WHEN PARENTS BEHAVE

P

eople are always shocked when I say I have four sons. They always ask, how did you remain sane?

I had rules at home. These rules were explained, discussed, written on paper and signed by all of us. Rules are essential to happiness. When clearly defined, life is easy for both parent and child. When children follow rules, it makes them feel good and comfortable in the presence of the parent. When they were teenagers, there were two issues that we had to put on the roundtable. Going out with friends and sleepovers. I used to allow sleep overs until I found out that the family where my son stayed allowed drinking (he was fifteen) - which I did not. That was the last time any of my sons did a sleep over. I allowed late nights out – but they have to go home. I pick them up no matter how late. I also required one week notice, if they were to go out with friends. This meant that last minute notice would mean a “no”. A very firm “no”. When we started implementing, it was not easy. When they realized I meant business, there were arguments and tears and sulking. I remember telling one of them who decided to give me a cold treatment – “I don’t care if

Community you are unhappy. My job as a parent is not to make you happy but to raise you well.” But I stuck to my guns on these two rules. By the time it got to the third and fourth son, I didn’t even have to explain anymore. They knew it was not going to change. Did they always follow these rules? Of course not. But at least, they knew decisions were not made arbitrarily. Why such strict rules? I was a single mom at that time, and I was raising them on my own. I had two jobs and I had no energy to wonder where my teenage sons where and what time they will be home. And because I didn’t have to worry too much, I was able to focus on work and provide a good life for them. Rules provide order and predictability. Despite these strict rules, I enjoyed and still enjoy a very good relationship with my sons. But rules at home should not just be for kids. Parents should have rules, too. When parent behave, kids follow. 1. I respected my kids. Early on, I made a decision that I will not raise them in fear. There is no place for bullies or humiliation at home. I knew that if my kids respect me, I will be the biggest influence in their life no matter what age they are. 2. I NEVER scolded in public. I never disciplined in front of another sibling. It crushes their spirit. I have seen some parents embarrass and humiliate their children. This is a mortal sin to me. 3. I respected their opinion. Even as young kids, I asked their opinion. This helps develop their decision making skills. They also feel valued.

WHY WaTEr NOW fLOWS IN EaST POrTErVILLE by maRK HEDIn, Ethnic media Services PRoP. 1 funding has helped advance a long list of projects up and down the state to provide Californians safe drinking water. It was key in East Porterville, an unincorporated, low-income, mostly Latino community of about 7,500 that, Ryan Jensen, of Community Water Center in Visalia, told Ethnic Media Services was “ground zero” for drought impacts in 2014-2017. “Nearly a third of the community had no water service,” Jensen recalled. Between state, county and Porterville local officials, he said “nobody took responsibility.” Meeting the community’s needs was “going around like a hot potato for a while.” Eventually, Jensen said, it was “a little top-down and heavy handed,” but a plan was hatched to connect the community to a reliable water source – the city of Porterville, with funding from the state’s Drought Emergency Project, augmented by $25 million of Prop. 1 funding for planning and build-out. But just as important as the funding, emphasized Jensen’s Community Water Center colleague, Jonathan Nelson, was engaging the community. Early in the project’s planning stages, Jensen recalled, community organizations felt unwelcome in the government’s planning processes. So when it was finally time to turn the water on, he said, none of the eligible homes were signed up. It took Tomas Garcia, a local activist on hand who recognized a name on the list of eligible properties, to call that acquaintance to hurry down and sign up to become the first in East Porterville to get municipal water. Those officials, “went full 180,” Jensen recalled, with the local Public Works director commenting, “We need more people like Tomas Garcia involved.” Residents “had a lot of perfectly reasonable” concerns about signing up for water

service, Jensen said, such as worries over big water service bills, higher property taxes, livestock prohibitions, immigration checks among them. “Our role was making sure the community was being brought along, correcting misinformation,” he said. Just as the state needs continued funding to plan and build adequate water infrastructure, Nelson said, “the need for community engagement is immense.” Of his organization, he said, “We can only be in so many places.” And there are plenty of places to be. Of the 1,563 projects analyzed in a UCLA study of Prop 1 implementation, almost half — 757 — meet the criteria for benefiting disadvantaged communities, while another 433 are designated “unknown,” meaning they might. A popular strategy the Community Water Center is following is to join multiple communities in shared water projects, such as one currently in the works to establish a regional water authority in northern Tulare County that would serve seven communities, Jensen said. “There’s a big backlog of projects, many with plans in place already in line for construction funding,” study author Jon Christensen told Ethnic Media Services. There’s more help on the way. For instance, thanks to a new Safe and Affordable Drinking Water Fund, created this year, the state will augment its Safe Drinking Water Act work with an additional $130 million to spend every year through 2030 on projects addressing contaminated water in disadvantaged communities. That funding represents “a signal victory for these communities that have not had adequate water supplies,” Christensen said, “and is a tribute to the work of environmental justice groups like Community Water Center.”

I am generous to my children. Children who grew up with stingy parents are resentful and bitter. I always tell them, if it’s a need, you don’t even have to ask. If it’s a want, we plan and save. 8. I always kept my promise. When I give my word to my children, I honor it. That taught them to trust me. To a child, a parent’s word is everything. 9. Home is a healing place. If my children had issues with each other, I mediate and I am a peace maker. 10. I promised myself that in all decision that I made, I will consider my children. This one rule stopped me from making stupid decisions. I had one overarching rule. Obey and trust my decisions. I made it clear to my kids, not just in words but by the way I lived my life, that their well-being is my utmost goal. And they believed that. And I did my best to keep my promise. The Clintons asked attendees to choose one of “21 Ways to Commemorate the Millennium.” Naomi selected the Millennium Recognition Awards and reported back to former Senator Hillary Clinton about the first White House Millennium, “Tribute to Twenty Outstanding Filipino American Nurses,” held October 1999, at LA’s Bonaventure Hotel. PHII President Josie E. De Jesus was one of the first nurse awardees. Naomi chose the nurses “for their hands-on above and beyond compassionate service and volunteerism as well as their sheer numbers in the Healthcare workplace.” In 2007, Naomi created another offshoot of the White House Millennium Council -- the President’s Award: ‘Profiles in Service, Pillars of Community,’ to honor “exemplary community leaders, whose accomplishments have made them role models, not only to the Filipino American community but mainstream America as well.” In 2012, she created the Founder’s Award, another White House Millennium Council award, ‘Most Outstanding Award in Journalism and Communication.’ Philippine News, a publication established in 1961, was recognized for its invaluable service to the civic community in general, and the Filipino community in particular. The second Founder’s Award was bestowed to the Jose P. Rizal Monument Movement in 2014, during PHII’s 25th Anniversary, for erecting the only life-sized statue of the Philippines national hero, in the City of Carson, Calif. ECONOMIC... from Page 1 icans, is an important economic partner of the Philippines, being home to two strategic ports and several Fortune 500 companies, some of which have eyed the Philippines as a potential investment destination. The Philippines also enjoys a thriving relationship with the City of Los Angeles, the seat of the country’s representation in Southern California, with which two cities in Metro Manila have sister-city and sister-river arrangements, Makati and Pasig, respectively. It comes as no surprise, therefore, that discussions on trade, investment, and science & technology dominated Ambassador Romualdez’s visit to the southern part of the Golden State. These sectors also comprise the most strategic areas of interests laid out in the 2017-2022 Strategic Plan of the Department of Foreign Affairs and the Philippine Development Plan. The visit comes at a time of heightened interest in and anticipation of the proposed

Free Trade Agreement between the Philippines and United States, especially with the conclusion of negotiations of the United States-Mexico-Canada Free Trade Agreement last year. The issue was one of those raised during his discussions with representatives of select economic agencies in Los Angeles, namely the Los Angeles Metro, Global Research Institute for International Trade (GRITT) and Ever Win International Corp, which was held at the Philippine Consulate General in the late afternoon of 15 September 2019. GRIIT also inquired on the Philippine Government’s strategy on the impact of the U.S.-China trade war. Part of the Philippine Government’s strategy is to sustain the current economic strides to keep the country an attractive investment destination. The Ambassador highlighted the positive developments taking place in the Philippines and opportunities for investments, such as the “Build, Build, Build”

program, New Clark City, and many other mass transportation projects, which opens avenues for cooperation arrangements with LA Metro. L.A. Metro was represented by its Filipino-American Executive Planning Officer, Mr. Emmanuel Liban, who is also a Commissioner on the City of L.A.’s Board of Transportation. Ever Win International, a California-based global supplier of electronics device accessories, sent its Filipino-American Project Manager, Mr. Bernard Chan, and Vice President of Strategic Business, Mr. Shyen Wang. Mr. Chan was instrumental in the opening of Ever Win’s facility in Laguna Technopark, which started operations early 2019. GRIIT was represented by its founder and CEO, Ms. Sarita Jackson. The Philippines is one of the country focuses of GRIIT’s trade development research. Earlier on the same day, the Ambassador spent time with the SoCal-based Coalition of Filipino American Chambers of Commerce (COFACC) headed by Mr. Gerry Palon and Ms. Ellen Samson. COFACC was founded by 15 Filipino American business entrepreneurs and professionals representing five Filipino American Chambers of Commerce in Southern California. The growth of Filipino-American chambers of commerce speaks of the transformative aspect of the Philippine Government’s economic development narrative, that is, transforming the Filipino mindset to becoming an investor and entrepreneur. Ambassador Romualdez encouraged COFACC members to invest in the Philippines now given the remarkable growth of the country’s economy. The Ambassador’s three-day visit was concluded with discussions on a possible cancer research collaboration between the Philippines and Cedars-Sinai Medical Center, a general medical and surgical facility as well as a teaching hospital. The Philippines’ interest in Cedars-Sinai is reflective of the PHL Government’s thrust to promote science and technology under the Zero to 10-Point Socio Economic Agenda of President Rodrigo Roa Duterte. The Department of Foreign Affairs, in particular, looks to science diplomacy as part of the Philippine Government’s attainment of the Sustainable Development Goals and the

work it has started to achieve the Millennium Development Goals. Cedars-Sinai has been ranked as among the top 10 best hospitals in the United States aside from having a topnotch cancer research facility. It has an ongoing cancer research program, focusing on the Filipino-American community, which was based on initial observations that breast cancer is one of the leading causes of death among Asians. During the meeting held at noon on 16 September 2019, the Ambassador expressed his support for said research program. “I would like to see more cooperation between organizations like Cedars-Sinai and the Philippines to share information and give our people the chance to live longer,” he added. Modern medicine and exchange of training and best practices in the field of nursing are also among the potential areas for cooperation between the Philippines and Cedars-Sinai. It is worth noting that the link-up with Cedars-Sinai was made possible by the Filipino-Americans positioned in the hospital’s top management, Ms. Peachy Hain, Executive Director of the Department of Nursing and Ms. Josie de Jesus, Administrator. To this end, the Ambassador thanked Cedars-Sinai for its confidence in Filipino nurses and the opportunities it opens for Filipino medical professionals to advance themselves in the field of nursing and hospital management as seen in the number of Filipino-Americans in the institution’s management and policy-making levels. Around 35 guests, including more than 20 officials of the hospital were present during the meeting. Cedars-Sinai’s delegation was led by its Senior Vice President and Chief Officer for Human Resources, Andrew Ortiz and Dr. Dan Theodorescu, Director for Research, Cancer Center. Joining the Ambassador in all of the aforementioned meetings were Minister and Consul Gunther Emil M. Sales of the Philippine Embassy in Washington D.C., Consul General Adelio Angelito S. Cruz, Deputy Consul General Ambrosio Brian F. Enciso III, Consul Rea G. Oreta, Information Officer Mary Grace “Joss” D. Leaño and Protocol Officer Fernan M. Panelo added that "the Palace is vexed by the continuous spread of disinformation against our country’s campaign against illegal drugs and criminality." The filmmakers, however, denied the docu-film is biased. Jones recalled that when they also made a documentary about another controversial shooting incident in the United States three years ago, they really labored to get all the sides to the story. “We didn’t impose our own commentary, our own analysis, we just allowed people to speak for themselves. Even the police officers’ wives thought that the film was fair. And we wanted to achieve the same with this (On the President’s Orders),” explained Jones. “We didn’t want the viewers to feel that we have an agenda, obviously people who are very pro-Duterte may still feel that same way. If the police come across badly, that’s solely because of their actions and not because we introduced them in a certain way,” Jones stressed. The docu-film “On the President’s Orders” is about Philippine president’s Rodrigo Duterte’s bloody campaign against drug dealers and addicts. The filmmakers were able to gain access to the police force of the City of Caloocan, a part of Metro Manila, and the people affected by the bloody anti-drug campaign --- among them were the family members of one of those slain by motorcycle “riding-in-tandem” assassins and an elderly man who works for a funeral parlor. Aside from the violence, the film was also able to vividly capture a face of thirdworld poverty --- the woeful coalescence of rusting galvanized metal sheets, tattered wood and stones; the snaky and cramped alleys; and the impoverished people who dwell in this kind of neighborhood. Even the city police’s headquarters, it appeared, is not spared to the clutch of such swamping scarceness; nor the policemen themselves who survive their days carrying old guns, equipment and other provisions. Even more appalling were the scenes shot in the atrociously crowded city jail and the equally awful violence of the jail warden to the prisoners. It has been reported that the 71-minute long documentary is to be used as evidence by the International Criminal Court (ICC) as part of its ongoing investigation in the alleged government-sanctioned killings in the Philippines. The interview with the Emmy-awarded filmmakers was admirably conducted by Filipino American Dino-Ray Ramos, an associate editor at the Deadline.com. Deadline is an online news site that launched the documentary screening series titled “For the Loved of Docs” at the Landmark Theatre through Hulu. A slate of 10 documentaries will screen for free viewing each week until December 10. The lineup is curated by James Costa and Lauren Lexton, award-winning producers and members of the board of directors of the International Documentary Association. On the President’s Orders was presented in the documentary film festival by Frontline, ARTE France production in co-production with Mongoose Pictures in association with BBC Storyville, Bertha Doc Society. Its producers were listed as James Jones, Dan Edge, Raney Aronson-Rath, executive producers Mandy Chang, Hayley Reynolds, Mark Edwards, Sandra Whipham and Rebecca Litchenfeld. Aside from Jones and Sarbil, other production hands were identified as Michael Harte (editor) and Uno Helmersson (music).

Duterte, Trump have ‘mutual admiration’ for each other: Palace MaNiLa — Philippine President Rodrigo Duterte and US President Donald Trump have a “mutual admiration” for each other, Malacañang said on Thursday. Presidential Spokesperson Salvador Panelo said the two leaders had the same leadership “style” which is why they share respect for each other. Chinese commitments to PHL 'hardly materialized,' says Locsin FOreigN Affairs Secretary Teodoro Locsin Jr. said many of the commitments made by the Chinese government to the Philippines have yet to materialize. "Yes, we have signed up to this and that agreement but they hardly materialized. They hardly materialized," he said at an event in New York City as reported by Joseph Morong on Unang Balita on Friday. Locsin added that Chinese commitments are "nothing" compared to the assistance received by the country from the Japanese government. "If you were to compare it (China's commitments) to the Japanese investments and official assistance, nothing," he said. Locsin was speaking at a forum organized by Asia Society. He was in New York to attend the United Nations General Assembly. But according to presidential spokesperson Salvador Pan-

elo, the Chinese government should not be blamed if their commitments to the Philippines have yet to materialize. "Kasi hindi pa kumpleto. You know why? him and US First Lady Melania Trump here on Tuesday (Wednesday in Manila). “You know who I mean?... I love that guy,” the US President added, as narrated by Locsin in a post on Twitter. The foreign affairs secretary noted that Duterte joined singer Pilita Corrales in a song during the 2017 Association of Southeast Asian Nations summit in Manila that was attended by Trump. Duterte sang “Ikaw” with Corrales, supposedly at the request of Trump. “Ladies and gentlemen, I sang uninvited, upon the orders of the commander-in-chief of the United States,” Duterte, who is often compared with Trump, said after the song number. Trump previously praised the Philippine President, at one point saying that he has “a great relationship” with Duterte. Duterte and Trump remain good friends even if the Philippine leader has crafted foreign policy geared toward countries such as China and Russia, which are known to be adversarial to Western influence, presidential spokesman Salvador Panelo said. Locsin is in New York to attend the annual general debates of the United Nations General Assembly (UNGA), as well as other high-level events happening at Trump’s hometown this week. He will deliver the statement in behalf of the Philippine government as Duterte would miss the annual summit for the third time. 1. Feelings of Obligations to Caregiving Recipients By nature, caregivers are typically caring people. Many private employers take advantage of a caregivers compassionate nature and do not pay a fair wage. Many caregivers feel uncomfortable going after those they provided care for and their family members. Many feel a sense of loyalty or obligation towards their employers. While this is noble sentiment, it does not change the fact that caregivers who have been paid less than the legally required wages are victims. In fact, many people who utilize in home caregivers are financially able to pay for caregiving services as required by law, but simply chose not to because they want to save money. We often see the children of elderly patients making efforts to preserve their own inheritance by taking advantage of caregivers. 2. I Do Not Have A Social Security Number. Saudi Arabia to offer tourist visas for first time

RIYADH, Saudi Arabia — Saudi Arabia said Friday it will offer tourist visas for the first time, opening up the ultra-conservative kingdom to holidaymakers as part of a push to diversify its economy away from oil. Kickstarting tourism is one of the centrepieces of Crown Prince Mohammed bin Salman's Vision 2030 reform program to prepare the biggest Arab economy for a post-oil era. The announcement comes just two weeks after devastating attacks on Saudi Arabia's oil infrastructure— blamed by Washington on Iran— which roiled global energy markets and raised fears of a wider regional conflict. "Opening Saudi Arabia to international tourists is a historic moment for our country," tourism chief Ahmed al-Khateeb said in a statement. "Visitors will be surprised... by the treasures we have to share—five UNESCO World Heritage Sites, a vibrant local culture and breathtaking natural beauty." Saudi Arabia will open applications for online tourist visas to citizens of 49 countries on Saturday, Bloomberg News quoted Khateeb as saying. Khateeb said the kingdom will also ease its strict dress code for foreign women, allowing them to go without the body-shrouding abaya robe that is still mandatory public wear for Saudi women. Foreign women, however, will be

required to wear "modest clothing," he added, without elaborating. US Senate panel adopts call to bar Philippine officials involved in De Lima detention MANILA —A committee in the United States Senate has approved a proposal to prohibit the entry of Philippine government officials involved in the “politically-motivated” detention of Sen. Leila De Lima. In a tweet, US Sen. Dick Durbin (D-ILL) lauded the US Senate's appropriations committee for passing the amendment he proposed with Sen. Patrick Leahy (D-VT). “Good to see the Senate Appropriations Committee pass my amendment with @SenatorLeahy today to prohibit entry to any Philippine government officials involved in the politically-motivated imprisonment of Filipina Senator Leila De Lima in 2017,” the Democrat from Illinois said. Durbin was one of the lawmakers who introduced a bipartisan resolution in April condemning the continued detention of De Lima and calling for her immediate release. The oth-

er legislators were Edward Markey (D-MASS), Marco Rubio (R-FLA), Marsha Blackburn (R-TENN) and Chris Coons (D-DEL). The resolution was read twice and referred to the chamber's foreign relations committee. As in the Philippines, simple resolutions like Senate Resolution 142—the only resolution related to De Lima in the database of US Congress—only express a chamber's position on an issue. According to the US Senate website, "simple resolutions are also used to express the sentiments of a single house, such as offering condolences to the family of a deceased member of Congress, or it may give 'advice' on foreign policy or other executive business." Here are some more articles to solidify that this is not a theory but a fact that we should worry about. • Rising US household net worth and lower debt levels relative to income mask sharp underlying inequalities. • "Balance sheets have become more fragile for the lower part of the income distribution," Deutsche Bank says. • All parts of the income distribution have seen their net-worth-to-income ratio decrease —except for the wealthiest 10%. How can the following two things be true at the same time? 1. Household debt — in aggregate — is above levels last seen just before the economic calamity that hit America a decade ago. 2. Everything is fine. That's a line you'll hear from Wall Street economists, who are noticing the high debt but also telling their clients it won't hurt. The explanation is wealthy people. US economic growth has become so skewed toward the wealthiest households that data showing healthy consumer balance sheets masks underlying troubles facing middle-class and poor Americans. Deutsche Bank's economists tried to wrestle with this issue in a recent note. They note that, overall, things look OK — households are earning enough to pay back debt that now totals $12.84 trillion — about two-thirds of gross domestic product. But that big picture is skewed by the booming incomes of the wealthy, and "underneath the surface, there may be incipient cracks forming," the bank's economists say.

"Some measures of income growth have slowed; the saving rate has fallen to near record-low-levels; measures of consumer credit demand and credit growth have weakened, and balance sheets have become more fragile for the lower part of the income distribution." The expansion has helped some Americans bolster their finances, but that progress is highly uneven. In fact, the median net-worth-toincome ratio for all households has fallen since before the crisis, Deutsche said. That's probably explained by a loss in home values during the crisis. But, "strikingly, all parts of the income distribution have seen their net worth to income ratio decrease except for the top 10%, indicating that the record high net worth to income ratios noted previously are driven primarily by the upper portion of the income distribution," the bank's economists say. "Despite most households reducing

their debt loads, they actually may be in a more precarious situation as they have lost more out of their buffer stock of assets." Another way to visualize America's economic divide is looking at the ratio between household liabilities and assets. — The median household overall has seen only a slight increase in leverage since 2007, rising to 0.36 from 0.3. — The bottom of the distribution has increased leverage pretty dramatically, rising almost 50% to 0.45 from 0.31. — The second-poorest quintile has boosted leverage by about 10%. — The rest of the distribution saw much smaller increases in leverage, or even outright deleveraging at the top end. This could all sound like a blur to most of you. But just like in the 2005-2008 when I started writing and telling people not to be too aggressively buying up real estate. I think this is that time where I would like to warn people to keep their debts to a conservative check. Be prepared for tougher times and if you have reserves be prepared then to look for opportunities.

The Real Estate Market Cycle is between 7-10 years and history will prove that. We are at that end of the cycle and the market will have to correct. Therefore, the only reason for any correction in this market would be tied to consumer debts being too high. This will result in homeowners tapping into their equity to pay off debts, it’s a good thing but rates are rising and if you tap into too much equity with a higher mortgage rate, you better learn to keep those credit card locked up, cuz if you charged them back up. But in a recent poll taken by the Associated Press/IPSOS, the results showed that half of all people in this country say they worry frequently about their debts. Many of them acknowledged that they worry “most of the time”. Are you one of these people? Well, here’s why. The average household has 10 credit cards, and the average interest rate is 19%. At this interest rate, it could take decades for people to pay off their debt if all they paid every month was the required minimum on each card. As if this was not enough to keep people in the so-called credit card “debt trap” for the rest of their lives, the greedy credit card companies are constantly looking for ways to make even more money, such as increasing your debt by adding ridiculously high late payment charges or making cancelled accounts immediately payable in full. There is no doubt that credit has become a huge headache for most people. Our body’s reaction to this type of stress is part of the flight or fight instinct that we have as humans. But in dealing with debt problems, we are obviously not fighting off bears or enemies. When the same physical effects occur as a result of debt-related stress, they do more harm than good. According to medical experts, the physical

effects of stress are reduced by the release of hormones, cortisol and adrenaline. These chemicals travel to your brain and cause your heart rate and blood pressure to increase. As this process repeats itself over and over again, over time, this can lead to heart disease, high blood pressure, diabetes and even some forms of cancer. So the next time you feel your blood “boil” when feeling stressed with debt problems, this is exactly what is going on inside your body. Of course, we also know that when you are stressed out, chances are that you will also be moody, angry and unproductive in whatever you do. Sound familiar? Now you may ask: What does any of the above have to do with my debt problems? The answer: Everything. As a bankruptcy attorney, I have counseled thousands of people facing different types of financial crises in their lives. I often see the stress and anguish in their faces. Some break down and cry right in my office as we talk about possible solutions. A lot of them look older than their time. Some have gotten sick working 2 or 3 jobs just to make ends meet and stay afloat. Quality of life is poor. I am sure this is not the way that most of us want to live. DO I HAVE A COMMUNITY PROPERTY INTEREST IN A HOUSE WHICH MY SPOUSE ACQUIRED BEFORE OUR MARRIAGE?

Generally, in California, property acquired by a spouse prior to marriage is considered separate property under family code section 770 while those acquired after marriage are considered community assets under family code section 760. How do you characterize real property purchased prior to marriage but with the mortgage principal paid down using community income or funds during the marriage? The community in this situation acquires a pro tanto interest in the ratio that the payments on the purchase price made with community funds bear to the total payments on the purchase price and any appreciation should be apportioned accordingly. Marriage of Moore (1980) 28 C3d 366, 371, 373, 168 CR 662, 664, 665. Other expenses associated with the property are not considered in the calculation such as mortgage interest, taxes, and insurance. In essence, the real property would accumulate both a separate property and a community property component by the date of separation. The appropriate remedy in this situation where separate property is subsequently paid with community funds is “apportionment.” The process of apportioning between the separate and community property component is laid out in the Marriage of Marsden. In that case, the court determined the ratio or percentage in which the mortgage loan principal was reduced during the marriage and applied that percentage to the appreciation of the real property during the marriage. The community property component would then consist of the reduction in the mortgage loan principal during the marriage plus the portion of appreciation during the marriage applying the ratio discussed above. In the Marriage of Marsden, the real property was purchased by the husband for $38,300 prior to the marriage. The original mortgage was $30,000. By the time the husband got married, the house was now worth $65,000 while the mortgage has gone down by $7,000. Both the appreciation of $26,700 and the mortgage reduction of $7,000 would be separate property since it occurred prior to marriage. Marriage of Madsen (1982) 130 CA3d 426, 181 CR 910. During the marriage until the time of trial, the property has appreciated another $117,500 (property now valued at $182,500) while the mortgage has further declined by $9,200 up to the date of separation. The ratio at which community funds paid down the mortgage ($9,200) during the marriage to the original purchase price ($38,300) amounts to 24.02%. This percentage of the property appreciation during the marriage of $117,500 ($28,223.50) plus the reduction in mortgage balance during the marriage ($9,200) would constitute the community component of the real property. The rest was the

husband’s separate property. The husband in that case was awarded his separate property component of the real property plus one half of the community property component. The Marsden apportionment method is also applicable to situations where a community real property is later transmuted into one spouse’s separate property through execution of a quit claim by the other spouse but is subsequently paid using community funds. Marriage of Broderick (1989) 209 CA3d 489, 257 CR 397. In litigation, the community interest in the situations mentioned about is proven through expert witness testimony typically by a forensic CPA. Since California case law allows the creation of a community interest in real property acquired prior to marriage, one has to consider vehicles to protect themselves if you own property and you are contemplating of getting married. There are several ways of avoiding the creation of a community interest on your separate real property. One, you can sign a prenuptial agreement. Two, the parties can execute a postnuptial agreement if the parties are already married. Three, the parties can execute a transmutation agreement with a waiver of any family code section 2640 reimbursement claim. I was hit a few times more after," the letter read. Dormitorio wrote the letter while the PMA was investigating his confinement at the hospital between August 20 and 27. "But again, Cadet Lumbag violated said provision,” he added. According to sworn statements from 14 witnesses, Dormitorio once again suffered a beating at the hands of upper-

classmen over a missing pair of boots on September 17, a day before he died. Charges are being readied against the three cadets in connection with this incident. Police announced that two more cadets have been identified as suspects on Thursday. According to the investigations, two unnamed 3rd class cadets beat up Dormitorio on the night of September 17. “We closed all the windows nung mga oras na kailangan natin malaman. We traced each and every minute the last hours of the life of Cadet Dormitorio,” Co said. Police said Dormitorio was not only hit in the head by upperclassmen but also electrocuted in his genitals. The suspects also used a flashlight taser to inflict pain on Dormitorio. Five of the cadets who will be facing charges for violating the Anti-Hazing Law are now in the custody of the police.

Lacson releases lobby letter from Castro seeking P258 million As the word war between Senator Panfilo Lacson and Capiz Representative Fredenil Castro heats up, the senator released a copy of a letter seeking funding for a project that supposedly came from the congressman. The senator made the document public after Castro said the existence of the purported lobby letter was “fictional.” Lacson claimed that Castro wrote the senator a 60-page letter on September 19 lobbying for financial assistance to construct a P258-million municipal building for the municipality of Dumalag. The senator added that Castro tried to enlist his help to lobby a

project in his district. Tension between the two lawmakers started when Lacson refused to name his source behind his claim that there was an aborted plan to allot P1.5 billion in “pork” for each of the 22 deputy speakers at the House of Representatives and P700 million each to the rest of the solons. “Probably one reason why I get more information than the others is my discipline to protect my sources no matter what. And some pathetic congressmen want me to reveal my sources?” Lacson tweeted on Wednesday. Castro said what he wrote was a "letter-request."

“It was not a lobby letter. It’s a letter-request just like any other letters I sent to other senators,” Castro said in a statement on Thursday. “Lobbying is different. My letter-request shows my resolve to help my constituents. It’s not pork barrel," he said. (GMA News)

Now, the XR is priced at P40,990, reflecting price cuts announced at Apple’s iPhone 11 event. The new Philippine price was posted on the official Apple website. reparation for the 30th Southeast Asian Games officially began Monday after Tim Cone was formally appointed to call the shots for Gilas Pilipinas in the biennial meet set Nov. 30 to Dec. 11. Barangay Ginebra San Miguel coach Tim Cone will make his return on the national team sidelines in the coming SEA Games. finalize the deal which puts the American-born mentor on the national team sidelines for the first time in 21 years. “I’m very happy to announce that coach Tim has officially accepted the role as head coach for Gilas Pilipinas Men in the upcoming SEA Games,” Panlilio said in a statement. The two began discussions last Saturday but delayed any announcement since Cone was focused on Barangay Ginebra San Miguel’s first game in the Governors’ Cup. Cone handled the national squad dubbed as the Centennial Team in 1998, settling for a bronze medal in the Bangkok Asian Games. He also steered the allPBA side to victory in the William Jones Cup in Taiwan. SBP chairman emeritus Manny V. Pangilinan mentioned Cone as top candidate for Gilas coaching position after Yeng Guiao vacated the post following a disappointing finish in the recent FIBA World Cup in China. “The resolution of our head coach situation should signify the start of our SEA Games preparations because the other countries like Indonesia are already putting in the work. We also want to reiterate that we’re taking it one step at a time and this arrangement is for the SEA Games only, for now,” said Panlilio.

“We’re still putting together a plan on how to move forward with our preparations for 2023 and beyond,” added Panlilio. Panlilio likewise commended the continued support of San Miguel Corporation president and CEO Ramon S. Ang, and Sports Director Alfrancis Chua to the national team. The SBP chief also mentioned that other details of Cone’s tenure of the national team will be discussed by both parties, including the composition of the coaching staff. PBA Commissioner Willie Marcial said that a meeting has been set Thursday to discuss the composition of the team. The SBP recently named 24 players to the pool – a mixture of PBA and amateur players – submitted to the organizing committee PHISGOC. For his part, Pangilinan said the Gilas Pilipinas program should not only move forward but improve following that debacle in China. “We should keep moving forward with the Gilas program. The 28-year-old lifted a total of 214 kg (93 kg in Snatch and 121 kg in Clean and Jerk) in the women’s 55 kg category. Diaz placed third behind two Chinese weightlifters, Qiuyun Liao who placed first (227 kg) and Wanqiong Zhang in second place (222 kg). In a Facebook post on Friday afternoon, Diaz said representing the Philippines in the IWF competition is a privilege from God. She also thanked the Philippine Sports Commission for supporting the national weightlifting team. “It is a privilege given by God to represent my beloved country, Philippines in a prestigious competition at the IWF World Championship 2019. The 20-year old boxer from Lagawe, Ifugao finished the veteran journeyman Alolod in the seventh round after the referee stopped the contest. Martin improved his card and remained unbeaten in 14 bouts, where 13 of which ended via knockout. “He is a tough and strong fighter but I came to the fight prepared. I like to see more fighters like him to hone my skills,” Martin told The Manila Times in an interview. Martin and Alolod opened the contest by exchanging blows until the fire heat up in the fifth round, prompting the 36-year old Alolod loose his foothold and dropped to the canvas with a right straight from Martin. Martin’s brutal combination worked for him as Alolod was not able to get back on his feet immediately. Alolod tried to attack Martin in the next two rounds but the latter proved his agility with barrage of punches to score another turn down that prompt the referee to stop the fight, without even counting. The PBF bantamweight title was Martin’s third belt after copping the LuzProba bantamweight and the Interim PBF bantamweight titles. “My dream is to compete in much bigger ring but I am not in a hurry since I am still young. But I promise myself to do whatever it takes to make that dream a reality,” ended Martin. Martin also holds the Interim WBC Asia Continental, the WBO oriental, and the WBA Asia bantamweight belts. Alampay first encountered The Man Who Planted Trees in the 1980s. PH bags Americas’ ‘first folk dance champion’ title MANILA -- Bayanihan, the country’s official dance company, has surfaced as a victor in the international arena of folk dancing after it won the grand prize of the 1st Federation of International Dance Festivals (FIDAF) Brazil World Championship during the 15th International Folklore Festival in Nova Prata on Sunday. “We won! (The) overall winner of the Festival Internacional de Folclore de Nova Prata! Showcasing the best of Philippine culture through music and dance,” the group announced Monday. “This is Bayanihan’s 13th World Prize Title.” The FIDAF competition was a feature of Nova Prata’s International Folklore Festival, an annual affair held from September 11 to September 15 that drew outstanding performing arts group from different nations. Competing against the Philippines were Mexico, Romania, Slovakia, Russia, and Bulgaria. Bayanihan bagged the first place followed by Mexico with the second place while Russia was picked as People’s Choice awardee and Slovakia as Special Jury Prize recipient. In its victory over other world-class dance groups, Bayanihan was led by its Executive Director Suzie Moya-Benitez, Dance Director and Choreographer Ferdinand Jose, and Musical Director Melito Vale Cruz. “The dance companies had more than 35 dancers but Bayanihan only had 10 dancers and 5 musicians. But the organizers insisted we be in the competition,” Moya-Benitez told the Philippine News Agency. At the festival, Bayanihan performed the “Pandango sa Ilaw” and Tinikling, which “the audience loved,” according to Moya-Benitez, but what made a mark to the audience was their piece “Muslim Mosaic” that garnered a standing ovation from the crowd on top of their presentations titled “People Under the Sun” and “Call of Lumads”. Winning over state dance companies from Europe and Latin America, Moya-Benitez said this win makes Bayanihan “the first folk dance champion” in the Americas. Bayanihan, the National Dance Company of the Philippines was organized under the Bayanihan Folk Arts Center with a focus on indigenous Philippine art forms in music, dance, costumes, and folklore. Since its formal organization, the company has mounted 14 major tours to Asia, Australia, Africa, Europe, the Middle East and Americas and over a hundred short tours to foreign countries. Bayanihan has performed in six continents, sixty-six countries and 700 cities worldwide since it was organized in 1957. Bulanglang na Hipon By Lalaine Manalo (kawalingpinoy.com) BULANGLANG na Hipon is a sour soup made of shrimp, guavas, and water spinach. This Kapampangan version of sinigang is delicious and a great comfort food year-round.

What is Bulanglang?

INGREDIENTS 1 1/2 cups 2% evaporated milk 1- 1/2 cups 2% milk 3/4 cup white sugar 1/2 cup water 1/4 cup all-purpose flour 5 egg yolks 1-1/4 cups water 1 (16 ounce) can fruit cocktail in heavy syrup, syrup drained and reserved 3 (1 ounce) packages unflavored gelatin 2 tablespoons lemon juice, or to taste 2 (5.3 ounce) packages ladyfingers DIRECTIONS 1. Combine the evaporated milk, milk, sugar, 1/2 cup water, flour, and egg yolks in a tempered glass bowl. 2. Fill a large bowl with ice water, creating an ice bath. 3. Place the milk mixture in a large saucepan of boiling water; cook, whisking constantly until custard thickens and reaches a temperature of 170 degrees F (77 degrees C), 10 to 15 minutes. Transfer bowl to ice bath to cool the custard. 4. Mix the 1 1/4 cups water, 1 cup heavy syrup from fruit cocktail, gelatin, and lemon juice together in a separate saucepan over medium heat; cook and stir until gelatin dissolves, 10 to 12 minutes. 5. Refrigerate the gelatin mixture until cooled, about 30 minutes. 6. Layer the ladyfingers in the bottom of a deep 9x13-inch dish; top with a custard layer and fruit cocktail layer. Repeat layering with remaining ingredients, ending with gelatin mixture covering the last fruit layer. 7. Refrigerate until set, 8 hours to overnight. Slice and serve.

Bulanglang, in the Southern regions of the country, refers to a boiled vegetable dish flavored with bagoong similar to dinengdeng or laswa. For us, Kapampangans, however, it’s a type of sinigang that uses guavas as the souring agent in place of the more common tamarind fruit. Kapampangan bulanglang is a sour soup made with pork, shrimp, or milkfish. It traditionally includes kangkong, puso nang saging, and gabi along with fresh guavas to complete the dish with a tangy and slightly sweet taste. Light and refreshing, bulanglang na hipon is a delicious soup to warm you up during cold, rainy days and to cool down with on warmer months. 1. Trim the tendrils off shrimp. Wash and drain well. 2. Cut the guavas into halves and using a small spoon, scoop out the seeds. 3. In a bowl, combine the guava seeds and pulp and 1 cup water. Using the back of a spoon, mash to extract pulp and strain in a fine-mesh sieve. Reserve the guava juice and discard the seeds. 4. Trim about 2 inches from the kangkong stalks and discard. Cut kangkong into 3-inch lengths, separating the sturdier stalks from the leaves. Wash thoroughly and drain well. Set aside. 5. In a large pot over medium heat, combine the remaining 4 cups water, onion, and guavas. Bring to a boil. Lower heat, cover, and simmer for about 8 to 10 minutes or until guavas begin to soften. 6. Add the extracted guava juice. Add the shrimp and cook for about 4 to 5 minutes or until shrimp changes color and cooked through. 7. Season with salt to taste. Add the kangkong and cook for about 30 seconds or until just wilted. Serve hot.

Demand for naturally healthy packaged food on the rise in Canada Sales for naturally healthy (NH) packaged food are forecast to rise in Canada as more of its consumers become increasingly health conscious.

“Among the manifestations of health consciousness seen by Canadian consumers is the increasing desire for less processed food and for products with as few and simple ingredients as possible. This is also known as the ‘clean label’ movement,” said the Euromonitor Digest released by the Department of Trade and Industry-Export Marketing Bureau. In food and beverage, the report pointed out there is a rising tendency to resort to the way food was consumed centuries ago when there were “no artificial ingredients, no pollution and no antibiotics” despite the advancement of modern agriculture and technologies. This drives the same sentiment behind the popularity of claims, such as “natural” and “all-natural” and “superfood,” it said. The Euromonitor Digest cited examples of NH packaged

Those who choose this method of financing will draw from their savings and checking accounts, 401k, IRA, mutual funds, stocks, bonds, annuity, cash value in their life insurance policy, lump sum or tenure payment thru a reverse mortgage, Health Savings Account (HSA), etc. Remember, 70% of those who turn 65 will need some form of LTC. Whether done at home or in an assisted living facility or a nursing home, cost of LTC is staggering. Have you saved enough to pay the cost of LTC out of pocket? 3. LONG TERM CARE INSURANCE. Company-offered LTC policies may be cheaper and less stringent in underwriting, but your options are restricted than if you were to purchase the policy on an individual basis. 4. MEDICARE and MEDI-CAL. Medicare pays for some post acute home health care, but it is not designed to pay for LTC. It is Medi-Cal that is the largest source of funds for LTC. Eligibility for Mei-Cal depends on your income and resources if you’re 65 and older. The Department of Public Social Services considers your income and size of household if you’re 65 and younger. Medi-Cal can be a safety net for individuals with modest assets and for those who don’t plan. It is not a preferred fallback position, however, if you want to keep your flexibility, dignity, and self-sufficiency in your later years. Telling a ‘white lie’ may affect one’s ability to recognize emotions

f you lie to someone, you may find it more difficult to tell what that other person is thinking or feeling. This is the main takeaway of a new study that examines the ‘unintended consequences of dishonest behavior.’ Whether it is suffering or joy, empathy helps us feel what another person feels, and — a lot of the time — our ability to empathize is the reason why we choose to do good deeds and help one another. But does this mean that empathy and ethical behavior are one and the same? What is the relationship between dishonest acts and empathetic feelings? New research, led by Ashley E. Hardin, assistant professor of organizational behavior at Olin Business School at Washington University in St. Louis., answers some of these questions by looking at how unethical, or dishonest acts affect “empathic accuracy,” or the ability to read another person’s emotions. Hardin and colleagues found that dishonest deeds can “harm interpersonal relationships through a particular channel: individuals’ ability to detect others’ emotions.” The researchers published their findings in the Journal of Experimental Psychology: General.

Dishonesty affects ‘empathic accuracy’

Hardin and colleagues carried out eight studies totaling more than 2,500 participants whom they placed in various scenarios. Hardin and colleagues concluded that there is a “causal relationship” between a person’s dishonest behavior and their ability to empathize with another person’s emotions. Lying and cheating make people less able to read another person’s feelings accurately. The research also identified an underlying mechanism for this relationship. The team found that people who are more prone to dishonest behavior are less likely to define themselves relationally, or “in terms of close relationships” with their rel-

MANILA – Love problems are the leading cause of mental health problems and suicide, a mental health expert said. In an interview at the Philippine News Agency’s “Pros and Cons” forum, Dr. Bernard Argamosa, a psychiatrist at the Department of Health-National Center for Mental Health (DOH-NCMH), said many of their patients have psychotic breakdowns due to breakups. “We may not have the stats but based on our experience, it leads to depression. Breakups have psychological meanings, and could trigger your past experiences when you were a child and you were left behind by someone close to you,” Argamosa said. Meanwhile, Cel Gonzales, quality control director of One Algon Place, a rehabilitation center for those with drug and alcohol addiction, stressed love is a universal emotion that is important to everyone, hence, lack of it could also lead to behavioral and mental health issues. “Love is important to a couple, and even to a child who loves his parents and needs love from them,” Gonzales said. Argamosa explained broken-hearted people usually “exhaust all their coping mechanisms when exposed to a stressful situation like breakups”.

From neuroscientific studies exploring the consequences of brain damage on empathetic behavior to philosophical essays arguing against the moral value of empathy, the subject has always been crucial to the broader discussion of what it means to be a good person. But equating empathy with morality is a mistake argue the authors of the new research. Island in the Sun Bacau Bay Resort in Coron is the right mix of relaxation and adventure

T

he sound of the waves crashing on the shore, the crystal clear blue sea, the white sand, and the calm wind under the heat of the sun—I open my eyes and I was in a paradise called Malcapuya Island. My heart is at peace.

Coron Island is my home away from home. It is a place I never often get to visit, with the expensive plane fares and schedule to fix. But whenever I get the chance to be in one of the most beautiful islands in Asia, there is always something majestic waiting to be explored. We started our adventure chasing the sunset at the top of Mt. Tapyas. The sunset after 723 steps to the top was worth the hike. At 210 meters, it is the second tallest mountain in the town of Coron. From the viewpoint, you can see a quiet view of the sun bidding a temporary farewell to Coron Town and Coron Island in the distance. We then proceeded to a sumptuous dinner at View Deck Grill Bar and dessert at Pedro’s Gelato. We couldn’t wait to sail across different islands the next day. Coron is a small island in Palawan, 30 minutes offshore from the town proper. It makes up the half of Busuanga Island. It is a small fishing town that is becoming a popular tourist destination because of its pristine seas. Up early on a Saturday, we started our island hopping from the port of Bacau Bay Resort. No need to hire a small boat in Coron Port because you can directly take off from the resort’s own port, which is just a few steps away from your room. The resort is a four-star hotel in Palawan surrounded by mangroves, giving you your much-needed privacy. If you’re ready for your dose of summer adventure, the wonders of Coron are outside waiting to be explored. We only have two islands in our itinerary, Waling-waling and Malcapuya. We could’ve chosen to go to other islands we haven’t seen yet but we chose not to miss the enchantment of Kayangan Lake after our quick island hopping. There was a typhoon somewhere in the country making the seas choppy. The thrill seeker in me was ecstatic until the boat nearly toppled over, which almost threw us out to the sea. But when we arrived at Waling-waling, our stress paid off. We started our adventure chasing the sunset at the top of Mt. Tapyas. The sunset after 723 steps to the top was worth

the hike. Waling-waling island’s glorious sand bar welcomed us. It is just a small island—more a beach really than an island. During low tide, it reveals its scenic white sand bar protruding into the ocean. A view deck was built at its center giving you a breathtaking sight of the turquoise sea surrounding its shores. If you want a little bit of time for yourself, you can go to the back of the island, which is a more secluded place that also has a powdery white sand beach. After an hour, we headed to our next destination: Malcapuya island. We had the picture-perfect stretch of white sand to ourselves. We spent our lunch there Booking.com and just savored the place. There was really nothing much to do there except to appreciate its beautiful scenery, bright blue and green waters, and the white sand. The last stop before heading back is known as one of the clearest lakes in Asia: Kayangan Lake. This gem is one of the most beautiful-

ly stunning places I have ever seen, always enchanting every time you look at it. All the photographs of it don’t do the lake justice. You have to see it firsthand. Before heading home, we had a quick swim in the cold and refreshing lagoon. We went back to the hotel to have an al fresco dinner at Amihan Restaurant and a relaxing traditional hilot (massage) from Alon Spa. With relaxed muscles, we retreated to our rooms in Bacau Bay Resort Coron. The resort features 80 air-conditioned rooms that range from 32 to 144 square meters, with enough space for families and groups. Although Each room comes with free Wi-Fi access and a cable TV, I would suggest that you indulge instead in the quiet and calm of the resort—a perfect digital detox. The next day, we decided to just chill and relax at the hotel. Aside from its own port, it boasts of a seven-foot swimming pool for divers, as well as a pool for kids and adults. It also has a palaruan (play room) for kids, which features Filipino games, a recreational area, a ballroom, and meeting rooms. The hotel’s other food and beverage outlets are Isla Pool Bar, Pugon Café, and Serena Pier Bar. MANILA—Palawan has made Lonely Planet’s list of best places to visit in Asia-Pacific this year.
