ast week, I wrote an appeal to Governor Newsom, Assemblymember Lorena Gonzalez and our state legislators in Sacramento, urging them to not reclassify the contract couriers who deliver our African American-owned newspapers as employees. But if AB 5 passes, it would not only hurt the Black Press. It would make business nearly impossible for the more than 100 Latinx, Asian-American, Native-American and other small niche independent papers as well. Across California, our ethnic media outlets are the lifeline to truthful and important information for over 80 percent of all minority groups combined. That is close to one-half of all Californians. Considering the great responsibility our ethnic media publications have in helping to strengthen our democracy here in California, we are calling on the leaders we’ve elected to represent and protect all of our interests to search their hearts, look beyond blind spots, step in, and do the one thing that will prevent Assembly Bill 5 from putting our ethnic media NEWSPAPERS

S

ome people are more comfortable being part of a group that keeps itself together as a “barkada” than one kept together by a hierarchy.

And this has been the case for the members of the United Adobo Mountain Bikers (UAMB) which started from a core of six persons in 2004 to become a “barkadahan” of more than a hundred mountain bikers and hikers. Xandei Tena, the man who started the group, said putting up a name for the bikers’ group was easy: “UNITED ADOBO”

loS anGeleS – PeDRO, the Philippine Disaster Relief Organization, an organization whose mission is to extend relief assistance to victims of natural disasters and to mobilize resources to rebuild and restructure their communities, has partnered with ABS-CBN Foundation International, a non-profit organization dedicated to improving the lives of the Filipino people especially those affected by natural disasters, to produce its first benefit concert entitled “Friends …Unplugged” to be held Sunday, September 22, 3:00 p.m., at the Japanese American Cultural & Community Center’s Aratani Theater, 244 S. he Filipino priests association of los angeles is holding a fundraising event on october 20 at the Glendale civic auditorium (1401 n. Verdugo Road, Glendale, ca 91208).

One of the event’s highlights would be the honoring of Most Reverend Alex Aclan. Aclan is the second Filipino-American priest named bishop in the United States, following the accomplishment of Bishop Oscar Solis who served as an auxiliary bishop in Los Angeles before he was named Bishop of Salt Lake City. Pope Francis tapped the 68-year-old priest to become the auxiliary bishop for the Archdiocese of Los Angeles, home of the biggest Filipino American community. The priests will serve food and entertain guests with songs and dances during the Pista sa Nayon event. Tickets are at $50.00 per person. Sponsorships are available. Proceeds will also benefit priests attending the 4th Assembly of National Association of Filipino Priests -USA in New Jersey on October 26-30, 2020, for continuing faith formation so that they may become effective ministers of evangelization. CA Ethnic Media All-Out To Inform Diverse Communities By Ray Andres

Southern California ethnic media practitioners are making sure that the diverse immigration communities are completely counted and are leaving no stones unturned to reach out to them in next year’s census when they met late last month at California Community Foundation in Los Angeles. Everyone is welcome to join the group as barkada,” Tena said of the UAMB’s winning recruitment formula. Biking and “barkadahan” worked like magnets for Filipinos and Filipino Americans who mostly live in Southern California. The group’s first endeavor in community service happened shortly after a deadly typhoon named Ondoy hit the Philippines. “We were able to raise funds from contribution from our members, some of whom

are running their own businesses.” In 2013, one member, Joseph Kiat, was diagnosed with prostate cancer. This incident encouraged the members of the group to raise funds annually for various organizations that serve or help people afflicted with different types of cancer. On one occasion, the United Adobo Mountain Bikers donated $1,500 money to a prostate cancer foundation. And the group helps its own members too. In December 2017, member Rhe Rivera became the group’s own beneficiary when the biker’s apartment was burned down. Rivera lost everything except his bike.

The coming month of October, being a cancer awareness month, the group is preparing to do fundraising event they titled “Cancer Ride.” Every year, the group holds a picnic at the Sycamore Cove Beach where they, not only do well-known tradition called “boodle fight,” but as well as plan for socially relevant projects. Judai Agua, who participates in the action not as a biker but as a hiker, said there are also other women like her who do not ride bikes. “Ang sarap ng feeling. Nakakawala ng stress every time na umaakyat ako ng bun-

dok,” Agua said. “At saka, I feel secured kasi nandiyan lang yung mga bikers sa paligid habang naghi-hike kami,” she added. Our best intentions may sometimes harm some Californians while uplifting others. We must always be as cautious and fair as we are forceful and deliberate inapproaching our most challenging problems. Shouldn’t AB 5 be helping to narrow the immense wealth gap that exists in the richest state of the nation? The disparity between the ultra-rich and the almost 20 million people in California who live below the poverty line – or who fight to hover just above it - is growing. In Los Angeles and Orange counties, for example, the liquid assets (property that can be quickly converted to cash) for the average White family was $110,000 in 2014. For Black families it wasonly $200 and $0 for Mexican families, according to the California Budget and Policy Center. For non-Mexican Latinx families it was $7, and

For ethnic media newspaper publishers surviving in an industry the emergence of the internet has almost put on life support, Assembly Bill 5 would do the exact opposite of what Gonzalez wantsit to achieve. She might as well just pull the plug on our ethnic media publications. Although our newspapers reach millions of Californians of all races, most of our operations arestill family-owned businesses. We are small shops with multi-tasking staff members who struggle to attract advertising, grind to meet deadlines and tighten belts to remain profitable. Very few of our ethnic media publishers would be able to afford to offer full-time jobs with benefits tothe part-time delivery people who work, on average, about four hours on the days our newspapers are published. A large percentage of our papers are weeklies. My dad, Hardy Brown, former publisher of Black Voice News in Riverside, remembers a time when he had to gather the news stories, type them, take the copy to the printer and then deliver the published papers by himself throughout the Inland Empire at night. He would drop them off at churches on Sunday morning, too, because he could not afford to pay a courier. AB 5 would take our ethnic media newspapers

Those national or citywide papers often overlook or under-report very important issues critical to the lives of African Americans, Asian Americans, Hispanic Americans and Native Americans. Our papers bring unique perspectives to the news, pointing out how news stories may affect minority groups differently. We expand the base of knowledge on every topic

we cover and bring untold stories to the historical record. Some of us publish in languages other than English. And all of us write in familiar and relatable voices, and from points of view, that resonate with our readers. Rep. Judy Chu takes up cudgels for Chinese-American shot in RP By ABNER GALINO

emocratic Rep. Judy chu (ca-District 27) praised the bravery of chinese american rights activist Brandon lee, who was shot and wounded recently in the philippines, and urged the united States government to conduct an investigation into the matter and pursue justice for the victim. “America must always stand up for human rights and against state-led violence specially when the victims are our own,” Chu said, reading a prepared statement during a press conference held in the California-Pacific Conference Center of the United Methodist Church in Pasadena on Wednesday (September 4). “I am calling on the US embassy in Manila to do everything they can to ensure Brandon’s safety and take measures to protect him and other Americans in the Philippines," Chu added. The California representative also thanked the International Coalition for Human Right in the Philippines (ICHRP) and the Malaya Movement “for bringing Brandon Lee’s story to my attention.” Chu emphasized that Lee, 37, was born in the US and a native of San Francisco. She added that Lee is a volunteer paralegal, journalist, and prominent indigenous and environmental rights activist who has lived in the Philippines since 2010. “Fortunately,” Chu said, “there are people like Brandon Lee in the world --- who knows that injustice anywhere is injustice everywhere. So, he moved across the ocean to do what was right and to stand up for the vulnerable.” Chu is also the chair of the Congressional Asian Pacific American Caucus. Facility Caregivers: Are you paid at least $418 a day when working a 24-hour shift?

CAREGIVERs working in Residential Care Facilities provide an important service to elderly and disabled individuals, as well as their families. These caregivers often work up to 24 hours per day, providing necessary care and supervision to ensure the health and safety of each facility resident. However, many facility caregivers are grossly underpaid for the services they provide. Fortunately, California law protects caregivers who work in licensed Residential Care Facilities from wage theft. Specifically, all facility caregivers are entitled to receive at least minimum wage for every hour they work, including all hours they are required to be present at the facility. The current minimum wage rate in California is $11.00 per hour for employers with 25 employees or less, and $12.00 per hour for employers with 26 or more employees. Additionally, with some exceptions, facility caregivers are also entitled to receive overtime compensation for all hours worked in excess of 8 per day or 40 per week, and double time compensation for all hours worked in excess of 12 per day. In light of these requirements, facility caregivers, who work 24-hour shifts, must be paid at least $418 per day to comply with California’s minimum wage laws. That includes 8 hours of pay at the minimum wage rate of $11.00/hour ($88), four hours of pay at the overtime rate of $16.50/hour ($66), and 12 hours of pay at the double time rate of $22/hour ($264). In lieu of paying overtime and double time wages, many employers pay facility caregivers a fixed salary, regardless of the actual number of hours they work each day. However, paying an employee a fixed salary, predetermined in advance, does not disqualify that employee from receiving minimum wage or overtime compensation. In fact, the salary paid is sometimes far less than the legally required minimum wage. More importantly, payment of a fixed salary to a non-exempt employee only compensates that employee for their regular, non-overtime hours worked. This means that a non-exempt facility caregiver, who receives a set rate of pay or fixed salary for the work they perform, has not been compensated for any hours he or she worked in excess of 8 per day or 40 per week. Furthermore, those uncompensated hours are considered overtime hours, compensable at the legal overtime rate of one-and-one half the facility caregiver’s regular rate of pay. If you are a facility caregiver receiving a fixed salary for working 24-hour

shifts, you may have a substantial unpaid overtime claim. For purposes of illustration, below is an example of how wage and hour claims are calculated for facility caregivers under California law: Tony is a facility caregiver. He works 24-hours per day and is not allowed to leave the care facility at any time during his scheduled shifts. Tony’s employer also requires him to sleep in the facility at night and the residents frequently wake him asking for assistance. Tony receives a daily salary of $100 each day he works. This makes Tony’s regular rate of pay $12.50 per hour ($100/8 hours per day). Subject to that calculation, Tony’s overtime rate is $18.75 per hour and his double-time rate is $25 per hour, respectively. Because Tony’s daily salary of $100 does not compensate him for any overtime hours worked, Tony’s employer owes him $375.00 per day in unpaid wages: 4 overtime hours x $18.75 (Tony’s overtime rate), plus 12 double time hours x $25.00 (Tony’s double time rate). If Tony works 5 days per week, he is owed $1,875 per week, which equals $97,500 each year he works. If Tony brings a claim against his employer for these unpaid wages, he can seek unpaid wages going back four years, along with interest, attorney’s fees and costs, liquidated damages and penalties. Duterte signs law creating Davao International Airport Authority

MANILA — President Rodrigo Duterte has signed the law creating the Davao International Airport Authority (DIAA) to manage the Francisco Bangoy International Airport and other airports in the Davao region. Malacañang on Tuesday released to the media Republic Act No. 11457 or the Charter of the Davao International Airport Authority which Duterte signed on Aug. 30, 2019. Under the law, the DIAA will be an attached agency of the Department of Transportation (DOTr) and will be located at the Francisco Bangoy International Airport in Davao City. "The Authority shall principally undertake the economical, efficient and effective control, management and supervision of the Francisco Bangoy International Airport in Davao City, the existing airports in the Davao Region and such other airports as may thereafter be established in any of the provinces of the same region," the law read. The DIAA should also have the following objectives: Encourage, promote, and develop international and domestic air traffic in Davao Region; and upgrade the services and facilities of Francisco Bangoy International Airport at the same time, formulate internationally acceptable standards of airport accommodation and service.

Among its duties and functions include formulating a comprehensive and integrated development policy and program for the Francisco Bangoy International Airport; controlling, supervising, constructing, maintaining, operating, and providing such facilities or services necessary for the airport to function; promulgating rules and regulations governing the planning, development, maintenance, operation and improvement of the Francisco Bangoy International Airport. The DIAA will also have the power to exercise policy authority in connection with the maintenance of security to passengers, cargoes, aircraft, airport equipment, structures, facilities, personnel, funds and documents; regulation of the entry to, exits from and movement within the airports; maintenance of peace and order within the premises of the Francisco Bangoy International Airport, among others. The law also requires "all existing public airport facilities, runways, lands, buildings, and other properties, movable or immovable, belonging to or presently administered by the Francisco Bangoy International Airport, and all assets, powers, rights, interests, and privileges relating to airport works or air operations, including all equipment which are

necessary for the operation of air navigation, aerodrome control towers, crash, fire, and rescue facilities are hereby transferred to the authority." The new airport authority will also administer ongoing projects relating to the construction of Francisco Bangoy International Airport facilities and supply of equipment. Meanwhile, a Board of Directors will exercise corporate powers over the authority composed of a chairman, vice-chairman, and 13 members. No new appointment for Faeldon —Duterte PREsIDENt Rodrigo Duterte said he is not inclined to give Nicanor Faeldon a new government post after firing him as Bureau of Corrections (BuCor) chief. Duterte was quick to add, however, that he does not see Faeldon, a former military man, as a dishonest official. Asked by Marisol Abdurahman in her exclusive report on GMA News' 24 Oras if Faeldon will get a new post, Duterte said, "No, I don't think so. He has had enough of controversies in his... in the last few years." "But I still believe... I do not believe he is dishonest," the president added. Duterte fired Faeldon last week amid the controversy involving the early release of henious crime convicts. Justice Secretary Menardo Guevarra has appointed BuCor deputy director general Melvin Ramon Buenafe as officer-in-charge.

Questions have swirled whether Faeldon will get a new post after Duterte said he still believes in the former military officer. Faeldon was one of Duterte’s first appointments, taking the key post as commissioner of the Bureau of Customs (BOC) in June 2016. A year later, he would find himself embroiled in a controversy after P6.4-billion worth of shabu managed to slip past Customs. Faeldon resigned in August 2017, but was later given another government post by Duterte as deputy administration at the Office of Civil Defense. The housing market has only been on the mend over the last year, and according to experts, it still has some healing to do. New home sales hit their highest level since May 2008 in June, fewer homeowners are underwater and home prices in the country’s 20 largest cities were up 12.1% in June from a year earlier. I think we are 72% back to normal and a lot of what is driving the housing market’s strength is existing home sales, but prices have also helped push the recovery. Sales of new U.S. single-family homes vaulted to a five-year high in June, according to the Commerce Department. It is slower now due to the weather and this is the typical season where the real estate market tends to slow down, mainly because agents are taking a break too. If we continue to see good sales next year, we expect them to increase 5%-8% as prices continue to rise. The market isn’t fully running on eight cylinders yet, we are not really out of the woods yet. What do you do when you were fortunate enough to have bought home within the past three –four years? Work out your payment terms and get rid of your PMI if you are still paying on it. Conventional and FHA loan that was written with more than a 80% loan to value most likely carried PMI. First thing you should do is to make sure you have the equity requirement from your lender to be able to remove your PMI, you can obtain an appraisal and submit the report to your lender. Before you do that please check if you have any time restrictions, some pmi companies will require for you to keep the PMI for 5 years, some maybe 2. If your interest rates are above 4% and you cant take out the pmi with your lender, maybe you should consider a full refinancing, make sure you do the no cost refinancing. Adding costs of refinancing to your loan will sometime defeat the purpose of your intention and just line up pocket of the lender. There are loans available for borrowers with only a 10% equity that do not need to carry a PMI payment, please inquire about this program. Real prices bottoming in 2012 Housing experts say U.S. home prices peaked in early 2006 and fell to record lows in 2012. The widely-watched Case-Shiller home price index fell to its lowest level at the end of 2008. Smith says home prices began to improve in 2011 when the market had almost digested the crisis and left the average median home price at $166,100. Now he says the average price is $213,500 -- up 15% from last year.

And if you are buying a car after bankruptcy, this is usually not a problem although in the beginning, you will obviously pay a higher interest rate or may even need a co-signor until such time you prove creditworthiness. Kaspersky raises alarm over cyberattacks trend on pharma firms yanGOn, Myanmar -- An international cybersecurity company has expressed concern over the rising trend of cyberattacks observed in the pharmaceutical industry. “While it is a known fact that money-hungry cybercriminals can easily earn by attacking banks, we also observe that these hackers, as well as cyber espionage groups, are slowly paying a lot of attention towards the industry of advanced medicine,” Yury Namestnikov, Kaspersky’s Global Research and Analysis Team (GReAT) head in Russia, said in a statement at the opening of the Cybersecurity Weekend here. “They are slowly realizing that pharmaceutical companies house a treasure trove of highly valuable data such as the latest drugs and vaccines, the newest researches, as well as medical secrets. The rise of internet-connected operational technology (OT) inside these pharmaceuticals also contributes to the widening attack surface inside this sector,” he added. From 44 percent of machines infected in 2017 and a 1 percent increase noted in 2018, this year’s number of detected attempts shows that nearly every five in 10 devices inside a pharmaceutical facility are now being targeted globally. Among the countries that logged the most number of attacks are Pakistan (54 percent), Egypt (53 percent), Mexico (47 percent), Indonesia (46 percent), and Spain (45 percent). Four more countries from the Asia-Pacific region cap off the top 15 nations with the highest percent of devices infected. These include India, Bangladesh, Hong Kong, and Malaysia with more or less four in 10 machines with detected malicious attempts. Among the Advanced Persistent Threat (APT) groups, which have been waging sophisticated spying over pharmaceuticals globally, include Cloud Atlas and APT10 also known as MenuPass. “Based on our monitoring of several APT actors’ movements in the Asia-Pacific and globally, we figured that these groups infect servers and steal data from pharmaceutical companies,” Namestnikov said.

“Their attack techniques and behavior also prove that these attackers’ apparent goal is to get their hands on intellectual properties related to the latest medical formulas and research results as well as the business plans of their victims,” he added. In his research, Denis Makrushin, Security Architect at Ingram Micro, revealed the risks that come along with the steady migration of hospitals from paper-based data storage to electronic medical record (EMR) systems. He also noted that healthcare organizations, scrambling to digitize their data storage, see open-source EMR web-portals as an easy and quick option, despite their known security challenges. “We are seeing lesser printed or hand-written medical books inside hospitals and clinics worldwide with the advent of open source. Given their limited internal IT workforce, healthcare institutions opt to use convenient services such as OpenEMR, OpenMRS or similar web applications. This technology’s rapid adoption triggers the rise of the threats against these widely-used services,” Makrushin said. OpenEMR and OpenMRS are open platforms for medical practice management. Any organization can use these products for business without any restrictions. The source code of this product is also available for any developer. In addition, this software has certifications from trusted organizations, such as the Office of the National Coordinator for Health Information Technology (ONC) in the United States. “Their free and open nature make these EMR-applications highly sensitive to cyberattacks. There have been a lot of security patches released as researchers unmask one exploit after another. I, myself, have discovered vulnerabilities in these applications, hackers can inject malicious code at the initial stage of registration, and portray himself as a patient. From this, malicious actors can infect the portal’s page and collect medical information from all users of the portal, including doctors and admins. These data can be easily exfiltrated,” Makrushin added.

On-leave Kapamilya actor John Lloyd Cruz has made a debut in music video directing with Sugar Hiccup’s “Saturnine Nevermore.” Uploaded on YouTube on Sunday, the music video was directed and shot by Idan Cruz (John Lloyd's real name), edited by Apol Dating and produced by Jason Tan and Erwin Romulo. The opening of the music video said that John Lloyd shot the video from September to December 2017 in several cities. “All images used in this film were taken from September to December 2017. It was shot in several cities by the filmmaker: some visited before, and some for the first time. One, perhaps for the last time,” the opening text on the video said. In a report by ANC, John Lloyd said some of the shots were taken in Europe. “Some of the shots were taken in Europe and some here in the Philippines,” John Lloyd said. Nonetheless, John Lloyd admitted that he did not meet the band while shooting and conceptualizing the video. “It’s a shame I’ve never met the band. Their music was my only guide,” John Lloyd said. Pinoy in Korea sets first int’l film fest on migration After opening an online “sari-sari” store for Filipinos in Korea, an award-winning Filipino filmmaker and social entrepreneur has organized a film festival to give way to aspiring Filipino filmmakers in the foreign land. “I was lucky that my films were screened on different places and received awards. As a Filipino filmmaker, I do believe giving back to the community that honed me is a better way to grow as a person,” explained Nash Ang on why he arranged the Korea Pinoy International Film Festival (KPIFF) in an email interview.

The festival would revolve around the theme of migration, the 30-year-old director of the first Filipino-Korean co-produced film added. 'The Maestro' Ryan Cayabyab receives Ramon Magsaysay Award Ryan Cayabyab received the Ramon Magsaysay Award on Monday at the Cultural Center of the Philippines. hen it comes to some of the health benefits of cilantro, folk medicine had it right all along, and new research explains why. Scientists have unraveled the molecular underpinnings of cilantro’s anticonvulsive effects. As well as its taste and culinary flavor, cilantro — also known as coriander in the United Kingdom — may have significant health benefits and disease-fighting properties. Historical records show that the plant has had medicinal uses since the time of Hippocrates, and traditional Ayurvedic Indian medicine has hailed the plant’s benefits for digestion. Modern medicine also supports some of cilantro’s benefits. Studies in mice have found that the plant Coriandrum sativum can reduce pain and inflammation, and cell culture studies found that extracts from the herb can protect the skin against ultraviolet (UV) B radiation. In addition to its antifungal and antioxidant properties, one study suggested that the spice can stop a potentially carcinogenic substance from forming in meat during high temperature cooking. Finally, folk medicine has also hailed the anticonvulsive benefits of cilantro, while some studies in rodents confirm its antiseizure effects. But, more research was necessary to untangle the mechanisms behind the effects that folk medicine and scientists described. Now, a new study looks at the molecular workings behind cilantro’s anticonvulsant effects. These potassium channels are part of the “[n]euronal voltage-gated potassium channel subfamily Q (KCNQ),” and researchers have known for a while that dysfunction in these channels can cause severe, treatment-resistant epileptic seizures. Some of the KCNQs that the cilantro metabolite activates include the “predominant neuronal isoform” and the “predominant cardiac isoform,” which control electrical activity in the heart and brain. Further computational studies revealed the (E)-2-dodecenal molecular binding site, and chemical experiments showed that the metabolite “recapitulated the anticonvulsant action of cilantro,” delaying seizures that the researchers induced with a substance called pentylene tetrazole. “The results provide a molecular basis for the therapeutic actions of cilantro,” write the authors, adding that their findings “indicate that this ubiquitous culinary herb is sur-

prisingly influential upon clinically important KCNQ channels.” “We discovered that cilantro, which has been used as a traditional anticonvulsant medicine, activates a class of potassium channels in the brain to reduce seizure activity,” reports Prof. Abbott. “Specifically, we found one component of cilantro, called dodecenal, binds to a specific part of the potassium channels to open them, reducing cellular excitability,” he explains. “This specific discovery is important as it may lead to more effective use of cilantro as an anticonvulsant, or to modifications of dodecenal to develop safer and more effective anticonvulsant drugs,” said Prof. Geoff Abbott. In the United States, there are 3.4 million people living with epilepsy, according to the most recent estimates from the Centers for Disease Control and Prevention (CDC). “In addition to the anticonvulsant properties, cilantro also has reported anti-cancer, anti-inflammatory, antifungal, antibacterial, cardioprotective, gastric health, and analgesic effects,” concludes Prof. Abbott. “And, the best part is, it tastes good!” (medicalnewstoday.com)

While styles vary across the globe, many cultures seem to enjoy using floral symbolism, whereby each flower or aspect of an arrangement has a specific meaning. However, even if you don’t have in-depth knowledge about flowers or any special training in floristry, you can still create a beautiful and striking flower arrangement by following a few simple guidelines. See below to get started. Plan your flower arrangement

Choose in-season flowers. Choosing in-season flowers will cost you less money and make your arrangement more seasonally appropriate. This is especially relevant when you are making the arrangement for a special occasion, such as a wedding, anniversary, or special birthday party. Spring: The most popular flowers for springtime include daffodils, peonies, tulips, sweet pea, narcissus, hyacinths, anemones, ranunculus, lilacs, delphiniums and boronia. Summer: The most popular flowers in summertime include lilies, gerbera daisies, sunflowers, snapdragons, hydrangeas, larkspur, freesias, lavender, forget-me-nots, bells of Ireland, chrysanthemums and tuberoses. Autumn: The most popular autumnal flowers include dahlias, marigolds, zinnia, statice, chrysanthemums and aster. Winter: The most popular winter flowers include camellias, poinsettias, star of Bethlehem, star gazer lilies, jasmine, holly, cosmos and amaryllis. Year-long: Flowers that can be found in-season all year round include orchids, gardenia, roses, lily of the valley, carnations, baby’s breath, protea, scabiosa, heather, gladiolus, eucalyptus and calla lilies. Choose a vessel. The vessel you choose to make your flower arrangement in depends on the style you are going for. Almost any type of container can be used for a flower arrangement, as long as it’s suitable for the height, weight and look of the flowers being used. In terms of vases, long, thin, trumpet-shaped vases work best for delicate, thin stemmed flowers like lilies and crocosmia. Shorter, wide vases are better for large-headed, shorter-stemmed flowers like roses and chrysanthemums. Beyond standard vases, feel free to use your imagination when it comes to containers. Use egg cups, champagne bottles, widebrimmed bowls, old boots, umbrella stands, teacups or candle holders. Use complimentary colors. Color is very important when it comes to flower arrangement, but there are no hard and fast rules when it comes to what color combinations work best. It will depend on the style and mood you’re going for. However here are some things to keep in mind: • Add complimentary colors to your arrangement for a cheerful and varied look. Try mixing red and orange flowers, with a little bright green for freshness. Or mix a selection of pink and purple flowers, with a little white baby’s breath for softness. • Try mixing a selection of flower varieties in a single uniform color, or in varying shades of the same color. One final thing to consider is the purpose and location of the arrangement. Consider the color scheme and general mood of the room you intend to place it in, so you can choose a design to match. You will also need to consider the amount of space available. For instance, some brightly colored flowers can brighten up a dark hallway or add a splash of color to a monochrome bathroom, while some softer, pastel colored flowers might compliment an airy, sun-filled room. In addition, the location of the finished arrangement should be considered when planning its size. A small bowl of colorful daisies might look cute on a coffee table, but be swallowed up on

a kitchen counter. A tall vase might look great on a dresser in the hallway, but hinder conversation on a dining table.

Prepare the flowers and Materials

Gather the necessary materials. Before you jump straight into your flower arrangement, it’s important to have all of the necessary materials easily at hand -- this will make the process more efficient. Depending on the type of flower arrangement you are making, you will need a selection of some or all of the following: • A clean vessel to contain the flowers -- this could be a vase, a bowl or a basket (amongst other things) depending on the number and size of flowers the flowers. • Some floral foam or a flower frog, to secure flowers in widemouthed containers. • Some floral tape or elastic bands to hold flowers together, especially in tall, narrow vases. • A sharp knife or garden clippers to cut the flower stems. • Some preservative solution (often supplied with the fresh flowers). • A clean, spacious work surface, lined with newspaper. • Selection of flowers and greenery. Cut the stems and strip the leaves. Before you place the flowers in an arrangement, it is necessary to cut the stems. This allows the flowers to absorb water more easily, keeping them fresh. Cut the flower stems diagonally, about an inch from the ends, using a sharp knife or garden shears. It’s not advisable to use a kitchen scissors, as these can crack the stems and prevent the flowers from getting enough water. If you plan on leaving the flowers to sit in a vase for any length of time before arranging them, remember to give the stems a second snip directly before placing them in the arrangement.

Before placing the flowers into the arrangement, you will also need to remove any leaves that are below the water level. This is important, as otherwise the leaves would rot, contaminating the water. One trick for keeping roses extra fresh is to soak the stems in an inch of boiling water immediately after cutting them. Leave them there until the water turns tepid, then give the stems a second snip before placing them in cool water. Wrap the flowers in brown packaging paper to protect them from the heat. Prepare the vessel. The next step is to prepare the vase, bowl, box or whatever vessel you plan on using for the flower arrangement. Make sure the vessel is nice and clean, with no residue or dirt. If you’re using floral foam (which is great as it holds the arrangement in place and also provides the stems with water) allow it to soak in the preservative solution for 15 minutes, then use a sharp knife to cut it to the shape of the container. Place the wet, cut foam into the vessel and secure with a little floral tape. If you’re using a flower frog or a cellophane grid (which are good for holding top heavy flowers or those with woody stems), place it into the container and secure with some tape or a little floral adhesive. Alternatively, you can criss-cross the woody stems of your chosen greenery across the bottom of the vessel. This creates a

kind of organic grid which successfully holds your arrangement in place. Add the water. If you’re using a flower frog, grid or allowing the flowers to stand on their own, you should add the water to the vessel at this point. If you’re using floral foam, there is no need to add additional water. Pour the water to the vessel, then add a single package of preservative solution. If you don’t have any preservative solution, try adding a couple of drops of Clorox bleach to the water instead -- this kills off any bacteria and helps to keep the flowers fresher for longer. If you have any closed buds and you want them to open quickly, use warm water instead of cool water. This works best for flowers like roses and ranunculus, which have tightly closed flower heads.

Make the arrangement

Add the larger, more dominant flowers first. When you begin working on the arrangement, start with the largest or most prominent variety of flower first. Rather than adding one type of flower and then another, it’s better to work with a single flower type at a time. In this way, you can layer the different varieties, shapes and colors of flower evenly and create a more balanced arrangement. Work in a circle, placing in flower around the outer edge of the container. If you’re using wet foam, the stems should slide in easily. If they don’t, use a sharp object to poke a hole first, then insert the stem -- just be careful not to make the holes any wider than the flower stems or the flowers won’t be secure. Turn the arrangement as you work to ensure that it looks even on all sides -- a lazy Susan is great for this! Layer the flowers as you go. Once you have finished with the first circle of flowers, move on to the second, using a different variety of flower. This circle of flowers should be inside the first. Try to create a domed effect by leaving the stems slightly longer on the inner flowers. The finished arrangement should look like a bunch of flowers growing on a hilltop. Continue to layer the flowers in this manner, one variety after another, according to the size and number of flowers in your arrangement. Use an odd number of flowers in each layer. One of the main rules when it comes to flower arranging is to use an odd number of each variety of flower. For instance, you might have 7 red roses in the outer circle, 5 white roses in the inner circle and 3 sprigs of baby’s breath interspersed between them. This uneven number of flowers helps the arrangement to look less uniform and more organic. Pay attention to height and width. The height and width of your arrangement is another factor to consider when making your arrangement. The general rule when it comes to height is that your arrangement should be one and half times the height of the vase or container it’s held in. There’s no clear-cut rule when it comes to the width of your arrangement, but it should be wide enough to balance out the height. Rotate the arrangement as you work to ensure that the height and width are even on both sides. Add any leaves, berries or other greenery last. When you have arranged all of the flowers to your liking, you can add the final touches by inserting any greenery, leaves, berries or other decorations. This is step is important -- not only to add interest and texture to your arrangement -- but also because the greenery helps to separate the blooms, giving air room to circulate in between them so the flowers stay fresh. Using filler material also helps to give the impression that there are more flowers in the arrangement than there actually are, so you can create an extravagant looking arrangement without the extravagant price! DIRECTIONS 1. Preheat oven to 350 F/177 C. Line molder or 6-holes 8oz muffin pans with banana leaves. Set aside. 2. In a bowl beat the eggs, then add the hotcake mix, rice f lour, sugar, milk, coconut milk, coconut cream, and melted butter. Mix well. Fold in desired flavors. 3. Fill up to ¾ of the molder or muffin pans with the bibingka mixture. Bake bibingka for 10 to 15

edicare Annual Enrollment Period (AEP) happens during October 15 up to December 7. Changes to enrollment in a Medicare health plan during the AEP are effective January 1st the following year. There is no need for you to do anything if you are sticking to your existing plan.

any health and hygiene guides advise women, in particular, to avoid shaving or waxing all or most of their pubic hair to maintain their “natural barrier” against sexually transmitted infections (STI). But is this a misconception? Completely removing pubic hair most likely does not influence the risk of STIs, according to recent findings. Many women, often for perceived aesthetic reasons, trim or shave part of their pubic hair, and some choose to go completely smooth. But, until now, many specialists have advised against the more extreme forms of grooming, such as getting a so-called Hollywood wax, arguing that the complete removal of pubic hair could increase the risk of sexually transmitted infections (STIs) by disrupting the natural bacterial balance of the vulva. A 2017 review of the specialist literature addressing the topic of intimate hygiene practices warns that “[h]air removal may cause skin microtrauma and subsequent spread of infectious agents throughout the pubic area.” “Severe consequences may include vulvovaginal irritation and infection and spread of sexually transmitted infections,” its authors note. Now, however, a study from Ohio State University in Columbus contradicts previous beliefs, finding no connection between “extreme” intimate grooming practices and the presence of STIs. The study — whose findings appeared yesterday in the journal PLOS One — aimed to see if the full removal of pubic hair at least weekly over the past year or at least six times over the past month would correlate with testing positive for one of two common STIs: chlamydia and gonorrhea.

Lead author Jamie Luster and colleagues analyzed the data of 214 female college students who agreed to test for the two STIs and filled in a questionnaire asking about their intimate grooming habits, as well as their sex lives. As many as 98% of the study participants reported some pubic hair waxing or shaving, and between 18–54% qualified as “extreme” groomers, who frequently removed all hair in the pubic area. From the study cohort, only about 10% tested positive for one of these STIs, indicating that full, repeated pubic hair removal did not, in all likelihood, increase the risk of infection. Luster says these findings did not surprise her, suggesting there is no obvious reason why shaving or waxing should ren-

der women that much more vulnerable to STIs. Moreover, the researchers say that many previous studies on this topic failed to account for potential confounding factors

— such as frequency of sexual contact, income, race, or age — potentially skewing results. “Particularly concerning is that previous work didn’t adjust for sexual frequency.

It could be that women who were having more sex with more people — and were, therefore, more likely to contract infections — were more likely to be grooming,” notes Luster’s adviser in this research project, associate professor of epidemiology Maria Gallo. Another point of improvement when comparing with previous studies is that the current research relied on laboratory tests to confirm the presence of STIs, rather than self-reports, which can be inaccurate. “Previous research asked participants if they’d ever had a sexually transmitted infection, but didn’t measure whether they had one at the time of survey. That makes connecting any current grooming habits to STDs difficult,” says Luster. The first author emphasizes that the Ohio State study, though conducted on a small cohort, should reassure women about their intimate grooming habits. he Food & Drug Administration (FDA) has issued a fresh warning to consumers about the significant dangers of a bleach based product that is on sale as a cure-all. The FDA news briefing concerns a product called Miracle Mineral Solution (MMS), which is widely available on the internet. The product appears under a number of names, including Master Mineral Solution, Miracle Mineral Supplement, Chlorine Dioxide Protocol, and Water Purification Solution. Although the FDA has not approved the product, sellers promote it variously as antimicrobial, antiviral, and antibacterial. Promoters advertise MMS as an effective treatment for a range of conditions, including cancer, HIV, autism, acne, malaria, flu, Lyme disease, and hepatitis, despite no evidence from medical research. The product arrives as a liquid that is 28% sodium chlorite that makers have diluted in mineral water. Customers are directed to mix the solution with citric acid, which is present in lemon or lime juice, for instance.

Camiguin: A beach, trek, and lanzones paradise MANILA -- Next to the inviting beaches and an adventurous trek to its Mt. Hibok-Hibok, lanzones is the craze in Camiguin during the “ber” months of the year. In its season, this pebble-like fruit hiding a sweet and tangy flesh inside is what you’ll see everywhere in the small island -- as a welcome offering in hotels and establishments or as a decoration in some houses. Annually, domestic and foreign tourists alike flock to the island dubbed born out of fire to join the Lanzones Festival celebrated in gratitude for a bountiful harvest. While also abundant in some parts of the country, the fruit coming from Camiguin is said to be the sweetest due to the island’s rich volcanic soils where the plants flourish. Often, you’ll see them sold by the markets, open basketball spaces near the capitol, or along the road freshly picked by island folks themselves. Last year, Camiguin opened the fences of its lanzones farm to tourists who want a first-hand experience of picking the highly coveted fruit of the province. In Mahinog, Camiguin, sits the first lanzones farm tourism site brimming with over 800 trees that grow around 64,000 to 80,000 kilos of langsat annually. An entrance fee of PHP200 or around USD3.82 is already a steal for a day-long

unlimited pick-and-eat frenzy inside the 6.9-hectare plantation. Since lanzones is a seasonal fruit, tourists who want a taste of it are advised to book for flights and hotels from September to November. Still, the best time to visit is on the second half of October, where the extravagant Lanzones Festival is held yearly. You’ll be captivated by the curious lanzones lore as told by townsfolk dancing to its narration -- the tale of Buahanan -- the regular theme of the province’s lanzones dance parade. Buahanan is the local name of lanzones in Camiguin. According to the legend, two kids followed a big hornbill into the forest not knowing it was the Tagbusaw, an evil creature that preys on children. The other child was abducted deep into the woods. Hearing this, the Manobo, or the earliest settlers of Camiguin, performed rituals for the child’s release, but to no avail. The creature was only angered further. Left with no other recourse, the tribes-

men, through their meriko (ritualist), sought the help of diwatas. The fairies gave the village folk a bunch of golden fruits, which was then called Buahanan, and instructed them to give it as offering to Tagbusaw. Tagbusaw accepted the fruits and released the child, and since then the island dwellers grew and paid homage to Buahanan. A folk tale or not, Buahanan is a blessing for the people of Camiguin. Mambajao Mayor Jurdin Jesus Romualdez said with Camiguin lanzones in demand in Mindanao and Cebu, the supply is sometimes too depleted to even reach Manila, more so abroad.

The local government has been consulting with industry experts on how to develop the town’s eco-tourism sites in a sustainable manner. Among them are former actress and UN Sustainable Development Goals Advocate Antoinette Taus, former Tourism Secretary Mina Gabor, and Asean Center for Biodiversity Director Mundita Lim. In an interview recently, town Mayor Juanito Renomeron said with the limitations of the local government, they have been seeking assistance from experts and advocates on how to carry out the Burauen Eco-tourism and Sustainable Tourism (BEST) project. “We are embarking into something new to us, yet we are aware that this is something that will help improve our economy. We have to recognize the need to develop tourism as a way to improve the lives of people,” Renomeron said. The mayor noted that many tourists have been coming to their town to visit cold spring resorts especially during sunny days, but a lot of work has to be done to develop nature tourism. “The town has many areas potential for eco-tourism since we are gifted with a lot of cold springs. We hired a team of consultants to help us our effort in the next two years,” he added. The team is headed by Joselito Costas, founder of Grassroots Travel, the group behind the development and promotion of Bojo River in Aloguinsan, Cebu. On August 2, experts came to the town for the first-ever tourism summit to share market development, heritage, civil society and private sector partnership, farm tourism, and conservation. Joining the summit are village officials, leaders of people’s organization, and investors. The town, with a land area of over 30,000 hectares divided into 77 villages, has its own water system. From Tacloban City, where the airport is located, the site is an hour trip by land through a 50-kilometer trip. The town is situated in the central part of Leyte Island by two cities and eight towns. The 88-year-old theater was obtained by the government-controlled insurance firm in 1996, but sold the property to the NCCA in 2015. The government spent some P270 million to

NPDC to revive Rizal Park with more indigenous trees MANILA – The government aims to further showcase the richness and beauty of Philippine plant biodiversity at Rizal Park to help promote tourism that is enjoyable and educational while raising public awareness about the need to conserve the country's natural resources. “We plan to have more indigenous trees in Rizal Park,” said Eduardo Villalon Jr., planning chief of National Parks Development Committee (NPDC), which has jurisdiction over the historic area in Manila. Among indigenous trees, he said the flowering types appropriate for Rizal Park are NPDC’s priority for planting and growing. “Such species’ flowers will help liven up the park,” he said. NPDC plans to mark the trees with signs identifying what these species are, he noted. “That way, one’s visit to the park will be a learning experience as well,” he said. Having more trees in Rizal Park will also help improve environmental conditions and temper heat, enhancing the area’s capability to promote people's well-being. According to the World Health Organization (WHO), among the benefits of parks and other green urban spaces are facilitating physical activity and relaxation as well as aiding treatment of mental illness. “Recent estimates show that physical inactivity, linked to poor walkability and lack of access to recreational areas, accounts for 3.3 percent of global deaths,” WHO noted. NPDC said that Rizal Park, also known as Luneta Park, came from the French word "lunette" referring to a crescent-shaped fort. The park's name was "Bagumbayan" during the time Spain ruled the Philippines. Proclamation 299 series of 1967 renamed the area as Rizal Park in honor of the country’s national hero Dr. Jose Rizal, who was executed by Spanish authorities in Bagumbayan in 1896. Park operations chief Rosalina Tenepere said that based on latest available NPDC inventory, Rizal Park has a total of 3,497 trees with 112 species as of 2015. “Since our focus is on indigenous trees appropriate for Rizal Park, donation and planting of these species is most welcome,” she said. She said NPDC will determine the trees’ location within Rizal Park. Among possible locations for the trees are proposed green pocket areas, she noted.

NPDC’s existing master plan calls for development of such areas. Plant species inventoried in Rizal Park included 527 trees of narra, the country's national tree. Executive Order 30 series of 1963 created NPDC, tasking the agency with developing Rizal Park and other national parks to promote wholesome recreation and socio-cultural education in the country. Department of Environment and Natural Resources (DENR) is open to helping NPDC achieve such goal. “We’re very much willing to provide technical assistance and seedlings,” DENR-National Capital Region Dir. Jacqueline Caancan said earlier. During the 14th Congress, then-Senator Manny Villar filed SB 1801 which proposed a 10-year green modernization program for Rizal Park.

“This Act endeavors to rehabilitate and to revive by re-greening, modernizing and promoting the total development of Luneta Park, making it achieve its status of a relevant citizen-friendly ecological, tourist and cultural site,” he said in SB 1801. He filed SB 1801, noting the park “is a symbol not just of Manila but of the country’s heritage” but deteriorated already. “It’s no longer the garden of greens and trees as envisioned,” he said in SB 1801. “It no longer affords the respite needed by citizens. In recent years, there are reports that it has become the free refuge for vagrants, a haven for cheap flesh trade. Luneta must be revived again as a modern green park with lush and healthy environment. It is the objective of this bill to bring back the glory of Luneta Park,” he said. (PNA)
