THe elected officials of the cities of Glendale and Long Beach made separate yet aligned efforts to value their Filipino American constituents by issuing respective official proclamations to honor the Filipino American History Month (FAHM) celebration. In Glendale, Filipino American Business Association of Glendale (FABAG) past president Editha Maniquis Fuentes said the political leadership of the City of Glendale has recognized the Filipino American celebration since 1988, it has only officially acknowledged the FAHM without fail for the last 10 years. In the proclamation signed by Glendale Mayor Ara Najarian, the city of Glendale said it “recognizes the increasing number of Filipinos that live and work in the City and joins FABAG for their ongoing arts and culture awareness and expressions.” GLENDALE

FILIPINO priests, wearing aprons at one time, danced and serenaded guests at the recently concluded fund-raising event dubbed as “Pista sa Nayon.” Spearheaded by the Filipino Priests Association of Los Angeles (FPALA) and amply supported by parishioners and civic leaders, the Pista sa Nayon event was held on Sunday (October 20) at the Glendale Civic Auditorium. Some 800 guests attended

the event. The program started with a community prayer led by Fr. Adrian San Juan. Most Reverend Alex Aclan, the second Filipino to ever become a Catholic bishop in the United States, was honored together with his fellow priests who have been serving the Archdiocese of Los Angeles. The Philippine Heritage Institute International celebrates Filipino American History Month and its 30th Anniversary with the White House Millennium Recognition Awards

n Oct. 12, at the Great Wolf Lodge in Garden Grove, chaired by one of the first nurse awardees (1999) Josie E. De Jesus, PHII celebrated the White House Millennium Council Initiatives: the 21st Annual Award to Outstanding Filipino American Nurses; the 13th Annual President’s Award: “Profiles in Service, Pillars of Community”; and the 3rd Founder’s Award, a quinquennial recognition for an “Outstanding Filipino American Organization,” bestowed to San Fernando, La Union Association USA and accepted by its president Victoria Balcita-Neri, husband Mario Neri, and the association’s founders Angel and Remedios Calub. Keynote speaker was Deputy Consul General Ambrosio Brian F. Enciso III, who shared a message from Consul General Adelio Angelito S. Cruz: “The Institute’s dynamism since its founding in 1989, by the late Naomi Palma-Armada is proof of how Filipinos in Southern California continue to be a significant and positive force in mainstream American society. Meanwhile, in the City of Long Beach, a contingent of Filipino Americans received another official proclamation from Mayor Robert Garcia. Going back to the conferring of recognition to Reyes --- the former military officer started his vocation in the labor movement as an intern and apprentice with the AFLCIO Organizing Institute organizing in California, Nevada and Minnesota. After his successful completion of the program, he was hired as a Field Representative/Organizer with Service Employee International Union (SEIU) Local 660 in 1994 representing clerical workers and Eligibility workers in the Los Angeles County Department of Social Services and also the Department of children and Family Services. Reyes moved to SEIU Local 1000 to represent non faculty staff at CSU Long Beach, CSU Dominguez Hills and at the CSU Chancellors Office based in Long Beach. During his employment in Local 535, Reyes represented and organized nurses and medical staff at Southern California American Red Cross regional centers in Los Angeles and Orange counties and at the Kaiser Permanente until 2007.

In January 2007, he joined United Nurses Association of California, UNAC/ UCHP, AFSCME, and AFL-CIO as a labor representative. During his tenure at UNAC/UHCP, Reyes has been involved in representing, organizing and negotiating for nurses and health professionals at Kaiser Permanente Hospitals, St. Francis Hospital in Lynwood and Tenet Hospital facilities. Reyes was a veteran classroom teacher in the ABC Unified School District in Cerritos and was an elected school board president in the Ocean View School District in Huntington Beach. The conferring of recognition on Reyes will happen on Saturday (October 26) at the Veterans Park (22400 Moneta Avenue, Carson). On April 3, 2018, Carson became the first city in the world to declare Larry Itliong Day, which is a paid city holiday. There will be a parade to be participated by various Filipino organizations at the start of the celebration that will consist of entertainment numbers and some formalities.

HOUSING FOR SENIORS OPENS IN 2nd DISTRICT

L

os Angeles County Development Authority (LACDA) officials joined Supervisor Mark Ridley-Thomas, the Los Angeles County Housing Development Corporation and Veloce Partners, along with FPI Management, Inc., at the Grand Opening of the Athens Vistas Apartments.

The site is located in the Athens Westmont area of unincorporated Los Angeles, formerly owned by the LACDA. Athens Vistas is a permanent supportive housing development for persons with limited means and homeless seniors, aged 62 and above. The project features 73 units plus one manager’s unit. Unit amenities include ENERGY STAR appliances and ceiling fans, dual flush toilets, energy efficient lighting, and access to either a patio or balcony. The senior units all meet the 2010 Americans with Disabilities Act standards and include Universal Design standards. The development includes landscaped grounds, a central outdoor courtyard, container garden and edible landscaping, two community rooms, a laundry room, gym, designated exercise room, computer room, and social services. “Seventy-four deserving seniors - half of whom were previously living on the streets - now have a beautiful, dignified, and affordable place to call home. This is what individual transformation and community transformation can and should look like,” said Supervisor Mark Ridley-Thomas. “We have to do more and do it faster because we have over 4,000 seniors throughout the County who still need and deserve a place they too can call home." The Salvation Army is the lead service provider for the project and will provide an onsite Service Coordinator to link residents with essential services based on their individualized needs and assist residents with resume creation, coordinate employment training, organize community building activities, transportation,

and develop educational programming. The Service Coordinator will also assist residents with obtaining services from other providers, who will be providing case management, mental health counseling, substance abuse counseling, and other supportive assistance. The YMCA of Metropolitan Los Angeles also provides additional supportive services by addressing the detrimental impacts of social isolation and physical inactivity by providing residents with a curriculum of senior programming and activities that are fun and interactive. The project received $2,575,900 in Affordable Housing Trust Funds (AHTF) from Notice of Funding Availability 21, 37 Project-Based Vouchers, and $2,000,000 in HOME Investment Partnerships Program funds provided by the LACDA. A $35,000 incentive for providing an onsite gym and a $25,900 incentive for quality insulation installation are incorporated into the total funding amount. The LACDA also provided a seller carryback loan in the amount of $1,350,000 and transferred the LACDA-owned land to the developer at construction closing. Each October, the National Association of Housing and Redevelopment Officials (NAHRO) and its membership, including Los Angeles County, work collectively to raise awareness of the unmet housing need for many of America's most vulnerable, and the vital need for safe, decent, and affordable housing in sustainable communities. New housing developments, such as Athens Vistas, support Housing America Month’s goals, as Los Angeles County recommits itself to meeting the local affordable housing and community development needs.

After feeding their guests, the priests proceeded to entertain them with songs and dance sequences. Arnel Bailon, an area coordinator who helped in food preparation and decorating the venue, was so amazed by the experience. “This is truly wonderful! The priests are very happy to serve their guests. They made them feel very important and special,” Bailon exclaimed. It was Bailon’s idea to dress the priests with yellow green apron. He coordinated with the other volunteers and made sure that things would come out right. Jordan Mangaliman and Fr. Mike Perucho who served as emcees of the program, thanked the Filipino community for supporting the event. The Rondalla Club of Los Angeles led by Tagumpay De Leon played folk songs as guests settled to their tables. Father Riz Carranza, president of Filipino Priests Association of Los Angeles said: “I would have not have been happier. Everything turned out to be beautiful. Thank you so much to my Pista sa Nayon team!” Proceeds of the fundraiser benefit priests attending the 4th Assembly of National Association of Filipino PriestsUSA which will happen in New Jersey on October 26-30, 2020. The convention will focus on the priests’ continuing efforts to become effective ministers of evangelization. The FPALA was supported by the Filipino Ministry of the Archdiocese of Los Angeles and other faith communities.

5 THINGS... from Page 1 that the Public Charge rule is not in effect while the litigation continues and …it may never take effect." said attorney Madison Allen, of the Center for Law and Social Policy. “The plaintiffs had to show that they had a likelihood of winning on the merits and that they could prove imminent harm.” But fear in the community of the consequences of asking for public benefits fueled by misinformation threatens to have dire consequences for families. Reports by Migration Policy Institute estimate that "millions of immigrants will stop asking for help with health, nutrition and social services,” and social service organizations continue to report cases of people needlessly giving up benefits they need with the belief they are now banned from using them. According to experts and attorneys that held a national teleconference on Thursday, many of those immigrants aren't even in danger of having a future visa being denied because of use of public services. Many are not in the categories included in the rule, aren’t using the benefits that would affect them, or have other factors in their favor that could be taken into account. During a teleconference co-sponsored by the National Immigration Law Center (NILC), the Immigrant Legal Resource Center (ILRC) and Ethnic Media Services (EMS), the following was emphasized: Many immigrants are NOT and will NOT be affected by that rule. There are several categories of immigrants that do not fall under the new "Public Charge" regulation that

was issued by the U.S. Department of Homeland Security (DHS) last August and is now paused by court orders. Refugees or asylum seekers, those who apply for or have U visas for victims of crime, T visas for victims of human trafficking, WAVA cases of domestic violence, SIJS for abandoned minors, renewal of Temporary Protected Status TPS or DACA, and most permanent residents or citizens will NOT be affected by this rule. "No matter what the courts decide, these people will not be directly affected by that potential change in the Public Charge rules,"said Allison Davenport, ILRC's supervising attorney.

The Public Charge Rule would only affect certain immigration benefits

Fear in the community primarily comes from confusion about who would be affected by the Public Charge rule should the federal courts give the go-ahead, Davenport said. “The concept of public charge has been part of immigration law for 100 years. What is changed is how DHS now wants to interpret it. They want to apply a stricter standard,” said Davenport. Nor is it a ban on obtaining services, many of which undocumented immigrants aren’t entitled to anyway. "It will only be applied on two occasions: when a person asks for a visa to enter or stay in this country or when they ask for permanent residence," she added. Not all public benefits are listed in the new rule, only a few specific ones.

The current Public Charge law, in effect since 1999, only limits visa applications for people who use two types of benefits: long term care and cash assistance, such as welfare payments. The new regulations that are currently on hold add several more to that list: assistance for housing subsidies or Section 8, food stamps and Medicaid. However, this does not include Medicaid received by children under the age of 21 or by pregnant women for 60 days after delivery. Programs that are NOT included in either the old or new regulations (not yet in effect) include: WIC, CHIP (Healthy Families in CA), Food Assistance or school lunches, Head Start, any type of earned benefit such as Social Security or Disability, tax credits,

or certain military family benefits. The attorneys and community leaders said that no one should suspend their use of these services, even those that are included in the new rule, without consulting a specialized community organization or an immigration attorney.

Historically, the public charge rule has had limited impact

If the courts give the green light, the actual effect of the regulation may be more limited than feared, since most benefit applicants have other factors that may tilt the scales in their favor. "Our analysis tells us that 69% of those who recently received green cards have used at least one of the listed benefits, but most also have positive characteristics that can counterbalance that and result in a favorable decision”, said Jeanne Batalova, a Migration Policy Institute (MPI)researcher

who has studied the issue. As an example, if the person applying for the green card has used food stamps but speaks English and currently has a stable job, those may counterbalance the use of benefits. A recent analysis by MPI revealed that while the Trump government has denied more visas than in the past due to the State Department applying stricter measures at its consulates and embassies, many of those rejected eventually manage to overcome the hurdle. "In 2016 they denied 1,000 resident visas and that number rose to 12,000 this past year. However, half of those managed to appeal and be approved," said Batalova. Registration centers for National ID completed by end of 2019 —NEDA

thE data centers which will be used to register Filipinos for the Philippine Identification System or PhilSys should be completed by the end of the year, Socio-Economic Planning Secretary Ernesto Pernia has said. “The data centers should already be in place right now, if not, at least by December so they are usable in early January 2020. We need to act more swiftly and ensure that we will have no delays in the implementation of the National ID," Pernia said during the meeting of the PhilSys Policy and Coordinating Council on Friday. The government targets to register almost all Filipinos to the national ID system by mid-2022, according to the National Economic and Development Authority (NEDA). Pilot test registrations of over 500

beneficiaries of the Department of Social Welfare and Development and employees of the Philippine Statistics Authority were conducted last September. The NEDA-led council aims to cut the processing time of each registration and make it more senior citizen-friendly on the next leg of the tests to be conducted in November and December. The registration process includes screening, demographic and biometric capturing, and printing of transaction slip. The series of test registrations will run from September 2019 to May 2020 while the mass registration for the Philippine national ID system is expected to start in June next year. (GMA News)

Colliers said food and beverage firms — which account for nearly 40% of incoming tenants in malls across Metro Manila — will likely have the highest retail space absorption in the next years. “For Filipinos, food will remain king,” the consultancy services said. Meanwhile, clothing and footwear will cover about 17% of tenants that are set to occupy retail space from 2019 to 2021. “Creating unique destinations with program-driven experiences is just as important as the physical structures such as permanent attractions, architecture and design,” said Karla Domingo, Colliers Philippines’ associate director for advisory services. 1. Feelings of Obligations to Caregiving Recipients By nature, caregivers are typically caring people. Many private employers take advantage of a caregivers compassionate nature and do not pay a fair wage. Many caregivers feel uncomfortable going after those they provided care for and their family members. Many feel a sense of loyalty or obligation towards their employers. While this is noble sentiment, it does not change the fact that caregivers who have been paid less than the legally required wages are victims. In fact, many people who utilize in home caregivers are financially able to pay for caregiving services as required by law, but simply chose not to because they want to save money. We often see the children of elderly patients making efforts to preserve their own inheritance by taking advantage of caregivers. 2. I Do Not Have A Social Security Number. The reality is that many private employers misclassify caregivers as independent contractors to avoid paying overtime. In many cases, a document stating a caregiver is an “independent contractor” will have little impact on the caregiver’s ability to recoup unpaid overtime. Often, the employers retain so much control of a caregivers duties the true facts of the employment will overcome any purported agreement. 6. I Did Not Pay Taxes on The Wages I Did Receive. While we recommend that our clients pay all taxes owed for the wages received, if you have not paid taxes on your wages, you still have the right to seek the overtime wages you are due. It is the employer’s obligation to properly classify you as an employee and withhold state and federal income taxes from your paychecks. If this has not happened, it is also problematic for your employer who has violated the law. The most important thing to understand is that it does not impact your ability to recover unpaid overtime. 7. I Do Not Want to Get Involved in a Long Court Battle, and I May Leave the Country. Most cases settle without going to court, and many cases settle within a matter of a few months to a year. We regularly have clients who return to their home countries while the case is ongoing. Filipina scientist, 2 others discover what could be world’s largest caldera in Benham Rise

A NEW Zealand-based Filipina scientist has recently published a research of what could be the world’s largest caldera in Benham Rise. In a research entitled “Benham Rise unveiled: Morphology and structure of an Eocene large igneous province in the West Philippine Basin,” marine geophysicist Jenny Barretto, together with Ray Wood and John Milsom, discovered a 150-kilometer diameter caldera named “Apolaki Caldera.” The University of the Philippines-Marine Science Institute said the earth’s largest caldera, like the Yellowstone, is only about 60 km. It added that the size is comparable to shield calderas in Mars called the Olympus Mons which is 80 km by 65 km, and in Venus named Sacajawea which is 150 km by 105 km. Caldera is a large volcanic crater, especially one formed by a major eruption leading to the collapse of the mouth of the volcano. Based on the research, “a multi-beam bathymetry with almost 100 percent coverage has revealed the morphology of Benham Rise for the first time.” One of the features was that the “platform is surmounted by a crest exhibiting caldera morphology at an average depth of ~2,500 km.” “The crest is named Apolaki Caldera and may be the world’s largest known caldera with a diameter of ~150 km,” it said. It added that the features of the Benham Rise are “like a breached rim, intra-caldera benches, and a resurgent dome (that) indicate a multi-phase volcanic history consisting of both quiet and explosive eruptions.” The research described Benham Rise as an oceanic large igneous province at the western margin of the Philippine Sea. Sandiganbayan dismisses P267-M Marcos forfeiture case due to 'fatal' photocopies MANILA — The Sandiganbayan 4th Division has dismissed Civil Case No. 0007 involving the forfeiture of an estimated P267 million ill-gotten wealth of the Marcoses through spouses Fe and Ignacio Gimenez. In a decision promulgated October 14, 2019, the anti-graft court granted the demurrer to evidence filed by the Gimenezes for insufficiency of evidence. Photocopied documents as well as defective pieces of evidence cost the government millions of pesos as well as dollars siphoned off to foreign countries, expensive works of art as well as real estate properties under the name of the Gimenezes. “Considering that the Republic is essentially seeking to prove the contents of the photocopied exhibits that it submitted, this Court finds the violation of the best evidence rule in the case at bar to be fatal to the Republic's cause,” the court said Civil Case No. 0007 is among the cases filed by the Presidential Commission on Good Government and the Office of the Solicitor General in 1987. In 2006, the Sandiganbayan had granted the motions to dismiss filed by the Gimenez couple but in 2016, the Supreme Court remanded the case back to the anti-graft court. In the Sandiganbayan decision, it was noted that the government argued that the documentary evidence they submitted should not be considered mere photocopies but rather certified public records. “In several decisions, the High Court has already held that the fact that these documents were collected by the PCGG in the course of its investigation does not make them per se public records,” the court said. Among the photocopies noted by the Sandiganbayan in its decision were tax doc-

uments, summary of stock transactions, Central Bank of the Philippines documents, Statements of Assets, Liabilities and Net Worth, local and foreign bank statements. The Sandiganbayan ruling also noted that the government failed to authenticate private documents and that some of the affidavits were hearsay evidence. The justices also said that some of the evidence will still have no probative value even if the defects were to be ignored because they cannot even decipher the documents. “It must also be stated that some of the photocopied exhibits that were submitted by the Republic to this Court are so poor in

quality that the letters and numbers stated therein are already unreadable thereby making it impossible for the Court to discern therefrom the points being sought to be established by the Republic,” the court said. The decision was penned by Division Chairperson Alex Quiroz, with the concurrence of Associate Justices Reynaldo Cruz and Maria Theresa Mendoza-Arcega. Last month, the same division dismissed Civil Case No. 0008 involving the supposed ill-gotten wealth of the Marcoses through the Tantoco family. 19 other Marcos civil cases are still pending at the Sandiganbayan. tO publish a book means to spend almost a fortune. Publishing houses require so much from the author that to write something, that is to work on a book, is like draining one’s blood after a bloody surgery. Out of the several manuscripts I have accumulated after years of writing, I only have a couple of works which passed through the printing process. And I tell you, I almost skipped lunch for years just to save and appropriate a budget for publication alone. No publisher worth his salt would ever gamble on a piece of garbled thoughts unless it would easily give him a pornographic financial figure to ogle on. Rudyard Kipling’s Jungle Book was for years ignored for publication and treated even as a literary shit. A number of years later however, it was hesitantly printed. But when it was re-discovered, appreciated for its language and printed, it became a classic. Jose Rizal’s Noli Me Tangere would have landed inside the chimney in Germany for lack of printing fund but somewhere came a sponsor and saved the book from oblivion. Well, the book opened the eyes of revolutionaries, became a theme for revolt and reform and eventually a piece of evidence that sent the author unfortunately to the gallows. Same is true of great writers before and their respective obra maestras. There was the written word, the struggle for its publication, and later the recognition. So much ideas probably went beyond realization. Some were wasted and buried in the dustbin of insignificance. But now no more. Well, at least for those who know. In my case alone, I was introduced (convinced by a friend and tutored by my daughter Atern) on the vagaries of publishing in the net. I thought that I must have to study the nuances of the digital world to attain literary in internet. I thought that having an email and facebook account are in effect the sign of digital literacy, but no. I was convinced to study how to publish on the net. And it was damn easy. And rightly so. It was free, no charge and hassle free to register and upload one’s work as what I did. There are a number of firms that would encourage writers to show their mettle and their products. There is the iWriter, MangoBooks, Online publishing, so on and so forth, plenty to choose from.

DP.AMAZON.cOM And from there, I started to click registration. After I have given my name and password, there I was, uploading my files, the same files I am submitting to the printing office. But this time, instead of the printer telling me the costs and how it will bill me, Amazon on the other hand is telling me the worth of royalties I will receive once my book sells online. I have published 9 books already and seeing it on the shelf of amazon (type Venancio Tesoro on the search engine of Amazon and in a flick, it would lay down the books I authored), on the corridor of digital book store of the world, is like receiving a medal from the universe already. I felt like I belong to the Force already (remember Star Wars?). The feeling that one has contributed to humanity his piece of mind, a fraction of idyllic significance based on his existence, that for once he existed, is enough accolade already that no amount of wealth could equal. If only because of that, I felt accomplished and affluent. The thought that someday my works will be read, browsed and perhaps appreciated is a lready an exciting proposition. The thought that in all the works I have published, the names, shadows and narration of those I love—my family and friends, of those I respected most; and of those I sacredly reckon, they are all there and I have immortalized them. Before, it was a costly affair to perpetuate an idea. Now in the digital world, everything is made simple and free, and instantly available to be shared for the benefit of mankind.

I am self employed and have so far done well with my income. I have a lot of equity and currently paying a rate of 6%. I have been waiting for the 4 yr period to refinance my current mortgage into a conventional loan. Please advise. Ken Go: Great to hear that you were smart enough to let go a money pitt of an investments you made in the past. By letting the two properties go, you were able to save this one property that you live in and now is welcoming the benefits of its appreciation. Unfortunately, you have been misinformed. For conventional financing a foreclosure has to be clean of seven years before you would be able to get Fannie or Freddie loan. however, after crunching all the numbers, I believe you will still benefit by taking an FHA refinancing loan. You will have to pay PMI and an upfront MIP but the rates will be about .50% lower and we will pay for all the closing cost including reoccurring reserves. Your purpose of cashing out to pay off personal debts will be achieved and you r payments actually will not be much different from what you are paying total. I strongly suggest this FHA refinance now while rates are still fairly low. Caller: I own two properties and I am sort of having a hard time with my fix retirement income to keep afloat with my expenses and day to day activity. What should I do and how can I get some breathing room to enjoy my retirement. Ken Go: I am so glad you are very conservative with your finances. You did not borrow too much and you invested in a property that is generating income for you. However, the income is not really enough to cover all the expenses of the property let alone your extra needs. After reviewing both your properties, I strongly suggest you sell your rental property and take advantage of the equity to pay off your mortgage and some bills. That will free you up tremendously and give you extra money yearly to go home to vacation. You are renting your property to a relative that is paying about 40% less than when its worth. Your kind heart is hurting you very shallow pocket. You are what I call “Equity Rich” but “Cash Poor”. By selling your investment property and paying your existing loan balance and some revolving debts, you will have about $1500.00 of free money every month. Therefore, if you save up some months, that should be an easy once a year vacation to the Philippines. If you don’t sell, you don’t see and touch your investment gains. Caller: I just started a full time job two weeks ago and I would like to refinance my house to pay off some student loan debt of our children. I stopped working for about a year due to some medical issues and now is back doing what I have doing for the past ten years. I was told I needed two year consecutive employment history. Please help me because my credit card debts and my children’s student loans killing me with very high interest rates. Is Your Situation Forcing You To File Bankruptcy? Facing serious debt problems can be depressing to a lot of people. It may seem like the end of the world. You may feel angry, depressed, guilty- or a combination of all three. You may even be blaming yourself for making the decisions that led you to your present situation. I’m here to tell you, however, that like most things in life, whatever you’re going through is most likely only temporary and will soon pass. How can I possibly say this?

Well, did you know that millions of honest, hard-working people just like yourself are having problems paying their debts? As a matter of fact, more than 1 million file bankruptcy in the United States every year as a result of being in debt. Do you think these people file bankruptcy simply because they don’t want to take personal responsibility for their debts? Not at all. The truth is that most people who file bank-

WHAT IS THE DIFFERENCE BETWEEN AN ANNULMENT AND A DIVORCE?

What is the difference between a divorce and an annulment? Many people think these concepts are the same and interchangeable. There are many differences between the two concepts. A divorce ends a valid existing marriage. In a nullity, a determination is made about the validity of the marriage itself. When a marriage is annulled, it has the same effect as if the marriage never existed. A nullity results in a void. In California, any spouse can obtain a divorce regardless of the reason. A common basis used is a catchall phrase “irreconcilable differences.” However, anyone who wants to end a marriage can end the marriage and there is nothing the other spouse can do to stop that. However in a petition for nullity, the court will not automatically grant you the nullity. There has to be a legal basis for seeking the nullity as outlined in the family code. Some of the basis are 1) entering into a bigamous marriage 2) incestuous marriage 3)fraud in obtaining the other spouse’s consent to marriage 4) incurable physical incapacity 5) unsound mind among others. The petitioner would have to prove one of these grounds in court to be able to get a nullity. In a Nullity, there is a statute of limitations. That means you have to file your nullity within a certain time period depending on the basis for seeking the Nullity. Each ground has a different statute of limitation. For example, if you are filing the nullity based on fraud, you have to file within 4 years of discovering the fraud. If you blow the statute of limitation, this can be used as a defense to dismiss your case. On the other hand there is no statute of limitation in a divorce. You can file a divorce at any time regardless of how long you have been separated from your spouse. In a divorce, husband and wife are presumed to be the parents of children born during the marriage. In a Nullity, the marriage has no validity so it will affect the presumption of parentage of the children. The Court will have to make a finding of parentage for the children on a different basis before it can make orders relating to custody, visitation, and support. The treatment of spousal support (alimony) is different between the two. In a divorce, the spouse that has less earning capacity and access to resources may seek an award of spousal support. This is not available in a Nullity since the marriage is invalid and there is no spouse as a result. The division of property is also different. In a divorce, community property is divided equally between the spouses. In a nullity, since there is no valid marriage, there is no community property created and properties are not divided between the spouse. Similarly, neither party can receive survivorship benefits and inheritance rights from the other party in a Nullity. Finally, there are different immigration consequences between a divorce and a nullity when an immigrant spouse is involved. In a divorce, the immigrant spouse who obtains a greencard from a US Citizen spouse stands a bigger chance of keeping his or her greencard and ultimately become a US Citizen. In a nullity, the immigrant spouse may lose their greencard status when the marriage is found to be invalid since it is the basis for the greencard. Filipino entrepreneur Noli Zosa announces his candidacy for San Diego City Council, District 7

29-year resident of San Diego, California, Noli Zosa, the son of prominent Los Angeles community leaders, Dr. Noli and his wife, Nena Zosa, has announced his candidacy for the San Diego City Council, District 7, recently. The areas of District 7 comprise the cities of: Miramar, Linda Vista, Del Cerro, Tierra Santa, Allied Gardens, Grantville, Mission Valley, San Carlos, Lake Murray and Serra Mesa. The young Zosa is a small business owner who co-owns a restaurant chain and a community organizer. He graduated from the University of San Diego and earned a law degree. After graduation, he worked for three years as director of the USD Law School Legal Center, where he operated the Bayside Community Center, assisting low income San Diegans with

their housing issues. Subsequently, in 2008, he ran his family's bed and breakfast, wedding facility and guava tree ranch business, which led him to become a founding partner of the successful Dirty Bird Restaurant chain, which has four locations and additional plans for expansion are currently being worked out. Transportify app to add edit-booking feature

ransportify Philippines will unveil later this year a “very friendly” user-interface editing feature in its app to ensure high-quality business transactions. At the “Tatak Transporter 2019: Whatever it Takes!” event in San Juan City recently, Transportify Chief Operating Officer Paulo Bengson said the “user interface would be very friendly” and “allow customers to edit their

bookings.” The feature, he added, would be launched “very soon.” “We have a lot of things coming up in our pipeline, like the ability to change bookings while they’re happening,” Bengson said. The edit-booking feature is the app’s latest, after Batchbooking, Assign to Driver and Long Haul. Noel Abelardo, Transportify co-country director and head of sales and marketing, explained that Batchbooking allows users to book multiple times simultaneously, Assign to Driver lets them select their preferred driver upon booking, and Long Haul enables them to book cityto-city provincial delivery at a fixed price. Abelardo also said his company now has a 10-wheel vehicle that delivers huge quantities of goods across Luzon, which users can now book. Others vehicles that Transportify uses for deliveries

include small sedans and four- and six-wheel trucks. “We offer a lot more vehicles. The only vehicle we choose not to offer is the motorcycle. It is because it’s very difficult to ensure [high] service levels [on] motorcycles,” Bengson said.

During the event — which Transportify said was held to honor the dedication and hard work of its drivers — Brian Dee of Firemax talked about vehicle safety; Dr. Jake Cortez of Family Doc spoke on family health care; and Arielle Wang of GCash discussed financial literacy. Transportify has recorded more than a million deliveries to businesses of all sizes in Metro Manila and beyond. The app is currently in use in the Philippines, Indonesia and Thailand. Filipino of compact proportions but colossal talent and courage is king of the gymnastics world. Carlos Edriel Yulo came through with a performance to remember in the floor exercise to capture a historic first gold medal for the country in the 49th FIG World Artistic Championships in Stuttgart, Germany, Saturday night. Performing second to last among eight finalists, the 19-year-old Yulo was both breathtaking and flawless in exquisite routines to tally 15.300 points, ahead by the slimmest of margins of top qualifiers and Olympian Artem Dolgopyat of Israel (15.200) and multiple world champion Xiao Routeng of China (14.933). With dizzying multiple twists and aerial acrobatics, he scored 8.800 in execution with a 6.500 degree of difficulty – the highest level among the competitors. He placed 10th in the event against almost the same cast he faced in the floor exercise including eventual all-around champion Nikita Nagornny and silver winner Artur Dalaloyan, both from Russia. Dalaloyan and Nagornny settled for fourth and sixth in the floor exercise. Now qualified in two events – men’s all-around and floor exercise – Yulo could end the country’s Olympic gold-medal drought. He is now also a frontrunner for the Athlete of the Year award, the highest honor given by the Philippine Sportswriters Association, the oldest and longest running sports organization in the country. Philippine Sports Commission Chairman Butch Ramirez lauded Yulo’s feat in a statement released shortly after his victory. “We are all thrilled with the golden performance of Caloy (Yulo’s nickname) in the world champs,” he said. “The President is happy. Executive Secretary Salvador Medialdea and Sen. Bong Go have been in touch, monitoring the competition. The Office of the President and the PSC family congratulate Caloy on this achievement. The PSC funded Yulo’s trip and supported his extensive training in Japan for the last three years. Japanese coach Munehiro Kugimiya has been supervising his training for over six years, forging him into a world-class athlete. In earlier interviews, Yulo said he is reluctant to leave Manila for Tokyo at barely 16 years old. “I talked to my mom and she told me it was better to go there and train with coach Mune (Kugimiya). So I went,” he said. “I was a shy kid then and there was the problem of communication. It was a bit hard since I was alone.” Now fluent in Japanese, Yulo juggles training and studying at the prestigious Teikyo University under a scholarship program. Gymnastics Association of the Philippines President Cynthia Carrion said it was a collective effort that enabled Yulo to train abroad. She took him under the association’s wings when he was seven after showing promise in the Palarong Pambansa representing Doña Aurora Quezon Elementary School in Manila. His journey to where he is at the moment wasn’t smooth. At the 2018 Jakarta Asian Games, Yulo topped the men’s floor exercise qualifiers but fell out of medal contention with two failed landings in his routine to settle for seventh out of eight finalists. He also fell short in the vault and placed fourth. The loss did not discourage him as he moved on and set his sights on other competitions. Last February, he clinched the floor exercise gold in the first leg of the FIG Apparatus World cup in Melbourne, Australia, and then pocketed the bronze in the second leg of the event in Doha. The rest is gold medal history. Yulo’s victory is expected to boost the popularity of gymnastics in the country, with next year’s Tokyo Games serving as the ultimate high with a Filipino boy wonder coming in as world champion. How to Choose Table Linens

able linens are a great way to set the tone for a meal. Table linens include tablecloths, place mats, napkins, and runners. For this reason, dogs are often used for therapy, since interacting with these lovable canines can alleviate stress and anxiety. Therapy dogs can also bring a renewed sense of independence and self-sufficiency to their owners. For many, canine friends are more than just pets: they become valued family members in their own right. But just how physically close should we be to our dogs? Dr. Lois Krahn, alongside other colleagues from the Mayo Clinic in Rochester, MN, have looked at a practice appreciated by many but whose benefits are also often questioned: sleeping with one’s dog. “Most people assume having pets in the bedroom is a disruption,” Dr. Krahn explains, adding that despite this, she and her team “found that many people actually find comfort and a sense of security from sleeping with their pets.” The researchers’ findings were published in this month’s

In the study, the researchers worked with 40 dog-owning adults who were healthy and had not been diagnosed with any sleep disorders. None of the dogs involved in the study were younger than 6 months old. The study was conducted over 5 months, between August and December 2015. Sleep practices and quality were recorded for each human and canine participant for 7 nights. For that purpose, both the dog owners and their pets wore activity-tracking devices called accelerometers. The team’s findings were twofold. Firstly, they confirmed that people whose dogs sleep in the same bedroom as them at night tend to benefit from good sleep quality. But the second finding indicated that people who allow their dogs under their bedcovers tend to have poorer-quality sleep. In short: do let your dog sleep in your bedroom, but not in your bed. “The relationship between people and their pets has changed over time, which is likely why many people in fact do sleep with their pets in the bedroom,” Dr. Krahn says. She explains that the busy lifestyles of U.S. individuals may not allow them to spend as much time with their pets as they would like to, so night-time often becomes an opportunity for them to seek comfort and cuddles from their furry family members. Due to the results of her and her colleagues’ study, dog owners will now be able to enjoy their pets’ company at night without fearing discomfort - just as long as some boundaries are set, of course. “Today, many pet owners are away from their pets for much of the day, so they want to maximize their time with them when they are home. Experts note rise in number of unhealthy kids in PH MANILA -- Health experts recently reported that more Filipino children are not growing up healthily due to poor diet, inadequate nutrition, and defective food systems. During a media forum in Makati City, the United Nations Children’s Fund (UNICEF) cited that one out of three Filipino children under five years old is stunted - they are too short for their age - while 7 percent of them are too thin for their height. The organization also reported that a tenth of Filipino adolescents is overweight. UNICEF Philippines representative Oyun Dendevnorov said apart from being stunted and overweight, Filipino children and adolescents have increased vulnerability to diseases due to poor health-seeking behavior, incomplete immunization, poor hygiene and care practices, and inadequate diet. “The undernutrition facts in the Philippines are disturbing. One in three 12 to 23-month-old children suffers from anemia while one in three children is irreversibly stunted by the age of two. On the other hand, one in 10 adolescents is obese from wrong eating habits,” Dendevnorov added. UNICEF nutrition specialist Dr. Rene Galera, meanwhile, reported that one in two children suffers from hidden hunger due to deficiencies in vitamins and essential nutrients. “This heavy toll is made all the more insidious by the fact that hidden hunger is rarely noticed until it is too late to do anything. And, the numbers of women and children and women affected by various forms of hidden hunger are striking as UNICEF estimates that at least 340 million chil-

dren are under five suffer from micronutrient deficiencies,” Galera added. Department of Health Disease Prevention and Control Bureau officer-in-charge Dr. Anthony Calibo said undernutrition among children and adolescents could be a challenge because they have easy access to processed and sugary food, especially in schools. “As children, they don’t know what food to ask, but depend on adults and their caregivers to know what food they need to grow healthily and avoid preventable, non-communicable diseases in the future such as diabetes and hypertension,” Calibo said. “Driving food suppliers to do the right thing for children, building healthy food environments, mobilizing supportive systems to scale up nutrition results, and collection and use of quality data and evidence to regularly track progress are a few of the ways by which we can prioritize children’s nutrition,” he said. National Nutrition Council executive director Dr. Azucena Dayanghirang said the national government, through the Philippine Plan of Action for Nutrition (PPAN) 2017-2022, is “exerting all its efforts” to address malnutrition among children. “One of the strategic thrusts of the PPAN 20172022 is the focus on the first 1,000 days of life, which refers to the period of pregnancy up to the first two years of the child, wherein key health, nutrition, early education, and related services should be delivered to ensure optimum physical and mental development of a child,” Dayanghirang said. MADICARE has 4 parts: A (Hospital), B (MD Visit), C (Medicare Advantage Plan), and D (Prescription). As a member, you have 2 options. OPTION 1: STICK TO ORIGINAL MEDICARE. Original Medicare refers to Parts A and B. Under this option, you may go to any doctor that accepts Medicare. But, you pay for your share of cost. Share of cost refers to deductible, copay and coinsurance. This option is a “fee for service” plan. Under this option, you may experience high out-of-pocket costs if you undergo expensive medical and/or surgical procedures. Your doctor gets paid for every procedure prescribed (service) regardless of the health outcome. On this option, most members enroll in a stand-alone Part D for their prescriptions. Others enroll in a Medicare Supplement Plan (MediGap) to take care of their share of cost. Both Part D and MediGap plans are offered by private health insurance companies and charge premiums. OPTION 2. ENROLL IN A MEDICARE ADVANTAGE PLAN (Part C). Offered by private companies approved by Medicare, most plans combine the benefits of Parts A, B and D into one. The following may come as extra benefits: “0” premium, No copays, No deductibles, free transportation, dental and vision not provided under Original Medicare, free/discounted “OTC” items periodically, nurse helpline, free gym membership, “medical emergency coverage” outside of the US and Maximum Out-of-Pocket expense for an entire year. On this option, most members enroll on a Health Maintenance Organization (HMO). This system requires a Primary Care Phy-

sician (PCP) who coordinates a member’s health care. Ensure that your PCP is in the network and that your prescription medications are in the company’s formulary. Also on this option is a PPO plan. If the doctor is in-network, you pay less. If out-ofnetwork, you pay more. You do not need a referral from a PCP under this plan.

Many Medicare members who remain employed have health coverage provided through their employer or union. If such coverage is deemed “creditable”, it is prudent to postpone payment of Part B premium until such time you lose employer/union coverage. If your employer/union plan premium is “too much”, it may be advisable to consider other options. Many apply for EXTRA HELP. If they qualify, they get help with prescription payment under the Low Income Subsidy (LIS) program. Some Medicare members are MediCal (Medicaid) beneficiaries as well. Pinoys trust branded generics — DOH

MANILA, Philippines — Filipinos are now trusting generic medicine compared to branded but expensive drugs, an official of the Department of Health (DOH) said recently. Although there are many generics sold in the market, DOH pharmaceutical division chief Ana Melissa Guerrero said Filipinos prefer the “branded generics.” “People are now using generic medicine. But if you look at the total market share, 52 percent of Filipinos are taking branded generics,” Guerrero told reporters. A generic drug contains the same chemical substance as a drug that was originally covered by patent protection. Generic drugs are allowed for sale after the patents on the original drugs have expired. According to surveys conducted this year, Guerrero said 58 percent of patients are taking generic medicine. Of the number, 52 percent are using branded generics. “If you buy these in the market, a generic medicine costs only P3, for example. The

branded generics cost around P15. But if you buy branded medicine, it will be P39,” she said. Guerrero said “true generics” must not have a brand. Otherwise, it will cost more. She urged the public to patronize real generic medicine. “For the DOH, there are two kinds of medicine: branded or generics. Only lowcost generics are available in government health centers,” she said. Guerrero noted that pharmaceutical companies invest in research and development before they are able to come up with an innovative medicine. Because of this, drug manufacturers are given patent or market exclusivity of 20 years. After the period has lapsed, other companies can produce the generic counterparts of the medicine, which are cheaper. Go Back In Time In Taal Here is a fresh, new way to experience the beauty of Taal’s heritage town

ust two hours away from Manila is the heritage town of Taal in the province of Batangas. Famous for its old structures and ancestral houses, the town is a perfect destination for those who want to temporarily escape the bustling metropolis. When you think of visiting historical landmarks in Taal, one usually opt to commute by riding a provincial bus or driving for three hours. Now, there is another convenient and delightful option that gives tourists When driving to Batangas, you can go south via South Luzon Expressway (SLEX), pass through the Southern Tagalog Arterial Road (STAR) Tollway, and take the Lipa exit to get to Taal. Most of the heritage sites in Taal are approximately 15 to 20 minutes, even through the occasional traffic.

Feast for the Eyes, Soul

With travel time spent on the road reduced from three hours to two, pilgrims can easily explore the heritage churches of Taal such as the Basilica de St. Martin de Tours, touted as the largest church in Southeast Asia, standing 88.6 meters long and 48 meters wide. Among vintage lovers, the secret is out about this church dedicated to the patron saint of horses and interracial harmony. Arich Onal, a member of the Taal Municipal Tourism Office, told us that parish priest Msgr. Fred Madlangbayan has recently explored the church and unearthed items such as silver goblets and golden cups. Upon studying, Madlangbayan found that the treasures date all the way back to year 1755. They are now displayed in the church for appreciation and general education of the public. Designed by Spanish architect Luciano Oliver, one of the artists behind the conceptualization of San Agustin Church, the chapel boasts of grand adobe interiors and intricate mosaic floors. Tombs and crypts of prominent members of society during the Spanish colonial period can also be found here. Town tale also says that the tomb nearest to the altar is the one who contributed the most to the church.

Perched on an elevated patch of land in the heart of the town, the cathedral dominates the Taal landscape and can be seen even in some portions of the municipal of Lemery. For P50, you can go up to the Basilica’s bell tower and admire the breathtaking panoramic views of the town from a bird’s-eye view. Nearby is the Archdiocesan Shrine of Our Lady of Caysasay, which draws hordes of pilgrims to venerate the 17th-century image of Virgin Mary, which was said to mysteriously disappear and reappear. The image, according to local legends, was found by a fisherman named Juan Maningcad, in 1603, in the Pansipit River in Barrio Caysasay, Taal. It was a barrio filled with silvery kingfishers, known in Filipino as “casay-casay.” Spaniards pronounced it as “caysasay.” Caysasay chapel was originally built by the Chinese in 1611, near the spot where the image was founded in 1603. It was followed by the restoration done by former Taal minister Fr. Alonso Rodriguez in 1639. One of its striking features is its facade—the interior is highly ornamented, and is exquisitely made with coral stones, making it stand out from other Baroquestyle churches in the country. Not only will the chapel make you feel tranquility, but it also transports you back in time and provides a glimpse of the Catholic faith’s beginnings and its role in the spiritual and cultural development of Batangas. A 10-minute short walk from the church will take you to the ruined Twin Wishing Wells of Santa Lucia, a site reputed to have miraculous healing powers. The 11-feet-deep well on the lefthand side is believed to have powers to heal head and neck illnesses, while the six-feet-deep well on the righthand side is for those who wish to have their body ailments treated. They say, it works depending on your faith. Many of us drank the water from the well and it was surprisingly tasteless and refreshing.

It is said that thousands of people from all walks of life have traveled long distances to visit the well and drink the crystal-clear water. Every now and then, numerous faith goers return to the site to offer flowers, rosaries, and donate dresses to the saint as a sign of their fulfilled petitions.

A visit to the Grand Lady of Batangas will not be complete without tasting its heirloom dishes and delicacies. One of Taal’s earliest bahay na bato, the Goco Ancestral House located at Calle H. del Castillo, was formerly the residence of former Ambassador Raul Goco and his father Juan Cabrera Goco, the treasurer of the Katipunan. Goco Ancestral House is likewise a museum of Spanish colonial antiquities. The house itself is a 142-year-old structure, replete with ornate chairs, dark wooden panelings, and latticed capiz windows. The traditional house was restored in 1999, and was declared a National Heritage House in 2001. It is currently taken care of by Juan Goco’s great grandson Pio Goco, who worked in the US for years before returning to the country and re-opening the ancestral house. Now, there is another convenient and delightful option that gives tourists a view of Taal from another perspective. Aside from touring guests around Taal, Pio offers lunch or dinner by appointment. At Goco’s, each meal starts with a complimentary turmeric and calamansi juice. They recommend pairing it with panutsa, a dessert composed of caramelized peanuts embedded in discs of hardened brown sugar and topped with sea salt to balance the sweetness.

Keeping true to homegrown traditions, Goco Ancestral House serves a mouthwatering array of Taaleño savory dishes including adobo sa dilaw, a chicken dish braised in vinegar and turmeric. The use of turmeric, in place of soy sauce, gives off a robust color and a distinct rich flavor. Another must-try is the Tao Po salad, an assortment of tomatoes, avocados, and onions. Like their preference for the yellowish adobo, the Taal version of tapa is different, too, being made of pork instead of beef. Served as thick chunks of pork, the tapa has the right balance of spices, making it truly delectable. Another staple dish in the town is sinaing na tulingan, skipjack tuna braised together with sun-dried tamarind and pork fat for six to eight hours. The dish, according to Pio, should be carefully cooked since the tail of tulingan is highly poisonous, but most Taaleños know how to cook it by heart, and in the right way—true-blue ala eh style. To cap off the meal, guests can try the restaurant’s homemade suman tablea. Here, you can pour a large amount of tablea chocolate sauce over your sticky rice dessert, while enjoying the house’s rendition of Barako coffee. Pio said the best way is to have the Barako in black, no sugar. And before the first sip, one should take a deep whiff and enjoy its aroma. The leftover chocolate from the suman, he said, is best mixed with the Barako, turning it into a mocaccino. It is interesting to view Taal from another viewpoint. Besides museums, churches, and heritage houses, the route to Taal Heritage Town via STAR Tollway adds another reason to visit this southern province. STAR Tollway, which starts at the intersection of Maharlika Highway and the South Luzon Expressway in Sto Tomas, Batangas and runs south to Batangas City, reduces the travel time to two hours. MANILA -- Instead of chickening out, Jollibee offered fried chicken and focused on a delicious menu, its CEO said, recalling how the firm took on McDonald’s to become the Philippines’ largest fast food operator. When McDonald’s entered the Philippines at the start of the 1980s, Jollibee only had 12 stores. The young chain’s founder, Tony Tan Caktiong, hired a foreign consultant to map out a strategy, said the current CEO, Ernesto Tan Mantiong. At that time, Jollibee stores were behind in look, equipment, systems and process, except in one area: taste, Tan Mantiong told a recent dinner roundtable with businessmen in Manila. “Instead of chickening out, we served Chicken Joy,” Tan Mantiong said, referring to Jollibee fried chicken, which it eventually exported to its foreign outlets. “We were warned that when McDonald’s entered the country, it tended to wipe out local competitors. We were told to just give it up and do other businesses and not to confront the global giant,” he said. “So Tony sought the help of a foreign consultant, who was an expert in corporate strategy.”

Before setting up Jollibee, Tan Caktiong and his then girlfriend, Grace, set up 2 ice cream parlors, one in Cubao and another in Quiapo from a seed capital of P350,000. “Since they plan on getting married, they applied for a franchise for their livelihood,” Tan Mantiong said. After a few months of operations, Tan Caktiong and his brothers found out that consumers craved hot meals and burgers, which eventually replaced the ice cream-

heavy menu, Tan Mantiong said. “Since we were now selling primarily hot meals and burgers, we thought it would be good to change the name of our stores,” he said.

2 cities, 22 towns, 2 provinces named after ex-PH presidents MANILA -- As Quezon City, the erstwhile Philippine capital marked its 80th founding anniversary last Saturday, we take a look at the country’s national and regional maps to find out how many places nationwide--provinces, cities, towns--have been named in honor of past Filipino presidents. The random search has shown that at least two of the present 145 cities, 22 towns out of a total of 1,489 and two of the 81 provinces as of 2016 have been named in honor of seven former presidents--Emilio F. Aguinaldo (1898-1901), Manuel L. Quezon (1935-1944), Jose P. Laurel (1943-1945), Manuel A. Roxas (1946-1948), Elpidio R. Quirino (1948-1953), Ramon F. Magsaysay (1953-1957), and Ferdinand E. Marcos (19651986). A glance at the map of the National Capital Region (NCR) or Metro Manila shows that among its 16 cities and one town, only one-Quezon City--has been named after the late Commonwealth President Quezon. A similar scan of the 16 other regions reveals that just one other region--Region 6 (Western Visayas)-has Roxas City in Capiz province named after President Roxas. Two of the country’s 81 provinces at present--Quezon in Region 4-A (Calabarzon) and Quirino in Region 2 (Cagayan Valley)--have been named in honor of Presidents Quezon and Quirino, respectively. Calabarzon stands for the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon while Cagayan Valley consists of the five provinces of

Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino. Based on the 2015 Manila Bulletin Yearbook published on Feb. 2, 2015, in observance of that publication’s “115th Years of Service to the Nation,” a total of 22 towns in 18 provinces have been created in honor of seven deceased former presidents. There are two towns named after President Aguinaldo. These are located in the provinces

of Cavite of the Calabarzon region and Ifugao in the Cordillera Administrative Region (CAR). There are six towns named after President Quezon in the provinces of Isabela and Nueva Vizcaya (Cagayan Valley), Nueva Ecija (Central Luzon or Region 3), Quezon (Region 4-A), Palawan (4-B or Mimaropa), and Bukidnon (Region 10 or Northern Mindanao). One municipality in Batangas (Region 4-A)

has been Laurel after President Laurel. President Roxas has been honored with four towns--one each in Isabela (Region 2), Oriental Mindoro and Palawan (Region 4-B), and North Cotabato (Region 12). There are three towns named after President Quirino in the provinces of Ilocos Sur (his home province in Region 1), Isabela (Region 2), and Sultan Kudarat (Region 12). President Magsaysay has five towns named after him. These are in Occidental Mindoro and Palawan (Region 4-B), Lanao del Norte and Misamis Oriental (Region 10), and Davao del Sur (Region 11). One town in Ilocos Norte, the home province of President Marcos in Region 1, has been named in his honor. Four other dead former presidents--Sergio S. Osmena Sr. (1944-1946), Carlos P. Garcia (1957-1961), Diosdado P. Macapagal (1961-1965), and Corazon C. Aquino (19861992) — have yet to be honored with a town, city or province named after them. Four living former Philippine presidents--Fidel V. Ramos (1992-1998), Joseph E. Estrada (1998-2001), Gloria Macapagal-Arroyo (2001-2010), and Benigno S. Aquino III (2010-2016) — also have no places named after them. This is in view of the existing policy of the National Historical Commission of the Philippines that no town, city, place or structure can be named after a living person. The country’s current chief executive, its 16th since 1898, is President Rodrigo R, Duterte who will govern until June 30, 2022. (PNA)

he Office of Transport Security has eased the restrictions on hand-carried items and allowed air passengers to bring folded umbrellas onboard airplanes, but not cane umbrellas. Cane umbrellas remain prohibited as a carry-on item but may be brought into the aircraft as part of checked-in luggage. “It was considered as part of the prohibited items list due to its sharp and pointed components,” Kim Alyssa Marquez, officer-in-charge of the OTS Public Affairs Division, told GMA News Online on Monday. The decision to prohibit cane umbrellas was due to the 1995 Sarin gas attack that killed several people in the Tokyo Metro, Marquez noted. “If you … remember the Sarin Gas attack in the Tokyo subway in 1995, it was a sharpened umbrella tip which was used to puncture a plastic bag containing the poisonous Sarin gas killing at least 12 people

and injuring thousands more,” she said. “So ito po ‘yung ating mga measures na ginawa to prevent ‘yung similar terroristic acts,” Marquez noted. Japan executed in July 2018 the former leader of a doomsday cult and six other members of the group that carried out a sarin gas attack on the Tokyo subway in 1995, killing 13 people and shattering the country’s myth of public safety. In December 2018, the United States Department of Homeland Security (DHS) issued a warning to travelers that the Ninoy Aquino International Airport (NAIA) lacked aviation security measures. The US Transportation Security Administration (TSA) has since provided the Philippines with Aviation Security advisors to help develop and implement corrective measures. The US DHS in August rescinded the public notice it issued, citing “significant improvements” made by the Philippines.
