SUPPLEMENTARY REGULATIONS

1. TITLE AND NATURE OF THE EVENT

The Event is entitled the 2023 Hedweld Group of Companies Milbrodale Mtn Classic (herein after called the Event), being Round 5 of New South Wales Off Road Championship and Round 3 of East Coast Tri-Challenge Series.

The Event will be conducted at the Milbrodale Mtn Race Track, Welshs Rd Milbrodale, 26 Kilometres south of Singleton on the Putty Road on 4th/5th/6th August 2023.

This Event is a Long Course Off Road Event run over a variety of surfaces and is designed to test Driver’s skill and preparation during daylight hours.

The Event’s prologue is approximately 11kms in length and the full distance of the Event is approximately 264kms, comprising of Race 1 Approx. 66ks (6 Laps), Race 2 Approx. 44ks (4laps), Race 3 Approx.22km (4 Laps) Race 4 (6 Laps) Approx.132ks. Format may change due to drought conditions

2. AUTHORITY AND PERMIT

The Event will be held under the International Sporting Code of the FIA including Appendices and the National Competition Rules of Motorsport Australia NCRs, the Off Road Standing Regulations for Long Course events, the NSW Off Road Championship Sporting Regulations, these Supplementary Regulations and any further Regulations which may be issued. Where these regulations differ from the Standing Regulations, these regulations will take precedence. Any final instructions that may be issued will have the same force as these regulations subject to NCR’s. The Event is to be held in accordance with Motorsport Australia OH&S, Safety 1st, Integrity and Legal, and Risk Management Policies, which can be found on the Motorsport Australia website at www.motorsport.org.au will be displayed at Event Headquarters.

3. EVENT PROMOTERS

3.1 IMAGE RIGHTS All persons participating in the Milbrodale Mtn Classic acknowledges that by participating in the events, they authorise the Organiser (HVORRA) and its legal agents to reproduce and represent, without any form of remuneration whatsoever, their names, voices, pictures, biography, and more generally their sporting participation in the context of the Milbrodale Mtn Classic event, and likewise the brand(s) of their car parts and car manufacturers and sponsors, in any form, on any existing or future medium, in any format, for any publicity to the public worldwide, for any use, including for advertising and/or commercial purposes.

4. ORGANISING COMMITTEE

The Organising Committee will comprise of members of the Hunter Valley Off Road Racing Association Inc.

6. ENTRY DETAILS; NO LATE ENTRIES; Passes will be posted out or left at the main gate if requested, IF YOU HAVE NO PASSES, YOU WILL BE REQUIRED TO PAY AT THE GATE; NO REFUNDS IF THIS OCCURS. Only those persons whose names are on the entry form as Pit Crew will be given Pit access.

Entries are limited to 80 and acceptance will be determined, in order of receipt. All entries must be made via the MOTORSPORT AUSTRALIA On Line Entry system and this can be found through your portal on the Motorsport Australia Website and must be accompanied by the requisite entry fee PLEASE NOTE: Entry is not accepted unless entry fee is received within two days of Entry.

A copy of the Supplementary Regulations can be found on the events page at nominated sites www.hvorra.com.au; cncscc.com.au; www.kmorc.com.au; www.sorra.com.au; If the event is oversubscribed a reserve list will be created in order of entries received and if an entrant withdraws, PRIORITY will be given to those next on the reserve list.

Entries open on the approval and issuing of the Permit and close at midnight on 26th July 2023

The entry fee for Hedweld Milbrodale Mtn. Classic will be $400.00 this includes the Transponder fee. If the Transponder is NOT RETURNED, A CHARGE of $600.00 WILL APPLY. ALL TRANSPONDERS ARE TO BE HANDED BACK WHEN PICKING UP YOUR LOG BOOK.

Each Competitor will be allocated four (4) passes - two seat vehicle - two (2) Competitor Passes and two (2) Pit Passes, or - single seat vehicle - one (1) Competitor Pass and three (3) Pit Passes

Payment for ALL entries must be received by the close of entries. (Refer NCR 28)

Refunds will be given if entrant withdraws by 2nd August 2023.

Postponed, Abandonment or Cancellation

The organisers reserve the right to abandon, cancel or postpone the event in accordance with the NCR.

The organisers reserve the right to refuse any entry in accordance with the NCR.

7. PASSES (WRIST BANDS):

Wristbands will be issued to Drivers, Co-Driver, Navigators and Pit Crew with names and competition numbers on them. Wrist bands MUST be worn at all times. These passes will permit access to the Pit Area whilst racing is in progress.

Each Competitor will be allocated four (4) Passes (wristbands)

Two seat vehicles – two (2) Competition Passes and two (2) Pit Passes or Single seat Vehicle – one (1) competitor Pass and three (3) Pit Passes

8. ELIGIBLITY

8.1 Crew Eligibility

8.1.1 Points will only be awarded once per vehicle entered, (to the nominated number 1 driver) but there may be more than one driver.

8.1.2 Unauthorised person/s in a race vehicle is prohibited.

8.1.3 Crew changes will be permitted, but only with persons already entered in the Event. Secretary’s and Clerk of Course’s permission is required and all paperwork must be addressed before entering vehicle

8.2 Minimum Age

Minimum Age to be in Pits is 16 as per NSW Department of Sport & Recreation rules. (Navigators under this age may only be in pit area when they are entering/exiting vehicles).

8.2.1 Driver and Co-Driver Minimum 16 years of age and Navigator minimum 14 years of age (State)

8.2.3 One Crew member must be at least 18 years of age and/or hold a valid civil licence.

8.3 Licence Requirements

Off -Road/Off-Road Junior, Single Event Licences, purchased through Motorsport Australia prior to submitting your Entry Form

9. DOCUMENTATION

All competitors must bring the following documents to Event Headquarters on Friday from3.30 pm to 8.00 pm. Saturday from 6.30 am to 7.30 am.

Documents to be brought to Documentation are: Single Event Licence, Motorsport Australia Competitor Pass Book, Proof of Current Motorsport Australia -Affiliated Car Club Membership, Proof of Age for under 18 years, Civil Drivers Licence where required. Scrutineering forms to be handed at this time.

All entered competitors, drivers, co-drivers, navigators and pit crew must sign the relevant disclaimers. Disclaimers need not be signed at the event if Motorsport Australia ON-LINE ENTRY is used by driver and navigator, IF THEY ACCEPT THE CONDITIONS ON THE ON-LINE BY RESPONDING TO THE EMAIL SENT TO THEM BY Motorsport Australia

Log books will be retained at Event Headquarters until the completion of competition for that vehicle.

10. Vehicle Eligibility

All vehicles described in Motorsport Australia Manual, Off Road Standing Regulations, Off Road - General Requirements for Off Road Vehicles, GR1 to G31.5 and additional Requirements –Specific Requirements for Off Road Vehicles, SR1 to SR12.13 and Appendix 1 and 2 For current specification refer to www.motorsport.org.au/ Off Road Specific & General Requirements

Maximum noise emission of 95db (a) at thirty (30) metres will be measured and enforced. Any allowed by Motorsport Australia, The Promoting Club and Singleton Council

All competition vehicles must start every section of the Event with all panels and /or doors attached, unless they are no longer able to be attached. The Chief Scrutineer will check all claims of damage.

Any vehicle that arrives at the start line without all their panels and/or doors attached, that has not already notified officials of damaged panels, will be sent back to attach panels and/or doors, and their time will be taken from their original scheduled starting time.

Motorsport Australia, National Registered Competition Numbers, will be given preference over all other state numbers. Refer to: www.motorsport.org.au

A small contrasting colour, forward facing racing number, at least 70mm high, must be fitted. This is to assist Marshals during line up.

11. SCRUTINY and TRIENNIAL INSPECTIONS

11.1 Triennial Inspections.

A triennial inspection must have been successfully carried out within the prior three years or you must have a log book that is less than three years old.

11.2 Scrutiny – NO SELF SCRUTINY ACCEPTED AT THIS EVENT.

All vehicles must have a current Motorsport Australia log book and all safety apparel and be presented at scrutiny for inspection.

Regional scrutiny will be available from these scrutineers listed in these Regulations. If you wish to attend Reginal Scrutineering centres during the week prior to the event. Please contact relevant scrutineer to advise of attendance. Scrutineers will only attend if advised that competitors require regional scrutiny.

Scrutineering at the Venue will be conducted from 5.30pm u ntil 8.00pm Friday Night and on Saturday Morning from 6.45am, for scrutineering on Saturday Morning competitors are required to register with the Event Secretary when entering the event.

Please contact a scrutineer in your region to arrange scrutineering of your car during the week prior to the Event.

12. RUNNING DETAILS

12.1 Crew Briefing

Crew Briefings will be held at Event Headquarters at 8.00 am Saturday 5th August 2023 and 7.30 am Sunday 6th August 2023. It is compulsory for all competing Crew to attend and to have signed on prior to the start of each Briefing. Cases of non-attendance or late attendance will attract a monetary fine. See 16.6 for Penalty.

12.2 Reconnaissance

12.2.1 ONLY competitor vehicles will be allowed to reconnoitre the course at a NON –COMPETITIVE SPEED Only one vehicle per entry, drivers speed will be determined by the time taken from Transponder timing. 8.30am (Saturday morning) & closes at 8.45am. Prologue Course 11ks, Cars to be lined up prior to drivers briefing.

12.2.2 Only 1 lap of the Medium Course /Prologue course is permitted Reconnaissance of the Long Course (1 Lap) Saturday afternoon – minus a section of the Medium Course due to property owner’s request.

12.2.3 Any Competitor deemed to be driving in a manner not complying with the instructions may be excluded from the event.

12.2.4. If competitors are in an official event vehicle or their own vehicle, all occupants must be wearing a seat belt and, if using a competition vehicle all crew members must wear the current approved race attire and be strapped in as if for racing ONLY COMPETITORS are permitted to reconnoitre the course.

Pit Crew, family and sponsors are not permitted to reconnoitre the course.

12.3 Prologue

12.3.1 A Prologue to determine the start order for Race 1 will be run on the Medium Course at the completion of reconnaissance. Any OLT’S will line up at the end of the Prologue line

12.3.2 Vehicles will be started at 1 minute intervals. The prologue order will be SxS Pro, SxS Sports, Extreme 4WD, Sportsman, Production 4WD, Performance 2WD, Sportslite, Super 1650, Extreme 2WD, Prolite, Pro Buggy.

12.3.3 Starting order for the 1st Race will be determined by the time lost in the compulsory Prologue. Seeding as per Rule 3.5 in 2023 NSW Off Road Sporting Regulations

13. Event

The event will consist of Races over a Medium, Short & Long Course tracks. The surface of which is gravel, dirt and natural surfaces. The format may change due to property owners wishes.

The event will be conducted in four races over two days PLEASE NOTE; Time/s and format may change at the Clerk of the Course’s discretion.

Race 1 Saturday – 6 laps of the Medium Course (11ks per Lap)

Regrouping for Race 2 will be done on the Outright order from Race 1

Race 2 Sunday Morning – 4 laps of the Medium Course (11ks per Lap)

Regrouping for Race 3 will be done on the times taken in Race 2.

Race 3 Sunday – 4 laps of the Short Course (5.3 ks per Lap)

Regrouping for Race 4 will be don on the accumulative times of Races 1,2, & 3.

Race 4 Sunday – 6 laps of the Long Course (approx. 22 ks per lap)

The total competitive distance will be approximately 250 km.

13.1 Time Allowed

13.1.1 The time allowed for the Short Course Race will be 30 minutes from your start time.

Time allowed for the Medium Course will be 50 minutes for the 4 laps & 75 minutes for the 6 laps

Time allowed for the Long Course. The finish line and timing stops, one hour after the first car receives the checked flag;

13.2 Restarting/Stoppages

Vehicles causing heat stoppages will be restarted at the rear of the field.

14. TIMING AND START LIGHTS/FLAG

14.1 Timing officials will be deemed Judge of Fact of Jump Starts, Short Cutting etc. Recovery will be deemed to be Judge of Fact for Short Cutting, passing under yellow flag.

14.2 Timing begins when the signal to start is given.

14.3 Times to one thousandth of a second will be recorded on every lap and lap/s within the time allowed will be counted.

14.4 A competitor’s score shall be the total elapsed time for all heats, passing through all controls.

14.5 Competitors will be started with a maximum of 2 cars 20 seconds apart for the Medium & Long Course Races, up to 3 abreast at 30 second intervals for the Short Course Race or at the Clerk of the Course’s discretion depending on the final number of entries and track conditions.

15 COMPETITION RULES

15.1 A vehicle that arrives to the start after its schedule starting time will be allowed to start at the next safe time or at the discretion of the Clerk of the Course, provided it does not impede the start of any other competitor. The elapsed time begins on the original schedule starting time.

15.2 A competitor may return to the pit lane during the race through the NORMAL RETURN TO PIT point, and if re-joining the race must do so through the Start Line access when the starter permits.

15.3 Competition vehicles that are not road registered, shall not be driven or flat towed on a Public Road. No Race vehicles are to be driven in the Reserve/Stock Paddock.

15.4 You are required to supply your own INCIDENT STATUS (OK/SOS) sign for all races. Plus provide

a gold coin donation (coin to be handed in at headquarters when presenting your documents on Friday night or Saturday morning).

15.5 Smoking/Vaping is not permitted in the pits, paddock or in race vehicles at any time during competition.

15.6 INTEGRITY, ALCOHOL, DRUGS AND OTHER PROHIBITED SUBSTANCES; Smoking (which includes e-cigarettes and “vaping”) and any naked flame is prohibited within 3 metres of any refuelling/defueling operation.

Motorsport Australia’s National Integrity Framework and any associated policy (including the Australian Anti-Doping Policy. Motorsport Australia’s Illicit Drugs in Sport (Safety Testing) Policy, the Motorsport Australia Alcohol Policy), apply to any activity authorised by Motorsport Australia as published at www.motorsport.org.au

Any Participant including the holder of a Motorsport Australia Licence (or a Licence issued by another ASN) may be tested for the presence of alcohol, any drug or other banned substance. In addition to any penalty imposed by Motorsport Australia, a further penalty/s may be applied by Sport Integrity Australia.

Consumption of alcohol in any Reserved Area is prohibited until all Competition is concluded each day.

These Supplementary Regulation serve as the required 24 hours’ notice to all Competitors, Crew and Officials that testing may occur.

16 PENALTIES

16.1 JUMP or FALSE START – One Minute Prologue. 3 Minutes for all other Races All wheels must be stationary once the vehicles are under starters orders. Clerk of Course to determine if Penalty needs to be applied.

16.2 DELIBERATE SHORT CUTTING or deviation from the course will be 15 minutes for the first offence; exclusion may apply for a second offence.

16.3 DANGEROUS DRIVING (as determined by the Stewards) - Exclusion

16.4 DELIBERATE INTERFERENCE with or impeding other competitors a minimum of Five (5) minutes, at the Stewards discretion.

16.5 Unauthorised towing for more than 400m on any lap – up to exclusion

16.6 FAILURE TO SIGN ON AND ATTEND THE COMPETITORS BRIEFINGS $250.00, LATE ATTENDANCE $100.00

16.7 Additional penalties may be given by the Stewards.

16.8 Passing under Yellow Flag. Regulation as per Off Road Standing Regulations and NCR Appendix H 3.1.2(b) (as determined by the Stewards)

Motorsport Australia - Race Appendix “Track and Flag Signalling: 3.1 (b) (ii) Rule now All Competitors MUST comply with the NCR.

17 PROTESTS

Protests must be lodged in accordance with the NCR (A Competitor Relations Officer will be available)

Crews are reminded that, in accordance with the NCR, there is no right of protest or appeal against the decision of a Judge of Fact.

18 SAFETY

18.1 Apparel;

All Drivers and Navigators must wear helmets and apparel as per the current Motorsport Australia Manual, General Requirements for Cars and Drivers, Schedule D Off Road 1.3 Refer to www.motorsport.org.au

Note all crews must wear a Head and Neck Restraint that complies with FIA 8858-2010 or 8858-2002. Tethers must comply with FIA 8858-2010 or FIA 8858-2002. SCHEDULE D in plain form is attached.

Refuelling and Hot Work Area

18.2 Refuelling at all times must be in accordance with the conditions as per the refuelling requirements in the current Motorsport Australia Manual - Off Road Standing Regulations.

18.3 ALL REFUELLING of competition vehicles during the event, MUST BE DONE IN the Refuel area. All persons involved in refuelling operations, or within two metres of refuelling or venting points whilst the vehicle is being refuelled, are to wear the correct attire of a minimum attire of at least shoes with non–flammable socks and clothing from wrist to neck to ankle, and have the minimum fire extinguisher as set out in the MOTORSPORT Australia Manual, Refer to Standing Regulations. CONTRAVENTION OF THIS RULE WILL LEAD TO IMMEDIATE DISQULAIFICATION FROM THE EVENT PLEASE NOTE THAT THE EVENT COMMENCES AT THE START OF DOCUMENTATION ON FRIDAY AND ENDS AFTER THE ALLOWANCE FOR PROTEST ON SUNDAY.

18.4 ALL WELDING, OPEN FLAMES and GRINDING must occur in the HOT WORK AREA (OFF ROAD Standing Regulations) Any competitor who contravenes this rule will be disqualified from the competition and asked to leave the venue.

18.5 FUEL must comply with Schedule G of the Motorsport Australia Manual.

18.6 All Vehicles are required to carry a minimum of 5watt radio either handheld or fixed at ALL events.

18.7 Course Markers

The course is marked as per the Off Road Standing Regulations for Off Road Events.

18.8 Judges of Fact Control Officials/Recovery, Club on Track Officials, Starter and Timekeepers will be deemed Judges of Fact

19 PIT AREA

Refer the Motorsport Australia Manual and Off Road Standing Regulations.

19.1 Pit Crew must be wearing the minimum attire as follows - T Shirt, cargo shorts, closed in shoes.

19.2 All Pit and Competing Crew must display their armbands on the outside of garments at all times whilst in the pit area

19.3 All persons associated with a vehicle in pit lane must have signed on and be wearing the appropriate wristband to enter the Pits. Other than a competing crew member, no one under the age of 16 may be in the pits.

19.4 Smoking or the consumption of alcohol is not permitted in the paddock, pit, refuel or hot work area throughout the EVENT.

19.5 The Pits will be clearly signed and fenced.

19.6 Entry in and out of Pits must be via the designated entry and exit point/s.

19.7 The maximum permitted speed is 10km/hour (walking pace) including the return to pit entry.

19.8 All competing vehicles must be located in the designated pit area during the Event and must be serviced from this area ONLY.

19.9 During competition, any vehicle which leaves the pits, other than to re-join the Event or to go to a designated refuelling area/hot area, will be deemed to have withdrawn from the Event unless permission is sought from the Clerk of the Course. Breaches of any of these regulations may be referred to the Stewards by way of a formal charge, which may result in a penalty.

20 GENERAL

20.1 Officials will be supplied with a wrist band or an Official Pass that is to be worn on the outer of clothing at all times.

20.2 At the completion of the day’s competition NO vehicles other than officials involved in recovery and final sweep are to be on the course.

20.3 No persons are allowed on the course without permission of the Clerk of Course

20.4 Vehicle testing the Organising Committee will not allow vehicle testing on access roads or in the Paddock or in the Pit Area at any time. This may bring disqualification from the Event.

20.5 Medical Facilities will be provided by Beneficial Safety

20.6 Recovery Vehicles shall recover competition vehicles after each competitive race or at the Clerk of Course direction

20.7 A condition of entry is that the track can be watered at the discretion of the Promoters and no Protest will be accepted on this action, or Timing, Regrouping and Heat Order.

20.8 In case of EMERGENCY EVACUATION the Evacuation Plan can be sited at Event HQ.

21. POINTS AND AWARDS

21.1 Hunter Rivmasta NSW OFF ROAD CHAMPIONSHIP CONDITIONS

This can be contested by any Motorsport Australia National Off Road/Rally Licence holder (OFF ROAD Standing Regulations. See the NSW ORC Sporting Regulations referring to the conditions required to gain points. Rally Licences must be endorsed for Off Road as per 24 in Motorsport Australia Competition Licence.

21.2 DETERMINATON OF THE WINNER OF THIS NSWORC ROUND

The Competitor that completes the most distance in the least time (including Penalty time) is the winner.

21.3 East Coast Tri-Challenge run over three (3) Rounds (Nabiac, Dondingalong , MMC)

21.4 AWARDS

The Hedweld Group of Companies Milbrodale MTN Classic Awards

The following trophies will be awarded at the completion of the event. Trophies will be awarded to Drivers and Navigators 1st, 2nd and 3rd in each class plus

• Outright winner (Bob Stansfield Award)

• Fastest Prologue driver in each Class

• Best Presented Car

• Man of the Mountain (fastest single lap of Driver who finishes the entire number of laps in the Long Course Race).

• The Heather Award (HVORRA Member)

• Highest placed Female Driver & Female Navigator.

22. INSURANCE

23. CATERING

Catering will be provided at the track throughout the weekend.

24. CAMPING /ACCOMODATION; See Singleton Visitors Centre. Camping fees apply. Camping is permitted at the Venue from 12 noon Friday 4th August 2023. Only Vehicles with Camping Stickers displayed on the dash will be permitted to camp. All campers will be issued with a camping notice and MUST abide to all the Regulations listed. Any Persons disobeying these regulations will be removed immediately from the Venue. Competitors & Crew are only allowed in designated Competitor Camping Area.

NO CAMPING IN THE PITS, FIRES MAY BE PERMITTED DEPENDING ON FIRE REULATION PERMITS AT THE TIME (BRING YOUR OWN FIREWOOD – NO NAILS. PLEASE KEEP CAMP SITE CLEAN & PLACE ALL RUBBISH IN THE BINS PROVIDED.

NO DOGS ALLOWED ON THE PROPERTY.

PLEASE NOTE; There is no Eftpos available at the Venue.

25. EVENT TIME SCHEDULE

FRIDAY– Paperwork & Scrutineering – handing out of Transponders

SATURDAY – Reconnaissance of Prologue course, Prologue, Race 1, followed by Reconnaissance of Long Course

OLT’S IF ANY WILL BE CONDUCTED AT THE END OR DURING PROLOGUE.

SUNDAY – Race 2 – Medium Course, Race 3 Short Course, Race 4 – Long Course

PLEASE NOTE: Time/s may change at the Clerk of the Course’s discretion. PRESENTATION of AWARDS will be made on provisional results. Results will be final 30 minutes after the completion of the Event so long as no protests are pending.
