WELCOME NOTE Roads and Transport Authority (RTA) reiterated its unwavering commitment to boosting the Public-Private Partnership (PPP) based on the vision of wise leadership aiming to support the partnership between the public and private sectors and make Dubai the capital of the global economy at the regional level. Recognizing the importance of this vision, holding the Emirati-French Business Summit endorses this relationship and focuses on boosting the commercial & investment exchange between the RTA in Dubai and the French business community, besides cementing the trading links between the two parties. Law No (22) for 2015 governing the relationship between the public and private sectors in Dubai aims to foster an investment climate conducive to the private sector, and encourages private enterprises to take part in various development projects. It calls for increased private investments in a variety of fields in support of the economic & social development in the Emirate, and empowers the government to deliver its strategic projects with added efficiency. The RTA has charted out a comprehensive policy for partnership with the private sector and set out a structure for studying & delivering such projects in a scope that acts as a reference in preparing and delivering projects under the PPP model. RTA’s profound experiences in undertaking joint projects with the private sector spans across various infrastructural facets including roads, bridges, underpasses, crossing and several mass transit means. Projects envisaged in RTA’s Strategic Plan 2019-2023 will open up new horizons for cooperation and partnership with the private sector. We welcome the participants to the Emirati-French Business Summit, wishing every success to this event in promoting bilateral cooperation and partnership.

The first edition of this Summit, in 2017, gathered more than 200 CEOs and business leaders in public and private sectors from 63 Emirati and French entities, strengthening cooperation and synergies. RTA’S TOP PROJECTS As RTA mission is to develop and manage integrated roads and transportation systems at a world-class level as well as supporting Dubai’s vision through shaping the future and adopting technologies and innovations, it is focusing on artificial intelligence map for Dubai roads as the main future direction. RTA has AED 3.4billion for EXPO2020 road projects by which they will continue serving the city afterwards. One of the major achievements is the Enterprise Command & Control Centre that helps managing the Expo and alternatively supports smart city program and facilities controlling and integrating all current and future transport modes and events.

A total of 35 years of experience in transportation planning, travel demand management, new transportation trends and technologies, highway and traffic engineering, transportation institutional and legislation, project and quality management. He conducted and managed hundreds of transportation planning related studies and projects of different types and sizes in addition to the development of transportation standards, manuals, economic impact studies, legislative and institutional studies and he mentored different technical and managerial levels. Examples of the involvement in main projects include the US $ 10 Billion Dubai Metro Project, preparation of Dubai transportation strategic and implementation plans since 1995, Dubai rail and bus master plans and the Dubai EXPO 2020 transportation master plan in addition to the involvement in specialized strategies such as the “Dubai Self-Driving Vehicles Strategy”.

She then completed her scientific career by obtaining several professional certificates including; the NEBOSH International General Certificate in Occupational Safety and Health and a behavioral safety certificate in 2004. In addition to her excellence in the field of ISO auditing, where she obtained the certificate of Lead Auditor in ISO 50001:2012 Energy Management System, OHSAS 18001:2011 Occupational Health and Safety Assessment Series and in ISO 22301:2012 Business Continuity Management System. In Aug 2008, Nada started her career in RTA as a Deputy Director and a Senior Manager in the HSE Corporate, Policies & Planning Section in the Safety, Risk, Regulation and Planning Department. Then in July 2018 Nada became the Director of the Safety, Risk, Regulation and Planning Department in the Strategy and Corporate Governance Sector.

Philippe Diebold was appointed Chief Technical Officer for RATP Dev in 2016, after dedicating nearly 25 years of his career to engineering, maintenance and urban transit operations at RATP. He is a member of the RATP Dev Executive Committee.

Philippe Diebold started his career in 1990 as a roadworks engineer for Bouygues, overseeing sites for urban roadway repairs. In 1992 he joined RATP engineering teams and later served as the Prime Contractor to build the Val d’Europe station. Beginning in 2001, he managed the RATP Projects department to design new infrastructure and improve passenger areas. He then served as Operational Unit Director, overseeing a staff of 500 dedicated to station equipment and systems maintenance. In 2012 he joined the Infrastructure Management department to oversee safety equipment, heavy station equipment and civil engineering infrastructure. From 2014 to 2016, he served as Director for RER line A — the busiest in the Ile-de-France region — and managed a staff of 1,600 tasked with accommodating more than a million passengers a day. Mr. Diebold is a graduate of ENSAM Engineering School.

Stephan Gobert has been in the GCC region for 15 years and has experience in business development, engineering, consultancy, business management and international strategy for leading firms in the energy and industry sectors. Stephan holds various functions at the energy giant ENGIE, refining the energy transition strategy, the digital transformation and scouting for innovation. Sustainablist, entrepreneur minded and innovator, Stephan is heading the strategy, digital and innovation activities at ENGIE in the Middle East South and Central Asia and Turkey since 2017. He is board member of the Clean Energy Business Council, co-founder of the Future Mobility club and is an active member of various non-forprofit organizations and foundations. Stephan holds an M.Sc. from ECAM (Engineering school in Brussels).

A graduate in civil engineering, Cécile Texier has been Alstom’s Vice President of Sustainability & CSR since January 2018. She drives the company’s Sustainability, Corporate Social Responsibility and Climate strategy and policies, local communities investment program, sustainability in marketing, extra-financial reporting activities, and dialog with stakeholders. She was also appointed in 2018 Global Diversity Champion of the Company to support the deployment of Alstom Diversity & Inclusion programs. Cécile is a member of the Board of the Alstom Foundation and vice-chairman of the UITP Committee on Sustainable Development. CECILE TEXIER Vice President Sustainability & CSR ALSTOM

Prior to her current role, she was Sustainability & CSR Director for Alstom Transport then the Alstom group. Cécile Texier joined the Alstom group in 2005 as an Environment, Health and Safety Analyst. As head of the Energy and Carbon project, she defined objectives, developed the protocol for calculating emissions and managed company-wide emission reduction programmes. She had previous experience as Sustainable Development Manager for KPMG France from 2000 to 2005, leading assessments of environmental issues in the context of merger and acquisition projects and verification of extra-financial data. She began her career in 1997 as an environmental management consultant within France’s National Institute of the Industrial Environment and Risk (INERIS). In this role, she helped industrial clients achieve ISO 14001 certification, piloted training courses and conducted environmental audits involving a variety of organisations.

Marielle Villamaux is the Chief Client Officer of Transdev Group. In her various managerial roles, both on the consulting side (Havas Group) and in urban services (since 2002 at Veolia Environnement, Veolia Transport and then Transdev), she has driven international expansion and developed innovative offerings. Alternating between consulting, strategic corporate responsibilities and operational duties in Business Units, Marielle has strengthened her passion for transformation. Leveraging digital, environmental and customer upheavals she is passionate about “smart cities for smart citizens” , the new “green deal” and “customer centricity”. Dr. Shirah managed the technology strategy section when he first joined RTA in 2011 leading the development of technical strategies and technology governance framework and practices, adapting business transformation and technology strategic alignment to advance corporate goals he was promoted to the position of the Director of information technology leading the digitization of the enterprise toward Dubai government strategic objectives focusing on elevating internal services. Due to his massive experience in smart city (effective member and programme leader of the smart city initiative) and world class smart services, he was assigned the role of Director of Smart Services focusing on transforming RTA external services, developing unique applications and delivering artificial intelligence strategy and machine learning capabilities. Versed in Innovation, business models, strategic planning, governance and enterprise architecture practices prevalent in government practices, roads and transportation businesses, banking and technology services industries, he become one of the specialized technology strategist in roads and transports domain. Dr. Shirah holds a portfolio of delivering business values through managing and delivering unique and complex projects, the “Enterprise Command & Control Centre” of mobility in Dubai (also known as EC3) is one example, proudly inaugurated in 2017 by H.H. Sheikh Mohammad Bin Rashid Al Maktoom as the first delivered project for Expo2020 and beyond and the only nerve system of mobility in the city of Dubai capturing more than 70 million records of data on daily basis and integrating more than 32 systems with more high number of functionalities and latest technologies adapted to deliver seamless event and crisis management platform.

Guillaume Martinetti is currently director of the Data unit into the Digital, Marketing & Innovation department of RATP Dev. He is in charge of some priority projects such as the data governance of all the RATP Dev public transport networks, the setting up of automatic data-lakes, the achievement of Big Data & AI proof of concepts and the animation of the data managers community.

Engineer Muna Al Osaimi, Graduate of United Arabs Emirates University in Bcs of Architecture Engineering, Heads the position of Director of Transportation Strategic Planning Department in the Roads and Transport Authority (RTA) since 2017 ; with over fourteen (14) years of experience in Strategy, Transportation Planning, and Design. Muna is the first female UAE national in the field of Railway Design and Management, started her career with Dubai Metro Project for both of the Red/Green Lines playing the role of Client’s Design Manager. By leading the winning design team that developed Dubai Tram, during the same period, Muna managed the development of a number of guidelines for the emirate of Dubai including, Dubai Rail Design Guidelines, Signage Manual, Rail protection guidelines, Noise and Vibration Guidelines, also Participated in drafting laws/circulars related to Dubai Metro/Dubai Tram projects. She has led many studies/projects including multibillion dirhams worth of projects such as route 2020 project design tender up to Award. Currently, Muna is leading Transportation Strategic Planning team, relentlessly developing and enhancing Dubai Transportation plan, as well as, working on variable policies including fare structure, Truck ban, and flexible hour policies. Muna is a key player in setting up the organisation’s Transportation Strategic scenarios’ and Plans, Related KPIs, Yearly Projects priorities, and portfolio of projects across different categories, and guiding realizing their benefits; while continuing her passion in transportation strategy and integration by developing the vision for mobility solutions for the emirate of Dubai and the study of first/last mile Strategy. Lately RTA Enterprise Command and Control Centre EC3 Has been relocated under Strategic Transportation Planning, which Supports RTA Crises Management, Event Management, Enterprise Transportation management and performance along with acting as Back up OCC for Bus, Taxi, Tram and other activities, Muna is currently developing the same to full maturity in the coming Years.

Marc Granger has been Chief Strategy Officer since 2017. His role is to set up the company’s strategic plan and to drive its deployment across the organisation. This includes the design and management of Alstom’s innovation strategy and activities, and the structuring of the company’s M&A strategy. Prior to this, Marc was CEO of Gibela, Alstom’s South African joint venture responsible for the delivery and introduction of 600 modern trains onto the country’s rail network. In this capacity, he successfully led negotiations for a €5 billion rolling stock and maintenance contract with PRASA, the Passenger Rail Agency of South Africa. From 2005 to 2010, Marc was CEO of the Compin Group. Marc began his career with Alstom in 1985, gaining extensive experience in product design, marketing, project tenders and management. He notably led the Rolling Stock business of Alstom Transport from 1999 until 2005, as a Senior Vice President and member of the Executive Committee. Marc was born in 1961 and graduated from Arts et Métiers ParisTech and HEC Paris.

Before joining NAVYA, he worked for more than 13 years in developing and leading sales teams across the mobility sector as Chief of Staff to the Global Sales SVP within RENAULT-NISSAN Alliance, Chief Sales Officer at XEE and Business Development Director for South Europe at HERE Technologies. Vincent joined Vulog, the world’s leading shared mobility technology solution, in 2017. As International Senior Business Development Manager, he works closely with shared mobility operators and major automobile manufacturers by deploying Vulog’s AiMA platform in countries worldwide. After graduating from journalism school in Paris and earning a degree in Finance at SKEMA International Business School in Lille, Vincent lived and worked in several different countries across the world including France, Canada, Switzerland, and Italy. Prior to his role at Vulog, he worked as a Sales Analyst and Business Manager on an international scale for OEMs such as GM, Nissan and FCA and Tier 1 automotive supplier Valeo. Vincent is a frequent guest lecturer at the European business school ESCP where he leads seminars on the evolution of the Mobility sector and the integration of new players in the industry. He also leads business seminars and has been a guest panelist for international companies including Boston Consulting Group (BCG), Ford Motors, NIU, TOTAL, and CONNECTED DRIVER (Singapore, France, China, and Belgium). In his free time – and in line with his mission to save the planet on a professional but also personal level - Vincent is an active volunteer for Patagonia’s “1% for the Planet Foundation”.
