Who’s fighting PacQUiao neXt? By ABNER GALINO

FiLipino boxing icon manny pacquiao said he would watch. But he did’nt come to the staples Center last saturday (september 28). Retired American boxing idol Floyd Mayweather came and but he said nothing. Mexican American fighting star Danny Garcia watched and climbed up the ring to call out the split decision welterweight championship unification winner Errol Spence Jr. At the post fight press conference, Spence and Shawn Porter, whose championship reign just ended, both threw a word or two about their respective desires to fight Pacquiao. But days later, Spence and

Porter both indicated their desire for a rematch. At the forefront of all these noises are talks about the possibility of Pacquiao squaring up against another Mexican American pound for pound star Mikey Garcia. And, of course, still hanging over the horizon and perhaps the most desired boxing rematch of the recent time: The Pacquaio vs Mayweather II. No one can count out this possibility until these two great guys are still around, perhaps, not until “Money” WHO’S FIGHTING

to address the growing number and crisis of Filipino migrant workers falling prey to labor trafficking in the US, the Pilipino Workers Center (PWC) and Damayan Migrant Workers Association (Damayan) convened Filipino labor trafficking survivors, organizers, advocates, immigration and employment law attorneys, goverment agencies, community organizations, and other allies on September 12 and 13, 2019, for the “Towards Freedom: Filipino American Anti-Human Trafficking Summit 2019”. Held at the St. Paul Commons Retreat and Recreation Center in Los Angeles, CA, the successful two-day summit was attended by Filipino labor trafficking survivors and service providers from eleven states -- California, Nevada, Utah, New Mexico, Wyoming, Florida, Illinois, New York, Washington, D.C., and Hawaii. Isinasama ang platapormang “Bigyang hugis ang inyong kinabukasan. MAGSIMULA DITO.” (“Shape your future. START HERE.”) sa mga materyales para sa pagbibigay-alam tungkol sa pagbibigay ng serbisyo at pakikipagsosyo ng Kawanihan ng Senso at mas makikita ito sa sandaling mailunsad ang kampanya sa pagaanunsiyo ng 2020 Senso sa Enero 2020. Makakatulong ang malikhaing plataporma sa paggabay sa mga pagsisikap sa pagbibigay ng serbisyo na pinlano ng mga estado, lokal na komunidad at organisasyong hindi pangkalakal. Ginawa ang mga bagong logo at tagline sa mga sumusunod na wika: Espanyol, Tsino, Vietnamese, Koreano, Ruso, Arabo, Tagalog, Polish, Pranses, Haitian Creole, Portuguese at Hapon. It’s so hard to describe in half an hour, what I experienced day in and day out. I knew no one in the US. I did not have enough money. I would have become homeless had I not received help. I am grateful to PWC for organizing this summit where we can talk about the realities of being a survivor and how we can work together to end this vicious cycle of labor trafficking,” said Samuel Cordero, a labor trafficking survivor from Los Angeles. The summit became a deep, educational, and liberating experience for workers and allies, as well. It featured a diverse and dynamic group of speakers and panelists -- survivors, organizers, immigration attorneys, labor officials, and law enforcers who shared their work and expertise, insights, analyses, and strategies to better serve and empower survivors and fight labor trafficking. Labor trafficking is a serious crime in which perpetrators recruit or even abduct individuals to perform labor or services through the use of force, fraud, or coercion for the purpose of involuntary servitude, debt bondage, peonage, or slavery. Common types of labor trafficking of Filipino migrant workers include domestic workers forced to work in brutal conditions in homes of diplomats; hospitality workers lured into working in hotels and theme parks with false promises of full-time work and overtime pay; students, nurses, teachers, and other professionals deceived into applying and getting recruited for jobs in the US for the purpose of debt bondage; factory and farm workers being threatened with violence and forced to work against their will for irregular, cheap or unpaid labor; and undocumented caregivers subjected to severe labor exploitation and sexual assault by their employers. During the summit, the participants also discussed how to overcome new hurdles for T visa applicants under the current political and immigration landscape. The T visa is a type of humanitarian immigration relief for victims and survivors of human trafficking to stay and work temporarily in the United States. Survivors granted with a T visa can sponsor their children and spouse to come to the US where they can apply for lawful permanent residency. PWC and Damayan shared their strategies in providing critical services and organizing work to serve and empower survivors. Damayan talked about the big picture of labor trafficking - 6,700 Filipinos leave

their homeland everyday due to poverty and unemployment. The vast majority are women and most of them become low-wage service workers, particularly domestic workers, in receiving countries like the US. A great number of Filipino domestic workers, hotel workers, and teachers, among others, become victims of labor trafficking. Participants also attended healing sessions as well as self-defense workshops all throughout the summit. The Filipino American Services Group, Inc. (FASGI), together with their partners organizations facilitated trauma healing workshops and wellness exercises to promote self-care, mental health, and emotional well-being. The event also convened representatives from both US and Philippine government agencies -- Department of State, Department of Labor, the Philippine Overseas Labor Office (POLO) and Philippine Consulate General - Los Angeles -- to engage in deep dialogue with survivors and advocates on how to find solutions and effectively collaborate to prevent and fight the labor trafficking of Filipino migrant workers. The summit culminated with the launch of BAKLAS, the nationwide campaign against the labor trafficking of Filipino migrant workers. Originally Damayan’s local anti-trafficking campaign, BAKLAS is now co-led by PWC and Damayan, two pioneering Filipino organizations fighting to promote immigrants and workers’ rights. BAKLAS aims to (1) empower trafficked Filipino workers to break free from their traffickers; (2) coordinate comprehensive case management work nationally; (3) develop the national leadership of Filipi-

Five veterans are to be conferred with the Medal of Honor on October 12 at the Bob Hope Patriotic Hall by the Department of Military and Veterans Affairs and the Filipino Veterans Foundation. The main event on Oct. 20, the historical date of Leyte Landing 75 years ago will be held at the Carson Community Center, International Sculpture Garden, at 10 AM. The honored Veterans of WWII who liberated the Philippines and ended the war in the Pacific will be presented to the Community and a block party follows for all veterans in all wars present in the event. The theme for all three events is, “We Remember and We Thank You for your Service.” The students are invited to join the contest in promoting the legacy of the WWII Veterans and all Veterans who served as they advance in years. Councilman Jim Dear and Councilmember Lula Davis Holmes welcomed

the attendees to the City of Carson. Philippine Consul Gen. Adelio Cruz gave a warm message in the history of the strong bond of the Philippines and the United States over time and generations to come, and we must never forget the ones who liberated the Philippines in WWII. The special guests were Judge and Mrs. Will Ross. Judge Ross will be giving the Historical perspectives in the Oct. 12 and Oct 20 events. His father landed in Leyte at the age of 17 and passed away only a year ago. Veteran Ernest Cowell landed in Lingayen in December 1944, and was deployed in the Battle of Luzon. Patricia Cowell, his lovely wife, is actively promoting the forthcoming event at the L.A. National Cemetery on October 5. Tom Ruck, the Director of the L.A. National Cemetery, introduced the illustrious guests with his lovely partner, Vicky, a Bicolana.

Asian Women Entrepreneurs and Students Honored at Rise of Lotus 2019

he lotus flower has an enrapturing quality and considered “one of the most sacred flowers”. What’s magical about this exotic flower is its incomparable life-cycle where it miraculously re-blooms without the dirty residue on its petals each morning even when its roots are buried deep in the murky water where it thrives best.

The lotus bloomed anew with The Lotus Award winner Suzanna Choi, CEO and owner of Tashiro Choi Ad Associated and Susie Loc, owner of Westminster Grocery Outlet who was honored with Rising Lotus Award at the 2019 Rise of Lotus Awards Celebration at the Anaheim White House Restaurant. The five scholarship awardees who have distinguished themselves in different field with some overcoming obstacles to their ambitions were also honored. Tashiro Choi Ad Associates is an award-winning community outreach and public affairs firm which specializes in “engagement in multicultural communities and positioning clients strategically in Asian and Pacific Islander communities to increase their customer base or build support.” Choi is a nationally recognized speaker on Asia Pacific Islander and was a recipient of various awards which include “Remarkable Women of the Year” from the National Association of Women Business Owners (NAWBO) and Black Chamber of Commerce of Orange County; “Multicultural Advocate of the Year” from the United States Department of Commerce and “Entrepreneur of the Year” of the Asian Business Association of Orange County. LA County adopts $36.1B supplemental budget Los Angeles County Supervisors unanimously adopted a $36.1 billion budget that significantly expands efforts to combat and prevent homelessness while also enhancing oversight and quality control within its child protection system, the nation’s largest. The supplemental budget, the final phase in the County’s annual budget process, includes $72.8 million in voter-approved Measure H funds to initiate and expand key efforts to address the homelessness crisis. The additional funding brings the total Measure H funding for 2019-2020 to $532.8 million. Among the programs to be implemented or enhanced with the new funding: • $4 million to expand support services to a growing population of homeless young people aged 18 to 24. • $3 million for a Prevention Action Plan to strengthen County departments’ efforts to keep people from falling into homelessness. • $2 million to begin implementing an Eviction Defense and Prevention Program for families and individuals at risk of losing their housing. • $756, 000 for a dedicated team of Department of Public Health nurses to work with outreach teams to provide services at identified high-risk encampments throughout the County. • $810,000 to launch a safe storage program, so people experiencing homelessness can temporarily store their belongings in order to attend medical appointments, receive health, mental health, and/ or substance abuse treatment, and enter shelter. In addition, the supplemental budget provides $12.9 million to expand temporary homeless shelter assistance for families. It also boosts the County’s push to fund and develop affordable housing with an additional $5 million investment, bringing the current annual allocation to $80 million. And it adds $1.5 million to the Backyard Homes Program, an innovative effort to spur creation of “accessory dwelling units” in neighborhoods.

Child protection system improvements

The supplemental budget funds a range of improvements to the child protection system, including: • $4.4 million and new staffing for continuous quality improvement teams within the Department of Children and Family Services to conduct case reviews and provide ongoing coaching to regional office staff on performance and social work practice elements. • Creation of a new DCFS service bureau to strengthen the oversight and support of 19 regional offices

and increase the number of case reviews. • $10.6 million and 87 positions to fund expansion of Department of Health Services Medical Hubs. • $7.1 million to establish 50 student well-being centers across the County to expand substance abuse prevention services. • $4.2 million for the Emergency Childcare Bridge program, which provides emergency childcare vouchers and childcare navigator services for children in foster care. • $7.6 million to provide transportation for foster children to their school of origin. • $1.7 million for advocacy support services for children who are victims or are at risk of becoming victims of commercial sexual exploitation and to provide support services to their parents/caregivers.

Other key actions

In the justice arena, the budget includes $11.4 million for training and other resources needed to implement the phase-out of oleoresin capsicum, commonly known as pepper spray, from juvenile institutions. In addition, it establishes an Office of Violence Prevention as well as a new multi disciplinary team to assist families who lose loved ones in use of force or custody cases. In an action that did not affect the overall supplemental budget totals, the Board also approved a motion by Supervisors Hilda L. Solis and Sheila Kuehl directing the Sheriff’s Department to develop and implement a deficit mitigation plan to address issues leading to the department’s $63.4 million deficit in fiscal 2018-2019. The action also imposed a hiring freeze on non-critical civilian positions, and placed $143.7 million of the Sheriff’s budget into a special provisional budget to be made available to the department as needed following implementation of the plan. The budget expands consumer protection in several key ways, including funding for a “notario” fraud program to enable the District Attorney to step up prosecution of immigration fraud and the unlawful practice of law. It also creates a multi-departmental Consumer Protection Neighborhood Enforcement Team to proactively address code enforcement and consumer protection issues throughout the County. The budget provides additional funding and staffing for the L.A. Found program, which helps locate people with memory and cognitive impairments who wander from their families and caregivers. On the environmental front, the budget invests $285.3 million in Measure W revenues to fund projects and programs to increase stormwater capture and reduce stormwater and urban runoff pollution.

Who’s fighting... from Page 1 and “Manny” are not just sound-alike names but alike in their cash value too. So, who’s going to be fighting who, really? Well, a Spence and Porter rematch wasn’t a bad idea, considering how exciting and close their fight was. Some kibitzers thought that if weren’t for that left hook that Spence landed on Porter’s chin, the fight would have been much closer to end in a draw. The mean Spence’s punch dropped Porter to his knee and he got the mandatory count. Yet, Porter bounced back on the last round, scoring more clear punches than Spence --- to the delight of the 16,072 strong fans who filled the stadium. Apparently, Porter’s aggression obliged Spence to fight toe-to-toe. “Shawn Porter is a rough and awkward fighter. I didn’t get off what I wanted to. He’s a true champion. He made it tough,” Spence admitted during the post press conference at the Staples Center. “I think that knockdown was the difference. I couldn’t come back to the corner with my head down after that,” Porter said at one point during the post press conference. “Porter was throwing a lot. I wanted to show I was the bigger and stronger welterweight.” Spence won a pair of 116-111 scorecards from the judges while the third judge had it 115-112 for Porter. Carson has officially kicked off the construction and installation of playground equipment for children with all abilities. The design concept approved by the Council provides various stimulating structures that appeal to a wider range of users of differing ages and physical and mental abilities. The design concept allows for the full integration of all children with varying physical, cognitive, and social-emotional abilities, thus encouraging true assimilation. “I hope that this project encourages all children, regardless of their abilities, to spend quality time together as the equipment is designed to unite children of all abilities. In Russia, Duterte hits 'misguided' drug war critics MANILA — President Rodrigo Duterte came to the defense of his so-called war on drugs, which has been criticized by the international community due to alleged human rights violations. Speaking at at the Valdai Forum in Sochi, Russia, the president called out countries that "weaponize" human rights, a term previously used by House Speaker Alan Peter Cayetano to defend the Philippine government from allegations of rights violations. "Closer [to] home, some of our partners have hurled unfair criticisms against my government about perceived excesses in our fight against drugs," Duterte said in his speech Thursday. Duterte said those who criticize his campaign against the illegal drug trade are not trying to understand what is happening in the Philippines. "Is this how friends treat each other?" Duterte asked. Last year, members of the Canadian parliament expressed concern over military deals with the Philippines. They questioned the sale of combat helicopters to the Philippines, which they described as having "terrible human rights record." The president later on ordered the military to cancel the arms and helicopter deal between the Philippines and Canada. Duterte did not mention a specific country in his speech in Sochi but he claimed that same countries supply high-end weapons to "parties whose actual human records leaves so much to be desired." "We only seek to curb criminality that corrodes the very structure of government. We only seek to build a credible defense against those who might be tempted to violate our territorial integrity," Duterte said. In July, the United Nations Human Rights Council voted to adopt a resolution mandating a "comprehensive" international review of the Philippine government's drug war, a move that the Philippines rejected and that led to a Palace order for government agencies to "suspend the negotiations for and the signing of all loan and grant agreements" with countries that co-sponsored or voted for the resolution. Defense Secretary Delfin Lorenzana has said he might ask for an exemption for the Defense department as turning down grants and loans would adversely affect the military's modernization program, including an agreement with Australia for navy ships that will be built in the Philippines. 'Critics clip our wings' According to Duterte, drug war critics "weaken" his government's ability to protect law-abiding citizens from the outlaws. "They limit our capacity to stop the vicious cycle of internal conflict and underdevelopment. And they clip our wings making it more difficult for us to effect meaningful change for our people," the president said. "We are tired of the misguided and self-serving crusades of the few. It does not seek exemption from the norms and principles that have kept the peace in our world for decades," Duterte said. The president stressed that he wants friends and partners to respect the country's independence to make sovereign decisions, the same as how the Philippines respect theirs. "The principles of respect for state sovereignty, non-intervention and peaceful resolution of disputes must be upheld at all times, otherwise the order unravels," he said. Duterte has long been stressing the policy of non-interference in the Association of Southeast Asian Nations (ASEAN). Duterte: 2 generals still 'playing with drugs' PRESIDENT Rodrigo Duterte on Thursday (PHL time) bared that two "generals" remain engaged in the illegal drug trade. "When I took over, I found out about nine generals were involved in the trafficking of drugs," Duterte said at the Valdai Forum in Russia. "And right now, even as I fly here and go back, there are about again two generals who are still playing with drugs. And I said, 'Well, I told you do not destroy my country because it is being flooded with drugs'." Duterte did not elaborate whether he was referring to police or military generals. Duterte's statement came amid the controversy hounding the Philippine National Police (PNP) involving "ninja cops" or policemen recycling illegal

drugs seized in their operations. The modus was bared by Philippine Drug Enforcement Agency (PDEA) chief Aaron Aquino during a Senate inquiry last month. Outgoing PNP chief General Oscar Albayalde's alleged attempt to intervene in the case of 13 alleged "ninja cops," who were previously under his supervision as Pampanga provincial police director, also surfaced in the same Senate inquiry. The 13 policemen supposedly violated various operation procedures in a drug bust in 2013 and were subject for dismissal. Former PNP-Criminal Investigation and Detection Group (CIDG) chief and now Baguio City Mayor Benjamin Magalong alleged that Albayalde asked Aquino, then-PNP Region 3 di-

rector, not to implement the dismissal order. The top cop admitted that he called Aquino but only to check the case status. He denied that he has any intention of influencing the latter. Putin: PHL a ‘very important partner’ of Russia in Asia RUSSIAN President Vladimir Putin on Thursday said his country attaches great importance to its relations with the Philippines under President Rodrigo Duterte. Putin met with Duterte for the fourth time since 2016 in the resort city of Sochi in Russia, where the Philippine leader is on a five-day official visit. The two countries established diplomatic relations in 1976 but Malacañang said it was only under Duterte that the Philippines and Russia witnessed a “dramatic reinvigoration” of bilateral ties. “I would like to highlight that the Philippines is a very important partner of Russia in Asia. Our bilateral cooperation is constructive and mutually beneficial but our friendly relationships between our two countries,” Putin said during the bilateral meeting. He credited Duterte for “expanding the multifaceted cooperation between Russia and the Philippines.” “And in large part due to your personal attention, we have revitalized our political dialogue,” Putin said. In his opening statement, Duterte said he had always looked forward to returning to Russia. "I am here today to reaffirm our strong commitment and to build a robust and comprehensive partnership with the Russian Federation. In the past two years, we have seen a dramatic increase in bilateral activities across many areas of cooperation at various levels of government," he said. “We have also made historic firsts in the key strategic areas from economic, defense, security and military technical cooperation.” Marawi siege Duterte in May 2017 cut short his trip to Russia after ISIS-inspired bandits attacked vital installations in Marawi City. He declared martial law in Mindanao which is in effect until now. The siege ended after several months of clashes and air strikes that left the city in ruins. “Over the last two years you have managed to lower the level of terrorist threat in your country and to strengthen the potential of your security bodies,” Putin told Duterte. “We are prepared to develop our partnership when it comes to countering terrorism and share our experience and all the developments.” Putin said Russian companies are ready “to increase the supplies of energy carriers, aircraft, transport, [and] special equipment.” Putin also wanted to boost industrial cooperation and improve cooperation on exploration of space and the use of digital technologies. Imee Marcos files bill renaming Ilocos Norte SUC after her late father M ANIL A — Sen. Imee Marcos filed in mid-September a bill that would rename a state university in Ilocos Norte after her father, the late dictator Ferdinand Marcos Sr. The explanatory note of Senate Bill (SB) 1044, filed on September 11 and passed on first reading on September 17, said it seeks foremost to remove the confusion resulting from Mariano Marcos State University’s (MMSU) name and the similar Don Mariano Marcos Memorial State University (DMMMSU) in La Union. "Hence, this Ilocos Norte SUC (state university and college) should instead be named after former Pres. Ferdinand E. Marcos, rather than his father, the Assemblyman, Mariano Marcos,” the bill read. The bill is currently pending at the Senate committee on Higher, Technical and Vocational Education.

Its complete title is “An Act Modernizing the Charter of the Mariano Marcos State University and Renaming the Same as the Ferdinand E. Marcos State University, Amending for this Purpose Presidential Decree (PD) No. 1279, and for Other Purposes.” MMSU was formed by the late dictator on Jan. 6, 1978, merging three former schools in Ilocos Norte. DMMMSU was also established by PD 1778 on Jan. 15, 1981, which merged five former schools in La Union. Imee is the eldest of the Marcos children. The late president placed the entire country under Martial Law on Sept. 21, 1972. Based on the estimates of Amnesty International, about 7,000 were imprisoned, 34,000 were tortured and 3,240 were killed during Martial Law—considered as one of the darkest times in the Philippines. If you are employed as a 24-hour caregiver, working around-the-clock to provide care and assistance to an individual inside their home, you are most likely entitled to overtime compensation. If you are paid a fixed daily rate, regardless of the actual hours you work or the quality and quantity of work you perform, you are not receiving overtime compensation and likely have a valuable claim for wage theft. This is true whether you are hired directly by the care recipient or paid though a home care agency. In 2014 the Domestic Workers’ Bill of Rights (“DWBR”) became law in California. The law was passed as part of a movement to enhance the rights of domestic workers, whom the California Legislature deemed to be some of the most invisible and vulnerable workers in the state. Now, under the DWBR, in-home caregivers are entitled to receive overtime wages for all hours worked in excess of 9 in a day or 45 in a week. In Los Angeles County, most 24-hour caregivers must be paid a minimum of $378.00 per day to comply with the requirements of the DWBR. The first 9-hours of work should be paid at the legal minimum wage rate in Los Angeles of $12.00 per hour, which equals $108.00. Then, for the remaining 15 hours, the law requires overtime payments at a rate of $18.00 per hour, which amounts to an additional $270.00. Unfortunately, in actual practice, most caregivers working in Los Angeles receive far less than the applicable minimum, often earning as little as $120 to $180 per day. A 24-hour caregiver in Los Angeles who is earning less than $378.00 per day likely has a very valuable claim for wage theft. For example, if you are a caregiver working 24-hours per day, 5 days per week for a salary of $800 per week (or $160 per day), your weekly unpaid overtime claim is calculated as follows: Your weekly salary of $800 is divided by 40 hours to calculate a regular rate of pay, equal to $20 per hour. Your overtime rate is 1.5 times your regular rate of pay, which amounts to $30 per hour. Your pre-determined salary does not compensate you, at all, for the 15 daily overtime hours you work. So, each day, you accrue $450 of unpaid overtime wages. Employers, who willfully fail to pay an employee the req-

uisite overtime compensation, are also subject to liquidated damages, which could add an additional $157.50 per day to the wage theft claim. Plus, the law provides for interest, attorneys fees, and penalties. In the above example, the hypothetical caregiver is owed over $3,000 in unpaid overtime wages per week. On a yearly basis, the claim exceeds $150,000. We help many caregivers whose claims exceed $500,000 in potential damages after working for several years. Caregivers, who are victims of wage theft, may recover their unpaid wages going back 4 years from the date a lawsuit is filed in court. Labor deal to help OFWs secure Russian visas: envoy

MANILA — With the rise in the number of Filipino workers in Russia, Philippine Ambassador Carlos Sorreta is hoping that the Philippines and Russia would soon strike a bilateral labor agreement to provide them with visas. “For the past few years, dumami po ang pumupuntang Russia at nagtatrabaho. Dahil walang agreement, kokonti lang ang may legal visa para specific doon sa trabaho nila na caretaker or household service worker (For the past few years, more Filipinos are going to Russia for work. Because there is no agreement, there are very few with legal visas specific for their works such as a caretaker or household service worker),” Sorreta said in a media interview at the Philippine Embassy in Moscow on Wednesday. “‘Yan po’y maso-solve hopefully with the bilateral labor agreement na tinatrabaho na namin (Hopefully, that will be solved with a bilateral labor agreement we are currently working on),” he added. Sorreta said he was expecting President Rodrigo R. Duterte to raise the issue on visas in his bilateral meeting with Russian President Vladimir Putin. “Hopefully the President and I think he will raise it, malaking tulong ho ‘yun sa aming trabaho para maisulong ang isang bilateral labor agreement (It will be a big help for us to push for the bilateral labor agreement),” Sorreta said. Once a bilateral labor deal is signed, the envoy said that Filipino workers in Russia would be granted legal status. Moreover, he said he would also be pushing for legalization or amnesty for Filipino workers in Russia. Sorreta said there are currently about 10,000 Filipino workers in Russia with 90 to 95 percent of that number working as nannies or household

service workers. However, he said that only “very few” Filipinos are legally working in Russia because there are only about a hundred legal visas available for nannies and household service workers. “The rest do not have this visa to work here. But they work here. They are doing very well,” Sorreta said. Sorreta said that Filipino workers are also faced with the challenge of competing with Russian nannies and household service workers for jobs. “'Yung trabaho ng nanny at saka household service worker, kayang gawin ng Russian. Meron mga Russians na available and willing to do the work. Senate panel jails ‘ninja cop’ chief MANILA — For “lying” and being “evasive,” the Senate yesterday cited in contempt a police officer who led the controversial raid in November 2013 in Pampanga where he and his men allegedly kept over 160 kilos of shabu taken from a trafficker and sold the drugs on the streets. Members of the Senate Blue Ribbon committee unanimously voted to detain police Maj. Rodney Baloyo IV in the New Bilibid Prison (NBP). Sen. Panfilo Lacson moved to have Baloyo cited in contempt after he insisted on his version of what transpired during the Nov. 29 raid in a subdivision in Mexico town – that it took place in the afternoon, yielded only 38 kilos of shabu, and the suspect they presented to authorities and the media was the same person they arrested during the raid. The Blue Ribbon committee is conducting a probe on the so-called “ninja cops” or police officers who pilfer confiscated drugs and sell them. The controversy has involved Philippine National Police (PNP) chief Gen. Oscar Albayalde as he was Baloyo’s superior at the time as Pampanga provincial police director. A separate internal PNP investigation conducted in 2014, the details of which were bared in the inquiry, showed the raid actually took place at around 10:30 a.m.; over 200 kilos of shabu worth about P700 million were confiscated and a certain Johnson Lee was apprehended. The investigation showed Lee was later released after paying P50 million. He was replaced with another Chinese identified as Wenkum Ding who was also arrested in Clark that day. “Where in God’s country is Major Baloyo weaving his web of lies,” committee chairman Sen. Richard Gordon remarked.

Senators suspect Baloyo’s tampering with the time of the raid had something to do with the disposition of the drugs they kept for themselves. Before citing Baloyo in contempt, Lacson was grilling him on how the anti-drug operation started. Baloyo, who was Albayalde’s intelligence officer at that time, said the raid was initiated by a “walk-in” informant at around 2 p.m. Lacson, a former police officer himself, doubted that an operation of such magnitude could have been launched in such short notice. He cited a report from Baloyo shortly after the raid where he indicated the raid was a product of several days of surveillance. “The conclusion is there is no such thing as walk-in asset. This was really a project,” Lacson said. Retired PNP general Manuel Gaerlan, who was part of the investigation against Baloyo and his men at the time, testified that he found many inconsistencies in the report and discovered the “suspect switching.” “When we found he (Baloyo) was lying in his memo, he has ceased to become my officer,” Gaerlan said. Gaerlan briefly took over as Pampanga police chief after Albayalde was relieved following the controversial raid. Sen. Franklin Drilon asked Baloyo whether he still stood by his narrative and whether he thought Gaerlan was incorrect. The police officer remained quiet. “That (silence) validates the statement that you’re lying. We’ll put you behind bars until you tell the truth. But if you remain evasive, you’ll be behind bars until this Congress expires in 2022,” Drilon told Baloyo. Baloyo led a 13-man team during the Pampanga drug sting operation.

units had been tasked to locate Lee’s whereabouts. Banac said they will coordinate with the Bureau of Immigration to find out if Lee is still in the country. Militant lawmakers in the House of Representatives, however, wanted Albayalde and other police officials implicated in the drug recycling controversy to resign. The six-member Makabayan bloc led by Bayan Muna Rep. Carlos Zarate filed House Resolution No. 416 seeking the resignation of Albayalde and others tagged in the scheme. They said the resignations would allow a credible investigation into the drug recycling controversy. In the same resolution, the group also called on the Office of the Ombudsman to initiate the filing of charges against Albayalde. “These ‘big fish’ must be held accountable as the ones who commit the biggest and worst violations of our laws against drugs and victimize innocent people,” they said. The lawmakers cited the testimony of Magalong in the Senate inquiry.

The 13 policemen were later subjected to an investigation and were recommended for dismissal from the service, including Baloyo. At the same hearing, Gordon questioned Police Brig. Gen. Amador Corpus for issuing a resolution modifying the penalty from dismissal to a onerank demotion instead. Baloyo himself was demoted a rank lower from police lieutenant colonel, or superintendent. Senate President Vicente Sotto III said the Blue Ribbon committee might hold accountable the officials who recommended the one rank demotion instead of proceeding with the dismissal. Sotto said the police officials who modified the penalty could not give good basis for doing so. “I cannot see any basis for simply demoting them,” he said. The PNP, for its part, is trying to locate Lee who reportedly bribed his way to escape. PNP spokesman Brig. Gen. What Factors will the Court look at in awarding Spousal Support? THE purpose of spousal support is not defined by the legislature in that its purpose varies according to the facts and circumstances of each case. The facts and circumstances of a particular case may be such which call for no spousal support, or for support for a very limited period of time, with the purpose to assist the supported spouse to “get back on his or her feet” as a single person, or until community property is distributed. On the other hand, the facts and circumstances of another case may call for support for an extended period of time, perhaps until death of the supported spouse, the purpose for which to provide assistance to one who cannot support himself. The two situations mentioned hereinabove are extreme cases, on opposite ends of the spectrum. Quite obviously, the facts and circumstances in a particular case may be such which call for some amount of support for some period of time, though not until death of the supported spouse. For example, the court may order support for that period of time required for the supported spouse to obtain or complete an education, to allow the supported spouse to take care of the children until they reach an age where a return to employment would be more feasible, or to become self-supporting within a reasonable time.

Although the use of standard guidelines based on income is encouraged in the award of temporary support, such guidelines cannot be used in awarding permanent spousal support. As indicated hereinabove, the award of support is in large part based on the facts and circumstances of the particular case. In determining spousal support, the court considers numerous factors, set forth in Family Code Sec. 4320. Pacquiao confirms talks for Mayweather

eigning World Boxing Association (WBA) super welterweight champion Senator Emmanuel “Manny” Pacquiao has confirmed that negotiations are ongoing between his camp and that of Floyd Mayweather Jr. for a possible rematch. “My team and his team are talking right now. This is just about negotiations, about the formal discussions. So I don’t know what will happen,” Pacquiao (627-2 win-loss-draw record with 39 knockouts) said to writer John McAuley of The National when he visited Dubai last week for a Maharlika Pilipinas Basketball League activity. “Floyd, he came to Saudi, Dubai and UAE (United Arab Emirates) many times looking for a fight, but he is giving a hard time to the organizer, the promoter or the government [with] so many demands…. I mean, he should not give the people here or the promoter here a hard time,” Pacquiao added. sa Pa, With Feelings stars Maine Mendoza and Carlo Aquino underwent a familiarity workshop to “break down” the walls that actors working for the first time together have to deal with. A joint venture of Black Sheep and APT Entertainment, Isa Pa, With Feelings has generated excitement, interest and perhaps some controversy because it pairs for the first time Maine and Carlo, who are both still very much identified with their former love teams, most especially Maine. But what has been described as an “unlikely” tandem is raising high expectations following their “trending” teaser trailer that suggests as much that they have the chemistry and the credibility to bring to life a story about two strangers finding comfort — and maybe love — in each other. According to the production notes, in Isa Pa, With Feelings, Maine is a disheartened intern named Mara who failed the board exams to become a licensed architect. She meets Gali (Carlo), a deaf sign language teacher who is out to prove that he can dance the same way hearing people can. Mara and Gali develop a connection and an unspoken understanding for each other despite their differences. As they get closer, and with complicated feelings getting in the way, they discover that their brokenness, that once connected them, starts to pull them apart. During a presscon for the film last Sept. 30 at the ABS-CBN Studio Experience, Trinoma Mall, Quezon City, director Prime Cruz revealed that he made the two undergo workshops to build the chemistry and more importantly, the trust in each other. “Dun pa lang nag-open na kami ng mga experiences namin in life. We were able to break the ice,” Maine said. “(Director) Prime Cruz made us share about our insecurities to break down the walls between us,” added Carlo. They have since grown so comfortable with each other and it showed during the presscon. Carlo said that how they are now is very much different from the first

time they worked together, via a sign language workshop. Maine told Carlo, “You’re very easy to get along with really, wala kang dating alam mo yun,” drawing laughter, before clarifying, “I mean he’s not intimidating!” Meanwhile, both stars readily admitted that they can relate to their characters. According to Maine, she’s like Mara for having to always deal with people’s expectations. “A lot of people are expecting from her, so I see her in myself, the struggles of Mara,” she said. “I see that in her, and I see that in myself, so sometimes that’s where I draw (my inspiration from).” As for Carlo, like Gali, he still harbors insecurities despite being praised for his acting work and having awards to show for it. “Si Gali, meron siyang parang ipinapakita sa tao, but deep inside, he has a lot of insecurities,” he said. “I’m like that, even with the praises coming from people regarding my acting, I still have a lot of insecurities.” Nevertheless, it was Carlo, the more experienced one that he is, who helped Maine deliver in the dramatic scenes, something she admitted as not her forte, unlike comedy. “It depends on the co-actor if he’s generous,” she said on how she was able to execute particularly the emotionally-charged scenes. “Si Carlo wala akong masabi, may mga moments na kaming dalawa nalang at nag-te-thank you talaga ako sa kanya kasi tinulungan niya ako. The first-ever Ilonggo Night Market and Street Food Hawkers Festival solidifies Iloilo’s claim as the ‘Food Haven’ of the Philippines

ife offers up countless memorable “first times.” One such first was my first trip to Iloilo last week. The province is known as the “Heart of the Philippines” because of its geographical location, but if you look a little closer, it’s shaped more like a stomach, reflective of the Ilonggo culture of joyful cooking and hearty eating. Ilonggo food is such a diversity of delicacies, thanks to Iloilo’s access to sea and land as well as rivers, fields and forests and farmlands, and other bountiful sources of ingredients. In my short stay, I learned so many things, tried many of its culinary wonders, and gained a couple of pounds. On the first day, I was greeted at the airport by Chef Rafael Jardeleza Jr., better known as Tibong, whom I’ve only heard of and read about before my visit. He was wearing a white polo shirt with the collar upturned, his hair cascading down to his shoulders in carefree waves, which pretty much reflected his burly and somewhat easy going personality. You can never understand the culture of a place if you don’t experience the food. The local celebrity chef drove me anywhere and everywhere. His hand were on the wheel, his eyes on the

road, but with unbridled enthusiasm he told me stories that took me deep inside Ilonggo kitchens or grills in the backyard or spitfires on the side of the road. It was also Chef Tibong who introduced me to the ideas behind the food of Iloilo. It’s a mix of many cultures from China, Spain, Mexico, America, and Japan, but so much of it is indigenous, even made of ingredients endemic to the area and its surrounds. Ilonggo cuisine is plain and simple, but incredibly flavorful. The dishes don’t rely on anything artificial. Instead, they bring out the natural taste of the ingredients. Chef Tibong served as our tour guide during our four-day stay, bringing us to some of the wellknown food hotspots in Iloilo like Breakthrough on Villa Beach, Roberto’s on JM Basa Street, DITS-Desserts In The Sky café in San Rafael, Deco’s Original La Paz Batchoy at La Paz Public Market, and Popoy’s at the Iloilo Central Market. As a champion of Ilonggo cuisine, Chef Tibong also escorted us to hidden culinary gems that, at least for me, are just outright the best in Iloilo. In fact, these establishments offer food that the world must know and try. I’m talking about restaurants like the upscale 7 Fishes by Coco Veranda on Diversion Road, the humble Salam-Ukan on Quezon Street, just behind Fanny Commercial Building, and Kap Ising’s Pancit Molo in Barangay South San Jose, Molo. But all these, special as they were, were only side trips to our main adventure, the meat of this visit, the Ilonggo Night Market and Street Food Hawkers Festival at Robinsons Place Pavia Transport Terminal in Pavia, a small municipality just 10 kilometers off Iloilo City. The event is a passion project and a personal advocacy of Chef Tibong’s, aimed at shining the spotlight on the Ilonggo culinary scene. “You can never understand the culture of a place if you don’t experience the food,” he said. “My friends were telling me, ‘Tibong, you’re always doing sophisticated stuff and sit-down dinners,’ so I thought this time around, I’ll do street food.” The jeepney and bus stop, cleared of the PUVs in the duration of the food fair, housed all manner of hawkers and vendors, from the small tusok-tusok cart of Mama Dra Molo Fishball, which sold an average of 2,600 sticks a day, as I was told, during the festival, to the stall of the legendary karinderya, St. Martha Food Ideas & Catering Services, which displayed a sundry of lutong ulam. And among the myriad items that impressed me that night, the traditional western Visayan dish called Linagpang won my heart and my stomach. Cooked with free-range native chicken, the broiled meat is extra tender and savory, which complements the zesty flavor of its broth. Since there was a lot of good food, some of which were no less than Iloilo’s best kept secrets, it was no surprise that, from the target of 500 fairgoers, approximately a thousand people trooped to the festival venue, particularly toward the weekend. Every night was a riot of flavors, a riot of old family matriarchs mixing with teenagers out for some beer and inasal, and a riot of homegrown bands like Apollo, an upand-coming “boy” band, serenading the crowd with a playlist that ranged from standards to OPM. The celebration was momentous, being the firstever food fair of such

magnitude to be held in Pavia, a quaint municipality one usually just passes through. Little do people know that this area, once upon a time no more than a camping ground for city sophisticates and absentee landlords, is now the regional agro-industrial center of Western Visayas, and a town on the rise. It was thanks to the support of various people such as Cristina Syching, president of Hercor College, Andrea Vadez Gorriceta, owner of A Artisanal Ice Cream, Helen Catalbas, regional director of DOT VI, and the local government unit headed by Pavia’s young but brilliant mayor Laurence Anthony Gorriceta and vice mayor Edsel Gerochi. The list goes on. Everyone mentioned made the jamboree possible, and personally came to support it. On the last day of my trip, my food companions and newfound friends asked me if I was “Ilonggated” yet, to which I responded, “No, far from it.” Not because I was unimpressed or disappointed, but because I enjoyed it so much I don’t think I’d ever want to nor will I ever have the occasion to say been there, done that, eaten this, tried that in Iloilo. The study showed that the new skin patch could efficiently deliver medication in one minute to attack cells of melanoma, a deadly form of skin cancer. Using chicken ovalbumin as a model antigen, the researchers vaccinated mice with their painfree microneedle patches, and compared the results with intramuscular and subcutaneous injections. The microneedle treatment produced nine times the antibody level compared to intramuscular injections and 160 times the antibody level compared to subcutaneous injections, the study said. The researchers also saw efficient immune activation in surgical samples of human skin, it said. The device is an advance toward developing a vaccine to treat melanoma and has wide-

Dr. Roberto Pascual, chairman of Philippine Dermatological Society–Sexually Transmitted Infection Subspecialty Group, said genital warts are most common manifestations of HPV infection. “About 40 strains of HPV are related to genital warts…these warts are not painful, they are just itchy. Sometimes, patients only see a doctor when they are already very itchy or when they already interfering with sexual activity,” Pascual said. While “intimate” skin to skin contact is the most common mode of HPV transmission, Pascual said the infection can be acquired “even without sexual penetration”. Even though HPV infection is asymptomatic, Llave stressed it can be detected through pap smear, HPV DNA testing, and simple acetic acid test. As soon as you become sexually active you need screening, actually the World Health Organization recommends that by age 30 you can start with screening, and even if you’re 21 and still a virgin, you can already have pap smear for protection,” she said. Llave added anyone can be protected from HPV infection through vaccination against the disease. “As early as nine years old, you can have HPV vaccination because it is prophylactic, meaning it could be given before you’re even exposed to infection, it is best to be given at that time because the response of your immune system is better when you are younger,” she said. Hobbit Farmville boosts agri-tourism in Pangasinan town

SAn FABIAn, Pangasinan -- From being a mere agricultural community, Barangay Lipit Tomeeng here is now becoming an agri-tourism destination because of the Hobbit Farmville, which was inspired by the Lord of the Rings movies. Hobbit Farmville seats on a nine-hectare land owned by Marcel Jon Mendoza and his wife Genelyn, who are successful entrepreneurs. It features the infamous ‘Shire’ or the village of the hobbits, which was based on the movie Lord of the Rings, that draws visitors following a post of a netizen on Facebook that went viral six weeks ago. “We had no intention of opening it yet to the public because we are still at 10 percent completion of the project. It began with a Facebook post that went viral in social media about six weeks ago we were overwhelmed with visitors from different provinces,” said Mendoza in an interview via messenger recently. He admitted that their frustration with the yield of their farm and fewer opportunities for the farmers prompted them to look for an alternative business plan. “When my wife and I started with farming in 2017, we had no experience and background. When we were starting out, we had high expectations and enthusiasm in the crops that we tried to cultivate. We brought in the best practices and technology available to us at that time, but when our first harvest came, like most farmers, we either sold our crops at breakeven or even at a loss. Hence, we turned to the idea of agri-tourism with the intention to boost revenues PNA through higher margins, improving lasting ties with customers, and promoting a deeper appreciation of farming to consumers. We were convinced that this was the way to boost opportunity at the farm and our local community,” Mendoza said. Since the Lord of the Rings is one of their family’s favorites and the idea that hobbits in that movie are great farmers, they thought of building the Shire, a place of serenity, beauty, and relaxation, he said they were convinced that this was what they needed to offer a unique farming experience to the visitors. In line with their goal, their Farmville is now starting to boost agri-tourism in the area as well as offer additional income to the farmers and the community as a whole. “The whole community is involved in the project. From the tricycle drivers who enjoy the increased number of passengers to and from the farm; the families in our community where employment opportunities are now available; the farmers who find additional jobs and other means of income

in the months of waiting for the harvest to come now, have stable and competitive employment opportunities,” Mendoza said. In the Hobbit Farmville, guests may participate in the whole cycle of planting, cultivating and harvesting of crops (depending on the season and the crop). During the last weeks of August to the first of September, guests can participate in the traditional way of eliminating snails at the rice paddy, wherein guests can pick them off one by one, he said. “We have a milk tea shop where we offer the “biggest milk tea in the whole of Pangasinan”, (2.7 liters). We serve snacks and drinks to our guests. They can bring in their food and use the picnic area but guests are not allowed to leave any garbage behind (no garbage policy). s news broke out of the fire that destroyed the Pasay amusement park—which housed the ballerina’s two theaters—Kirov ballet’s first foreign soloist looks back at her dear Fred’s birthday presents to her, and is just thankful that no one was hurt in the gutting fire. As images of the Star City complex being engulfed in flames spread all over social media, countless shared memories of their favorite attractions at the Pasay landmark. Several brought up the many rides they took, the variety of concessionaires surrounding the amusement park, the imposing Snow World, and the equally commanding Manila Broadcasting Company—all of which are now charcoaled ruins.

I

recently purchased a piece of furniture from one of the shops along Santa Rosa-Tagaytay road. It was a day bed made from recycled wood. What I liked about it when I first saw it were the shapes of the animals cleverly hidden at edge of the bed. I have become familiar with these designs and shapes when I travel around the Cordilleras. When I asked the owner where his furniture maker came from, he confirmed that they were from Banaue. Having travelled to the Cordillera many times, I have learned to appreciate the unique arts and culture of the mountain people. I must admit that during the first time I went there, I was only interested to see the many natural attractions of the region. But as I started coming back, I have learned to appreciate more the people who make these attractions look better. The people of the Cordillera probably have one of the oldest arts and culture, dating back to more than a thousand years. All over the region, there are skilled woodcarvers. But those from Ifugao, particularly in Banaue and Mayoyao, are considered the best. The most popular figure which they carve is the bulul or rice god. The figures are placed in rice granaries to ensure bountiful harvests. On the other hand, in Kiangan, the practice of bamboo carving still exists. It amazes me to this day to see firsthand how a simple bamboo pole can become an art piece worth keeping. You have to see it for yourself how intricate the carvings are. Truly, these artisans deserve more recognition and praise. Pottery making is also making a comeback. The people of Bangaan in Ifugao used to produce clay pots for the region. But the influx of cheaper and more practical cooking wares killed the industry. It is good thing that the people of Sagada is slowly re-introducing the art of pottery making, with a handful of local potters producing unique pottery designs with indigenous materials. Back to Tagaytay, I asked the Ifugao woodcarvers why they moved, they replied that there’s very little opportunity for work if they stay in Banaue. It is a sad reality, a wake up call that soon, our local craftsmen may lose their passion for creating these one-of-a-kind pieces from wood, clay, or bamboo. I believe that if every tourist who visits the Cordillera region will take a small piece of their craft back home, then there’s no need for these craftsmen to leave the highlands. (mb.com.ph)
