gift for someone.”

Ashleigh is married to Ben Rabon (son of Frank and Susan Rabon), and they have two boys Will (17) and Jake (15). Rachel lived in Columbia prior to moving into the old family home on Hwy. 34 in Lugoff, and is married to Landon Payette. They have two children Banks (7) and Ella (2).

CHS Lady Dogs Bring Home AAA State Championship

On Friday, March 3rd, the CHS Girls Varsity Basketball team was in USC Aiken to take on the Hurricanes of Wren for the AAA State Cham pionship game. The Lady Dogs defeated the Hurricanes 61-45 to become the AAA STATE CHAMPIONS!! This is the 2nd title in school history for the girls basketball program, previously winning the title in 1982 as a AAAA school.

Top scorer was Joyce Edwards with 33 points, Tateyoina Harris had 8, Morgan Champion with 7, Deanna Jeffcoat had 6, Braylin Mungo with 4, & Zyasya Carter with 3.

Mardi Gras at Stover Middle

This year's Mardi Gras parade at Stover included 8th Art classes and their masks, 6th grade robotics class with their floats, 7th grade Theatre classes with their clown characters and music provided by the combined band classes. Each homeroom made Krewe Banners to display during the parade. Many classes took time to make masks and/or crowns to wear during the parade. 7th Grade ELA teacher, Coach Gele was our parade king and led the way!

KCCC's Spring Junior Leadership Accepting Applications

Applications for the Class of 2024 Junior Leadership Kershaw County are now available!

Junior Leadership Kershaw County is a partnership of the Kershaw County Chamber of Commerce, the Kershaw County School District and Camden Military Academy. Beneficiary support is provided by the Camden Kiwanis Club. The program began in 1988 and is one of the oldest continuously running high school leadership development programs in the state. Since it began more than 1100 students have completed the program. Junior Leadership is composed of 32 juniors and seniors representing Camden High School, Lugoff-Elgin High School, North Central High School and Camden Military Academy. The students participate in a variety of team-building and leadership development activities throughout the school year.

Students interested in being a part of next year’s class must be a junior or senior at one of the participating high schools during the current school year and complete an application by March 23rd. Completed applications must be turned in to the high school which the student attends. Students chosen to participate will be required to pay a $75 tuition to help cover costs such as travel, meals and supplies. Tuition scholarships are available based on need.

Elgin PD Employees Awarded Scholarship

The Elgin Police Department is pleased to announce Victim Advocate Angie Garrett and Investigator Michelle Sinclair have received a Nancy Ann Hunt Foundation Scholarship to attend the 18th annual Conference on Crimes Against Women (CCAW) taking place in Dallas, Texas from May 22-25,

The scholarship is awarded to a team of two individuals with different roles who work together collaboratively and are from outside the

For example, a victim advocate and a detective. Seventeen teams from 13 states were awarded the scholarship for the 2023 conference.

"I am looking forward to obtaining new skills to fight crimes against women and collaborating with our VA Garrett to further protect our community," said Sgt. Michelle Sinclair.

“CCAW trains attendees on best practices regarding the identification, investigation and prosecution of all violent crimes against women including domestic and dating violence, stalking, strangulation, sexual assault and human trafficking,” said Becky Park, Executive Director of the Conference on Crimes Against Women.

“By design, classes are taught in a way that enables attendees – including our scholarship recipients – to return to their offices and share knowledge and tools with their colleagues, not only to improve agency procedures, but to also increase their collective skill and competency levels. We are grateful this scholarship is made available to those outside of Texas,” said Park.

Presented by Genesis Women’s Shelter & Support and the Dallas Police Department, the Conference on Crimes Against Women is a national clearinghouse for training on the identification, investigation and prosecution of all types of violent crimes against women, including domestic and dating violence, sexual assault, stalking and human trafficking. The Conference is the largest of its kind with more than 25,000 attendees over the last 17 years from all 50 states and multiple countries.

The goal of the Conference on Crimes Against Women (CCAW) is to create an overall reduction in the rate of crimes against women and, ultimately, eliminate violence against women. It is also, however, a primary part of our mission to improve the way crimes against women are investigated and prosecuted, as well as to improve the way victims are treated throughout the criminal justice system. The problem of domestic violence is so pervasive and at such epidemic proportions, that tangible decreases in the rate of violence against women will not be seen until huge volumes of women are safer in their homes. City of Camden Selected For Rural Small Business Support Pilot Program

The City of Camden Main Street program has been selected to participate in a new small business resiliency audit and resources pilot program. In partnership with Main Street America and Main Street South Carolina, Downtown Camden will serve an important role in creating new tools to assist rural small business owners in identifying and responding to challenges. Financial support for this project comes from USDA’s Rural Business Development Grants program.

The global pandemic has had a devastating impact in rural communities throughout South Carolina, exasperating the unemployment rate and requiring small business owners to continually adapt to new economic realities. Additionally, there are extensive challenges and geographic constraints to delivering technical assistance to the over 30 million small businesses in the U.S., with those located in rural areas being disproportionately impacted. Rural small businesses’ ability to navigate and respond to a number of emerging issues such as workforce and supply chain constraints, as well as how to leverage new opportunities presented through social media and ecommerce, is crucial to preserving existing businesses and nurturing entrepreneurship. Some recent data demonstrate these needs:

• 53% of small businesses did not have a digital commerce component to their business. And of those that did, it represented less than 10%; (MSA Study 2021)

• New business formation grew 48% from January 2020 to December 2021; (U.S. Census)

• 73% of small business owners expected to pivot their business model again in 2022; (American Express)

In response, Main Street America—a national nonprofit commitment to preservation-based economic development and community revitalization in

historic downtowns and neighborhood commercial corridors—is piloting the development of a model that creates more efficiencies in assessing and meeting the needs of rural small business at scale, in three existing rural Main Street communities in South Carolina. These communities include Camden, Laurens, and Walhalla.

“The invitation to pilot small business research with Main Street America reinforces the Main Street network’s collaborative process and impact,” said Jenny Boulware, State Coordinator at Main Street South Carolina. “South Carolina’s local Main Street programs will be providing direct connections with our state’s small businesses–exploring the challenges they face and identifying practical solutions. This work strengthens existing efforts to enhance boots on the ground small business support.”

Over the next four to six months, the Downtown Camden program will engage five small business owners and entrepreneurs through assessments, on-site focus groups, and interviews exploring challenges and areas of opportunities. Main Street America will research potential solutions and develop technical assistance materials, resources, and tools tailored to meet the needs of the participants.

“I am excited that Camden was one of the communities chosen to participate in this pilot program,” said Main Street Manager Kat Spadacenta. “While the Downtown Camden program has been offering workshops, oneon-one business support and other technical assistance for several years, the pandemic has changed the landscape, and it’s crucial to have small business owner input when identifying what the most valuable resources are and in what ways they can be utilized for maximum benefit.”

Main Street communities in Pennsylvania and New Mexico have also been selected to participate in this pilot program.

Celebrating Women's History Month and International Women's Day

March is Women’s History Month and March 8, 2023 was International Women’s Day. We did NOT want to miss out on the opportunity to show off the wonderful women of your KCSO. Your KCSO would not be the same without these women on our team.

Genova Karate Hosts Women's Self Defense Seminar

SC Battleground Preservation Trust Essay Contest

The South Carolina Battleground Preservation Trust is holding an essay contest for 8th to 12th grade students in South Carolina. The winner of the essay will have a once in a lifetime opportunity to be a part of the Camden Burials Event, April 20-22, 2023.

In 2022, fourteen veteran’s remains were unearthed at the Camden battlefield. Twelve of the soldiers were from Maryland and Delaware, fighting for the colonies’ liberty; two of the veterans were fighting to preserve the union between king and colony. On April 22, these soldiers will be re-interred on the Camden battlefield. Prior to their reburial, the soldiers will lie in repose Thursday night through Friday midnight at Historic Camden’s Kershaw House. On Saturday morning, a funeral cortege and funeral will take place in Camden. That afternoon, the veterans will be laid to rest on the battlefield with full military honors.

The essay contest is sponsored by Wingshot Design and Steward Terra Communications. The winning essay will explain, in 500-800 words, when thinking about the crushing American defeat and the consequences of that defeat to the American Revolution, why the sacrifices these people made almost 250 years ago still matter to us today. The winning student will receive a stipend to cover food, travel, and lodging to Camden for the two day event. The student will earn the opportunity to take part in the Camden Burials Events weekend. The winner will be expected to greet visitors, escort and assist visitors, and answer general questions. The winning essay will also be posted across all participating partners’ websites. The essay must be submitted by March 3 and the winner will be notified by March 24.
