In Q1, most people reached were in Ninewa. The underlying reason for this geographical focus remains to be fully understood and could be attributed to several factors, such as access issues in other governorates, earmarked funding, or other factors. More than 30 per cent of partners are not reporting and a full picture of implementation cannot be provided.
