President’s Letter

After 15 years as president of BAHEP,

is my final BUSINESS BRIEFS letter

my retirement, since the Winter 2022 newsletter won’t publish until the

of 2023.

In the early months of my tenure, I realized that BAHEP needed an effective way to communicate its numerous, varied activities to its membership. Members of any organization ought to have a clear understanding of that group’s actions. I felt that our members would appreciate learning about BAHEP’s programs, partnerships, and committee initiatives. BUSINESS BRIEFS first published in Spring 2008, and it has proven to be every bit as effective as I hoped that it would be.

Over the next couple of months, I’ll be experiencing many “finals.” We have all experienced life’s bittersweet moments. The closer I get to Dec. 31, 2022, the more often these moments seem to pop up out of nowhere!

Over the 21 years since I first joined BAHEP to lead the Space Alliance Technology Outreach Program (SATOP), I have been privileged to work with the best

NASA honored BAHEP President Bob Mitchell with the Space Flight Awareness Award during a ceremony at the Gilruth Center on Aug. 10, 2022. Mitchell was recognized for leading numerous Bay Area Houston Economic Partnership (BAHEP) regional aerospace initiatives

of the best. Faced with some difficult challenges, I have been fortunate to have a truly great team at BAHEP, incredibly active members, and unwavering support from local, state, and federal officials who have been the champions behind many of our initiatives. I appreciate every one of them, and I sincerely hope that they all know how much they have meant to me.

In this issue of the newsletter, you will learn about the Transportation Summit on Oct. 25th as well as the Human Trafficking Prevention and Awareness event to be held on Nov. 4th. I encourage you to attend both, since successful management of these issues is critical to the well being of the region and the nation.

President elect Brian Freedman has the background and community relationships that will serve him and BAHEP well as he assumes leadership of this amazing organization I wish BAHEP, Brian, and each of you the best that life has to offer.

create the Commercial Space and Aviation Task Force, 4) contributing to the development of TexSpace, an Innovation Hub forming a nexus of civil, commercial, and military space, 5) assisting numerous aerospace companies with real estate options and identification of economic development incentives, expanding aerospace in the region including the Houston Spaceport at Ellington Airport, and developing the facilities for new space companies in the region, and 6) being instrumental in a collaborative initiative with the Houston Airport System and San Jacinto College to create the EDGE Center for advance manufacturing training.

The award citation concluded with, “All of these efforts and many others help assure a robust aerospace

economy in the region, a skilled workforce to support NASA endeavors, and legislative awareness and support for the NASA mission.”

Business Assistance Programs

Council of Mayors Develops Legislative Priorities for Texas 88th Legislature

BAHEP conducted a Council of Mayors meeting on Aug. 24, 2022. Following an update from each mayor on his respective city, the mayors approved the Council of Mayors Legislative Priorities for the 88th Legislative Session, which will be presented to the local state legislators for feedback during a Sep-

tember meeting. Legislative issues include: (a.) legislation in support of solutions to the region’s flooding and drainage issues and storm surge protection; (b.) legislation that allows budget flexibility to be retained by cities versus state influence; (c.) support for maintaining the use of tolls for highway funding and State Highway 99 (SH 99) as an evacuation route through Galveston, Brazoria, Fort Bend, and Harris counties; and (d.) support for COVID related costs incurred by municipalities to comply with state requirements and the consequences of those requirements.

On Sept. 21, 2022, BAHEP’s Council of Mayors met with our regional state representative delegation, Dr. Greg Bonnen, Dennis Paul, Briscoe Cain, and Mayes Middleton, to identify and discuss issues of regional importance and to foster strong, trusted working relationships among elected officials across the region. Questions for the legislators centered around recent issues addressed in the Council of Mayors meetings, which may arise in the 88th session and will affect our entire region.

Participating in the Council of Mayors are mayors Carl Joiner, City of Kemah; Jon Keeney, City of Taylor Lake Village; Chris Armacost, City of Hitchcock; Michel Bechtel, City of Morgan’s Point; Sean Skipworth, City of Dickinson; Thom Kolupski, City of Seabrook; Louis Rigby, City of La Porte; Mike Foreman, City of Friendswood; Kurt Otten, City of Clear Lake Shores; Bill Pittman, City of Santa Fe, and Paul Horn, City of Alvin. Also attending the council meetings are Dr. Glenn Freedman, BAHEP President Bob Mitchell, BAHEP President elect Brian Freedman, and BAHEP Membership Director Harriet Pilgrim.

BAHEP Releases Healthcare Workforce Assessment

The final report from the Education and Workforce Development Committee’s (EWDC) Healthcare Workforce Assessment was completed in early September 2022. This project initially started in January 2020 but was sidelined by the pandemic and reestablished in September 2021. The core question to address was: How can we create a regional approach to healthcare workforce issues that is manageable, viable, and responsive to healthcare institutions’ and education institutions’ missions, capabilities, capacity, and resources?

EWDC interviewed 19 healthcare executives from Houston Methodist, Houston Physicians Hospital, University of Texas Medical Branch in Galveston (UTMB), MD

Anderson, and smaller clinics to determine the needs and challenges of the healthcare industry workforce. The EWDC worked with local education institutions from K 12, community colleges, and universities to examine and revise current healthcare related programs and curricula that will assist in guiding students to the many medical field opportunities in the Bay Area Houston region.

The education institutions that participated in the assessment included Clear Creek ISD, Dickinson ISD, Friendswood ISD, Hitchcock ISD, La Porte ISD, Pasadena ISD, Santa Fe ISD, Alvin Community College, College of the Mainland Galveston, and San Jacinto College District, as well as Texas A&M University at Galveston, University of Houston Clear Lake, and UTMB.

Transportation Summit to Address Urgent Infrastructure Requirements

The growth in southeast Texas is not showing any signs of slowing down as indicated by the 20 percent year over year growth in containers shipped through Port Houston. Meeting infrastructure requirements to support this growth is critical to minimize supply chain disruptions.

To bring awareness to this urgent need to the region’s elected officials in Austin, Texas, the leadership within the Bay Area Houston Economic Partnership (BAHEP), the Bay Area Houston Transportation Partnership (BAYTRAN), and the Economic Alliance Houston Port Region will host the Inaugural Southeast Texas Transportation Summit on Tuesday, Oct. 25, 2022, at the Pasadena Convention Center, 7902 Fairmont Parkway, Pasadena, Texas. Doors to the Inaugural Southeast Texas Transportation Summit open at 8 a.m.; the program starts at 9 a.m. and will end at 2 p.m. with lunch included. A VIP Reception will take place immediately following the summit with limited VIP tickets available.

Panelists for the Summit sessions include BAHEP President Bob Mitchell, Texas Department of Transportation Director of Transportation Planning James Koch, Morgan’s Point Mayor Michel Bechtel, Houston Galveston Area Council Executive Director Chuck Wemple, and U.S. congressional members Brian Babin, DDS, and Randy Weber.

BAHEP Helps Lead Initiative to Highlight Impact of Human Trafficking

BAHEP, in collaboration with the Houston Airport System, hosted a meeting on July 12, 2022, of stakeholders to discuss human trafficking, how to help publicize the

severity of this problem, especially in the Houston Galveston region, and how the community can work together to prevent this heinous crime.

Subsequent to this meeting, BAHEP organized a committee to address the issue and plan a public event to bring focus to the extent of the problem in the region. The committee, led by Unbound Now Houston Executive Director Kerri Taylor, organized an event, Human Trafficking Prevention and Awareness, to be held on Nov. 4, 2022, at the Lonestar Flight Museum.

BayTech Certified Aerospace Manufacturing Technician Training Continues

BayTech (Bay Area Houston Advanced Technology Consortium) is currently working on a Wagner Peyser grant awarded through the Texas Governor’s Office. The goal is to train 50 unemployed high school graduates and others as certified composite technicians or certified electrical technicians. This training is being delivered by the San Jacinto College EDGE Center for advanced manufacturing training located at the Houston Spaceport.

Students who complete the training and pass a composites or electrical SpaceTEC/CertTEC certification test will be awarded this nationally recognized industry certification. BayTech is working with industry partners and is identifying potential internship and employment opportunities for these students during and after their training. Once they have successfully completed the training, BayTech will facilitate the students’ placement into industry thereby helping to create a pipeline of needed technician talent. Currently, 49 students have been enrolled in the program with 30 completing the coursework, 21 awarded industry certification, 7 in the process of certification, and 10 achieving fulltime employment.

Military Veterans Receive Mentoring from BAHEP Cares!

three military veterans with two of the veterans seeking jobs while pursuing a college degree. BAHEP Cares! Committee Chairman John Martinec and committee member Tom Linklater arranged for mentors to coach and guide the veterans through this process.

BAHEP Seeks to Assist with Governor’s Economic Development Priorities

On Aug. 9, 2022, BAHEP Executive Director, Economic Development Dan Seal and Marketing Manager Barbara Cutsinger hosted Betty Russo. Russo is the Community Relations Specialist for East Texas with the Governor’s Office of Texas Economic Development. They discussed the governor’s economic development priorities through 2022 and how BAHEP can assist with those priorities.

BAHEP and Economic Alliance Houston Port Region Collaborate

BAHEP President Bob Mitchell and Economic Alliance Houston Port Region President Chad Burke held their quarterly meeting on Aug. 4, 2022, to discuss the plans for the inaugural Southeast Texas Transportation Summit to be held on Oct. 25, 2022, at the Pasadena Convention Center, the Gulf Coast Protection District accomplishments, and their respective legislative agendas for the 88th Texas Legislature in 2023.

New Technologies Provide Edge in Keeping Businesses, Schools, Communities Protected

The Bay Area Houston Economic Partnership held a General Membership meeting on Aug. 11, 2022, featuring R.J. Boatman. Boatman’s career and leadership span over four decades at the municipal, county, state, and national levels. His impressive resume includes co development of the nation’s first Center for Safe and Secure Schools at the Harris County Department of Education.

BAHEP’s meetings are always informative, often amusing, but not usually startling. Boatman’s presentation, Threats, Vulnerabilities, and Risks How to Keep your Businesses, Schools, and Communities Protected and Safe, offered startling statistics.

In 1999, Boatman had a discussion with Darrell Scott, the father of Columbine High School shooting victim Rachel Scott. He related, “Darrell stated, as most all of

us assume, we believe that it will never happen to me or those I love.” According to Boatman, through July, there have already been more than 450 mass shootings in the United States. The details are staggering. Boatman advised during his presentation that during an active shooter situation, people should run, hide, or fight. He offered the following information.

RUN

If it is safe to do so, the first course of action that should be taken is to run. When possible, individuals should exit the building through the safest possible route and proceed to a designated assembly location or an alternate staging site. If multiple persons are evacuating a large assembly room, QUADRANT STYLE EVACUATION should be utilized whenever possible.

HIDE

If running is not a safe option, staff should be trained to hide in as safe a place as possible where the walls might be thicker and have fewer windows. Likewise, for occupants that cannot run, hiding may be the only option.

Additionally, occupants should:

• lock the doors and/or barricade them with heavy furniture, if possible,

• close and lock windows, and close blinds or cover windows,

• turn off lights,

• silence all electronic devices,

• remain silent,

• look for other avenues of escape, and • call 911 when safe to do so.

FIGHT

If neither running nor hiding is a safe option, when confronted by the shooter, individuals in immediate danger should consider trying to disrupt or incapacitate the shooter by using aggressive force and items in their environment, such as fire extinguishers, chairs, etc.

New technologies provide edge Boatman said, “After 23 years of dedication, research, and development, we finally have the experience, resources, and technologies to identify and track violent offenders on campus, send geo location information to public safety responders, provide dynamic instructions to victims and other innocent parties for critical evacuation, and provide qualified information to emergency medical responders to assist with triage and expeditious emergency medical services.” Boatman is chairman of the board at the POM Group, LLC located at 2000 Crawford Street, Suite 1850,

TMAC BAHEP Discuss Collaborations

BAHEP hosted members of TMAC (formerly Texas Manufacturing Assistance Center) on July 7, 2022, to discuss collaborations between the two organizations. TMAC Director of Operations Monica Cortez led discussions and introduced interim TMAC Executive Director Rodney Reddic, TMAC Southeast Texas Regional Director Miguel Gonzalez, who is also the UHCL Dean of Science and Engineering, and TMAC Business Development Manager Lynn Tomaszewski. Representing BAHEP were President Bob Mitchell, President elect Brian Freedman, Executive Director, Economic Development Dan Seal, SATOP Director Bob Payne, and Marketing Manager CA Shields.

It was decided that collaborations could 1) entail UHCL becoming a SATOP Alliance Partner, 2) promote the missions of TMAC and BAHEP, and 3) refer businesses needing specialized services to each organization, respectively.

TMAC and BAHEP held a follow up meeting on Sept. 8, 2022, where Freedman and Payne met with Tomaszewski to discuss specific collaborations, including the memorandum of agreement between UHCL and BAHEP for UHCL to participate in the SATOP program as an Alliance Partner. Tomaszewski invited SATOP to share a tradeshow booth during two upcoming events to help promote the free technical assistance program to the attendees and exhibitors.

BAHEP Participates in City of Santa Fe Comprehensive Plan Public Workshop BAHEP Executive Director, Economic Development Dan Seal participated in the City of Santa Fe Comprehensive Plan Public Workshop meetings on Aug. 2 and 23, 2022, with approximately 50 citizen attendees and provided input and visioning for the future of the City of Santa Fe.

IMPACT Pasadena Briefed on Economic Development Trends in Bay Area Houston BAHEP Executive Director, Economic Development Dan Seal gave a presentation to IMPACT Pasadena on Aug. 9, 2022, at the San Jacinto College EDGE Center at the Houston Spaceport, which highlighted many of the economic development trends underway in the Bay Area Houston region. IMPACT Pasadena is a professional

leadership experience for Pasadena’s business leaders created in partnership between the Pasadena Chamber of Commerce and the Pasadena Economic Development Corporation.

BAHEP Participates in Pasadena EDC Strategic Planning Meeting

At the invitation of Carlos Guzman, Pasadena Economic Development Corporation (EDC) director, BAHEP Executive Director, Economic Development Dan Seal participated in a steering committee planning meeting on Aug. 23, 2022, for the renewal of the Pasadena EDC’s three year strategic plan. The meeting was hosted by the Pasadena Chamber of Commerce at its facility.

BAHEP Working 27 Projects in Pipeline

The BAHEP marketing staff is currently working 27 projects for Bay Area Houston. The majority of the projects are in manufacturing or related projects. Collectively, the 27 projects have the potential to bring more than 2,000 jobs to the region.

BAHEP Participates in Harris County EDO Collaborations Meeting

At the request of the Harris County Department of Economic Equity and Opportunity (DEEO), BAHEP participated in a collaborations meeting on Aug. 12, 2022. The purpose of the meeting was to inform attendees of a Precinct 2 consultant’s efforts to attract inbound foreign investment to Harris County and to begin collaborations to maximize the opportunities.

BAHEP Executive Director, Economic Development Dan Seal recommended that the consultant make a presentation to a meeting of the Houston Region Economic Development Alliance (HREDA). Seal said this would engage input from more than 25 HREDA economic development organizations located in Harris County. The meeting, facilitated by the DEEO, included Precinct 2 Deputy Chief of Staff Tiko Hausman, BAHEP President Bob Mitchell, BAHEP President elect Brian Freedman, Seal, and representatives from the Economic Alliance Houston Port Region, the Katy Area Economic Development Council, and the Baytown West Chambers County Economic Development Foundation.

Public Relations & Media Communications

BAHEP President Bob Mitchell Featured in Living Magazine | Bay Area/Friendswood Living Magazine | Bay Area/Friendswood featured BAHEP President Bob Mitchell in a September 2022 article. At the end of 2022, the Bay Area Houston Economic Partnership will transition from Mitchell’s successful leadership to its incoming president, Brian Freedman. Mitchell will carry with him the memories of friendships made, partnerships created, and initiatives accomplished.

Freedman brings to BAHEP a wealth of experience from his work at NASA, The Boeing Company, and his years of community service. Mitchell concluded, “I have known Brian for 18 years. I have always been impressed by him and the success he has achieved in his career. He has the expertise and necessary relationships to make a great president for this organization.”

ABC Channel 13 News Interviews Dan Seal about U.S. Space Force BAHEP Executive Director, Economic Development Dan Seal was interviewed by ABC Channel 13’s Nick Natario on Aug. 19, 2022, to discuss the importance of future collaborations between the United States Space Force and aerospace companies in Houston’s Bay Area region. Collaborations could result in new projects that bring new jobs to the region.

BAHEP Provides Support for U of H Application for Tier-1 University Transportation Center Grant BAHEP President Bob Mitchell wrote a letter of support for the University of Houston’s application for a Tier 1 University Transportation Center (UTC) grant. The Center for Resilient, Equitable and Sustainable Transportation (CREST) will be dedicated to collaborating with transportation agencies, companies, non profits, economic development organizations, city, county, and state government, and workforce and research institutions to jointly develop equitable, resilient, and sustainable solutions for diverse transportation needs with the aim of improving the mobility of both people and freight.

Mitchell wrote, “BAHEP is in full support of the University of Houston’s application for the Tier 1 University Transportation Center (UTC) grant and the proposed CREST. We will take every opportunity to work with our many partners to support the region’s workforce and transportation needs in a sustainable and equitable manner.”

SATOP Director Writes Letter of Support for Small Business Seeking SBIR Grant

BAHEP’s SATOP Director Bob Payne wrote a letter to

the National Science Foundation (NSF) in support of a Small Business Innovative Research (SBIR) Phase 1 grant for Austin Environmental Systems located in Bay Area Houston.

Payne had previously recommended that Austin Environmental Systems seek an SBIR grant, since its request for technical assistance was beyond the scope of assistance offered by SATOP. Austin Environmental Systems was advised that SBIR funding would likely be available for its project. Subsequently, the small business was invited by NSF to respond to an Environmental Protection Agency (EPA) Clean and Safe Water Solicitation with the primary objective to improve the overall water quality of an entire ecosystem.

Special Initiatives

Storm Surge Protection Initiative for Bay Area Houston

U.S. Army Corps of Engineers Gives Briefing on Pathways for Funding Coastal Barrier

BAHEP hosted its monthly International Maritime Advisory Committee meeting on Aug. 3, 2022, in which representatives of the U.S. Army Corps of Engineers provided a briefing on pathways for funding the Coastal Barrier protection system.

Congress has approved the Texas Coastal Study, or the Coastal Barrier project, and the president is expected to sign the legislation into law this fall. Construction of the Coastal Barrier will begin following the congressional appropriation of funds through the Water Resources Development Act.

Gulf Coast Protection District joins Others to Advocate for Coastal Protection

During the week of Sept. 19th, members of the Gulf Coast Protection District, including BAHEP President Bob Mitchell and Mayor Michel Bechtel, City of Morgan’s Point, joined the Greater Houston Partnership and other regional allies in Washington, D.C., to advocate for coastal protection along the Texas Gulf Coast. The group met with numerous elected officials including U.S. Reps. John Carter, Brian Babin, DDS, Sheila Jackson Lee, Kay Granger, Tony Gonzales, and Randy Weber. The group also met with industry partners American Chemistry Council, The American Petroleum Institute, and the National Association of Manufacturers.

Hosts Senator Ted Cruz

Sen. Cruz’s office reached out to BAHEP to request that the organization host a meeting on Aug. 31, 2022, with the senator, members of his staff, and the region’s aerospace leaders. Sen. Cruz sought to understand the current pulse, priorities, needs, concerns, and legislative priorities of Bay Area Houston’s aerospace community.

Sen. Cruz currently sits on the Senate Committee on Commerce, Science & Transportation and its Sub committee on Space and Science. The senator has a long standing relationship with former Sen. Bill Nelson who is now the NASA administrator. A tweet from Sen. Cruz’s office said, “Productive lunch today with the @BAHEP. Great discussion on our ongoing efforts to provide companies in Houston with the re-

sources to lead the way in the aerospace industry.”

BAHEP Participates in Aerospace Industry Briefing to Congressional Staff Members

BAHEP Executive Director, Economic Development Dan Seal participated in an industry briefing to congressional staff members on Aug. 16, 2022, to inform them of the importance of the local aerospace industry. During the briefing, aerospace company leaders discussed their companies’ activities, and Seal outlined the aerospace activities at the Houston Spaceport.

demia creating a resource pool which will be drawn on as collaborations are identified and research funding is pursued. BayTech’s goals are to 1) acquire public and private research and technology development funding for the Bay Area Houston region and 2) pursue partnerships to support technology development.

BayTech Awarded Wagner-Peyser Workforce Development Grant

The Texas Workforce Commission (TWC) awarded a Wagner Peyer grant to BayTech, which is a follow on to its previous grant, that began on Sept. 1, 2022 (see page 4 for details). BayTech has been awarded several grants for workforce development by the TWC, which is a testament to its successes on the previous grants.

The goal of this grant is to train 50 additional candidates as either a certified composite technician, a certified electrical technician, or a certified structures technician.

Space Alliance Technology Outreach Program (SATOP)

What is SATOP?

The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses, especially minority and women owned businesses, faced with technical challenges by providing up to 40 hours of FREE technical assistance. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program.

Small Businesses Receive Technical Assistance

Three small businesses located in the Houston region received technical assistance from SATOP. Two of the businesses are developing products for the medical and pet care industry, and the third business is developing a system to clean water of contaminates.

Texas A&M University Engineering Students Work to Help SATOP Clients

SATOP has entered 12 small business projects into the Texas A&M University Engineering fall 2022 semester Capstone Design Program for design and development assistance with their new, innovative products. The pro-

jects include medical products, consumer products, and a hydroponic vegetable growing system. Minority / Women owned Business Enterprise (M/WBE) projects comprise 75 percent of the projects entered into the Capstone Design Program.

Through an agreement with the Texas A&M Engineering Experiment Station, SATOP can offer small businesses and startups additional technical assistance from the Texas A&M University Engineering Capstone Design Program. Senior engineering students led by a professor of practice work on a SATOP project for two consecutive semesters as a learning experience. The values to small businesses in this program are innovative designs, new manufacturing alternatives, and prototype development.

SATOP Participates in Pearland Innovation HUB Event

SATOP Director Bob Payne gave a brief presentation to the attendees of a Pearland Innovation HUB meeting on Aug. 17, 2022, on SATOP’s mission and accomplishments. The Innovation Hub is a program of the Pearland Economic Development Corporation that is managed by The Cannon, a non profit business accelerator in Houston, Texas. Payne gave Brandy Guidry, navigator for the Innovation HUB, SATOP promotional materials to distribute to the HUB’s clients and discussed further collaboration between SATOP and the HUB
