(The Telegraph) Governmentsmuststoptheir “relentless” borrowing or risk plunging the world into a debt crisis, a top central bankerhaswarned.

Agustin Carstens, who leads the Bank for International Settlements, a global club of central bank bosses, warned global leaders that interest rates would not return to their recentlowssoon.Asaresult, continued heavy borrowing risks plunging economies into crisis unless battered public finances are urgently improved.

Mr. Carstens said:

“Fiscal authorities have a narrow window in which to get their house in order before the public’s trust in their commitments starts to

Carstens warning comes amid growing concerns in Guyana regarding the country’s mounting debt.At theendof2022thecountry’s debt stood at US$3.6 billion and by the end of 2023 it increased to US$4.5 billion plunging Guyana some 23 percentdeeperindebts.

Mr Carstenswarnedthat improving public finances will be a significant challenge given sustained

politicalpressurearoundthe world for more expenditure. The central banker said: “Demands for more public spending will only increase, not least due to population ageing, climate change and, inmanyjurisdictions,higher defencespending.”

However, he said improving public finances would bring benefits in the long run. In a lecture at Goethe University in Frankfurt,MrCarstenssaid: “Fiscal health is not only aboutavoidingcrises.Italso bringsmaterialbenefits.”

H e h i g h l i g h t e d Germany, which is a rare exampleofacountrythathas stuck to strict borrowing rules to keep a lid on debt. Germany’s national debt stood at just under 66pc of GDP at the end of last year, compared to 104pc for the UK and 123pc for the US.

Lenders charge interest accordingly: Berlin pays an interest of less than 2.5pc to borrowfor10years.

TheUKandUSbothface yieldsinfinancialmarketsof more than 4pc on comparable bonds. It means Britain’sTreasuryisgoingto spend more than £100bn on debt interest this year, according to official forecasts published alongsidetheBudget.

Mr Carstens said: “The lower long-term interest rates and debt service burdens enjoyed by Germany, compared with some of its advanced economy counterparts, are a prime illustration [of the benefits of lower borrowing].”

Central banks must also keep interest rates high to make sure inflation is completely eradicated, Mr Carstensadded.

On Monday, Exxon CEO Darren Woods toldReutersthecompanyfiledforarbitration becausediscussionswerenothappeningwith Chevron and Hess around the right of first refusalprovision.

“Thosediscussionsneededtohappenand hadn’t been happening,” Woods said in a Reutersarticle.HesaidExxonwantedtohave its right of first refusal recognized before it could decide on its strategy for the Stabroek block. An Exxon executive has said the arbitrationcouldtakefivetosixmonths.

Meanwhile,WirthsaidChevronhaddone extensive due diligence on the operating agreement between Exxon and Hess in Guyanaandhasextensiveexperienceinthose typesofagreementaroundtheworld.

Chevron is looking forward to affirming its understanding of the contract in the arbitration,headded.

The fight over Guyana’s Stabroek Block resourcesfindsitsgenesisinthelopsidedoil deal signed by the APNU+AFC Coalition administration back in 2016. This deal extends favourable terms to the oil companies, providing unlimited tax waivers, uncapped interest rates and perhaps the lowestroyaltyratesknowntotheindustry,ata meagertwopercent.

More than 11 billion barrels of oil have been discovered in the Stabroek Block since 2015. Currently, more than 600,000 barrels per day (bpd) is being produced in the resource-rich block, from three projects. So far, government has sanctioned five projects for the operator; a sixth is still pending approval. Exxon plans to ramp up daily production to 1.2 million bpd by 2027. US$25M Hayven loan

Sometimes the soup in this country can be too thick for thelikingofcitizens.Thereisacertainsmellthatstrikesthe nostrils because the ingredients have too much robustness aboutthem,raiseeyebrows.

The reports in the media of the New Hayven Merchant Bank (NHMB) securing a US$25M loan for the Vreed-enHoop Shore-base Inc. (VEHSI) gives every appearance of such a soupy situation. For sure, there is nothing that could be questioned about the bank arranging a relatively sizable loan for a key presence in Guyana’s oil and gas sector, for that is what banks do. It’s the other business that a leading figureinNHMBisinvolvedinthatpromptssomeconcernat thispaper ItshouldbethesameinotherplacesinGuyana.

One of the driving forces in the arrival and reach of NHMB is Mr Floyd Haynes, a Guyanese born business power, one that grows locally. He was a principal presence in an audit consortium that completed a sensitive audit of billions of ExxonMobil’s Guyana expenses. Some issues were taken with that audit, which touched on areas that ranged from its Terms of Reference (ToR) to its depth to its findings. The question was how much value Guyana got from that audit. A related and bigger one was that, notwithstandingitslimitedToRanditsnon-forensicnature, howmuchmorewentundiscovered,hencelosttoGuyana’s serious disadvantage. Some Guyanese did speak out against the relationship between the audit consortium and leading members of the Guyana Government. It was too cozy for comfort, even when that rare factor in Guyanese life is accounted for, which is professionalism of an impeccableorder

Whensomesetupsandarrangementshavetoosmoothof a look, then sliding is feared. ThereremainsthelingeringsentimentamongGuyanesethat thatauditcouldhavebeenbettered.

Now the announcement of the US$25M for the VEHSI groupfollowedsoonafterapriormedianoticethattheFloyd Haynes audit team (with possibly some new presences) has bid to audit the 2021, 2022, and 2023 expenses of ExxonMobil. Thereshouldbeconcernsaboutthisauditbid, given the NHMB’s role in the loan forVEHSI, and Haynes’ key role in both the audit group and bank. Anyhow looked at, there is a conflict of interest, either its appearance or the realityofit.

Duetothesizeofitsbusiness,VEHSIshouldhavesome linkagetooilandgasoperationsandExxonMobil,however limited. But NHMB got a loan for it, and its principal is bidding to do sensitive audit work for Guyana on ExxonMobil’s expenses. NHMB can have any part of a major financing of an oil and gas operation, but the same cannot be said for one of its most senior officers being potentially close to an ExxonMobil audit. This does not sit well,anditisjustplainunacceptable.

What is good forVEHSI, good for NHMB, good for the Haynes audit group, good for the PPPC Government, and goodforExxonMobilisnotnecessarilygoodforGuyanese. Therearetoomanyseemingconflictsleadingtowhatcould forever be found fault with and condemned. We think that theHaynesauditgroupshouldwithdrawitsbidfor2021-23 ExxonMobilauditwork.

High Court orders Govt. to produce records of salary negotiations with GTU

The High Court on Tuesday ordered the Ministry of Education’s Chief Executive Officer (CEO), Saddam Hussain to produce evidence that financial matters had been discussed with the Guyana Teachers’ Union (GTU) during the period 2019 and 2023.

This was based on a request made by Attorney, Darren Wade in a Notice of Application filed on behalf oftheGTU.

The attorney had inter alia sought several reliefs, including a Court Order that would force the Ministry of Education into collective bargaining for 2019 – 2023 with the Guyana Teachers’ Union (GTU). He also wanted Chief Education Officer Sadam Hussain and Permanent Secretary ShannielleHoosein-Outarto beheldincontemptofcourt.

However, Wade was invited early during Tuesday’s proceedings to withdraw his application by Justice Sandil Kissoon as he explainedthathiscourtdoes not have the jurisdiction to grant the majority of the reliefssought.

The judge noted that the only exception is request seeking the disclosure of all correspondences between theUnionandtheEducation Ministry as it relates to the Collective Bargaining discussions.

Jagdeo for corruption - Norton Police have enough evidence to probe

Amid complaints by the United Nations that the Guyana Government has failed to investigate allegations of corruption against Vice President, Bharrat Jagdeo, Opposition Leader, Aubrey Norton on Tuesday said that there is enough evidence for the GuyanaPoliceForcetoact.

The United Nations (UN) Human Rights Committee CCPR on Monday during its 140th session questioned the reason why the Government had failed to investigate reports alleging that Jagdeo is corrupt. M i n i s t e r o f Parliamentary Affairs and Governance, Gail Teixeira on Tuesday told the United Nations Human Rights Committee that there is no evidence of corruption to supportaninvestigationinto the lopsided 2016 oil deal with American oil giant, ExxonMobil.

In her brief response to the question, Minister Teixeira acknowledged publicconcernsbutnotedthe lack of tangible evidence to support such claims of corruption. “The question was asked on the 2016 Production Sharing Agreement that was signed andsecretlysigned,therehas been no investigation between 2016 and 2020 of that and none from then to now There may be many concerns that people have, and may even be convinced that there was some sort of cozy relationship. According to police, the murder occurred on Monday around 12:30hrs at 7 Mile, Hururu Mission. Investigations revealed that Adrian and the suspect were friends who cut logs together.

At the time of the chopping incident, the men were consuming alcohol and

were reportedly drunk. While imbibing, an argument ensued and the suspect threw Adrian to the ground and dealt him several chops to his neck and face.

Adrian reportedly got up and ran but collapsed at the centre of the trail.

The suspect was

subsequently apprehended by the Toshao of the village and handed over to the police. Adrian’s body was found lying on the Hururu trail in a pool of blood. It was taken to the Linden Hospital Complex. The suspect is in police custody assisting with the investigation.

Contributors to the Special Development Fund (SDF), eleventh cycle, slated to last from March 17-21, 2024, at the Guyana Marriott Hotel.

The delegations visiting Guyana include the Board of Directors of the CDB, and several high-level representatives from the CDB’s member countries and global institutions.

According to the Ministry of Finance, the SDF 11 Contributors meeting will allow for the Bank to actively mobilise financing continuing its SDF, which is an integral element of the Bank’s poverty reduction and sustainable development efforts. The SDF is the largest pool of concessionary funds from the CDB and remains crucial in addressing poverty and human development challenges throughout the Caribbean Region.

“Key sectors which have benefitted from SDF investment and interventions include education, climate change, capacity building in government and national institutions, poverty reduction, water security, economic infrastructure, and connectivity. The Contributors meeting will be followed by a day of site visits to SDFfunded projects in Guyana. It will also be preceded by the March meetings of the BOD,” the ministry said.

Guyana is one of the

founding members of the CDB, having joined in 1970 and the Bank has been a leading partner in the country’s development over the past half century. CDB funding in Guyana has been used for social and economic infrastructure, including schools, water systems and climate- resilient roads, the ministry said.

Senior Minister within the Office of the President with responsibility for Finance and Public Service Dr. Ashni Singh had previously highlighted the excellent working relationship between the Government of Guyana and the CDB, and the Bank’s valuable support provided over the years.

Further, major CDB project-approvals in Guyana include US$190 million for upgrading 121 kilometres of roadway from Linden to Mabura Hill - the largest ever project in the Bank’s history. The development of this allweather road will bolster trade and commerce to unlock the vast opportunities in linking Guyana with Brazil.

The improved road network will also support ease of travel, the transport of goods and the provision of services between hinterland communities and Georgetown.

In addition, the CDB is also supporting Guyana in the vast potential of the tourism

and hospitality industry with the construction of a US$11.6 million Hospitality and Tourism Training Institute. This facility is intended to facilitate the training of persons to equip them with the necessary skills and qualifications to supply some of the demand required in the country’s tourism and hospitality sector.

In 2023, US$76.2 million was approved for the Guyana Water Supply Improvement project to allow for major upgrades to the water supply systems serving five coastal communities.

The infrastructure development initiative involves the construction of five water treatment plants, complete with storage tanks, and the installation of transmission mains and water meters.

Nearly 15,000 households in these communities will benefit from the interventions.

The CDB is a regional financial institution, which was established by an Agreement signed on October 18, 1969 and entered into force on January 26, 1970, with the purpose of contributing to the harmonious economic growth and development of member countries in the Caribbean, and promoting economic cooperation and integration among them.
