ራሳችንን ከኮሮናቫይረስ ለመከላከል ስልካችንን እንዴት እናጽዳ?
ያለው ዋይፐር መጠቀም የሚቻል ሲሆን በረኪና ግን አይመከርም። ቀላል ሳሙናና ውሃም ለማጽዳት እንደሚያገለግልም ባለሙያዎች ይመክራሉ። ዶ/ር ሌና ሲሪክ በዩኒቨርስቲ ኮሌጅ ለንደን ማይክሮባዮሎጂስት ናቸው። እርሳቸው እንደሚመክሩት ከሆነ ስልክዎን ለማጽዳት ከቻርጀሩ መንቀል፣ መሸፈኛ ካለው ማውለቅ ቅድሚያ ልትወስዷቸው የሚገባው ተግባር ነው።

ዋና ዋና የሚባሉት የስልክ አምራቾች ስልካችንን ለማጽዳት ኬሚካሎች፣ ለእጃችን ማፅጃነት የምንጠቀምባቸው ሌሎች እንዲሁም ሸካራ ነገርን ለማጽዳት የሚያገለግሉ ዋይፐሮችን መጠቀምን አይመክሩም። ለዚህ ደግሞ ምክንያታቸው የስልክዎን ስክሪን መከላከያ ይጎዳሉ አልያም ያወድማሉ የሚል ነው። ስለዚህ ይላሉ ዶ/ር ሌና፣ በቀላሉ በውሃና በሳሙና በተነከረ ጥጥ ወይም ከጥጥ በተመረተ ጨርቅ ማጽዳት በቂ ነው። በጥጥ ወይም በጨርቁ የስልክዎን ስክሪንም ሆነ ጀርባ እንዲሁም ጎኖች ማጽዳት ይችላሉ። በዚህ ወቅት ግን የሚያጸዱበት ፈሳሽ በስልኮቹ ክፍተቶች በኩል እንዳይገባ ጥንቃቄ ያድርጉ። በርግጥ አንዳንድ ውሃን የሚቋቋሙ ስልኮች ቢኖሩም ከጊዜ በኋላ ግን ይህንን ብቃታቸውን ሊያጡ እንደሚችሉ ባለሙያዎች ይናገራሉ። በአግባቡ ከወለወሉ በኋላ በለስላሳ ጨርቅ ማድረቅ አይርሱ። ዶ/ር ሌና እንደሚሉት በሳሙናና ውሃ ስልክዎን ማጽዳት ቫይረሶችንና ጀርሞችን ከስልክዎት ላይ ያፀዳል። አይፎንን ስልኮችን የሚጠቀሙ ከሆነ፣ አፕል ስልክዎን በአግባቡ 70 በመቶ አይሶፕሮፔል አልኮል ባላቸው ዋይፐሮች ማጽዳት እንደሚችሉ ይመክራል። እነዚህን ዋይፐሮች ከኮምፒውተር መለዋወጫዎች መሸጫ ሊያገኟቸው ይችላሉ። በዚህ ሁሉ ስልክዎን ካፀዱ በኋላ ባልታጠበ እጅዎ ከሆነ የሚጠቀሙት መልሶ ስልክዎ በጀርሞች ይሞላል። ስለዚህ እጅዎን በየጊዜው መታጠብ አይርሱ! ምንጭ፡ ቢቢሲ አማርኛ

ሕገወጥና ሃሰተኛ ገንዘቦችን የሚሰበስቡ ባንኮች ይዘጋሉ
ህገ ወጥና ሀሰተኛ ገንዘቦችን በሚሰበስቡ ባንኮች ላይ ጠበቅ ያለ እርምጃ እንደሚወሰድ ጠቅላይ ሚኒስትሩ አስጠነቀቁ፡፡ የኢትዮጵያ መገበያያ ገንዘብ መቀየርን በማስመልከት ዛሬ በተደረገው ውይይት ላይ ጠቅላይ ሚኒስትር ዶ/ር አብይ አህመድ እንደተናገሩት፤ ከብር ኖቶች መቀየር ጋር በተያያዘ ህገ ወጥና ሀሰተኛ የብር ኖቶችን የሚሰበስቡ ባንኮች መኖራቸውን መንግሥት ከፋይናንስ ደህንነት መረጃ አግኝቷል፡፡ በመሆኑም አዲስ የገንዘብ የብር ኖቶች መቀየራቸውን ተከትሎ መንግሥት ህገ ወጥና ሀሰተኛ የብር ኖቶችን የሚሰባስቡ ባንኮች ላይ ጠበቅ ያለ እርምጃ ይወሰዳል ብለዋል፡፡ መንግሥት የባንኮችን ችግር ለመፍታት የተለያዩ የመፍትሄ እርምጃዎችን መውዱን የጠቀሱት ጠቅላይ ሚኒስትሩ፤ ባንኮችም በተለይ አሮጌው ንዘብ በአዲሱ የመቀየር ሥራ ሲሰራ ሀሰተኛና ህገ ወጥ ገንዘቦችን ከመሰብሰብ በመቆጠብ ኃላፊነታቸውን በአግባቡ ሊወጡ ይገባል ብለዋል፡፡

“በጥቁር ገበያ” የገንዘብ ምንዛሪ አገልግሎት የተጠረጠሩ ሱቆች ታሸጉ
የኢትዮጵያ መንግስት አሁን በአገልግሎት ላይ የሚገኙትን የብር የገንዘብ አይነቶች እንዲሚቀይር በትላንትናው ዕለት ማስታወቁን ተከትሎ የ“ጥቁር ገበያ”ውን ለመቆጣጠር እርምጃ መውሰድ ተጀመረ። በአዲስ አበባ ከባንክ ውጭ የሚደረጉ የውጭ ሀገር ገንዘብ ግብይቶችን በድብቅ ያከናውናሉ ከተባሉ ሱቆች መካከል የተወሰኑት ከትላንት ጀምሮ እንዲታሸጉ ተደርገዋል። የእርምጃው ሰለባ የሆኑት በይፋ ከሚታወቁባቸው አገልግሎቶች ባሻገር የውጭ ሀገር ገንዘቦች ምንዛሬን በተደራቢነት የሚሰጡ ሱቆች ናቸው። በኢትዮጵያ ሆቴል እና ጋንዲ ሆስፒታል አካባቢ የሚገኙት እነዚህ ሱቆች “ታሽጓል” የሚል ጽሁፍ እና ማህተም የሰፈረባቸው ወረቀቶች በየበሮቻቸው ላይ መለጠፋቸውን ዛሬ ረፋዱን በቦታው የተገኘው የ“ኢትዮጵያ ኢንሳይደር” ዘጋቢ ተመልክቷል። በሱቆቹ አካባቢ የአዲስ አበባ ፖሊስ የደንብ ልብስ የለበሱ የጸጥታ ኃይሎች በርከት ብለው የሚታዩ ሲሆን የተወሰኑቱ በወንበሮች ላይ ተቀምጠው ጥበቃ ሲያደርጉ ተስተውለዋል። ፖሊስ የተወሰኑ ሱቆች የሚገኙባቸውን እና ቀደም ሲል እግረኞችና ተሽከርካሪዎች ይተላለፉባቸው የነበሩ መጋቢ መንገዶችን ለተጠቃሚዎች ዝግ አድርጓል። ከተዘጉት መንገዶች መካከል ከጋንዲ ሆስፒታል ወደ ብሔራዊ ትያትር የሚወስደው ማቋረጫ እና ከኢትዮጵያ ሆቴል ጎን የሚገኝ፣ ተሽከርካሪዎች በአንድ አቅጣጫ ብቻ የሚተላለፉበት መስመር ይገኙበታል። በሱቆቹ አቅራቢያ ሸቀጦችን በመቸርቸር የሚተዳደር አንድ ወጣት ለ“ኢትዮጵያ ኢንሳይደር” እንደተናገረው፤ ሱቆቹ የተዘጉት ትላንት ሰኞ አስር ሰዓት ገደማ በአካባቢው ድንገተኛ ፍተሻ ከተደረገ በኋላ ነው። በአካባቢው ባለ ሆቴል እና ፋርማሲ የሚሰሩ ሁለት ግለሰቦች ይህንኑ የወጣቱን ገለጻ አረጋግጠዋል። የትላንትናው ድንገተኛ ፍተሻ በሚደረግበት ወቅት የፊት እና የጉልበት መከላከያ ያደረጉ የፌደራል ፖሊስ አባላት በአካባቢው ጥብቅ የጸጥታ ቁጥጥር ሲያደርጉ እንደነበር ወጣቱ

ገልጿል። በፍተሻው ጋንዲ ሆስፒታል አካባቢ በነበሩ ሱቆች የተቀመጡ የውጭ ሀገር ገንዘቦች በጸጥታ ሃይሎች እንደተወሰዱ መስማቱንም አክሏል። ነባሮቹ የ10፣ የ50 እና የ100 ብር መገበያያዎች መቀየራቸውን በተመለከተ ጠቅላይ ሚኒስትር አብይ አህመድ በትላንትናው ዕለት በሰጡት ማብራሪያ፤ ከፋይናንስ ተቋማት ውጪ የተከማቹ ገንዘቦችን ለመያዝ በየቦታው ድንገተኛ ፍተሻ እንደሚደረግ አስታውቀው ነበር። ድንገተኛ ፍተሻዎቹ የሚደረጉት “በሚጠረጠሩ ቦታዎች” ነው ያሉት ጠቅላይ ሚኒስትሩ በዚህ አሰሳ የግለሰብ ቤትም ይሁን የንግድ ቦታ ሊካተት እንደሚችል ጠቁመዋል። “የሕግ አስከባሪ ተቋማት አንደኛ ጥቁር ገበያ፤ ሁለተኛ አየር መንገድ ከዛሬ ጀምሮ ባስቀመጥንው አቅጣጫ መሠረት እያንዳንዷ ሻንጣ ማስወጣት፤ ማስገባት በማይችል በአየር መንገድ ጥብቅ ሴኪዩሪቲ ይደረጋል። በድንበር አካባቢዎች በተለይ ከጅቡቲ ሶማሌ ሱዳን ከፍተኛ ገንዘብ እንዳለ ይታወቃል። በነዳጅ ቦቴም ይሁን በተለያየ መንገድ ገንዘቡ እንዳይገባ የሕግ አስከባሪ ተቋማት በወጣው ዕቅድ መሠረት ከመነሻው ጀምሮ ሰፊ ጥበቃ ያደርጋሉ። እኛ ገንዘቡን አንፈልገውም። ወርሰው የሕግ አስከባሪ ተቋማት ይጠናከሩበታል” ሲሉ ጠቅላይ ሚኒስትሩ አስጠንቅቀዋል። ከዚሁ ጋር በተያያዘ ባለፉት ሁለት ተኩል ዓመታት የአሸባሪው የወንበዴዎች ቡድን ህወሓት አባላትና ደጋፊዎች ብር ይቀየራል በሚል እሳቤ ከሕዝብ የዘረፉትን ወደ ዶላር ሲቀይሩ እንደነበር ይታወቃል። የብር ኖቶች መቀየራቸውን ተከትሎ ይህንን ሥራቸውን በሥፋት እንደሚያከናውኑት በመረዳት በተለይ በዳያስፖራ የሚገኘው ወገን ለጥቂት ብሮች ልዩነት በሚል በጥቁር ገበያ የሚልከው ገንዘብ መልሶ አገር ለማፍረስ ተግባር እንደሚውል በመገንዘብ ከዚህ ሥራ እንዲታቀብ አገራዊ ጥሪ ቀርቧል። ጭንቅላቱ የደረቀውና መቀሌ በየሆቴሉ የመሸገው ራሱን ህወሓት እያለ የሚጠራው የወንበዴዎች ጥርቅም በቅርብ ጊዜ ውስጥ ኪሱም እንደሚደርቅ ይጠበቃል። ጎልጉል የድረገጽ ጋዜጣ

የሚኒሶታ ጫጫታ በኢትዮጵያ ውስጥ ሞትና ውድመት ለምን አስፈለገ?

ኢትዮጵያ ከአምባገነንነት እስከ ዴሞክራሲያዊ ስርዓት መመስረት ረጅም መንገድ መጥታለች ፡፡ በእንደዚህ ዓይነት ታላቅ ፕሮጀክት መሳተፍ ቀላል አይደለም እናም እንደ ኢትዮጵያ የተለያዩ እና ውስብስብ በሆነ ሀገር ውስጥ የበለጠ አስቸጋሪ ያደርገዋል ፡፡ የዩናይትድ ስቴትስ መሥራች አባቶች ዲሞክራሲ በትናንሽ ግዛቶች ሊስፋፋ እንደሚችል በትልቁ ሀገር ውስጥ የዴሞክራሲያዊ ስርዓት ግንባታ መቋቋምን ፈታኝ ሁኔታ እንደሚረዱ ታሪክ ያስተምረናል ፡፡ ኢትዮጵያ ከ 110 ሚሊዮን ህዝብ በላይ እና ከ 80 በላይ ብሄረሰቦች ያሏት ኢትዮጵያ ፈታኝ እና መሰናክሎች እያጋጠሟት ወደዚያች “ተስፋ የተሰጠባት ምድር” ለመድረስ ቁርጥ ውሳኔ አድርጋለች ፡ ፡ ጠቅላይ ሚኒስትር ዐቢይ አህመድ ወደ ስልጣን የወሰዱት ከ 45 ዓመታት እንባ ፣ ላብ እና ደም ነው ፡፡ እ.ኤ.አ. በኤፕሪል 2018 በኢትዮጵያ የተካሄደው ለውጥ ዶክተር አብይ አህመድ ብቻ እንዲቆጣጠረው አላደረገም ፣ እናም የኦሮሞ ህዝብ ዴሞክራሲያዊ ድርጅት (ኦህዴድ) ወደ ስልጣን እንዲመጣ አድርጓል ፡፡ ኢትዮጵያን ለ 27 ዓመታት በጭካኔ የገዛችው የትግራይ ህዝብ ነፃ
አውጪ ግንባር (ፓርቲ) ሆን ብሎ የሀገሪቱን የብሄረሰብ አስተዳደር እና የብሄረሰብ ህገ-መንግስቱን ያቀነባበረ ምክንያቱም በብዙ ጎሳዎች መካከል ክፍፍል እና ጥላቻን በማስነሳት ብቻ ስለሚታወቅ በስልጣን ላይ መቆየት ይችላል ፡፡ በተቻለዎት መጠን። ስለሆነም ዶ / ር ዐቢይ የጎሳ ፖለቲካን በወረሱት ፣ በተፈጥሮው ፣ ሊበለፅገው የሚችለው በብሄረሰቦች መካከል በሚጋጭ ብቻ ነው ፡፡ አገሪቷን ወደ ዴሞክራሲያዊ መንገድ ማጓጓዝ ብቻ ሳይሆን በሕዝቡ ፈቃድ እና በሕግ የበላይነት የሚመራ አንድ የተዋሃደ አገር መመስረት የአዲሱ አስተዳደር ሥራ ሆኗል ፡፡ በዚያ አስተሳሰብ ነበር ፡፡ ይህ አስተዳደር ሁሉም የፖለቲካ ፓርቲዎች እና የሚዲያ አውታሮች ወደ ኢትዮጵያ እንዲመለሱና በሕግ የተደነገጉትም በሃገራችን የፖለቲካ ጉዳዮች እንዲሳተፉ ፈቅ allowedል ፡፡ እንዲህ ዓይነቱ ልበ-ገለልተኛ አቀራረብ አክራሪ አካላት በአገሪቱ ውስጥ እንዲስፋፉ አስችሏል ፡ ፡ የዶ / ር ዐብይ አስተዳደር ብዙ ግለሰቦችን ፣ የሚዲያ ጣቢያዎችን ፣ የፖለቲካ ድርጅቶችን እና ተሟጋቾችን ከስህተቶቻቸው እንደሚማሩ እና በሀገር ግንባታ ውስጥ እንደሚረዱ ተስፋ በማድረግ

በትዕግስት ተቋቁሟል ፡፡ ይልቁንም አክራሪዎቹ አካላት እንደ ድክመት ያሉ ታጋሾችን በመያዝ ሁኔታውን ለመጠቀም ሞክረዋል ፡፡ በኢትዮጵያ እንዲሠሩ ከተፈቀደላቸው የመገናኛ ብዙኃን ጣቢያዎች መካከል የኦሮሞ ሚዲያ ኔትወርክ (ኦኤምኤን) የሚባል የሚኒሶታ የተመሠረተ ሚዲያ ይገኝበታል ፡፡ ምንም እንኳን ኦኤምኤን በአሜሪካ ግብር ከፋዮች በገንዘብ የተደገፈ ታክስ-ነክ ያልሆነ ትር organizationት ድርጅት ቢሆንም ኦ ኤምኤንኤን በጀዋር መሐመድ በተባለ አክቲቪስት የተያዘ እንደሆነ ብዙ ዋና ዋና የመገናኛ ብዙኃን ምንጮች ዘግበዋል ፡፡ ጃዋር ሁኔታውን ስለተጠቀመበት እንደነበረው አደረገ ፡፡ በአይ.ዲ.ኤን.ኤ ዘገባ መሠረት በዜጎች ላይ የተመሠረተ የጋዜጠኝነት ዘገባን ለመዘገብ እና ህዝብን ለማስተማር መቋቋሙን ገል statedል ፡፡ ሆኖም ዋናው ዓላማው በጎሳ አማራው ላይ ጥላቻን ማበረታታት እና የኦሮሚያን የኢትዮጵያ ኦሮሚያንን ከማጥራት ማጽዳት ነው። ይህ ሚዲያ የኢትዮጵያን ታሪክ የሚጻረሩ የኦሮሞ ፖለቲከኞችን ጋበዙ እናም አማራዎችን በማጥፋት የኢትዮጵያን ፅንፈኝነት የሚያራምዱ ናቸው ፡ ፡ ኦኤምኤን ሥራውን የጀመረው እ.ኤ.አ. የካቲት 2012 በሚኒሶታ ግዛት ሲሆን ነገር ግን እ.ኤ.አ. በ 2015 በተለይ በኦሮሚያ ውስጥ በተጀመረው የፀረ-ህወሀት መንግስት እንቅስቃሴ ወቅት አስተዋፅ got አበርክቷል ፡፡ የኦኤምኤን እውነተኛ ተፈጥሮ ኢትዮጵያን የመግዛት ስልጣን እንዲይዝ የኦኤምኤን ዋና ሥራ አስፈፃሚ ጃዋር መሀመድን ለማምጣት በኢትዮጵያ “አብዮት” መጀመር ነበር ፡፡ በኢትዮአሜሪካ ግንኙነት ውስጥ ጉልህ አንድምታዎችን እና አሉታዊ ተፅእኖዎችን የሚያከናውን ቀዶ ጥገና በሚያካሂዱ በዩኤስ

Seven questions on universal basic income

With the winding down of the Trudeau government’s Canada Emergency Response Benefit (CERB) later this month, talk in social service circles has turned to the Throne Speech next Wednesday (September 23). Some three million Canadians lost their jobs during the pandemic. More than half of those jobs have been recouped. About 8.75 million Canadians have applied for CERB. As Prime Minister Justin Trudeau has talked up the need for Canada to pursue an ambitious social agenda post-pandemic, calls for a universal basic income (a.k.a. UBI) to replace CERB have grown louder. What is basic income? It’s important to make a distinction between universal basic income—which would mean a benefit for everyone—and the idea of a universal basic income to replace or top-up social supports for
targeted low-income groups, like those on welfare or disability. It’s the latter that the feds are likely to introduce. The Parliamentary budget office’s costing of a UBI includes a list of programs that would be eliminated to help finance the idea. Those include the disability tax credit, the caregiver tax credit and “social assistance”. How would a basic income work? It’s not a new concept. Manitoba piloted a project back in the 1970s in Dauphin and other rural communities. The program was considered a success. But the Progressive Conservatives axed the program when they came to power in the province. A similar scenario played out recently in Ontario. Kathleen Wynne’s Liberal government appointed former

The study looked at “whether a basic income can better support vulnerable workers and give people the security and opportunity they need to achieve their potential.” Segal’s study also looked at whether a basic income “can be a simpler and more economically effective way to provide income security support to people living on low incomes.” Segal’s 2016 report found that a basic income dispersed to low-income Ontarians who need it would help reduce poverty, whereas current social supports like Ontario Works and ODSP were only alleviating the symptoms of poverty. Segal recommended the establishment of a three-year pilot project. Four thousand participants were selected randomly for the program in Hamilton, Brantford and Brant County, Thunder Bay, and Lindsay. Single people in the pilot received $16,989 per year (less 50 percent of any earned income). Couples involved in the pilot received up to $24,027 (also less 50 percent of any earned income). People with disabilities were given an additional $6,000 per year. The province’s total investment in the program amounted to some $50 million.

Participants reported spending their income on better food, staying in school, improving their housing situation and, in some cases, starting a small business. Participants also reported being more financially independent. But Premier Doug Ford pulled the plug on that experiment, breaking an election promise to maintain the program. The government claimed people were dropping out of the program. Would a basic income program cost more than current social programs? That depends. A universal basic income program implemented on top of current supports, which is what many groups are calling for in addition to investments in affordable housing, childcare and pharmacare (to name a few) would cost more. But Segal’s report notes the social costs associated with poverty have already been draining provincial and federal government coffers in Canada between $10 and $13 billion annually since 2008. How the program would be delivered is another question. Most social programs in Canada are administered through the tax system. But that risks missing the most vulnerable in society. erings being a leading contributor to the sharp increase in COVID-19 positivity rates. “Each and everyone of us has a responsibility to reduce the spread of COVID-19,” she said. The new restrictions had been requested by mayors and medical officials from other areas. On Thursday, the mayor of Markham expressed disappointment that York Region was not included in the new restrictions, saying in a statement that he did not want the municipality to become the province’s next hot spot. The Middlesex-London Health Unit requested Friday that the province include it in the new restrictions as well, after it reported 47 new COVID-19 cases this week. The Simcoe Muskoka District Health Unit on Friday urged people in that region to begin to lessen contact with others, even within their 10-person social bubbles. Dr. Colin Lee, Simcoe Muskoka’s associate medical officer of health, said there have been 42 confirmed cases of COVID-19 in that region for the week of Sept. 13 – the highest weekly total since early May. “We need people to scale back on their get-togethers/gatherings, and to remember to be cautious with people not in their household, even if they are in their social circle of 10,” Lee said in a statement. “Social circles are not invincible to COVID-19.”

A Sober New Year’s Message to My Ethiopian Family
Mr. Obang Dear Ethiopian, At this time of the Ethiopian New Year, I want to share a message from my heart to my beloved fellow Ethiopians. As most of you already know, I am a human rights defender and advocate for peace, justice, and reconciliation. I strongly believe that this country is like a human body that can only flourish when all its parts are protected, nurtured and functioning well together. Now, this precious body we call our home or sanctuary, is ill and the symptoms are being felt throughout it. I see it from my eyes, I hear it from my ears, I feel it in every limb of my body and now my conscience is telling me I must not ignore it, but speak of it. Because I love this body, which represents the people and land of Ethiopia, I do not want anything to happen to bring it harm. This means “all the people” because I believe our Creator made each of us with value regardless of our differences; and that as a result, we should “put humanity before ethnicity” or any other differences; and also, care about others beyond our families and ethnic

groups, not only because it is right; but also, because “no one is free until all are free.” If we have differences or conflicts, we should talk about it and find a peaceful solution to it. Because of this, I want to share my thoughts with all of you, even if I am wrong or if some of you disagree with me. At least, I will communicate my question: “Am I alone with these thoughts or are others feeling the same? If there are others, why are we not talking about it?” Let me explain. We are presently in the midst of a conflict over the regional election where the Constitution is being used as a defense by both sides; the Tigrayan Regional leaders who are determined to go forward to hold the election on Sept 9 and the present Government of Ethiopia who has postponed the election for sometime in the future due to COVID-19. Neither side trusts the other. Both believe the other is pulling a trick on everyone else to gain power. The people are suspicious of both. Both sides are threatening actions against the other should they interfere with the process they represent; again, both citing the Constitution, flawed though it is, as their defense. OTTAWA -- Prime Minister Justin Trudeau says he doesn’t want an election — but if one is held, Canadians should feel confident that Elections Canada is capable of delivering a fair process despite the pandemic. Trudeau made the comments during a Wednesday press conference, speaking after three days of meetings with his ministers and experts at a cabinet retreat. "I do not want an election, I don’t think Canadians want an election," Trudeau said, shaking his head after a reporter asked him to clarify his stance. "I think it's irresponsible to say that an election would be irresponsible. Our country and our institutions are stronger than that, and if there has to be an election, we’ll figure it out." Trudeau’s government will be delivering its throne speech next Wednesday,
providing an outline of his government’s plans for the upcoming parliamentary session. MPs will then vote on the plan -- a vote that, if it fails, will trigger an election.

We want to see our democracy continue to thrive, not in spite of difficult circumstance, but also because of difficult circumstances,” Trudeau had said. “I think I should, and we all should, have tremendous confidence in Elections Canada to be able to bring forward strong measures to keep us safe and allow for the expression of the democratic will of the people.”
“I’m worried that they’ll be empty words, because again and again we’ve seen this prime minister and this Liberal government talk about things but then never act on them,” he said. Meanwhile, the logistics of how MPs will vote in the new session are also up in the air — and the clock is ticking. With the speech scheduled for a week from now, the entire Bloc Que-
becois caucus is currently in self-isolation after a staff member tested positive for COVID-19. Conservative Leader Erin O’Toole is also self-isolation as he awaits the result of his own COVID-19 test, as a member of his staff tested positive. Both these developments have the government considering how MPs can still vote on the throne speech from home. Trudeau said Wednesday that it would be “extremely unfair” if the government can’t find a way for remote or isolating MPs to say their piece. “That’s why we’re going to be moving forward with a form of distance voting that will allow every parliamentarian to make sure that their community is heard, as we move forward on important measures,” Trudeau said. The Liberal caucus is calling on the government to adopt the idea in a priority policy resolution for consideration at the party’s upcoming national convention. And MPs consider it so important that they’ve designated it their top resolution, guaranteeing that it will go directly to the Nov. 12-15 convention for debate and a vote. It is among more than 50 priority resolutions from the governing party’s provincial and territorial organizations and its various commissions that will be the subject, starting today, of a two-week online discussion among registered Liberals. Liberal MPs are not alone in urging a guaranteed basic income. The 50 resolutions include numerous calls from all corners of the country pressing the government to adopt the idea in one form
or another. Standards for long-term care homes There are also multiple resolutions, including one from the caucus, calling on the government to develop enforceable national standards for long-term care homes — and to provide provinces with the funding needed to meet those standards. Long-term care facilities have borne the brunt of the more than 9,000 COVID-19-related deaths in Canada. The pressure for an overhaul of Canada’s social safety net comes just as the Liberal government is preparing for a throne speech on Sept. 23 laying out its plan for protecting Canadians during the pandemic, which is heating up again after a bit of a summer lull, and for reviving the economy. The pandemic has exposed holes in Canada’s social safety net, particularly the employment insurance program that proved incapable of helping the millions of Canadians left abruptly without incomes when businesses were shuttered in March to help curb the spread of the deadly coronavirus that causes COVID-19.

Advocates had hoped that the CERB would eventually evolve into a permanent guaranteed basic income but the program is now winding down, to be replaced by more generous and flexible employment insurance. And while some ministers had initially suggested that the CERB could pave the way for a basic income, government insiders now suggest that kind of major reform is not in the cards while the pandemic continues to rage. However, the caucus resolution argues the pandemic has created “a unique opportunity to rethink the Canada of tomorrow.” It further argues that a guaranteed basic income would simplify benefit applications for Canadians in need and reduce administrative costs for the government, while providing Canadians with income stability that is “key to equality of opportunity, well-being and dignity.” Ottawa convention The convention is slated to take place in Ottawa. The party has yet to decide whether it will be a virtual convention or a hybrid of small in-person sessions with other Liberals participating electronically. The policy process has been entirely online.

Liberal riding associations and the party’s various commissions, representing seniors, women, youth and Indigenous People, came up with more than 500 proposed resolutions, according to party spokesman Braeden Caley. He says thousands of grassroots Liberals then voted on their top three priorities within each region and commission. After the two-week discussion period, those resolutions will be whittled down again, through another online vote, to just 30 to be sent on for debate at the convention. Each region and commission, as well as the caucus, has also chosen one top resolution to go directly to the convention. The resolutions demonstrate some of the conflicting internal pressures on the Liberal government, particularly with respect to its goal of reaching net-zero carbon emissions by 2050. One from Newfoundland and Labrador calls for “world leading incentives and benefits” for that province’s offshore oil and gas industry in order to attract “sustainable exploration and production” and fuel the economic recovery. But a Quebec resolution calls on the government to end support for both the fossil fuel and nuclear components of the energy industry. Canada's premiers are demanding $28 billion in additional federal funding to cover their ballooning health care costs — a boost that would bring annual transfers to $70 billion. The premiers have agreed unanimously to call on the Liberal government to address what they call an "absolutely critical" situation. The premiers are meeting in Ottawa today to map out their demands ahead of next week's throne speech. Ontario Premier Doug Ford, Manitoba Premier Brian Pallister, Alberta Premier Jason Kenney and Quebec Premier François Legault — the incoming chair of the Council of the Federation — met in person, with other premiers joining virtually. "It's time for the federal government to do its fair share," Legault said.
Ford said that as the demand for health care services has risen, support from the federal government has been decreasing. "We're in desperate need of your support," he said. The proposed increase would mean the federal government would cover 35 per cent of provinces' health care costs, up from the current 22 per cent. Right now, the provinces spend $188 billion on health care, with the federal government covering $42 billion. "We need the support from the federal government. We're asking the fed government to support all Canadians. Be a true partner when it comes to health care," Ford said. Pallister said Canadians are living in fear because of the consequences of federal underfunding, such as longer waits for services

Pallister said it’s been a longstanding problem that has gone unaddressed. He said it’s time for the federal government to resume its “rightful role as a true funding partner” in order to shorten wait times and improve health care. Intergovernmental Affairs Minister Dominic LeBlanc said the government wants to work with the provinces to maintain a high-quality health care system but did not commit to any specific funding amount. “We’ve said that we’re happy to meet with them and we’re happy to discuss that subject, and my colleague the finance minister and the prime minister will obviously reflect on those subject matters in the context of the government’s fiscal capacity,” he said. “But the priority that premiers attach to an accessible, high-quality health care system is one that we share.” Ford and Legault met in Mississauga, Ont., last week to discuss economic recovery and health preparedness as the number of active COVID-19 cases rises in parts of the country. “Premier Ford is in Ottawa to join his fellow Premiers ahead

We also know they set up the Constitution in such a way that it pitted the stronger and larger ethnic groups into contests where only one could win and the others would lose. We know the TPLF used it to its advantage and ended up advancing their own interests and power based on ethnicity and cronyism. On the other hand, the current reformed government of the Prosperity Party has been accused of seeking to do the same in Addis Ababa, the Oromia region and beyond. Some point to leaked speech made by Shimelis Abdissa, the President of Oromia Regional State, affirming this as well as other evidence of favoritism. At the same time, they have come under criticism for the lack of action, or even complicity, in the widespread violence in the Oromia Region that targeted other groups living among them as well as some Oromos seen as more moderate or Christian. It appears that the rest of Ethiopia is being pulled into this power struggle. How can the people respond? If we suggest the government pull their weight and stop the election; how will that be done? It appears that force may be utilized and if so; what will happen? Will the results benefit the people of the country? Those demanding the right to the Tigrayan election say they are prepared if the government attempts to stop the election. This also appears to suggest the use of force. Genocide Watch just put out an alert that Ethiopia was at the sixth stage of a ten-point
scale in regard to the risk of genocide. We are in a dangerous position. Do those involved have the moral authority in this present highly charged atmosphere of suspicion to claim the Constitution as their defense? If force is used, will it be at the risk of it escalating into greater violence? There is another option; something that should have already been pursued, but now may be the time to do it. That is a national conference that would include study, dialogue, examination of the present system and all its parts, starting with Constitutional and institutional reforms, as well as meaningful peace and reconciliation processes put into place along with conflict resolution, land reforms and restorative justice. This effort must involve local, regional and national stakeholders, elders, religious leaders, intellectuals, women, youth, and others representatives of public and private institutions and interests. The goal would be equal justice, liberty and opportunity for all the people of Ethiopia through a governmental system accountable to the people. Would either of these groups support such a process? The answer to this question will help clarify the goals of either group. Resistance to this process should be expected from those wanting to advance only themselves and their own select ethnic group or select members of that ethnic group. Going into an election in the near future without this care-

ful process taking place now will set us up for more suspicion, conflict and possible violence. What a shame for this beautiful country and people to fall to the depth of genocide and implosion, joining the ranks of countries like Rwanda, Syria and Yemen because of our own shortcomings and lack of moral strength and backbone. In closing, I fear that our future is very much in jeopardy as we have to a large extent given God and morality the backseat in our daily lives for nearly fifty years— or more, due to embracing communism, Marxist-Leninism, ethnocentrism and now, “meism” where we focus mainly on ourselves or our ethnic groups. We should know we are flawed humans, but something worse happens when we turn our backs to morality, pushing our consciences to the dark and ignored corners of our lives instead of seeking morality above all things, upholding laws of justice, caring for our neighbors and upholding truth and what is right.

ple on social assistance do not file taxes. Also, an estimated 40 percent of First Nations do not file taxes. Would universal basic income create a disincentive for people to work? The Ontario program wasn’t up long enough for a qualitative assessment outside of anecdotal support for the program. But the Manitoba pilot found that workforce participation continued as usual with two exceptions: new mothers stayed at home longer to care for children, and young people who would have had to quit school to help support their families stayed in school longer. The pilot project also reported some 10 percent fewer hospital visits by participants. Advocates say a basic income can also contribute to substantial cost savings in the justice system and the prison pipeline, where many economically disadvantaged end up. Why the push now for universal basic income? We’ve heard it once, we’ve heard it said a million times—the pandemic has laid bare the inequities of many of our systems, including the holes in our social safety net. Women have been among the hardest hit by the pandemic. And that’s what’s at the heart of the Liberals’ plan to introduce a basic income. Votes also have something to do with it. If you haven’t heard, we may be headed for a fall election. But the idea of a basic income didn’t come completely
out of left field for the Liberals. In fact, the House of Commons finance committee recommended the feds move forward with a basic income pilot project in its 2016 pre-budget report. The CERB and Canada Emergency Wage Subsidy are variations of a universal basic income. So is the Canada Child Benefit which was introduced in 2015 as part of the government’s poverty reduction agenda. It’s not just the usual suspects on the left calling for basic income. The Conference Board of Canada has embraced the concept. Its chief economist has called the measure an “efficient and intelligent way to fund and deliver social assistance.” The presidents and CEOs of some 120 businesses signed a letter in 2018 asking the Ford government to reconsider its decision to end the pilot project. Research in the Netherlands suggests that the benefit is an incentive for consumer spending and small business. Prominent health advocacy organizations have also come out in favour of a universal basic income. Among them: the Canadian Medical Association, the Registered Nurses’ Association of Ontario and the Ontario College of Family Physicians. What’s the downside? Administratively, a universal basic income is easier to deal with than other social supports. It requires little or no

Will opposition parties support basic income? Opposition parties have threatened to push a non-confidence in the government when the House reconvenes. The Bloc have already tabled a motion.
But the conservative thinktank Fraser Institute has a different take. It argues that universal basic income would cost too much; and that any universal basic income program would have to mean the scaling back of other social programs. In an article published in the National Post earlier this year, executives with the think-tank say that “it’s worthwhile to have a genuine public discussion about replacing existing provincial and federal income support and related programs with one program that reduces administrative costs.” But the article also notes that “the costs and benefits, and the complicated nature of such reforms, must be recognized.” Jake Fuss, an economist with the Fraser Institute, said in a statement this week that a basic income program would cost between $131 billion and $464 billion annually. The first number would apply if the feds extended a universal basic income to only seniors on Old Age Security. The second would apply if the feds provided a $2,000 benefit similar to CERB to all eligible Canadians. The numbers provided by the Parliamentary budget office are different. They estimate

But the Liberals only need the backing of the NDP to survive a vote of non-confidence. And the NDP has already signalled its support for a basic income. Whether that will be enough for the party to back the government is an open question. But not everyone on the Left supports the idea of a universal basic income. Some view it as a way to subsidize low wages and get rid of other worthwhile social services. Indeed, the Ontario Coalition Against Poverty opposed the Liberals’ basic income plan. “The hope that there is any realistic chance of ensuring a truly adequate, universal payment that isn’t financed by undermining other vital elements of social provision, is misplaced,” the group wrote in a position paper.
