Abandoned Water Wells Are a Danger to Animals and Humans – and Texas Could Have Thousands of Them

AUSTIN – A recent incident in Bastrop County where three people died when they tried to rescue a dog that had fallen into an abandoned cistern highlights the dangers of abandoned or deteriorated water wells in Texas. Cisterns, which are not regulated in Texas, have solid bottoms and sealed sides so they can store water. Although cisterns are not wells, this tragedy shows how below-ground water storage tanks can be just as dangerous as abandoned or deteriorated wells.

The three people were reported to be hog hunters who entered a cistern in a cornfield, trying to rescue a hunting dog that had apparently fallen into the uncovered cistern. The people were all overcome by toxic fumes that had built up in the cistern, according to law

enforcement officials in Bastrop County.

There may be thousands of abandoned or deteriorated water wells in Texas posing safety hazards and contributing to groundwater pollution.

Anyone who is aware of abandoned or deteriorated wells is urged to report them to the Texas Department of Licensing and Regulation (TDLR) at https://www.tdlr. texas.gov/abwells/default.

Abandoned or deteriorated water wells can contaminate groundwater by providing a direct conduit for chemicals and other surface contaminants, such as animal waste and pesticides, to directly en-

ter aquifers. Uncapped wells also present a physical danger to humans and animals who can be severely injured or killed when they fall partially or completely into the well. Landowners who are not sure if there are abandoned water wells on their property should look for plastic, steel, brick or concrete casing (pipe) that may extend above ground, or for a hole in the ground with no apparent bottom. Some abandoned wells have concrete or brick casing extending above ground or a windmill with missing blades. Abandoned or deteriorated well casings or pipes may be cut off at ground level, posing an additional threat.

For Immediate Release

On August 12, 2023, at approximately 11:46 P.M., The Bonham Police Department responded to a 911 call of an aggravated assault with a deadly weapon at 328 W. Sam Rayburn Drive, the Juba Pizza bar.

A physical altercation had taken place between the victim and the suspect. At some point during the altercation the suspect produced a knife and stabbed the victim in the neck. When officers arrived, they immediately applied medical assistance utilizing their emergency wound kit until Bonham EMS arrived and tended to the victim. Texas DPS and the Fannin County Sheriff’s Office arrived on scene and assisted

● Wells are “abandoned” when they are not in use, as defined by Texas Occupations Code, Section 1901.255.

● A “deteriorated” well is a well that is causing or likely to cause pollution of any water in the state, including groundwater.

Under Section 1901.255 of the Occupations Code, abandoned or deteriorated wells must be plugged or brought into compliance within 180 days of a landowner learning that they have an abandoned or deteriorated well on their property.

Landowners are responsible for abandoned or deteriorated water wells on their property.

If a well needs to be plugged, they may plug the well themselves (in compliance with Title 16, Texas Administrative Code, Section (76.104 Capping and Plugging Wells Standards) or hire a well driller or pump installer licensed by TDLR to plug the well or bring the well into compliance.

If a landowner chooses to plug the well themselves, they are required to plug the well in accordance with TDLR’s well plugging specifications (https://www.tdlr.texas.gov/

Bonham Police. After speaking with witnesses and receiving an additional 911 call from someone who had given an individual a ride to Lake Bonham RV campground who matched the description of the suspect, BPD Officers located the suspect at the campground. The suspect admitted that he had been in an altercation and stabbed the other individual during the fight.

The suspect was identified as Dakota Bishop (W/M 27 YOA) and taken into custody and transported to the Fannin County Jail on aggravated assault with a deadly weapon charge. This is an ongoing investigation, and no other information is available at this time.

Bonham City Council – New Members for Bedco Board/Library Repairs Update

Monday, August 14, 2024, Pastor Mark Posey of the First Congregational Church in Bonham first led attendees in an Invocation before Mayor H.L. Compton called the Regular Meeting of the Bonham City Council to order at 5:30 p.m. Mayor Compton noted Quorum was established with Councilman Bill Chapman and Councilman Timothy LaVergne II absent and Councilman Michael Evans running late.

1. Consider and take action to approve minutes of the July 10th regular meeting: After the council reviewed the minutes, Councilman John Burnett made the motion to approve the minutes with Councilman Wayne Moore seconding the motion which passed.

2. Consider and take action to accept financial report for month ending July 31, 2023: Director of Administrative Services Sarah Osburn took the podium to answer any questions regarding the report given to the council members. There were no questions. A motion was made by Councilman Wayne Moore to accept the report with Councilman Ernie Quintana seconding the motion which passed.

3. Citizens Opportunity to Speak: [The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations

on any item not listed on the posted City Council Agenda.]: A citizen residing at Russell Ave in Bonham noted how he was new to Bonham before citing his concern over the possibility of drainage problems resulting from construction by the High School near Albert Broadfoot Street, Lee Street and Agnew Street. He noted there had been some flooding on Albert Broadfoot when it rained last and believes if the construction does not proceed properly, flooding problems will increase with future rains. City Manager Sean Pate noted the construction he referred to was the site of a development that will have approximately 70 new homes and assured the gentleman of how there

is currently a site inspection in place that occurs every two weeks by Hayter Engineering who will be making sure their recommendations for proper drainage factors are in place as the project proceeds.

4. Update from staff regarding roof repairs at the library: Bonham Public Library Director Jennifer Reeves noted how the construction work that began July 31st was finished on August 6th with the result being a brand-new roof that does not leak. She thanked the council for their part in approving the needed repairs.

5. Consider and take action to approve the purchase of a road broom for the Street Department: Sarah Osburn explained how the cost of

this needed equipment will have no impact on the budget as the cost of purchasing the equipment will be off-set by what the city had been paying to rent the same equipment and should actually result in a savings for the city once it is paid off in three years. Mayor Compton first clarified that

the equipment is used in the maintenance of the streets and is not a street sweeper before John Burnett made the motion to approve the purchase with Wayne Moore seconding the motion which passed.

Reeves spoke to explain that with the roof finished, interior work is needed for the library.

Fannin County Commissioners Court –Addressing Building Code Violations

Tuesday, August 15, 2023, Fannin County Judge Newt Cunningham called to order at 9:01 a.m., the Regular Meeting of the Fannin County Commissioners Court. After Judge Cunningham noted Quorum was established with all County Commissioners and himself present, Pastor of One City Church in Bonham, Brian Lackey, led the Invocation. Pledges were led by Commissioner Jerry Magness. There were no Introductions.

5. Public Forum: A Fannin County resident of Precinct 1 spoke to detail the process of becoming a professional engineer. He covered the requirements needed for that certification and offered his suggestion that the county hire an engineer consulting firm who have within its organization, a registered professional engineer for help with the bridges and roads of Fannin County. He further suggested that all plats relating to roads and housing developments, have a PE stamp.

6. Discussion, consideration and action regarding Burn Ban in Fannin County –County Judge: Fannin County Emergency Management Coordinator Troy Hudson stated that the only change that has occurred since the ban was implemented was an increased burn index number. Noting conditions for burns have increased, he recommended the burn ban be continued. A motion was made by Commissioner Magness to continue the burn ban with Commissioner Kopf seconding the motion which passed.

7. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: Fannin County Auditor Alicia Whipple noted the amount to be paid was $430,716.41. Commissioner Lane made the motion to approve payment with Commissioner Self seconding the motion which passed.

8.Discussion, consideration and action regarding willingness to begin negotiations to lease property at the site of the future Fannin County Justice Center – County Judge: Judge Cunningham recounted how Bedco had informed the court of a business that was possibly interested in leasing the property located adjacent to the future Fannin County Justice Center. Noting a need for transparency regarding any businesses interested in the property, Judge Cunningham asked for a motion on the matter. Commissioner

Magness first explained that the general consensus is the county should maintain control of the property before making the motion the county begin negotiations to lease the property with Commissioner Kopf seconding the motion which passed.

Discussion, consideration and action regarding tax abatement with Tongrun International LLC – County Judge: VP of Customer Solutions for Tongrun International, Star Brock III, spoke to expound on his company and the benefits it has brought to Fannin County which includes 118 jobs. Judge Cunningham commented on how the company honored the promise of maintaining a work force of at least 20 employees when the request for a tax abatement was initially made and how the abatement wouldn’t take effect until next years budget. Commissioner Magness agreed that the company has fulfilled their obligation and made the motion to approve the tax abatement with Commissioner Lane seconding the motion which passed.

10. Discussion, consideration and action to accept the County Election Board’s recommendation for consolidating voting precincts in the November 7, 2023

Constitutional Election in accordance with Texas Election Code 51.002 and 42.008 – County Judge for County Clerk: Fannin County Clerk Tammy Biggar explained the recommendations were the result of a collaborated effort between herself, Sheriff Johnson and Judge Cunningham before listing the designated polling places for each precinct. A list of those polling places will be published at a later date in the Fannin County Leader.

11. Discussion, consideration and action to order the November 7, 2023 Constitutional Amendment Election –County Judge: A motion was made by Commissioner Lane to order the election with Commissioner Magness seconding the motion which passed.

12. Report of monies collected by the Fannin County Clerk’s Office for July, 2023; all courts, $17,655.05 and land records, $36,150.01 –County Judge for County Clerk: Information only.

13. Discussion, consideration and action to accept the proposal from Eikon Consulting Group for a geotechnical survey at the future Justice Center and authorize County Judge to sign on behalf of the County; $3,950.00

– County Judge: Judge Cunningham explained why this is needed before Commissioner Magness made the motion to approve with Commissioner Lane seconding the motion which passed.

14. Discussion, consideration and action to move $3,119.00 from Contingency (100-509-4750) to Radio Tower Building (100-4054900) for installation of propane tank – County Judge for County Auditor: After a brief discussion regarding the generator used during electrical outages, a motion was made by Commissioner Magness to approve the action with Commissioner Kopf seconding the motion which passed.

15. Discussion, consideration and action to approve Auditor Monthly reports for July 2023 – County Judge for County Auditor: Ms. Whipple reported revenue for the month was $393,472.76 with expenses being $1,128,058.93 which resulted in being upside down $734k for the month. But, she further explained, year to date, revenue is at $13,354,160.58 with expenses at $11,619,996.94 thus keeping the county in the black. Commissioner Lane made the motion to approve the report with Commissioner Self seconding the motion which passed.

16. Discussion, consideration and action to approve updated Positions and Salaries for the 2023/2024 Fiscal Year for Fannin County – County Judge for County Auditor: Ms. Whipple explained how certification pay less than $2,000.00 for one of the Sheriff’s deputies had previously been left out in error and how that was corrected. Commissioner Lane made the motion to approve with Commissioner Magness seconding the motion which passed.

17. Discussion, consideration and action to switch from Cirro Energy to NRG at the Leonard EMS location, 400 N US Highway 68 at the same rate of our current NRG contract; 0.06474 per kilowatt-hour – Commissioner Precinct 1: Commissioner Lane explained the savings that will result from this action. Commissioner Self first noted Highway 68 should be changed to 69 in the item description before making the motion to approve with Commissioner Lane seconding the motion which passed.

18. Discussion regarding appointment of Commissioner Precinct 1 – County Judge: Judge Cunningham noted several people had re-

quested to speak on this matter.

Pastor Ronnie Ball of Sandy Baptist Church in Ravenna, who is also a candidate for this position, spoke to renounce any rumors against the integrity of one of the other candidates for this position, Ken Fox. After Mr. Ball denounced the rumored misbehavior of Mr. Fox, Judge Cunningham explained why rumors are not made public and noted the factors involved in the decision process for selecting a replacement Commissioner for Precinct 1. After Pastor Ball’s comments, there were five others including former Commissioner Whitlock, who spoke to commend the character and qualifications of Ken Fox for the position. A resident of CR 2975 noted his belief that in today’s world, more qualifications other than being able to operate road equipment are needed for the position of County Commissioner. Pastor Ball concluded the speakers’ statements by noting his belief that a good man’s character should not be maligned in this process.

19. Discussion regarding Subdivision Committee and Subdivision Policy – County Judge: No significant updates.

20. Discussion regarding Courthouse repairs - County Judge: Judge Cunningham commented on how the problems that resulted with the state designating the building as posing an “imminent danger” were largely due to there not having been a general contractor to handle the renovation work done on the courthouse. He noted that will not be repeated with the Justice Center construction. He expounded on how because of the existence of major code violations, the county will have to have an individual on a “fire watch” who will be actively monitoring the building while in use, to avoid having to evacuate the building till corrections are made. He noted that in the course of sit-down meetings with the electrical contractors, the contractors have indicated that they will make everything right at their expense. He noted more discussion is needed to determine what “making everything right” entails to assure the cost of correcting the code violations are adequately taken care of by the contractors.

The 24th in a series of articles for the 175th Anniversary of Bonham

At present in the central part of Bonham the eastwest streets are numbered 1st – 15th and the northsouth streets, except for Main and Center, are named after trees.

However, at one time eastwest streets were not numbered. They had names such as Owl, Elk, Oak, State and even Odd Fellows. Who knows who named the original streets?

But, by 1897, Owl Street had become 1st Street, Elk has become 2nd Street, Rosa had become 3rd Street, State Street had become 4th Street, Front Street had become 5th Street, North Street had become 6th Street, Mason Street had become 7th Street, Odd Fellows had become 8th Street, Rusk had become 9th Street and Planters had become 10th

Street.

The north-south streets took the names of trees: Beech, Cedar, Poplar, Maple, Willow, Chestnut, Cherry.

Several Bonham streets have been named to honor individuals.

Of course the most well-known is Sam Rayburn Drive. 4th Street was renamed Sam Rayburn Drive in 1962.

At one time 4th Street was Highway 82, and then, when Highway 82 moved north, it became Highway 56. Chinner Street, in west Bonham, was named after Jerry Chinner, the African-American owner of a Bonham brick kiln who was a prominent local merchant.

Charlie Christian Street in south Bonham is named for jazz pioneer Charlie Christian, who was born in Bonham and is buried at Gates Hill Cemetery. Albert Broadfoot Street is named for District Judge Albert Broadfoot. The street was formerly named Broad Street, but was changed to honor the judge.

According to Ronnie Atnip, Cunningham Street was named for Fannin County Judge Henry A. Cunningham and Leslie Street was named for Fannin County Judge Sam Fenner Leslie. Lipscomb Street was named for Bonham pioneer and Civil War veteran Smith Lipscomb.

And what about that long street named Island Bayou?

The first reference we have found is in an 1887 ad for the sale of property in the Bonham News.

It seems that “the Island Bayou road” is the road TO Island Bayou, which is tributary of Red River in Bryan County, Oklahoma.

We have not yet found a map showing the exact route of the Island Bayou Road to the Red River.

TxDOT Launches End-of-Summer Drunk Driving Prevention Campaign

In 2022, there were 345 DUIalcohol related traffic crashes over the Labor Day holiday weekend, resulting in 20 fatalities and 62 serious injuries. Over the course of last year, a person was killed every 7 hours and 17 minutes in Texas because of a DUI-alcohol-related traffic crash, resulting in 1,203 people losing their lives. With all of this in mind, and as the Labor Day holiday weekend approaches… TxDOT is launching its endof-summer, statewide “Drive Sober. No Regrets” campaign today.

At the center of the campaign is Erin Crawford-Bowers, a Texas woman who grew up without her parents, both of whom were killed in a drunk driving-related crash on 6/22/85 when she was just 6 months old. Now a married mother of two herself and living in New Braunfels (the San Antonio area), Erin is participating in TxDOT’s campaign to help prevent other families from going through what hers did.

She then noted those individuals are Mayor Compton, Sean Pate and Lance Capehart. A motion to approve was made by John Burnett, seconded by Michael Evans and passed unanimously.

Cooper GOOD. Water lightly stained; 87 degrees; 0.5 feet above pool. Blue catfish are good on cut shad. White bass are good on artificials.

Lavon GOOD. Water lightly stained; 87 degrees; 2.17 feet below pool. Catfish are good on cut shad and bluegill in 1020 feet of water, or on submerged brushes and over hanging trees. Pre-baited holes will hold channel catfish 5-15 feet of water. Bluegills are great on worms in 10-20 feet of water on brush piles. A 2-4 pound line is imperative. Crappie are good on timber, brush and rocky ledges in10 to 25 feet of water. Black bass are slow during the day with the best bite early, or later into the night. For night fishing, use dark colors on the same structure you fish during the day, but be sure to check the shallows in the same areas.

Tawakoni GOOD. Water lightly stained; 90 degrees; 0.60 feet below pool. Lake Tawakoni is fishing good overall despite some of the highest water temperatures we have seen in a long time. White bass and striper fishing has been good early in the day. Fish are moving and keeping up with them has been a chore. Trolling and throwing slabs are working in 10-20 feet of water. Eater sized catfish are great. Channels and blue catfish are abundant on prepared baits in 20-30 feet of water. The crappie bite is good early then slacks off mid morning. Texoma GOOD. Water stained; 86 degrees; 0.46 feet above pool. Striped bass are good with catches of larger fish coming on topwaters in the early morning. By mid morning the larger fish can be caught fishing slabs beneath the smaller fish. Striped bass are good on live bait, slabs or topwaters. Schooling fish are running along deep ledges and across flats. Better fish can be caught beneath the surface fish with a 3 inch swimbait or small topwater. Crappie are slow on our set brush piles fishing in 20-24 feet of water using electronics to target active fish that seem to be closer to the bottom of the piles. Catfish are great on prepared baits and cut shad in 25-35 feet of water on rocky ledges for limits of eater size fish. Smallmouth and largemouth are fair on topwaters early along the bluffs and swim baits later off the banks in 8-15 feet of water.

Despite Unrelenting Summer Heat, Dove Season Expected to Have Soaring Numbers

AUSTIN — A cool and rainy spring means that despite above-average summer temperatures, Texas hunters could encounter significantly increased dove populations as the 2023 season opens Sept. 1. Spring surveys conducted by Texas Parks and Wildlife Department (TPWD) staff found an estimated 28.3 million mourning doves in Texas, a 44 percent increase from 2022. White-wing dove populations have increased 20 percent, tying the record high with an estimated 11.7 million this year. “This spring was about as perfect as it could be, with steady rains and cool weather,” said Owen Fitzsimmons, TPWD Dove Program Leader. “Given the population increases this year and the excellent breeding season conditions that persisted through the first half of the summer, hunters should expect to see a lot more birds on the landscape this September.”

As daily temperatures top 100 degrees with no relief in sight, hunters will likely find larger concentrations of birds at watering holes, and doves may be feeding earlier and later than normal to avoid the mid-day heat. In areas where agriculture has suffered from the heatwave, look for stands of common sunflower, croton and other native annual forbs and grasses.

Texas is home to seven species of native doves and pigeons, including the three legal game species- mourning, whitewinged and white-tipped doves. Texas accounts for 30 percent of the total mourning doves and 85 percent of the total white-winged doves harvested in the U.S. each year, far more than any other state.

TPWD officials remind hunters to prepare for the extreme heat and make sure they are packing all the essentials for a day in the field. They should bring plenty of water to stay hydrated and take measures to stay cool in a shaded area. The same is true for canine hunting partners.

“If this extreme heat persists, think twice about bringing your dog out in the early season,” Fitzsimmons said. “Temperatures this high can be dangerous for dogs, particularly when they’re excited and running hard after birds. If you do bring them, try to limit the hunts to early mornings or late evenings.”

PAUL KENNETH MALONEY

Paul Kenneth Maloney, of Bonham, Texas, passed away on August 10, 2023, at the age of 82. Paul was born March 23, 1941, to Reuben Maloney and Cora Clarice (Cook) Maloney in St. Paul, Texas. He was raised in McKinney, Texas and graduated from McKinney High School in 1960.

Paul married Betty “Louise” Lewis on November 30, 1962, in Plano, Texas. Together, they shared 60 years of love and memories. He was a member of the Randolph Baptist Church.

Paul was a jack of all trades with expertise in auto mechanics and carpentry. He was a mechanic by trade and at times owned and operated his own auto mechanic shop and wrecker service throughout the 80s and 90s. He eventually retired from the City of Richardson and moved to Bonham to live the country life with Louise.

Paul will be remembered by his wife, Louise Maloney of Bonham, Texas; daughters, Susan Essary and husband, Terry, of Whitewright, Texas, and Teresa Smith and husband, Kent, of Anna, Texas; grandchildren, Desiree Barnhart, Tyler Maloney, Anna Cross, Matthew Essary, Cody Smith and wife, Justine, and Carie Stewart and husband, Stephen; great grandchildren, Autumn, Kodi, Eli, Cayden, Carly, and Carter; siblings, Jesse Maloney, Mary Berkley, and Joe Maloney; and several nieces, nephews, great nieces and great nephews.

He is preceded by his parents, Reuben and Cora Maloney; son, Dennis Maloney; grandson, Jacob Essary; and siblings, Mae Ann Newby, Wanda Walden, Carol Mills, Geraldine Holland, Reuben Burten Maloney, and Emmaline Maloney.

Jackie Virginia Lindsey, 72, of Dodd City joined her heavenly Father on August 12, 2023.

Jackie was born on July 18, 1951 to Joe and Evelyn Wilcox in McKinney, Texas. Jackie graduated from Bonham High School in 1971. Jackie married Jerry Lindsey on October 27, 1973. She worked at Schlumburger for 20 plus years and retired from the VA in 2018.

After her retirement she enjoyed spending time with her family, gardening, and enjoying her grandchildren’s activities. Jackie was loved by all that knew her and she was our angel here on earth. She shared her joy with everyone she met.

Bonham Funeral services for Dr. James Randy McBroom, age 71, of Bonham, Texas, were at 10:00 am on Wednesday, August 16, 2023 at Bonham First Baptist Church 710 North Center St. Bonham, Texas 75418. Kevin Towery, Dyan Dietz and Michael Evans officiated. Serving as pall bearers were Stetson McBroom, Joshua McBroom, Mark McBroom, Vitor Freitas, Jason Sutherland and Peyton McBroom. Internment at Hampton Cemetery followed the service, in Edhube, Texas.

Visitation was held Tuesday, August 15, 2023 at CooperSorrells Funeral Home Bonham, Texas from 6:00 to 8:00 PM. Randy was born on November 17, 1951 in Bonham, Texas to James Denzel McBroom and Shirley Elizabeth (Anderson) McBroom. Randy passed away peacefully surrounded by his family on Sunday, August 13, 2023 at Baylor Scott and White in McKinney, Texas.

Randy married Dana Jo (Denton) McBroom on January 19, 1995 in Bonham, Texas. They shared 28 years together serving God as he pastored several local churches in Fannin County. He served as pastor, music minister and youth minister as a bi vocational pastor for over 45 years. After receiving his Doctorate from North Texas University in 1989, Randy began his career in teaching at A&M Commerce University where he ultimately retired as Associate Vice Provost and Associate Vice President of Academic Affairs. After retirement from the university, he served as Deputy Direct of Texoma Council of Governments (TCOG) and served on numerous boards and committees. After retirement from TCOG, Randy served as Choir director for the First United Methodist Church and as the Pastor of Randolph First Baptist Church until his death. He and Dana found great joy serving God and their congregations.

He is survived by his wife, Dana McBroom, of Bonham, Tx, son Joshua McBroom wife Sara of Bonham, Tx; son Mark McBroom of Haltom City, Tx; son Stetson McBroom of Bonham, Tx; and daughter Raven Bourdon and husband Bryan of Everett WA and stepson Chad Burns of Omaha, Ne. Grandchildren Ethan Burns of Japan; Hayley McBroom of Bonham, Tx; Peyton McBroom of Bonham; and James Rowan Bourdon of Everett WA.

Randy was a man of many talents and interests. Many of you will remember his love of horses, fly fishing, playing his trumpet, and lately a newly added hobby of building cigar box ukeleles and the sport of Cricket. He enjoyed building and restoring vintage guns and passed his expertise on to his sons.

The joys of his life were his grandchildren where he was fondly known as Poppa-Guy and Poggy. He taught them to ride starting some of them at 3 months old! He attended football games, soccer and was the coach of Stetson’s baseball team. He cheered for all of them loudly from the stands.

Randy and Dana were lifelong friends, finding each other again later in life, falling in love and marrying. He will be missed by his friends and colleagues, but most especially by Dana, his children, and grandchildren.

He is preceded in death by his parents and grandparents and step daughter-in-law, Jennifer Burns.

God Is!

It is reasonable to understand that the Bible teaches that God is. Paul wrote that “faith cometh by hearing, and hearing by the word of God” (Romans 10:17). From the Hebrew writer, we see that “Through faith we understand that the worlds were framed by the word of God, so that things which are seen were not made of things which do appear” (Hebrews 11:3). The Scriptures declare the “Holy, holy, holy, Lord God Almighty, which was, and is, and is to come” (Revelation 4:8). There is also reasonable evidence. “The heavens declare

the glory of God; and the firmament showeth his handywork” (Psalms 19:1). There is ample evidence in the created universe to the fact that there is a Creator. “For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse” (Romans 1:20). The weeping prophet declares that “the LORD is the true God, he is the living God, and an everlasting king: at his wrath the earth shall tremble, and the nations shall not be able to abide his indignation” (Jeremiah 10:10). Jeremiah concludes that God “hath made the earth

by his power, he hath established the world by his wisdom, and hath stretched out the heavens by his discretion” Jeremiah 10:12).

Many speak against the Bible, which is “given by inspiration of God” (2 Timothy 3:16). Timothy, a young preacher was told to “keep that which is committed to thy trust, avoiding profane and vain babblings, and oppositions of science falsely so called” (1 Timothty 6:20). Even in the first century, the Word of God was under attack by those that called false science true. Paul helps us to understand in declaring “God that made the world and all things therein, seeing that he is Lord of heaven and earth” Acts 17:24). Truly, God Is!

Sunday Morning Re-take “We Need the Lord”

Hello everyone!

The Bible tells us in Hebrews

4:14-16, “Seeing then that we have a great high priest, that is passed into the heavens, Jesus the Son of God, let us hold fast our profession. For we have not an high priest which cannot be touched with the feeling of our infirmities; but was in all points tempted like as we are, yet without sin. Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.”

Whenever I read this passage, I can’t help but wonder why we, as a nation, can’t seem to see that verse 16 is the answer to the problems that we face. No matter what we face in this life, we need to remember that God still has it all under control, and we, as we are commanded in John 16:33, to be of good cheer. Why? Because He has overcome this world. What a wonderful promise from God that is!

This passage of scripture also reminds me of a classic hymn written

1872. This should be our prayer not just in our daily lives, but as a nation as well.

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

To: All interested Agencies, Groups and Individuals on 8/22/2023: This is to give notice that the City of Bonham has determined that the following proposed action under the CDBG Program administered by the TDA City of Bonham CDV21-0035 Waste Water Treatment Plant (WWTP) Rehabilitation project, is located in the 100-year floodplain, and the City will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The City of Bonham proposes a WWTP Rehabilitation project, including Administrative and Engineering fees and services, to install sludge handling equipment and foundations; UV System bulbs, quartz sleeves, and wiper seals replacement; two (2) new eight-inch (8 “) gate valves; two (2) new eight-inch (8”) check valves; yard piping adjustments; improve the roads to all-weather access roads, and all other associated appurtenances. All proposed activities will occur at the City of Bonham WWTP in Bonham, Fannin County, Texas located at the dead end of Seven Oaks Road, also known as CR 2906, at the following coordinates: 33°35’17.67”N, 96° 9’22.22”W. According to FEMA Panel No. 48147C0360C effective date 2/18/2011, the project shall include activities within approximately 5.0 acres of the 100-year floodplain (Zone A). The natural and beneficial functions and values of the floodplain potentially affected by the proposed activity include floodwater storage and conveyance, groundwater recharge, erosion control, surface water quality maintenance, biological productivity, fish and wildlife habitats, harvest for wild & cultivated products, recreational, educational, scientific, historic, and cultural opportunities. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Pursuant to Chapter 13.2502 of the Texas Water Code, Southwest Fannin Special Utility District hereby gives notice that any person who subdivides land by dividing any lot, tract, or parcel of land, within the service area of Southwest Fannin Special Utility District, Certificate of Convenience and Necessity No.12406 , in Fannin and Grayson County, into two or more lots or sites for the purpose of sale or development, whether immediate or future, including re-subdivision of land for which a plat has been filed and recorded or requests more than two water service connections on a single contiguous tract of land must comply with the “Subdivision Policy” contained in Southwest Fannin Special Utility District’s Service Policy.

Southwest Fannin Special Utility District is not required to extend retail water utility service to a service applicant in a subdivision where the developer of the subdivision has failed to comply with the Subdivision Policy.

Applicable elements of the Subdivision include:

Evaluation by Southwest Fannin Special Utility District of the impact a proposed subdivision service extension will make on Southwest Fannin Special Utility District’s water supply service system and payment of the costs for this evaluation;

Payment of reasonable costs or fees by the developer for providing water supply capacity;

Payment of fees for reserving water supply capacity;

Forfeiture of reserved water supply service capacity for failure to pay applicable fees;

Payment of costs of any improvements to Southwest Fannin Special Utility District’s system that is necessary to provide the water service;

Construction according to design approved by Southwest Fannin Special Utility District and dedication by the developer of water facilities within the subdivision following inspection.
