ABOUT REALL We are building a home for human potential. We are an innovator and investor in affordable homes. We develop, refine, and share innovative housing models that unlock the political will, capital investment and end-user finance needed to create the conditions for hard-working families to secure their own home. We do this because affordable homes not only provide a fundamental human right, they unleash unimaginable human potential to shape a future of gender parity, climate resilience, clean water and air, renewable energy, and socio-economic justice. We believe that the best way to realise this future is by working in open collaboration using an open-source approach, so that the best ideas can be adapted and adopted around the world. This enables functioning housing markets to be developed at greater speed and scale and means that together, we don’t just construct houses, we build a home for human potential.

OUR MISSION

We’re building an affordable homes movement that will improve the life chances of 100 million people across Africa and Asia by 2030.

OUR STRATEGY Reall’s strategy is to get affordable homes built at scale by targeting investments, generating ideas and championing evidence. This accelerates the flow of capital and the availability of end-user finance, leading to catalytic commercial, economic, and socially sustainable change.

OUR HISTORY We’ve been at the forefront of affordable housing for over 30 years. Originally operating as Homeless International, we started way back in 1989 as an NGO dedicated to the alleviation of housing poverty in the developing world. A pioneering approach to aid finance saw us devise ground-breaking projects, like the CLIFF (Community-Led Infrastructure Finance Facility) programme. These initiatives led to deeper market participation and in 2014 we became Reall, a social enterprise and limited company committed to leveraging capital finance to invest in affordable housing. As of 2019, our 30th year of operation, we have widened our remit. Now our goal is to put a roof over humanity by building the affordable homes movement.

OUR CONTEXT

Our greatest challenges are connected. Affordable homes can impact them all. The 1.2 billion people without a home aren’t a problem that needs solving, they’re a future that needs unlocking. The rapid urbanisation of our planet is set to accelerate crises spanning a degrading environment and changing climate, a failure of urban planning and critical infrastructure, and both increasing income inequality and social instability. Left untouched, the world’s informal settlements will exacerbate the planet’s most pressing problems. But housing 1.2billion humans without adequate shelter in quality, affordable homes provides the potential to rewrite the fundamental dynamics of our world. The global affordable housing crisis can be framed as an unprecedented challenge or unparalleled opportunity. It is, in fact, both. Building a home for human potential isn’t just the right thing to do, it’s the smart thing to do. Working in open collaboration, targeted interventions set off a chain of events that enable hard-working families to secure a quality, affordable home in a safe and vibrant community. Then, using an open-source approach, the best ideas can be adapted and adopted around the world enabling functioning housing markets to be developed at greater speed and scale. Putting a roof over the head of humanity is an audacious goal. But it’s not an impossible one. We know that when we create vibrant communities people want to live in, growing markets that businesses want to operate in, and profitable platforms investors want to invest in, we also help create a more secure and just world for us all.

REALL’S RESPONSE TO COVID-19 Investing in the rapid and widespread construction of decent, affordable housing, needs to be a top funding priority now more than ever. It is clear that investing in affordable housing solutions delivers on many fronts – for healthcare, pandemic protection, and prosperity. An affordable home is a gateway to answering 16 of the 17 Sustainable Development Goals. This is an urgent time for innovation and finding new and better ways to tackle our global challenges. Today there is a deficit of 50 million houses in Africa and 70 million in South Asia; 300 million new homes will be needed by 2030 to meet the demand. Affordable housing is the most comprehensive and sustainable response we have in the face of the current pandemic and future public health catastrophes. To date, Reall have facilitated for over 300,000 low income people to gain access to safe homes with basic services, protecting the homeowners and limiting the transmission of Covid-19 to the wider community. We now need the same commercially viable and sustainable solution to be scaled up for the 1.2 billion people on low incomes without adequate shelter. OUR VALUES

THE ROLE Job Title:

Salary:

ÂŁ45,000 - ÂŁ60,000 per annum

Travel:

In normal circumstances, the role includes overseas travel. This will resume when it is safe to do so.

SUMMARY Operating in an uncrowded space, Reall is poised to take our unique offering to scale, transform markets and drive a movement that will improve the lives of 100 million people by 2030. This is a pivotal role for establishing Reall as a global leader on affordable housing.

The role of the Head of Global Policy & Influence is to effectively influence and leverage key stakeholders bringing about changes in attitude, approach, and resource levels to transform global affordable housing markets. To generate changes in policy and practice the postholder must have a strong handle on content and be adept in the analysis and use of data and evidence, alongside superb influencing, and people skills.

KEY RESPONSIBILITIES • Policy and positioning: To develop Reall’s strategic positioning and offering visa-vis thematic areas, global development / policy frameworks and global events. • Global and regional actors: To deliver a step-change in Reall’s effective engagement with multilaterals, global think tanks and consultancies and regional actors in urban development, affordable housing, and related sectors. To design and deliver engagement plans to raise Reall’s profile, influence changes in policy and practice and unlock the potential of affordable housing. • Strategic networks: To develop and lead on Reall’s active involvement in strategic networks to raise profile, share learning, unlock opportunities related to funding and to influence opinion. The objective is to crowd more actors and resources into the affordable housing space and address market blockages. • Peer organisations and sector specialists: To establish Reall as a thoughtleader, build strong partnerships, share learning, and explore opportunities for collaboration. • Events: In conjunction with the wider Market Transformation team, to ensure Reall has a platform and engages effectively at key events, sharing evidence, influencing opinion, and catalysing new relationships with key stakeholders. • Research, learning and evidence: To provide strategic oversight of Reall’s research work, data gathering, learning and evidence sharing. To make effective use of data and evidence to position Reall as a sector leader and to influence changes in policy and practice that unlock housing markets that function for the low-income. • Body of knowledge: To oversee the growth and development of Reall’s body of knowledge, and to demonstrate leadership in understanding the systemic issues, policy and contextual implications, key players, and latest innovations.

• Strategy and leadership: To co-create Reall’s global policy and influencing strategy, feeding into Reall’s wider corporate strategy. To build and lead the emerging global policy and influencing team. Additional Responsibilities • Uphold Reall’s responsibilities for vigilance over safeguarding, modern slavery, and fraud in all dealings with stakeholders both inside and outside of the organisation. When travelling on behalf of Reall, to act as our eyes and ears in reporting any potential problems and helping affected individuals to understand their rights to protection. • Carrying out such other reasonable duties as may be required by the Chief Executive. • The Chief Executive reserves the right to change the key activities from time-totime to meet the strategic objectives in accordance with the job role. Compliance • Comply with the policies and procedures as set out in Reall’s Staff Handbook and all relevant procedures and processes. • Adhere to all relevant Data Protection legislation. • At all times to work in a manner that ensures the health and safety of the postholder, other staff, colleagues, and visitors to Reall’s premises. Other Requirements • The post is based in Coventry, with some home working options. At the current time all staff are working from home and you will be supported to do the same until office work can resume. • The role will include travel within the UK and overseas.

PERSON SPECIFICATION Education A degree or equivalent professional qualification. Further education or qualifications in the areas of international development, international relations, policy, or research is preferred.

Experience At least five years’ experience in a senior influencing role within the international development space (policy, advocacy, lobbying, campaigns). Additional experience of research, evidence and learning would be advantageous.
