From The Mayors Desk On Monday, 29 March 2021, in a Special Council meeting, the 2021/22 Draft IDP and Budget was tabled to council. Council resolved that the documents be adopted and that it be advertised and made available for public inspection and comments for a period of 21 days. A Public Participation programme is scheduled to run for the month of April 2021. Mayoral outreach meetings as well as the 21-Day inspection and comments period will commence in the first week of April 2021. The President, in his address on 30 March 2021 announced that the country will remain on coronavirus Alert level one (1) with a few adjustments and some measures will remain unchanged. The curfew is maintained from midnight to 4am, public recreational spaces such as picnic sites and dams will remain open, however this will continue subject to strict health protocols. restricted to a maximum of 100 people and within a two-hour limit on services, interprovincial travel will still be permitted, however members of community are urged to limit travel as much as possible. On-site sales at restaurant, shebeens and bars will be allowed, according to licensing conditions, up until 23h00. Religious gatherings over this period will be restricted to 50% of the capacity of the venue but not more than a total number of 250 people indoors, and 500 outdoors. Although our area has a very low to no Covid-19 infection rate, we cannot let our guard down. Statistics as at 25 March 2021 indicates that the Dr Beyers Naudé Local Municipal area has 0 new infections with only 2 active cases recorded. Water remains a scarce resource in our area and it important for community members to continue using

water sparingly. Currently the level of the Nqweba Dam in Graaff-Reinet is at 9.61%. Supply from the dam will be discontinued soon and this will influence supply to high lying areas. Water carting schedules will be put in place to services those areas. Let us all remember, especially in this time to keep our areas clean. Refuse collection will continue as per schedule. Should there be any changes, communities will be informed accordingly. Community members must please refrain from dumping, but rather put out refuse on scheduled collection days. In closure, I urge communities to adhere to health protocols and regulations put in place. We must act with caution, not just during the Easter weekend, but in the months ahead. Jy kan duisende só verloor GRAAFF-REINET: Die plaaslike polisie waarsku die gemeenskap teen 'n nuwe kriminele neiging wat weer begin kop uitsteek in GraaffReinet. Volgens polisiewoordvoerder, kapt Bradley Rawlinson, het een persoon ongeveer R70 000 verloor nadat hy op Vrydag 2 April die slagoffer geword het van 'n vermeende bankbedrieër. Hy sê die persoon wat die oproep na sy slagoffers maak doen homself voor as 'n werknemer by ‘n betrokke bank se bedrogafdeling. "Die verdagte verklaar dat 'n verkeerdelike transaksie op die slagoffer se rekening plaasgevind het. Wat kommerwekend is, is dat die verdagte reeds al die persoonlike inligting van sy slagoffers by hom het, sêRawlinson. Die verdagte sêdan aan die slagoffer dat hy die transaksie sal omskakel, maar dat die slagoffer die

‘OTP’ kode aan hom moet gee om die transaksie om te keer. Terwyl die slagoffer dan niks-vermoedens aan hom die kode gee, word aanpassings aan sy ‘APP’ gemaak, soos bv. Begunstiges wat bygevoeg word en dat die daaglikse limiet verhoog word en dan ten einde waar hy ‘n reuse transaksie maak en dan die oproep beïndig. Die gemeenskap word dus versoek om die volgende in ag te neem: Moenie op hierdie tipe oproepe reageer nie. Verwittig dadelik jou bank as jy vermoed daar word onregmatig op jou rekening transaksies gedoen, op die bank se tolvrye nommer. Gaan ook gereeld jou rekening noukeurig na deur na state te kyk en vreemde transaksies aan te meld. Geen bank sal van jou verwag om ‘n ‘OTP’ of wagwoord kode per telefoon oproep te gee of te bevestig nie.

GRAAFF-REINET: Solidariteit Helpende Hand het op Vrydag 26 Maart een van sy gewilde welsynswinkels, bekend as Ons Winkel, in Graaff-Reinet geopen en sien daarna uit om ’n verskil in die gemeenskap te maak. Tanya Venter is die kontrakteur van Ons Winkel GraaffReinet wat geleë is te Fabriek straat 6, GraaffReinet. “Daar is soveel interessante en bekostigbare tweedehandse goedere, speelgoed, skatte en oudhede in die winkel. ’n Mens kan weet – alles wat jy hier aankoop, word weer vir ’n goeie doel aangewend om ’n verskil in die gemeenskap te maak. Tog sou daar nie iets gewees het om te koop, as iemand dit nie geskenk het nie. Daarom moedig ons inwoners aan om enigiets wat by hul huise in die pad staan vir ons te skenk. Só raak ’n mens van oorbodige huisware ontslae en weet dit word vir ’n goeie doel aangewend”. Enigiets kan by die

Ons Winkel afgegee word – van meubels, oudhede, kombuisware, beddegoed, gordyne, speelgoed, klere, skoene en sporttoerusting tot tegnologiese ware of enigiets anders wat in die pad staan. NASIONAAL: Skole en klubrugby het op Donderdag 01 April 2021 baie goeie nuus ontvang , toe SA Rugby toestemming verleen het dat spelers in April 2021 na rugbyvelde kan terugkeer, na 'n jaarlange onderbreking weens die Covid-19-pandemie. Terwyl klubspanne op Maandag 12 April die groenlig kry om weer te mag speel, gaan skole se rugby 'n bietjie later, op Vrydag 23 April, met wedstryde begin. Die besluit is geneem na aanleiding van 'n aankondiging deur die Departement van Basiese Onderwys wat aangedui het dat skole wedstryde en nasionale toernooie sonder toeskouers kan begin, en onderhewig gaan wees aan baie streng gesondheids- en

veiligheidsmaatreëls. Om weer met wedstryde te mag begin, word die veiligheid en welsyn van klub spelers hoog op die prioriteitslys geplaas, en word die klubs versoek om eers met kontakopleiding te begin as alle Covid19-protokolle in plek is, toegepas word en dat elke klub-speler ‘n ‘vier-weeknie-kontak-opleiding’ venstertydperk voltooi het. Skolerugbyspelers kan intussen kontakoefeninge hervat, na ‘n ‘ses weke se nie-kontak-opleiding’ voltooi is, met die oog op dat hulle op die vroegste op Vrydag, 23 April, weer gaan speel. "Ons was verheug om die nuus te ontvang dat skole-rugby weer kan begin soos aangekondig deur die Departement

van Basiese Onderwys, en ons deel in die skole en klubspelers se opgewondenheid om terug te keer na die veld," het Jurie Roux, uitvoerende hoof van SA Rugby, gesê. "Ons sal egter geen risiko's neem nie. Die veiligheid van alle spelers is vir ons van uiterste belang, en as SA Rugby sal ons alles in ons vermoë doen om toe te sien dat skole en klubs die nodige protokolle nakom. Spelers moet in ag neem dat hierdié protokolle gebaseer is op mediese bewyse, met die doel om te verseker dat die spelers se liggame gereed is om die impak van volle kontak te kan hanteer en beserings tot die minimum beperk word.”

Eastern Cape government finds R400m to extend contracts of 8 000 temporary health workers ❑

EC: After a public outcry coupled with protest action, the Eastern Cape health department has sourced R400 million to keep 8 000 Covid-19 contract workers employed for the next three months and community workers for another 12 months. The contracts of the frontline workers were due to end on Wednesday, 31 March, but with the funding obtained, they will be able to work for another couple of months. The move comes after extensive consultations, the department announced this week. The decision to extend the contracts was taken after a technical team led by Eastern Cape Department of Health acting Superintendent-General Dr Sibongile Zungu made recommendations to Health MEC Nomakhosazana Meth. This came after Premier Oscar Mabuyane, Meth, Finance MEC Mlungisi Mvoko and representatives of the affected workers met earlier this month to discuss how best to handle the matter, which sparked an uproar. "While the department has serious budgetary constraints, the workers' contract extension was prioritized, with the R400 million needed to pay their salaries being found. But this means we have only managed to identify

just over R400 million to extend the contracts. Ideally, we would have extended their contracts long ago or advertised the positions if we did not have financial challenges," the department said. MEC Meth said with the third wave of Covid-19 infections expected to hit South Africa soon, the province needed all hands-on deck. Meth said: “This is why we need to renew their contracts so that they will continue what they have been doing and help us to reduce the spread of the virus. We would love to permanently employ all of them, but the truth is that we just don't have the budget. This is largely because of medico-legal claims, which we are working tirelessly to address.” The MEC called on communities to continue adhering to lockdown regulations by wearing masks when in public, keeping at least a two-meter distance from others and regularly washing hands with soap and water or alcohol-based hand sanitiser. "This fight is not a government fight but our fight as people in general. We have to continue fighting until all of us are vaccinated as we are busy rolling out the vaccine, starting with our brave healthcare workers first," Meth added.

The Democratic Nursing Organisation of South Africa (Denosa) has welcomed the extension of nurses' contracts. In February, the Eastern Cape Department of Health sparked public outcry after it issued letters of termination of contract to more than 8 000 healthcare workers. Denosa said the department's move was ill-advised and short-sighted considering the province had a chronic shortage of healthcare personnel. "With this extension, we hope that the healthcare workers will work as a united force as we face the possibility of a Covid-19 resurgence in the upcoming winter season," Denosa said. “Any consideration of sending these employees home was counter-productive in the already ailing healthcare system. Denosa is delighted to see that the department has come to its senses in extending the contracts. Denosa was hoping that these employees will be permanently absorbed into the system. The extension of contracts by a couple of months throws a lifeline to the employees and it opens more opportunities to engage the department towards permanent employment," the union said in a statement. Easy carrot cake

Ingredients •230ml vegetable oil, plus extra for the tin •100g natural yogurt •4 large eggs •1½ tsp vanilla extract •½ orange, zested •265g self-raising flour •335g light muscovado sugar •2½ tsp ground cinnamon •¼ fresh nutmeg, finely grated •265g carrots (about 3), grated •100g sultanas or raisins •100g walnuts or pecans, roughly chopped (optional) For the icing •100g slightly salted butter, softened •300g icing sugar •100g soft cheese

Method •STEP 1 Heat the oven to 180C/160C fan/gas 4. Oil and line the base and sides of two 20cm cake tins with baking parchment. Whisk the oil, yogurt, eggs, vanilla and zest in a jug. Mix the flour, sugar, cinnamon and nutmeg with a good pinch of salt in a bowl. Squeeze any lumps of sugar through your fingers, shaking the bowl a few times to bring the lumps to the surface. •STEP 2 Add the wet ingredients to the dry, along with the carrots, raisins and half the nuts, if using. Mix well to combine, then divide between the tins. •STEP 3 Bake for 25-30 mins or until a skewer inserted into the centre of the cake comes out clean. If any wet mixture clings to the skewer, return to the oven for 5 mins, then check again. Leave to cool in the tins.

Add half the soft cheese and beat again, then add the rest (adding it bit by bit prevents the icing from splitting). Remove the cakes from the tins and sandwich together with half the icing. Top with the remaining icing and scatter with the remaining walnuts. Will keep in the fridge for up to five days. Best eaten at room temperature.
