FREE STATE MUNICIPALITIES IN DIRE STRAIGHTS Auditor-general of South Africa, Kimi Makwetu has published his local government audit outcomes for 2018-2019, showing the results for 257 municipalities and 21 municipal entities countrywide. The report shows that there was again a regression in the audit outcomes under the current local government administration, now in its third year. Over the three-year period, the audit outcomes of 76 municipalities regressed, while only 31 improved. The report shows that the audit outcomes in the Free State continued to regress for the third consecutive year. Ten municipalities did not submit financial statements on time – even more than in prior years, which resulted in eight audits not having been completed by the time of the AG’s general report. The province’s irregular expenditure totalled R1.4 billion for the year under review. A further R341.6 million in irregular expenditure was identified in audits finalised subsequent to the cut-off date for this report. Courtesy: Business tech

WATER WOES AND EMPTY PROMISES FOR THE RESIDENTS OF QWAQWA by Alison Oates - Maluti-a-Phofung DA Chairperson Early this year Water and Sanitation Minister, Lindiwe Sisulu promised Qwaqwa residents that a solution to their water problems was in sight. She promised that 5 000 water tanks (Jojo tanks) would be delivered and equipped, so that residents could have water available. What has since happened is that very few of these tanks have been fitted with a stand or taps. Now unusable tanks are visible over Qwaqwa. Water tankers transporting water are still delayed as each household has to fill containers from the tanker when it visits the community. It would be much faster for the tanker to pump water directly into the tank and proceed to the next area. More communities could be helped every day. Minister Sisulu promised that Sedibeng Water would be the implementing agent for her solutions to Qwaqwa's water problems. However by

June 2020 Sedibeng Water had not presented a Service Level Agreement on what they were going to do. It is clear that these plans are not being followed through, at the costs of the residents. The same applies to Councilor Crockett who in October 2019 received a massive salary hike to head a Water Crisis Committee. She has yet to present her terms of reference (job description) or present any reports on her duties. Water for the tankers is abstracted from two points. With a maximum of two tankers at a time. Yet Maluti-a-Phofung (MaP) Water reports that they have "concerns ... management and monitoring of water trucks per day, registration of water loads deliveries, and list of owner of the trucks " How can this be? A call center for water issues was going to be established, R1.3m was spent on in and yet it is not in operation. Now the municipality has run out of money and

needs to reduce the private water tankers used to transport water. There are still 25 tankers from Minister Sisulu, but the private ones will drop from 78 to 20. The Democratic Alliance (DA) is horrified by this continuing gross mismanagement. In December we submitted a complaint of possible corruption of funds earmarked for water provision, to the Public Protector in Bloemfontein. They have recently asked for more information, which we supplied. We submitted a complaint to the Human Rights Commission in January. On the 7th of July Minister Sisulu is due to appear before the National Council of Provinces (NCOP) in Parliament. The DA will ensure that she is held accountable for this shocking state of affairs. This mismanagement and possible corruption is so unnecessary. We can only urge voters to use their votes wisely next year.


COMMUNITY WARNED ON NEW CAR HIJACKING MODUS OPERANDI NATIONAL: “The community is warned to be aware of the emerging trend where hijackers pretend to be injured on the road so as to lure the driver out of the vehicle, then rob him/her of the vehicle”, said acting Provincial Commissioner, Major General Solly Lesia following an incident in Rocklands. Police are looking for suspects after a driver was hijacked on Saturday in Leepile Street in Rocklands, Bloemfontein. It is alleged that on the 4 July 2020 at about 21:00, the victim (30) was driving at Leepile Street when he was stopped by two males who said to him that someone was injured. He saw someone lying in the street and got out of his car with the intention to assist, leaving the car keys still in the ignition. Suddenly someone appeared behind him and put a cloth over his mouth. He could not remember what happened next. He was later woken up by people who know him, they picked him up from the street and took him home. His vehicle, a silver Polo 2013 model with registration number FZT 195FS was taken. The matter was reported to the police and a lookout was sent for the said vehicle. No one has been arrested. Anyone with information that can lead to the arrest of the suspect/s or who might have seen what happened, even if they can locate the above-mentioned vehicle, should please call the investigating officer Warrant Officer Jacques Wilson at 082 465 5945 or Kagisanong Detectives at 051 409 5607/08 or can provide information anonymously on my MySAPS app.

FNB TO STOP ISSUING CHEQUES IN 2021

FNB says that it will discontinue the issuing of cheques as of 1 January 2021. Customers who still use cheques have been given a six months’ notice period to adapt to alternative forms of payments, the bank said in a statement on Tuesday (7 July). The bank said that the decision follows the declining use of cheques locally and globally, coupled with the recent announcement made by the Payments Association of South Africa (PASA) to reduce the maximum value of cheque limits from R500,000 to R50,000 in May this year. Kenneth Matlhole, FNB Business Product Head says, as of 1 January 2021, FNB clients will no longer be able to issue cheques. “However, we will still honour other banks cheque payments until further notice,” he said. Matlhole said that over the years, FNB has encouraged clients to migrate to safer, faster and more cost-effective payment mechanisms such as Electronic Funds Transfer (EFT), mobile payments, online banking and card payments. These forms of transacting are not only safer but are far more advanced and effective means that businesses can use to transact, he said. South Africa has seen an annual decrease of 30% in cheque usage, with cheques contributing less than 0.1% of the total payments ecosystem in South Africa.

Moontlik want teen die tyd is almal so Coronavoos en ons hande so glad dat jy soms wonder wie nou aan jou vat as jy met jou eie hand aan jou vat! Ek is gou om te sê, laat ek nou die ding kry en kyk wat gebeur. As ek dit maak hoera! en as ek nie..wel daar is ‘n paar mense wat my beslis nie sal mis nie. Maar dan tref die realiteit my harder as enige klap wat ek al gekry het. Mense wat ek ken, met wie ek nog laasweek oor die foon gepraat het is positief getoets. En ja liewe leser ‘n baie goeie vriend, pastoor en gemeenskapsleier in Cradock is nie meer vandag met ons nie. Ons kan nie aangaan om normaal te lewe nie. Ons moet ons self veilig hou en die vir wie ons omgee. Die virus het nie saak waar jy bly of hoe jy lyk nie. As jy nie jou masker gaan dra nie “gamble” jy met jou lewe en ek hoop jy het vooraf gaan sit en dink wat die implikasies gaan wees as jy nie meer daar is om kos op die tafel te sit nie. THE INN AT HELSVLAKTE, BY PATRICIA SCHONSTEIN (PENGUIN)

A platoon of State soldiers rides into the gap between two calcified dunes on the edge of Helsvlakte. Separatists have been spied in the area, and the military authorities in the Capital want them eradicated. The soldiers are led by Captain Leander Botha Malan, an experienced soldier not expecting a major confrontation, although he is confident he is prepared for one. And then, as they slip into the embrace of the dunes, Malan’s “soldier-marrow” senses something deeply wrong. He gallops forward to turn the column back, but it is too late. Separatist fighters are positioned on top of the dunes, and they open fire. There is an explosion. “… and then it was just his hammering heart and the acrid, massed smell of terror.” The ambush at Helsvlakte is the centre around which all the events of this novel swirl. Everything has been leading to this, and all that happens later is a consequence. The Inn at Helsvlakte is a strange and wonderful story, shot through with a sense of fable and mystery, and peopled with a motley bunch of circus men, soldiers, a military uniform designer, a hard-drinking innkeeper, a transport rider, a woman farrier, her one-legged lover, and a foppish young man intent on revenge. This is a marvellous novel.

Om sonder een van jou ouers groot te word is nie altyd lekker nie. But the parent that gets to raise the child needs to be truthful with the child seriously because most of the damage to children is caused by present parents than absent parents. There are so many successful people who were raised by mothers in the absent of fathers and they turned out to be great people because of the love they received from their mothers. I for 1 I was raised by a mother who was a single parent. Her differences with my father never affected her responsibility to me as her child. As much as my father was absent she still continued to say I must maintain contact with him. I remember 1 day saying Boetieboy as she called me I want you to maintain contact with your father not because you want him to part of your life but for you not to grow up with anger and resentment. She went on and said I want you to do it for yourself not for him. Being the smart woman that she is I think she knew that as time goes by me and my father we will just disconnect and that won't make me have questions or anger about him not being part of my life. Today we have so many children that are angry and resenting other parents because of being poisoned by the parents their are staying with. Some kids are fed lies to keep them away from their parents and when they finally get the truth they then feel like their whole life was a lie. Their identity is not their actual identity. IT’S OK TO BE A WORK IN PROGRESS Life gets to a point where you feel as if things aren’t going the way you had initially wished they would. It is as if what ever work you try to put in goes into vain. Most of us have been through such a period of time if we aren’t actually going through such. Which is why I though I should share some words of encouragement to keep you going. They say for you to appreciate the fruits of your labor you need to have worked really hard for them. Which is generally true, things that come easy often leave easy. Seemingly because we don’t nourish them as much as those that weren’t easy to get. So why not work for your future plans? Many of us have friends who are at their peak of success and that has resulted into envy and sometimes loss of those friends. Not because we don’t care, but we feel like we aren’t keeping up. Remember that your purpose in life is not fulfilled by keeping up to other people’s success. Rather by you working towards your goals. It’s your race, run at your own pace. When you focus too much on the next person, you’ll end up losing yourself. In turn losing the battle. It’s the battle against poverty not each other. So find a good support system that will help you carry the weight. It becomes harder when you are surrounded by people who add onto your weight rather than help you carry. If your circle isn’t willing then maybe the problem is the circle. Find a new one and carry on with your goals. When you keep putting in the work without seeing results, don’t give in. Your day is coming. Maybe not tomorrow but sooner than you think. Your daily routine is what will take you a step closer. Find a routine that matches your goals and make it a lifestyle. Remember to stay consistent. Nothing beats that. Never stop trying because breakthroughs are near!

MASKNE MUCH?

Wearing masks to protect ourselves from Covid-19 is causing the undesired Maskne (Mask x Acne). So we did a little research into what causes it and how to deal with it. This is especially important as we get used to the new-normal and the fact that face masks are what we have to start including as an essential part of our daily attire. Aside from the fact that its generally harder to breathe with them on, but now the realities of the impact on the health of your skin are starting to appear. Lets look at the WHY. Breakouts happen because of the build-up of sweat, oils and make up that is/was on your skin. Adding the masks just amplifies the build-up till they ultimately become blockages. Aaaand it doesn’t stop there. The mere breathing into the masks causes humidity which then just accelerates the entire situation - causing what we now know as Maskne.

8 TIPS FOR USING FACE MASKS AND DEALING WITH MASKNE: If you use disposable masks, then do not re-use them. Dispose after use for the most hygienic outcome. It is recommended by dermatologists that you increase the frequency of exfoliating to once a day. If you wear a cloth mask, ensure you wash it frequently. Especially after that run or walk around the neighborhood. Wash your face before and after wearing a mask. Try to use a gentle cleanser that is free of harsh sulfates, to keep your protective oils intact. Avoid using any abrasive face scrubs or loofahs. Wait approximately 15min after washing your face and applying your skincare, before using a face mask. Avoid using make up as much as possible. MEDITERRANEAN CHICKEN & VEGETABLE BAKE INGREDIENTS 8 chicken thighs skin on, bone-in 1/2 cup lemon juice 4 tbsp olive oil 2 tbsp red wine vinegar 4 tsp crushed garlic 3 tsp dried basil 2 tsp dried oregano 2 tsp dried parsley 2 tsp salt 6-8 potatoes quartered 1 red onion cut into wedges 1 red pepper (capsicum) deseeded and cut into wedges 2 zucchini sliced 4 tbsp pitted Kalamata olives Lemon slices to serve

INSTRUCTIONS Pat thighs dry with paper towel. In a shallow oven dish, combine lemon juice, 2 tablespoons of olive oil, vinegar, garlic, basil, oregano, parsley and salt. Pour out half of the mixture into a jug and set aside for later. Add the chicken to the mixture in the oven dish and coat evenly. Cover and marinate for 15 minutes if rushed; 1 hour if time allows; or overnight, turning each chicken thigh occasionally in the marinade. Preheat oven to 220°C. Heat 1 tablespoon of olive oil in a large pan or skillet over med-high heat. Sear the chicken on both sides until golden brown (about 4 minutes per side). Place chicken pieces back into the oven dish, then arrange the vegetables around the chicken. Drizzle vegetables with the marinade from the jug, tossing them through the oil mixture to coat evenly. Cover the dish with or foil and bake until the potatoes are soft and the chicken is completely cooked through (about 35 minutes). Change oven setting to grill, uncover and cook for a further 5-10 minutes, or until chicken and potatoes are crispy and golden brown. http://www.mammachefjozi.com

You would think that getting a little person to school on time is easy, think again! Most days Minki refuses to change her diaper, insist on watching Barney (till the end), puts on 5 different outfits, wants nothing to do with her porridge until it’s time to go and then she wants to take 28 random pieces of crap with her to school. 2. You Will Have To Be Prepared. Yeah I know this part, wait and take a minute and read it! Set aside time at night to prep for the next day. Pack lunch- and snack items, fill water bottles, gather afterschool gear and ask kiddo to select an outfit in advance. Getting the details out of the way will leave you more available to focus on your little one during the chaotic morning routine. 3. They Will Be Hungry! Your child will be starving when they come home. Absolutely famished. Kindergarten is a long day away from home, packed with activities, burning a lot of energy. It depends on the kindergarten but typically kids eat once during the day. 4. They Will Need The Right Backpack. So buy the (right) backpack ASAP! So the problem lies with me? No, stop with the mom-guilt Momma! There’s a scientifically proven explanation: Children “use-up” their positive behaviour at school. At home they tend to be over-tired, irritable and act up more often. Simply put: They know you love them no matter what, so they show their true feelings around you – no “pretending.” What worked for us is an earlier bedtime, more wine for me (before I was pregnant) and loads and loads and loads of patience… And if you are lucky you will have your well behaved child back in no time… or not!

THIS JUNE FEELS… DIFFERENT

Another year, another moment to celebrate making it to the halfway mark of 2020. And yet, there was nothing that could have prepared me for what exactly this year was going to look like. The whole of 2020 has felt rather upside down really – we started the year with rumours of World War 3, Australia was battling the worst of wildfires and then a global pandemic hit that has forever changed the way in which we will live in this world. And while I sit and write this post by myself in my room, I can’t help but think that this June feels… different. Not just because there are at least a dozen things going on locally, and globally, that have certainly impacted my holistic wellbeing. But also because, this June, I’m turning 25 – and while I had ideas and plans of where I wanted to be and what my life was going to look like at this particular point, most of them have not come to pass. If life had gone the way I wanted it to, I would have been close to graduating from Medical School, or at least looking forward to finishing my Masters degree. I would have been engaged to an idea of a person that fits ‘my type’. I would have been living in my own apartment, magically affording to pay for rent. I would have a car, small enough to fit the streets of Cape Town but big enough to fit my long legs. I would have, I would have, I would have… But none of those things have really happened. And while I sit back and reflect on the missed plans I’ve made, I naturally can’t help but be glad about all the good things that have come along my way in the last 24 years… I have two degrees under my belt. I’ve turned my simple love for photography into a real skill that makes me money. I’ve created this blog that fuels my creative spark. I’m self-sufficient. And I have an abundance of love residing in me that no other person can give me. Life has all these ebbs and flows, highs and lows. But it always keeps moving. And even though this month feels different, I know that it will still keep moving, and I need to decide if I will keep moving with it or if I will let it pass me by. So, all that to say that yes – this June feels… different. In a nerve wrecking and exciting way. I can’t wait to celebrate my birthday a little differently, and to ultimately take a moment to reflect back on my 25 trips around the sun to smile at the lovely little lady I am becoming. TOYOTA COROLLA QUEST 1.8 EXCLUSIVE AUTO (2020) REVIEW ►Cars.co.za For this latest iteration of the Corolla Quest, Toyota has done away with the previous model's 1.6-litre petrol engine and fitted the sedan with a naturally-aspirated 1.8-litre petrol engine, which offers peak outputs of 103 kW and 173 Nm, compared with the 90 kW and 154 Nm produced by its predecessor. That additional torque, which is also produced earlier in the rev range compared with the previous 1.6, definitely makes its presence felt on the road; there’s noticeably more urgency in how the Corolla Quest reaches the national speed limit. The engine is paired with a continuously-variable automatic transmission (CVT), but before you jump on the CVT-bashing bandwagon: the transmission is actually well-matched to this engine. Engine noise and transmission drone only become mildly annoying when you drive the Corolla Quest hard, which is silly and, to be honest, unnecessary. That said, most buyers will find the Corolla Quest’s performance quite adequate on the daily commute. Due to the lack of near-instantaneous punch that a turbocharged engine provides, the Corolla Quest accelerates in a more linear manner, therefore overtaking manoeuvres require some forethought. Strangely though, there’s a Sport button and while it does sharpen throttle response somewhat, that dreaded CVT drone becomes very invasive. We feel there is no benefit to having a Sport button in a sedan that prioritises comfort and efficiency over sportiness. Toyota claims a combined fuel consumption figure of 6.3 L/100 km, but during its tenure in our fleet, we saw figures between 8and 8.5 L/100 km. We do, however, concede that lower figures are achievable if you drive conservatively. To its credit, the Corolla Quest's ride quality belies its budgetoriented price point. In combination with a more powerful engine, the pliant – but not soggy – suspension is probably the trait that deserves the most praise in this package. Indeed, the Corolla Quest delivers a wonderfully comfortable ride courtesy of its proven front McPherson strut and rear torsion beam suspension setup, which was, of course, carried over from the 11thgeneration Corolla. Apart from its superb ride quality, the Corolla Quest has a nicelyweighted steering setup and it exhibits predictable and surefooted handling ability. Although the made-to-a-cost Corolla Quest must surely have less sound insulation than the sedan on which it is based, road- and wind noise entering the cabin is impressively muted, which increases refinement and ultimately the quality of the driving experience.
