The energy landscape in that year and those around it were fraught with crisis. of the oil embargo that had just ended, and fuel, including propane, was subject to strict supply constraints and government regulation.

TPGA will be hosting a Regulatory Compliance & Safety Training on Thursday, August 1 from noon – 4 p.m. in conjunction with the 2024 Crossroads Propane Expo & Conference in Allen. The afternoon will kick off with lunch followed by 30 to 45-minute training sessions from various state and federal government agencies that regulate the propane industry. The training is designed for branch and operations managers, compliance personnel and those interfacing with regulatory aspects of the propane business.
The training is continuing education and is therefore packaged as one class and is not available as individual sessions.
On Friday, August 2, from 8 a.m. to noon, the association will host a series of consecutive Technical & Technology Workshops covering topics from everything from Cathodic Protection to creative methods for pipe sizing systems.
Technology Workshops will include items like Truck Trends: increasing demand for camera systems, telematics and ergonomic features to make the driver's job easier to 5 Other Trends in Technology You Need to Know.

The Texas Saves with Propane Appliance Rebate Program, launched in 2021, successfully awarded nearly 750 rebates for propane water heaters between 2021 and 2023. However, to maximize its
impact, the Propane Council of Texas (ProCOT) is strategically suspending the program for 2024 and refocusing its efforts on builders and the plumbing & HVAC trades.
ProCOT believes builders, plumbers and HVAC professionals significantly influence homeowner appliance choices. To reach these key demographics, ProCOT has implemented a multi-pronged outreach strategy in 2024:
Extensive Builder Engagement: ProCOT will secure prominent placement in
the Texas Association of Builder (TAB)’s biweekly e-newsletter, reaching 13,806 construction professionals across the state twice a week for a total of 106 issues. Additionally, ProCOT will leverage free Google Ads targeting TAB members.
Additionally, the Propane Council of Texas will maintain a presence at the TAB Sunbelt Builders Expo, attended by over 2,000 construction professionals. Propane retailers can join the Propane Council of Texas (ProCOT) for the Sunbelt Builders Expo at the Fort Worth Convention Center in Fort Worth, TX. Educating Plumbing & HVAC Professionals: ProCOT will launch a dedicated weekly ad series aimed at educating plumbers and HVAC professionals (1,651 reached weekly) on the advantages of propane, available training programs, and other crucial information.
While the consumer rebate program is suspended, builders and remodelers can still benefit from the national Propane Construction Research Program (PCRP) administered by the Propane Education & Research Council (PERC). This program offers incentives specifically designed for builders and remodelers. Refer to Page 18 of this magazine for details.
While the Texas Saves with Propane Rebate Program didn’t achieve the anticipated gallon growth, ProCOT high-
lights the program’s success in promoting safety. The program encouraged propane companies to conduct safety inspections during appliance replacements, a crucial benefit. Additionally, PERC-funded rebate programs prioritize safety as their primary objective, with secondary goals of increasing propane usage and offering financial relief to participating households.

Heat Pump Helper (HPS). This technology, while not new, is improved and promises to redefine residential heating efficiency and sustainability, offering a dual-fuel configuration that optimizes energy usage while minimizing environmental impact.
The Heat Pump Helper operates on a simple yet ingenious principle: it replaces traditional electric emergency heat strips with a hydronic (water) heating coil, sourced from a propane water heater. This alternative heat source seamlessly integrates with most water heating systems, including tankless, tanked, combi-boilers, and solo boilers. By harnessing the existing infrastructure of propane water heaters, the Heat Pump Helper ensures compatibility and ease of installation, enabling
propane industry professionals to deploy this solution with confidence.
The Propane Council of Texas is extending an exclusive opportunity to propane industry employees to experience the benefits of the Heat Pump Helper firsthand. Through a rebate program, participants can trial this cutting-edge technology in their own homes at little to no cost. In exchange for this opportunity, participants are encouraged to provide feedback on their experience with the system and installation process, facilitating continuous improvement and refinement.
1. Complete the HPS Interest Form: Begin your journey towards embracing the Heat Pump Helper by completing the HPS Interest Form. While completion of this form does not guarantee reservation or approval, it serves as a pivotal entry point into the rebate program, signaling readiness to explore the possibilities offered by the Heat Pump Helper.
2. 2024 Personal Use Program (PUP) Form: Upon notification of approval, complete the 2024 Personal Use Program (PUP) Form provided by your State Association. Remit payment directly to the HPS factory for equipment and schedule HPS factory installation training.
3. Training and Installation: Attend comprehensive training sessions provided by the HPS factory and install the system with factory installation support. The current HPS solution has been designed by Propane marketers for Propane industry service techs to install. If you’re comfortable installing tankless water heaters, you’re equipped to install the Heat Pump Helper.

4. Complete PERC Survey: Upon installation completion, both the homeowner and installer are required to complete the PERC Survey. This feedback loop ensures continuous improvement and assists in optimizing the system’s performance.
Can a Propane industry service tech install a HPS system? The current HPS solution has been designed by Propane marketers for the Propane industry service tech to be able to install. Rule of thumb is that if a tech Is currently installing tankless water heaters, then he/she should be comfortable installing an HPS. This is of course dependent on local permitting requirements.
Why would I do an installation? Because you want to increase gallons sold, appliance sales and installation revenue. HPS makes residential Propane use relevant again. It puts us back in the home heating business.
What size tank is needed for the HPS? Factors to consider when sizing the Propane Tank include: 1) What other burner tips will
be connected 2) Annual degrees days for the location 3) How the system is configured –example dual fuel with 40 degrees outdoor temperature change over 4) Size of the home and HVAC system. It has been our experience that the burn rate for this solution is between 2 and 4 gallons per moderate winter heating day. This would equate to an annual usage of 200-600 gallons for the HPS.
Through comprehensive training programs and ongoing technical support, professionals can confidently install and deploy the Heat Pump Helper, realizing its full potential in enhancing residential heating solutions.
With proactive participation and collaboration, the propane industry stands poised to offer this a solution to homeowners that have electric heat pumps but offer them a propane solution.
In 1975, the United States faced a pivotal moment marked by cultural transformation and economic turbulence. The country contended with the lingering effects of the Vietnam War and the Watergate scandal, alongside notable shifts in culture, such as the ascendancy of disco, the popularity of blockbuster films like “Jaws,” and the advent of groundbreaking technologies like the personal computer. Amidst these developments, the nation also grappled with the sobering reality of fuel shortages, adding another layer of complexity to its challenges.
Association Leadership. Leading our association in 1975 was President Stanley Moos, a dedicated industry member following in his father Gus’s footsteps. Gus, a founding member of the association, was only the second propane dealer to set up shop in all of Texas. Stanley’s commitment extended far beyond his presidency, holding various board positions including Secretary-Treasurer into the early 2000s. He even established the TPGA scholarship foundation in 1997.
The Energy Crisis and Federal Intervention. Against this backdrop, the country faced significant energy crises, prompting federal intervention. The Texas propane industry, under the leadership of Moos, a pivotal state in the American energy landscape, felt the effects of federal pricing procedures and allocation regulations. These regulations aimed to stabilize prices and ensure equitable distribution amid growing concerns about energy scarcity left by the OPEC oil embargo that lasted from October 1973 to March 1974.
The FEA and the LP Gas Industry. The Federal Energy Administration (FEA) in the United States introduced several significant measures regarding the pricing and allocation regulations for fuel including LP (liquefied petroleum) gas. This initiative was part of broader efforts to manage energy resources and stabilize prices during a period of significant energy crisis and inflation.
An LP Gas industry advisory committee was formed to advise the Federal Energy Administration (FEA), Emmet Godfrey of Godfrey Propane of Arlington, represented the Texas Propane Gas industry on FEA matters.
FEA regulation included:
• Price Controls to Curb Gouging. When the FEA implemented price controls in late 1974, LP gas dealers could petition the FEA for exceptions to these margin controls.
• Allocation Regulations for Equitable Distribution. To manage limited supplies of LP gas more effectively, the FEA introduced allocation regulations. These regulations determined how LP gas would be distributed among different regions, industries, and consumers. Allocation schemes often prioritized essential uses like residential heating over less critical applications.
• Procedural Changes for Streamlining Processes. The FEA also implemented procedural changes to streamline the pricing and allocation processes for LP gas. Texas Responds: The Texas Emergency Fuel Allocation Office (TEFAO).Texas established the Texas Emergency Fuel Allocation Office (TEFAO) in response to the FEA’s regulations. The TEFAO had two main functions:
1. Permanent Allocation: Assigning Supplies to End-Users
2. Set-Aside Program: Managing a Reserve for Disruptions This reserve could be allocated monthly to end-users and wholesale purchasers.
By the end of 1975, the FEA considered ending the set-aside program due to improving conditions.
Mitigating the Crisis and Promoting Efficiency. Overall, these measures represented a significant intervention by the federal government in the energy market, reflecting the challenges posed by the energy crisis of the mid-1970s. The goal was to mitigate the adverse effects of energy shortages and inflation on consumers and businesses reliant on LP gas while promoting more efficient use of this vital energy resource.
A Changed Landscape: From scarcity to abundance. Today, the situation is quite different. Propane production in the US has significantly outpaced demand, leading to an overabundance. This is largely due to advancements in natural gas extraction techniques like hydraulic fracturing, which also produce large amounts of associated propane as a byproduct. This stark contrast to 1975 highlights the ever-changing energy landscape and the challenges of managing resources during periods of scarcity or unexpected abundance.

Bill Douglass, renowned founder of Douglass Distributing Co. and the Lone Star Food Stores chain, has been awarded the Congressional Patriot Award in recognition of his remarkable contributions to the convenience-store and fuel industries. Annually, the Propane Education & Research Council (PERC) asks for propane retailer participation in the Annual Retail Propane Sales Report. This information is vital to helping PERC ensure that each state receives an accurate amount of state rebate funding from PERC to support vital local projects that impact safety, training, and gallon growth.

Larry “Keith” Cormack, 59, passed away peacefully on January 25, 2024, after a courageous battle against cancer. Keith worked in a variety of industries and his last job was with Automatic LP Gas Co. in Conroe, where he worked until his illness. He greatly appreciated his time there. Keith was an enthusiastic volunteer with Wreath’s across America. For over 30 years, he was part of the Texas Chowboy’s cook-off team in Montgomery County and had formed lifelong friendships with his teammates. He was also an amazing cook and loved to create, grow and share recipes with his family and friends. Every year Keith grew many varieties of tomatoes, mostly to give away, which gave him great joy to share the bounty of his garden. Our thoughts are with his friends and family.

Norway-based Vestre, which calls itself the “world’s greenest furniture company,” opened its newest factory in 2022 and says this new site, called The Plus, consumes 60 percent less energy than equivalent conventional factories, and emits 55 percent less greenhouse gas emissions than the equivalents.
This “world’s most environmentally friendly furniture factory” uses a variety of ecofriendly and sustainable methods, including the use of propane (R290) heat pumps and chillers. The company spoke with Hydrocarbons21.com about their use.
“We use R290 heat pumps and chillers [made by Swedish OEM Enrad] for our daily activities,” said Lasse Nilsson, Vestre’s Quality Systems and Project Manager. “We are also looking for a high-temperature heat pump, possibly one using R600a [isobutane], for an application in our color factory where high temperatures are required.”
Following are a few of the highlights from the Hydrocarbons21.com interview (go to their site for a fuller interview).
Why did Vestre opt for R290 heat pumps as opposed to heat pumps using HFCs or other natural refrigerants?
Lasse Nilsson: With a strong commitment to sustainability, The Plus aims to be recognized as the world’s most environmentally friendly furniture factory. A key part of achieving our sustainability goals involves using very low GWP heat pumps, and R290 is the best solution in this case as it meets our environmental regulation standard.
What is the capacity of the heat pump and chillers? Is there any specialty during operation?
L.N.: The system includes two chillers, each with an approximately 110kW (31.2TR) cooling capacity,
and two heat pumps designed for a heating capacity of about 100kW (28.43TR).
The furniture is built with a lot of automation, and if we run out of cooling capacity from the chillers, we can also use the heat pumps as chillers. The energy needed to power the heat pumps is sourced from geothermal wells. We have drilled 17 wells, each reaching a depth of 300m (984.2ft). In the tubes inserted in the wells, a non-freezing liquid is circulated, exchanging heat with ground soil and groundwater. This geothermal heat source is utilized for the heat pumps and offers passive cooling on the cold side, enabling us to cool our offices, which makes the system more versatile.
Øyvind Bjørnstad: In the painting process, if the cooling section generates too much energy, we can store this excess by sending the warm water underground. Later, we can retrieve this stored water to create heat again.
