Infrastructure development should be balanced with improvement in quality of life for Guyanese - Brazil President

Acknowledging the progress made in G u y a n a ' s infrastructurallandscape,President ofBrazil,LuizInácioLuladaSilva said he hopes that the government of Guyana is striking the critical balance between investments in this sector and the improvement in thequalityoflifeforitscitizens.

The Head of State made these remarks at a press engagement, following bilateral talks with Guyana's President, Dr Irfaan Ali on Thursday at the Arthur Chung ConferenceCentre,inGeorgetown.

President Lula said, “I also would like to say to President Irfaan,inthesamewaythatGuyana experiences an extraordinary moment in terms of economic perspectives, and I can testify that whenIcamedownfromtheairport to the hotel, I could see with my eyes the amount of new buildings and modern highways that are beingbuilt.

I am sure that in the same way that these investments that are going on in infrastructure, I would imagine that the same investments are being made for the improvementofthequalityoflives forthepeople.”

The Brazilian Head of State pointed out that in his home

country, this principle was being pursued. “So we had our first year ofourtermtocoverthecountry We had to reassemble, reorganize all the public policies that were shut down by the previous administration and we also had to focus mainly in infrastructure project that reaches almost the amount of $350B which is called the PAC which is the acronym in PortuguesethatmeansAccelerated GrowthProgramme.”

He explained that government was investing in science and technology, education, day care centers and job creation The President said Brazil was harvesting the fruits of a “promisingpolicy”.

The Guyanese President said therewillbecollaborationbetween the two states on infrastructure, securityandtourism.

Teachers' salaries will be deducted in full if court rules in favour of Govt.

Teachers' salaries will be deducted in full should the court rule in favour of the GovernmentofGuyanainthe ongoing stalemate with the Guyana Teachers Union (GTU), Vice President Bharrat Jagdeo said on Thursday

TheVicePresidentwasat the time speaking at his weekly press conference hosted at Freedom House, RobbStreet,Georgetown.

“We believe based on what we have seen… the precedent… that this matter will be determined in favour of the principle that has long been established and the deductions will, if taken at that time, will be harsher for the teachers,” Jagdeo confidentlytoldreporters.

Thisisthefourthweekof countrywide teachers' strike andprotest.

Jagdeo said that the Governmentdoesnotbelieve “that the established process under the law and under the employer, employee relationship through the Collective Bargaining Agreement has been exhausted as outlined by the ChiefLabourOfficer.”

The Vice President reminded reporters that the substantive case before the High Court has not yet been heardandthatthejudgeonly issued an interim order and provided dates for the

submissionofdocuments.

“So the Union did not throughtheirlawyerwinany case,therewasnohearing.It just went to the judge, they presented their arguments, we asked to be heard. The judge said you will get an opportunity to do that at a later time. So we intend to follow the interim order,” Jagdeosaid.

Hecontinued:“Theorder says that we should not deduct monies from those who are striking at this point in time, pending the hearing of the case. We don't know whattheoutcomewillbebut to make it clear, we will continue to collect informationonthosewhoare absenting themselves from the classroom somehow this order was conceived in some quarters and the union hasactivelypeddledthatyou willbepaidevenifyoudon't work.”

The Vice President also told reporters that the governmenthasbeenadvised by a number of its lawyers, including the Attorney General, that there is no support for “principle where you don't work and you will bepaid.”

“In fact, the laws of Guyana confirm if you don't

work, you will not be paid. The advisors they shared withuscasehistoryfromthe Privy Council which upheld that principle: no work, no pay Explicitly put by the highest court for many Caribbean jurisdictions the Privy Council is the highest and so we have precedent to this already,” Jagdeodisclosed.

On Wednesday, Chief Education Officer (CEO), Saddam Hussain was hauled beforetheHighCourttoface contempt proceedings for issuing a directive which statedthatteacherswillfacea pay cut despite an interim court order in place instructing the Government nottodoso.

On Tuesday Hussain disseminatedamemorandum to the Regional Education Officers (REOs) within the elevenpublicschooldistricts instructing them to continue collectingdataonattendance

of teachers during the strike. Henotedthatordersmadeby Justice Sandil Kissoon are temporary and essentially whenthefinalorderismade, the data will be used to determine salaries of those absenteeteachers.

The CEO emphasized in the memo that “Government of Guyana will not pay teachers for the days which theydidnotwork.”

Whenheappearedbefore Justice Kissoon on Wednesday to face the contempt proceedings, Hussain apologised profusely and gave the court a commitment that the directive to the REOs would be rescinded within an hour of the conclusion of the contempthearing.Thememo wasrescindedandanewone wasissued.

For his part, Justice KissoonnotedthatHussain's instructionstoREOswerein direct conflict with his

interim orders, so much so thatitcanbeviewedasbeing geared towards bringing the administrationofjusticeinto disrepute. The judge noted that the issuance of the memorandum to the REOs was done with full knowledge that an order of thecourtwas“inforceandin effect.”

Justice Kissoon noted that the fact that Hussain madereferencetohisinterim ordersinhismemo,speaksto an attempt of willful disobediencetotheorders,an attempt to interfere, prejudice, preempt the decision of the Court and bring the administration of justiceintodisrepute.

It was pointed out that as apenalty,apersoncanfacea fine not exceeding $250,000 or imprisonment for a term not exceeding three months for contempt The Judge calledupontheCEOtoshow cause why he should not be held in contempt for his actions.Inhisresponsetothe court, Hussain said it was never his intention to disrespect the judge or the court.

“It was never my intention or the Ministry of Education's intension of c u t t i n g a n y b o d y ' s salary until this is resolved,” he said He admittedthathavingreadthe orderofthecourt,thatthelast

paragraph of the memo was “poorly” worded. “I should have consulted with the Attorney General …before t h e c i r c u l a r w a s disseminated, it was never my intention to bring this courtintodisreputeortohave any kind of say while the matter is ongoing,” Hussain said accepting full blame for hisactions.“Iwilltakeallthe blame it was not intentional or malicious,” Hussainemphasised.

Last Thursday, Justice Sandil Kissoon granted a temporaryorderblockingthe GovernmentofGuyanafrom deducting the salaries of striking teachers. The High Court judge also granted an interimorderwhichrestrains the Government from withholding the remittance of teachers' dues to the Guyana Teachers' Union (GTU).

The judge made the orders at the first hearing of the case filed by the GTU to challenge the Government's decision to deduct pay from the salaries of striking teachers and also blocking the administration from movingaheadwithadecision to discontinue the deduction of union dues from the salariesofteachersonbehalf of the Union until the determinationofthefullcase which the GTU brought againstthegovernment.

Our moral duty should be to amplify our voices to fight for the Palestinians

These past few months have opened my eyes to the frightening and daunting reality of the world Widespread ignorance pollutes the air of Guyana, where we are racially abused, religiously scorned and mocked for standing in solidarity with an oppressed nation, which is without explaining the irony of a once colonised country where our Indigenous peoples were killed. Our ancestors were tortured, enslaved, laboured and disgraced by a coloniser nation.

I commend our g o v e r n m e n t f o r continuously voting in favour of a recognised Palestinian state and their recent votes and calls for an immediate and permanent ceasefire.

However, I find it incredibly offensive, disheartening and hypocritical for our government to welcome the UnitedStatesAmbassadorto the United Nations in our country Thisisnotonlyoffensive to the few Palestinians residing in Guyana but also

disgusting to have a person whowastaskedtocarryouta vote against an immediate ceasefire and dispersal of humanitarian aid to Gaza to step foot on our lands Guyana was built off of immenseslaveryandlabour, and it is hypocritical and ironic to pally up with coloniser-statesandtoallow someone who voted in favour of genocide in our country I am even more surprised that the general public is taking this lightly because genocide has been plaguing the earth for decades, and Guyana itself wascolonised,occupiedand experienced a silent genocide not so long ago. 'Massacre in Gaza': Israeli soldiers ambushed and gun down over 100 Palestinians waiting in line for food, 750 critically wounded

Aljazeera - More than 100 Palestinians have been killed and some 700 others wounded after Israeli troops opened fire on hundreds waiting for food aid southwest of Gaza City, health officials say, as the besieged enclave faces an unprecedentedhungercrisis.

The Gaza Ministry of Health on Thursday said at least 112 people were killed andmorethan750wounded, withthePalestinianMinistry of Foreign Affairs condemningwhatitsaidwas acold-blooded“massacre”.

Court rules no need for EIA to renew Liza I permit

The Environmental ProtectionAgency(EPA)did not need to undertake a new Environmental Impact Assessment (EIA) for the renewaloftheLiza1permit, the High Court ruled on Monday

EIAs help determine the project's potential impact on natural resources, ecosystems, and the overall environment. By gathering relevant data, conducting studies, and engaging stakeholders, EIAs provide valuable insights that assist decision-makers in making informedchoices.

The case was brought against the EPA by Danuta Radzik, a local activist and Sinikka Henry, a lecturer at the University of Guyana, who were represented by activist and international lawyer Melinda Janki and AbiolaWong-Inniss.

Thetwowomenaskedthe court to overturn the EPA's d e c i s i o n t o g r a n t ExxonMobil's affiliate, Esso Exploration and Production Guyana Limited (EEPGL) –now ExxonMobil Guyana- a

five-year extension on its LizaPhase1permit.

They also sought orders to suspend EEPGL's multibillion-dollar operations in the Liza Phase 1 project, claiming that the permit is unlawful on the basis that a newEIAwasnotdonebefore thepermitwasgranted.

On August 8, 2022, the two had put forward an application alleging the EPA erred in renewing the Environmental Permit related to the Liza 1 petroleum development project.

Theapplicantstookissue with the EPA's failure to provide them with information regarding EEPGL's application for the renewal of its environmental permitpursuanttoSection36 of the Environmental Authorizations Regulations (theRegulations).

The crux of the applicants' case was that the EPA, the body corporate statutorily tasked with granting environmental permits,isnotempoweredby Regulations 22 (1) or 22 (2)

of the Regulations to grant a renewed environmental permit.Theycontendthatthe respondent in granting and issuingtherenewedpermitto EEPGLbreachedtheActand theRegulations.

They contended further that Regulation 22 (1) imposes on EEPGL an obligationtoapplyforanew environmental permit in ordertocontinueitsactivities in the Liza Phase 1 developmentblock.

Radzik and Henry also positedthatEPAisprohibited fromissuinganewpermitto EEPGLfortheLiza1project

without first carrying out an EIA in accordance with Part VoftheAct.

They contended that an EIAneeds to be done before anysuchrenewal,andthatno renewed environmental permit should contain new conditions.

They averred that renewedpermitsshouldhave the same conditions the previousversion,onlywitha newexpirationdate.Thetwo alsoallegedthattheEPAhad breached the law by not providing them with information which they had demanded.

In response, the EPA contendedthatitactedinfull compliance with the law when it decided to renew Environmental Permit

The EPA also contended that it was competent to include such conditions as are reasonably necessary for Human Health and the environment in renewed permits.

In delivering her judgment,HighCourtJustice Damon Younge pointed out that, it is for the EPA, the body tasked with the management and protection ofthenaturalenvironment,to determinewhetherduringthe application process any project would impact the environment and therefore require an EIA- there is nothing in the provision of the Act which provided that an EIA is required for the issuanceofanenvironmental permit.

JusticeYoungenotedalso that when looking at the regimeforapplicationsforan environmental permit, considerationcannotonlybe giventoSection11oftheAct or Regulation 22 alone, but all the provisions of the Act and Regulations must be lookedatinaholisticmanner so that the intention of Parliamentcanbediscerned.

CNOOC affiliate among 17 vying to construct gas infrastructure for Guyana's upstream developments

An affiliate of CNOOC Petroleum Guyana Limited, a partner in the offshore Stabroek Block, is among 17 local and international companies/ consortiums that have submitted proposals for the design, finance, construction, and operation of important gas infrastructure in Guyana.

The Government of Guyana (GoG) through the Ministry of Natural Resources had issued Request for Proposals (RFP) in January seeking private sector proposalsforthedesign,financing, construction, and operation of gas infrastructure to support current and future upstream developments inGuyana.

During the recent opening of bids at the National Procurement and Tender Administration Board (NPTAB) office, it was revealed that the 17 bidders are: (1)Andalusian Energy in partnership with MAN Energy Solutions, Vepica USA, Raffinate

The government has offered a compromise to the teachers But in the height and heat of protest action, the teachers do not seemtohaverecognizedthe offer At a press conference two weeks ago, Vice President Bharrat Jagdeo said that the Ministry of Education is empowered to negotiate all issues relating to the teachers. Previously, the Ministry of Education hadcontendedthatitwasthe Office of the President that wasdealingwithsalaries.

The Guyana Teachers’ Union (GTU) and the Ministry of Education were previouslyindiscussionson benefits. According to the Ministry,progresswasbeing made when the strike was called.

Now that the Vice President has said clearly that the Ministry of Education is empowered to deal with the salaries issue, the GTU should add the multi-year salaries issue to theagendaofitsnowaborted talks with the Ministry of Education.

Instead of doing this however, the GTU has set fourconditionsforresuming talks. These conditions are that, one, the Ministry must resume the monthly deduction of union dues from teachers’ salaries; second that no teacher must lose pay for days on strike; third, the Ministry of Education should present a counterproposaltotheGTU so that talks can begin from that standpoint; and fourth shouldengagemeaningfully

withtheunion.

The first two conditions are sub judice. The third condition is problematic because the union has submitted preposterous proposals for salary increaseswhichcannotform thebasisofnegotiations.The fourthcondition,meaningful engagement, should be assessed based of the outcomeoftalks.Therecord does suggest that the Ministry of Education has been engaged meaningfully with the unions on nonsalaryissues.

On the issue of the government submitting a counter proposal, the union musttakecognizanceoftwo things. The first is that it is the union’s obligation to presentaproposalwhichcan be the subject of negotiations;itisnotforthe Ministry of Education to presentanycounterproposal since there were never any negotiations on a multi-year agreement.As such, it is for the union to modify its ridiculous demands for massive wage increases datingbackto2019.

Second, the union must appreciate that its demands have implications for the wider public sector At present, trainee teachers at Cyril Potter are receiving a stipendthatishigherthanthe salaryofnewentrantstothe public service. The trainees are said to be receiving $90,000 per month up from $10,000. Trainee nurses are notreceivinganywherenear what trainee teachers are receiving.

What then is to prevent

anentrylevelpublicservant fromdecidingthatitisbetter to leave his or her public service job and register as a traineeteacherandreceivea higher pay for studying at Cyril Potter than he or she would have received as a messengerorofficeassistant inagovernmentMinistry?

According to the Ministry, a trained teacher receivesmorethan$200,000 per month. This is higher than the salaries of persons within the public service whohavebeenonthejobfor years. For the teachers to now demand a compounded increase of more than 150% is to take the salaries of a trained teacher to about $450,000permonthwhichis not even the amount that is paid to very senior police officers.Theunion’soriginal proposals are therefore a non-starterfornegotiations.

While unrealistic proposalshouldnotpreclude the government from speaking with the teachers’ union, unrealistic and preposterous salary proposals cannot be expected to generate any meaningful outcomes. The unionthereforemustpareits demands since it will have ripple effects across the economy If teachers are paid what their union is asking for, how much will yourmaidorhandymannow demand? Public servants, nurses and all others will demand similar treatment andthiswillmakethecentral government wage bill unsustainable.

But wait, there’s more! OurVeePee,inhisinfinite wisdom, seems to have missed the memo that it took a good five years of negotiations to restructure those deals. Five years!

The ball is now in the union’scourttocompromise and to engage with the Ministry of Education, free ofthosepreconditionswhich itrecentlyset.

There has to be one Guyanese, a son or a daughter of this soil, who comes on centerstage in the national spotlight and say in the most ringing tones: 'I don't care about being president of Guyana.' He or she must mean it to their marrow, to the farthest recessesoftheirmind.

Heorshemustbeableto saywithpowerandaburning spirit: 'I don't give a damn about winning a seat or a handful of them, and being in p a r l i a m e n t '

Notwithstanding the possibilities, the material differencesthatmaybeinthe making, and which could all be for the benefit of the hopefuls of Guyana. That, too, must also be of what is nothing less than absolute authenticity

Examine how the leaders in the Guyana society of today splitwordsletterbyletterand syllable by syllable to evade speaking to the truth of this nation's wealth, their sickly management of it, and the kind of self-serving relationships that they have solidified with Exxon and others. Guyanese leaders struggle to fit themselves betweenthelettersofwords, and play with phrases, in futile attempts to cover their weaknesses, their tricks Theyfailabjectly Thereare precedents,theglobalrecord. Here is a small, fast-moving snapshot.

All the signs are present, and the record of corporate affairs in China (yes, China) Greece, Iraq, and Nigeria, amongotherplacesstandand speak volumes. The names are iconic: Exxon, Chevron (oil);Kellogg,Brown&Root [aHaliburtonsubsidiary](oil services); AstraZeneca and Ely Lilly (drugs); Alcoa (bauxite); Lockheed and McDonnell-Douglas (aircraft). FromAmericaand Europe,theevidenceisthere, anditisofwhowasinvolved, whobribed,whoparticipated in kickbacks Or were suspected by the regulators and investigators of being involved in such nefarious and highly secretive activities. InChina,thereisa piece of paper that is called fapiao, and its sings a particular symphony when misused to shield expensive wrongdoing. InGreece,they have a word for it: miza It means corruption at rare heights, big-time, official gangsterism. And, 'I have no interest in power for power sake, in access, and for influence.' Butwhat thereanabidinginterestisin is that there will be remorseless and relentless pressure delivered in the faces of local political defenders of foreign corporate plundering and profiteering to the detriment of Guyanese Any Guyanese. One Guyanese. Partofthepackagehastobe that they can smear and slander There is readiness for that, plenty stomach and soulfulness for any such revulsions They are anticipated, will be wellreceived. And if sacrificial example(s) (killing) is the political solution favored by incumbent political players, thensobeit. Theworstmust be expected of politicians, steeledforinstoicreadiness.

Look at local political leaders. They are skipping rope,sparringanddisplaying fancy footwork, when it comes to this national oil wealth. Itisthewealthofthe Guyanese people, and not that of Exxon. Or PPP plotters. OrPNCfraudsters. Goddamnit! Guyanesehave hadenoughofthesefailures, these excuses, these conmen andconwomen. Thepresent crop of leaders and their subservient relationship to Exxon is Guyana's Achilles heel.Thetimehasneverbeen riper for a new caliber of Guyaneseleadership.

World Athletics chief Coe says the sport must embrace change to remain interesting

(Reuters) - Athletics cannot shy away from change, says the president of the sport’s governing body, Sebastian Coe, who stressed it must keep pace with changing interests of viewers and sponsors to thrive.

World Athletics recently announced plans to trial the elimination of fouls from the long jump event and, on the eve of the world indoor championships in Glasgow, Coe stressed these kinds of revisions must be embraced.

“The holy grail of every sport is to remain salient, interesting, exciting to young people, we have can’t have a

(Reuters) - Juventus midfielder Paul Pogba’s careerhunginthebalanceon Thursday after he was handed a four-year doping ban but the France international said he would try to clear his name by appealingthedecisionatthe Court of Arbitration for Sport.

SportsMax - With the Diego Martin Sports Complex in Trinidad and Tobago being unavailable, Cricket West Indies (CWI) recently announced venue changes,whichwillresultin Jamaica Scorpions playing their remaining West Indies Championship fixtures at SabinaPark.

The changes affect rounds 4, 5, 6, and 7 of the competition, with venues being shifted to ensure the tournament match schedule proceedsasplanned.

According to CWI’s Director of Cricket, Miles B a s c o m b e , t h e s e adjustments are part of CWI’s ongoing effort to provide the best possible conditions for competitive first class cricket and to showcase the talent within theregion.

“We have witnessed threeveryexcitingroundsof first-class cricket with thrillingteamandindividual performances. The stage is now set going into rounds fourandfiveforsometeams to try to build on their momentum and others to gather some having had the chance to regroup and rejuvenate CWI will continuetoworkwithWIPA,
