Welcome to Protecting PALs & HVM & Perimeter Security.

The incoming Protect Duty legislation is changing the way both Public and Private sector organisations secure Publicly Accessible Locations (PALs).

Protect Duty – known widely as ‘Martyn’s Law’ – comes in the wake of a number of terrorist attacks in public spaces across the UK – most notably, the Manchester Arena bombing.

The purpose of Protect Duty is to improve security in public spaces, protect the public from threat and enforce effective responses to build resilience.

With Protect Duty expected to come into force in 2023, we ask how is industry prepared for the changes, which organisations are included in the scope, and what would constitute proportionate security measures once Protect Duty becomes law.

How-to guide for our COUNTER TERROR BUSINESS event

This is a quick guide to make sure that you make the most of our CTB365 event.

If you have not yet registered for the webinar, then please do so HERE: Once you have registered, for the event, you will receive a confirmation e-mail with your custom link which is what you need to gain access to the online event.

You can enter the online event up to 15 minutes before the scheduled start time and we advise that you do a system check before you enter, by clicking on the system check link, to make sure your participation is as smooth as possible.

To familiarise yourself with the live event room, and how to take part in the chat, Q&A and polls, you can view a video tutorial HERE.

Philip Ingram MBE, Journalist & Security Intelligence Expert

Philip Ingram MBE BSc MA GCLI is a widely published journalist, specialising in the security and intelligence arenas, who has built on a long and senior career in British Military Intelligence, with years of experience in all aspects of intelligence and security as well as strategic planning. Slightly tongue in cheek in his Twitter profile, Philip refers to himself as an, ‘Ex spy, specialised in taking over countries, now writes and broadcasts about things intelligence, security, cyber, CBRNE (that is Chemical, Biological, Radiological, Nuclear and Explosives), geopolitics, terror and more’. Philip now runs his own media company, Grey Hare Media, and between the Army and this, he was a sales and marketing director for a large cast steel manufacturer, learning about business, and then managing director and editor in chief of a B2B Security focused print and online publication.

Barry Palmer BEM, Head of safety and security Museums sector, Senior Leadership Team Tinyg, Executive Board Member ICMS

Barry Palmer has 31 years’ experience of security management within a range of sectors including hospitality, media, healthcare and is currently the head of safety and security for the Tate Galleries group. He sits on the executive boards of Tinyg as the Global lead on the safety of Public Accessible Locations and the International Committee of Museum Security. Co-Chair of the Southwark Community Security Zone and Better Bankside BID.

Guy Huckle, Resilience & Security Expert, PA Consulting

Guy has over 30 years experience across the operational incident management, organisational resilience and security space with a focus on critical infrastructure resilience in strategic road and national / international rail sectors. He has demonstrated success in defining resilience parameters and systems across the swathe of sub-disciplines (emergency planning, business continuity and security), ensuring alignment to best practice resilience models and regulatory requirements, and in engaging key stakeholders to deliver success.

Nigel Cook, Director, Association of Security Consultants/Nigel Cook Consulting

Nigel Cook retired as a Chief Inspector in the Metropolitan Police Service following a 33 year career where, for the last seven and a half years, he served as one of London’s dedicated Counter Terrorism Security Coordinators. In that role Nigel was responsible for the security planning for major events, conducting reviews of sensitive premises and providing security related advice and guidance on behalf of the police service.

Chairman, Perimeter Security Suppliers Association (PSSA)

Paul Jeffrey was a founder Director of the Perimeter Security Suppliers Association (PSSA) serving as its Chairman for the last 2 years. He has a background of over 27 years in vehicle access control and hostile vehicle mitigation and ran one of the first businesses to start impact testing products in the UK. As part of his PSSA remit, Paul has been involved with improving quality levels within the industry and driving better communication between all stakeholders in perimeter security and event protection.

With a career spanning 20 years in the event security, HVM and perimeter protection sector, Iain is Crowdguard’s highly knowledgeable and commercially astute Managing Director. Starting off in the industry as an installation technician for ATG Access, an important supply chain partner for Crowdguard, Iain progressed to become ATG’s sales and marketing director. His understanding of the event safety and anti-terror security market around the world and his strategic vision for growth make him the perfect fit for Crowdguard’s capabilities as a turnkey specification, supply and installation partner.

Russ Phillips, Counter Terrorism and Risk Director, Crowdguard

Russ Phillips joined Crowdguard earlier this year following a 30-year career in the police and with an 18-year track record in counter terrorism. He was instrumental in managing the National Barrier Asset at Sussex Police; a specialist unit advising on hostile vehicle mitigation and event security and deploying HVM and perimeter protection at events of local, national, and international importance. He spent the last five years of his policing career at the National Counter Terrorism Police HQ (NCTPHQ) as part of the National Vehicle Threat Mitigation Unit. His experience of risk assessment, risk mitigation strategy and HVM deployment includes Operation Lyceum - the Wedding of the Duke and Duchess of Sussex, Operation London Bridge - the death of Her Majesty the Queen, G7 and COP26, along with sporting events such as the Wimbledon Championships, the Champions’ League final in Cardiff, and the FIFA Euros 2021.

Wyatt Harding, CEO, Milford

Wyatt Harding moved from the UK 27 years ago and is the founder and CEO of Milford based in Denmark. Having started Milford 20 years ago he has built the company to be one of the leading companies in Scandinavia for landscape solutions. He is passionate about creating Liveable cities and ensuring everyone can enjoy, work and play in the city. Recently he has begun to focus on both sustainability and safety to ensure a bright future for the next generation.
