22-26 Whitehall Westminster

Currently, we are overseeing the implementation of a consent for a Grade I listed building in Westminster, working on behalf of the contractors.

Given the intricate nature of the building, our responsibilities encompass various crucial tasks to ensure compliance and the sensitive refurbishment of the building. We are actively engaged in overseeing the intricate works required following any discoveries made during construction. This involves negotiating with the council where necessary, advising on additional applications required, and supporting the process to streamline approvals.

Additionally, we draft methodologies for contractors to follow, ensuring that the work aligns with heritage regulations and best practices. Moreover, we provide comprehensive briefings to people working on-site, highlighting the specific considerations and protocols involved in working on listed buildings. This proactive approach ensures that all parties involved understand and adhere to the necessary requirements, contributing to the successful implementation of the consent while preserving the historical significance of the Grade I listed building.

Mare Street

Hackney

To guarantee the execution of a Listed Building Consent application, Hackney Council mandated the appointment of a Heritage Consultant through the imposition of a Heritage Watching Brief Condition.

Our role was to discharge the condition, providing our Qualifications and Experience for undertaking this role. Our primary aim was to support the Client through the implementation of the conversion of the Grade II* building. The role included overseeing the works, coordinating with Hackney Council including the Conservation Officers, and providing guidance to the architect regarding heritage best practices, ensuring the conservation of the listed building, in accordance with the consent, without any adverse impacts.

Church Street

Stoke Newington

We are currently advising on the implementation of a consent for a Grade II listed building in Stoke Newington. Our involvement extends to supporting the contractors throughout the construction process, especially in response to any unexpected discoveries unearthed during the works.

As part of this role, we are actively engaged in determining the necessary measures to address these discoveries while ensuring compliance with heritage regulations and best practices. Additionally, we liaise closely with the local planning authority to provide timely updates and seek necessary approvals for any adjustments or mitigation measures required. Overall, our role as a Heritage Consultant encompasses comprehensive support and guidance to ensure that the construction activities align with the approved consent while safeguarding the historical significance of the Grade II listed building in Stoke Newington.

BREEAM Assessment

Where developments are seeking to achieve BREEAM certification, under BREEAM 2014 Non-Dom RFO there is the ability to achieve two additional credits for working with a Heritage Consultant to improve building fabric and the performance of services whilst minimising the potential negative impacts on historic fabric and the character of a building.

Members of the Iceni Heritage Team are recognised as Suitably Qualified Heritage Conservation Specialist, in accordance with the BREEAM criteria and are therefore able to undertake a specialist study at the Concept Design stage (equivalent to RIBA Stage 2), to investigate the implications of improving building fabric and services performance while minimising the potential negative impacts of both the historic character of the building, the condition of the building fabric and indoor air quality. The study would include looking at the potential for improving ventilation, air tightness and moisture control within the building, ensuring that these are considered in balance with that of the welfare of the historic building fabric. Conclusion would make recommendations for potential improvements to the building fabric in accordance with best practice guidance.

We have assisted a number of design teams at this stage and have found the report contributes to design development, seeking opportunities to improve the energy performance of the building as well as contributing to the number of credits a scheme is able to obtain. Mindful of the need to improve the energy efficiency of office buildings to align with the EPC targets, an investigative report into the performance improvement measures possible for heritage buildings has proven to be a valuable resource.

The Sustainable Development Scorecard

The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPPF-based assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.

The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.

The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commission aims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
