On Friday (May 15) the Los Angeles County Department of Parks and Recreation (LA County Parks) begun reopening tennis and pickleball courts, equestrian centers, BMX bike areas, trap, and skeet/archery ranges, model airplanes, and community gardens, based on Stage Two of the reopening plan for the County of Los Angeles. LA County Parks has modified its operations to reopen these amenities with strict health guidelines to help prevent the spread of COVID-19. MORE

Consequently, the Los Angeles Department of Transportation (LADOT) has issued a public notice for those interested to apply for the said program which it said would be limited to “no more than 25 city blocks on local residential streets only.” Only temporary materials will be deployed on the streets, the LADOT said, “as these closures are not meant to be permanent.” Sponsor organizations are supposed to apply to the city for their respective neighborhoods to be included in the program. Philippines’ COVID-19 cases exceed 12,000 Death toll over 800 with 123 new recoveries

MANILA (Mabuhay) — The number of coronavirus disease 2019 (COVID-19) cases in the Philippines surpassed 12,000 on Friday with 215 new infections, bringing the total to 12,091. According to the Department of Health (DOH), 16 more fatalities brought the death toll

to 806. Meanwhile, total recoveries increased to 2,460 after 123 more patients recovered from virus. Of the new cases, 144 or 67% came from the National Capital Region, 69 or 32% came from other areas, and two patients or

Warrantless arrests discourage criticism of Duterte — Colmenares MANILA (Mabuhay) — The warrantless arrests of social media users over their posts sends the message that dissenters should not criticize President Rodrigo Duterte, human rights lawyer Neri Colmenares said Friday. Colmenares, chairperson of the National Union of Peoples' Lawyers (NUPL), questioned why law enforcement did not go to court to file a complaint and wait for the judge to issue an arrest warrant if they believed the social media users committed a crime. Cops to enforce social distancing as some malls reopen May 16 MANILA (Mabuhay) — Police officers will be deployed to ensure social distancing in malls that will re-open in areas under modified enhanced community quarantine and general community quarantine beginning Saturday. In a statement Friday, Joint Task Force Coronavirus Shield (JTF CV Shield) commander, Lt. Gen. Guillermo Eleazar, said these police officers would assist the security personnel of malls in implementing basic protocols against the coronavirus disease 2019 (Covid-19),

And it will not be intended to become “gathering areas for the general public.” The LADOT said Slow Street will adhere to guidelines set forth in the Safer-At-Home order. “Gathering of groups, barbequing, playing games that involve physical contact with others or programming of any kind is prohibited.” “Local traffic and local parking” are still to be allowed on said streets. Los Angeles County Department of Public Health director Dr. Ferrer has earlier announced that as an update to its Safer At Home order, it would allow cities to close off certain streets to car traffic and to turn them into pedestrian-only areas. Both Garcetti and Ferrer has said that many restrictions will stay in place over the next three months. Gradual easements of these rules, according to them, would take place as soon as they are deemed safe for the public and would not destroy the gains that have been made in the fight against the coronavirus.

U.S. Bancorp Community Development Corporation (USBCDC), the tax credit and community investment subsidiary of U.S. Bank, facilitated $50 million in capital to seven community development financial institution (CDFI) customers, helping them provide loans through the Small Business Administration (SBA) Paycheck Protection Program. Each of the CDFIs are receiving $5$10 million in low interest rate loans to support their ability to fund small businesses impacted by the COVID-19 pandemic. CDFIs play a critical role in bringing investment and resources to underserved communities, and those who may not be eligible for traditional small business financing, with a focus on women and minority-owned businesses and low-to-moderate income communities. Finding joy in SPRING during these uncertain times

N

ow that we’re in the midst of SPRING ( as Summer is expected to start around June 20th)., flowers are in bloom, as we all witnessed the increase in flower sales on Mother’s Day. As we look around, we feel the light breeze of air and smell the sweet scent of the blooms around us, while the trees show an abundance of fruits ready for anyone’s indulgence. It is just refreshing to again feel joy in celebrating SPRING especially during these uncertain times when we see and feel the joy of these beautiful blooms and the bountiful tree-laden fruits we savored but used to take them for granted. It is so sad to learn that due to this Pandemic, gone are the Spring Coachella Festival in Indio, where throngs of music enthusiasts attend the four-day April festival in Indio for fans to listen to their favorite musicians, Bands and singers. Also gone is the worldwide, popular COMIC CON in San Diego, which used to annually pack the San Diego Convention Center, but which is now just going to be a virtual and online experience. So, finding joy this Spring, in spite of the uncertain times, we then tend to enjoy and be thankful for the BEAUTY of our natural surroundings, which we have ignored sometime. And to celebrate the BEAUTY of SPRING, following is the famous poem of William Wordsworth, which

Unidentified man “zoom bombed” PWC webinar

An unidentified man was able to sneak into a webinar being conducted by the Pilipino Workers Center (PWC), a non-profit group, and hurled insults and racist rants on the participants. The said incident was reported by the AsAmNews.com. According to the report, the “zoom bomber” was wearing a hoodie and a pair of sunglasses. He reportedly interrupted a woman participant who was asking a question about unemployment benefits in connection to the coronavirus pandemic. “Hey, b*tch, shut the f*ck up,”

the man reportedly said. “All immigrants should be deported…I am racist. I am misogynist. I f*cking hate immigrants.” AsAmNews said the suspect used electronic filter to hide his real voice. The breach reportedly happened shortly after US House of Representative Adam Schiff wrapped up his speaking part on the said webinar. Weekend Balita tried to reach out to a PWC staffer through social media for additional information but did not get a response.

LA County Parks continues to assess operations daily in consultation with the Los Angeles County Department of Public Health on necessary safety requirements. Specific restrictions and safety guidelines required at these park amenities in accordance with the health officer order include, but are not limited to: Tennis and Pickleball Courts • Physical distancing of six (6) feet must be maintained at all times. • Only singles play will be permitted. • Each participant must bring their own bucket of balls with their initials on each ball. Participants will only be permitted to handle their own tennis and pickleball balls. • Participants will be required to wear face coverings at all times except during play. • Bring water and hand sanitizer or disinfecting wipes to wash and sanitize hands frequently. • A maximum of one-hour play will be allowed on heavy traffic days. • Private lessons are allowed using proper physical distancing techniques. Both the student and instructor will be required to wear face coverings. No lessons involving two (2) or more tennis or pickleball students are allowed. • Payment of any fees shall be done on-line and/or utilizing an outdoor facing window or door.

n elderly male Filipino caregiver (name withheld) is in a quandary whether to stay or leave the hotel in downtown Los Angeles where he has been quarantined for the last 14 days.

The medical staff assigned to oversee patients in the said hotel has determined that the said caregiver no longer showed symptoms of the coronavirus (COVID-19). He has been told that he could already leave the hotel. The hotel is one of the many places that have been turned into temporary quarantine sites for people that showed symptoms of the deadly disease. Despite having other health conditions that would have made his symptoms worse, the Filipino caregiver was able to recover after experiencing shortness of breath for four days or so. When he was told that he could only already leave the hotel, the caregiver told the nurse that he doesn’t want to leave the place until he is subjected into another COVID-19 test. The medical staff readily agreed and the caregiver’s departure from the place has been withheld. Such an incident seems to indicate that there is no clear protocol yet for patients leaving government

designated quarantine places. For one, it appeared that it was not clear how and where a patient being released could get a second coronavirus test. The caregiver (who intimated his circumstances to a family) also explained that such test is very important for him not only because of health concerns but as well as to help him in his cautious route to rejoin his community. He told his relative that he expects friends and co-workers to be still wary of him as a possible coronavirus carrier despite coming out of the quarantine. The caregiver said that a copy of the negative result of a second coronavirus test would help him a lot to dispel the apprehensions of friends and co-workers as he mingled with them again. “He thinks that a proof (test result) is needed to help convince people that he is no longer a health risk and that he could already go back to work, and as well as mingle with them again,” narrated a relative of the said caregiver.

When am I considered Separated from my Spouse in a Divorce case? spouse that you are separated but still going out on “date night” or going on “cruise vacation” as a couple. Your conduct has to reflect your expression of a separation from your spouse. The flip side of the coin is under the new statute, you can be separated even if you are still living together if you have communicated to your spouse that you are separated and you conduct yourself in the house not like a spouse but more like a roommate including sleeping in separate rooms, not having intimacy, and not going out as a couple.

THE date of separation is one of the most important facts to determine in a divorce case because it defines when the community interest ends and when separate property interest commences in a marriage. All property acquired by a married person during the marriage while domiciled in the State of California is community property. Family Code Section 760. That means any property acquired by either spouse regardless of who’s name it is on is community and each spouse has a half interest on the asset. That characterization continues until the date of separation. Any property acquired after the date of separation is that spouse’s separate property. If you are the spouse that is not in control of the asset, it would be in your interest to stretch the marriage as long as possible and postpone the date of separation as late as can be so you can characterize more assets as community and also obtain spousal support for a longer duration. If you are the spouse that has control of the money, it would be in your interest to shorten the marriage as much as possible and to establish a sooner date of separation to minimize the community interest of your soon to be ex-spouse. So how does the Court determine the date of separation? In the case of Marriage of Davis, the California Supreme Court held that the couple needs to be living separate and apart in order to be separated. The Court looked into the legislative intent of the original statute that was over 100 years old. However, this case holding was abrogated by the state legislature when it enacted Family Code Section 70 effective January 1, 2017 by defining “Date of Separation” in the California Family Code. Effective January 1, 2017, the “date of separation” is statutorily defined to mean the date a “complete and final break in the marital relationship has occurred,” as evidenced by (i) a spouse having “expressed to the other spouse his or her intent to end the marriage” and (ii) conduct that is “consistent with his or her intent to end the marriage.” New Fam.C. § 70. Fam.C. § 70 abrogates prior case law that made living in separate residences an additional, indispensable prerequisite to establishing the date of separation. [Fam.C. § 70(c)] ) It is the intent of the Legislature in enacting this section to abrogate the decisions in In re Marriage of Davis (2015) 61 Cal.4th 846 and In re Marriage of Norviel (2002) 102 Cal.App.4th 1152. So not only do you have to express to your spouse that you are now separated but you have to act accordingly. You cannot be telling your

Banks getting tighter on Mortgage guidelines

MOST banks and lenders have taken more stringent requirements for new borrowers amid the economic uncertainty caused by the coronavirus pandemic. Mortgage rates went up slightly this week an indication that mortgage firms are changing their lending operations in response to the coronavirus. But not all lenders are the same, please call around. Filing Bankruptcy When You Can’t Pay Your Bills A LOT of people in debt often already know what they need to do once they realize that bankruptcy is their only way out. But they usually delay the decision to file because they try their best to avoid it if at all possible and will only rush to act when they face an immediate threat from creditors such as a lawsuit or wage garnishment. However, sometimes the decision to delay can hurt you. Let me explain. If you wait too long and continue to use all your financial resources to temporarily keep you afloat, in the end you might be sorry that you did this. For example, I have seen a lot of people go through all their savings, retirement plans, kid’s college funds, etc. in the hopes that doing this will fix their financial situation. They often find out the hard way that it is not and ultimately end up filing bankruptcy anyway. Of course, no one has a crystal ball that can predict the future but unless you miraculously come up with the money you need when you’re already drowning in debt, chances are that things will just continue to get worse and this can put you at an extreme disadvantage, making financial recovery more difficult than it should be.

If you have spoken to me in the past, I have always informed my callers about the effects of 10-year Treasuries impact on daily consumer mortgage rates. But times like this creates different formulas. For cash-out refinances, the bank now requires that borrowers have at least a 700 credit score. “JPMorgan is one of the top originators in the market, and they in some ways set the standard for what other lenders are going to do,” Fercho, who is also the vice chairman of the Mortgage Banker Association, said. “And so you pay attention when JPMorgan makes changes like that.” If a lender doesn’t make changes after one of the largest companies in the industry does so, they risk the possibility of attracting borrowers in worse financial shape who might be more likely to go into default. The Federal Housing Finance Agency this week announced that Fannie Mae FNMA, +0.29% and Freddie Mac could buy loans in forbearance — a sign that lenders have been closing mortgages, only for borrowers to soon need to stop making payments because of income loss related to the coronavirus. Beyond imposing stricter standards in terms of credit scores and down payments, mortgage lenders have taken other steps to prevent the possibility of making risky home loans. As part of the underwriting process, lenders are required to verify a borrower’s employment. Typically that’s done around 10 days before the loan is closed, but now some lenders are moving toward doing this verification on the day of closing in response to the tumultuous economic landscape. People are losing jobs at such an alarming rate across America that we want to verify the day of closing that they are still employed. If you are in a loan process and have some changes in your employment, inform your loan officer immediately, the funding lender will always verify prior to funding and closing. To avoid delays and so you could try and work out the issues. Lenders stress that these changes are temporary, and time will tell how quickly mortgage companies return to business as usual. You just want to make sure that you’re setting people up for success so that they’ll be able to stay in that home, and not default due to affordability. The reality is that many private employers misclassify caregivers as independent contractors to avoid paying overtime and other employee benefits. 4. “I Did Not Pay Taxes on The Wages I Did Receive.” While we recommend that our clients pay all taxes owed for the wages received, if a caregiver has not paid taxes on wages, the caregiver still has the legal right to seek the overtime wages due. It is the employer’s obligation to properly classify the employee and withhold state and federal income taxes. If this has not happened, the employer has also violated the law. 5. “I Do Not Have A Social Security Number.” You do not need a social security number to recover overtime wages from your

De Lima: Investigate existence of gov't funded 'troll armies' MANILA (Mabuhay) — Opposition Senator Leila M. de Lima has sought for an immediate Senate investigation following international reports that public funds are being used to pay online "troll armies" to manipulate public discourse in the country. Last May 12, De Lima filed Senate Resolution (SR) No. 401 directing the appropriate Senate Committees to verify the veracity of several studies abroad explaining how the Duterte government has organized and operated troll farms to "parrot political propaganda" using fake or misleading information. "[There is a need] to conduct an inquiry into the reports of public funds being spent to pay and maintain online trolls to distort and manipulate online information in various social media platforms in order to influence public opinion and political outcomes," she said. "It is against the interests of our country to fund online trolls who manipulate online discussions on national issues for political ends. These funds are better spent on education, alleviating poverty and improving our healthcare system," she added. In its 2020 World Press Freedom Index published early this year, the Belgium-based press freedom watchdog Reporters Without Borders (RSF) said that the Duterte administration have been using "call center hubs" that are

"disseminating fake or maliciously edited content and fake memes", used for targeted harassment campaigns. De Lima noted in SR 401 that the RSF report is only one of the many studies from think tank groups that have unearthed the existence of covert online trolls that are funded by millions of pesos that are most likely sourced from public coffers. One of these earlier studies include the 2017 report from the University of Oxford which claims that the Duterte administration has used a total of $200,000 to hire trolls to spread propaganda and to target Duterte's political opponents. SR 401 also referred to a report from Freedom House, a USA-based human rights group, that the government has been paying individual trolls at least PhP500 a day to operate fake social media accounts supporting Mr. Duterte or attacking his detractors. These troll armies, SR 401 claims, are being led by bloggers and social media personalities that have been appointed in various government posts for their rabid support of Mr. Duterte. De Lima notes that some of them are still "admins" of blogs and social media pages that are known to propagate fake news. "With the seemingly consistent findings of various studies of state-backed 'troll armies' in the Philippines, it is imperative for Congress to verify the in-

tegrity of these reports and probe if any appropriated government funds are used to maintain and pay online trolls by various bloggers and social media personalities with their capacity as appointed officials in various government agencies or by the President himself under various discretionary budgets under his office," De Lima said. Eleazar made the statement after National Capital Region Police Office (NCRPO) chief Police Major General Debold Sinas and his fellow policemen drew flak after photos of the mañanita staged for the metropolitan police force commander’s birthday last week went viral online. The gathering, held amid the prevailing enhanced community quarantine, seemed to have violated the prohibition on mass gathering. “No one is above the law. As law enforcers, tayo dapat ang unang susunod sa batas,” Eleazar said. “The police, and all public servants, should have the decency and sensitivity sa ganitong sitwasyon na kinakaharap natin. Gawin natin ang tama, may nakakakita man o wala, may camera man o wala, may picture man o wala,” Eleazar added. Photos of Sinas’ birthday party were uploaded on the NCRPO Public Information Office Facebook page. The photos have since been deleted. Sinas claimed the photos that went viral were edited. Central Luzon provinces except Aurora, Tarlac appeal for modified ECQ MANILA (Mabuhay) — Central Luzon provinces except Aurora and Tarlac have appealed to the national government to postpone the implementation of general community quarantine (GCQ) in their respective areas. According to the resolution approved by the Regional Inter-Agency Task Force on COVID-19 on Wednesday, the provinces of Bataan, Bulacan, Nueva Ecija, Pampanga, Zambales and Angeles City asked to be placed under modified enhanced community quarantine (ECQ) from May 16 to 31. Aurora has been under GCQ since May 1, while Tarlac will shift from ECQ to GCQ on Saturday. The local government units cited in their request the “high number” of pending COVID-19 test results, low percentage of tested cases, and the

necessity for a preparation or a transition phase from ECQ to GCQ. The regional IATF also recognized that the local chief executives were in a better position to assess the response capability and threat status in their respective areas, according to the resolution shared by the Meycauayan City government on its Facebook page. Presidential spokesperson Harry Roque Jr. said on Friday the Inter-Agency Task Force for the Management of Emerging Infectious Diseases has yet to decide on the appeals. Only the IATF has the authority to make decisions whether to impose, lift, or extend community quarantine implementation in provinces, highly urbanized cities, and independent component cities. MANILA (Mabuhay) — The Philippine National Police's Internal Affairs Service (PNP-IAS) on Friday filed a criminal complaint against Metro Manila police chief Police Major General Debold Sinas and 18 other police officers and men over his recent birthday celebration. The IAS filed a complaint for violation of Republic Act No. 11332 or the law on the mandatory reporting of notifiable diseases and health events of public concern as well as for violation of Taguig City's ordinance requiring the wearing of face masks and physical distancing. The complaint was filed before the Taguig Prosecutor's Office. It is a prosecutor's duty to determine whether or not to file charges in court. Drawing public criticism, Sinas and the other officers celebrated the official's birthday through a "mañanita" last May 8 despite a strict prohibition on mass gatherings during the enhanced community quarantine, a rule that is implemented primarily by law enforcement. The National Capital Region Police Office chief has since apologized but claimed social distancing was observed during the event. He also claimed that some of the pictures that circulated online were grabbed from old posts. Sinas earlier said he won't be taking a leave from his post unless ordered by President Rodrigo Duterte or Gamboa. The IAS investigated the incident upon orders of PNP chief Police General Archie Francisco Gamboa. (MNS)

DFA denies embassy asked woman who criticized Duterte to appear before Philippine authorities MANILA (Mabuhay) — The Department of Foreign Affairs (DFA) on Friday denied that the Philippine embassy in Australia had asked a woman to face Philippine authorities over her social media post that allegedly called on the Abu Sayyaf terrorists to kill President Rodrigo Duterte. In a statement, the DFA refuted the claim of a certain Josef Leroi Garcia on Facebook that the country’s embassy in Australia had issued an invitation to his niece, Carmela Buan Laxina, to appear before Filipino officials. Garcia questioned the supposed invitation, saying Laxina is no longer a Filipino citizen. “According to our Philippine Embassy in Canberra, none of the Philippine Foreign Service Posts in Australia have invited Ms. Laxina to appear before any Philippine official in Australia,” the DFA said. “Furthermore, its database has no information on the whereabouts of Ms. Laxina – Mr. Garcia’s niece referred to in his post whom he claimed to be ‘being hunted’ by the Philippine authorities.” The department also reminded the public to be discerning of information being presented to them. DOLE to focus on OFW livelihood in post-Covid-19 plan MANILA (Mabuhay) — The Department of Labor and Employment (DOLE) will focus on providing livelihood programs to overseas Filipino workers (OFWs) in its post-coronavirus disease 2019 (Covid-19) recovery plan. In a press briefing Thursday, Labor Secretary Silvestre Bello said the focus of the government is to help OFWs who are already in the country and those who were stranded because of the pandemic. “Our immediate program is to provide a livelihood to them and we will focus on OFWs who are back in the country and those who were not able to leave,” he said. OFW-beneficiaries have a choice to put up their own business or they can also plant crops. “We will provide them livelihood projects. They can choose any business they can put up their own carinderia, sari-sari store, or to plant. We will give them livelihood assistance of PHP20,000. If they need a bigger

amount, we can lend them money, interest-free,” he added. Bello said they have funds allocated for the program. “Our target are OFWs. We are already preparing and we have funds for that. I will not reveal the amount yet,” he added. Earlier, the DOLE reported that they received some 400,000 applications from OFWs for its Abot Kamay ang Pagtulong (AKAP) program, a onetime cash assistance amounting to PHP10,000 (USD200). Data from the agency showed as of May 12, a total 409,020 applicants were received by Philippine Overseas Labor Offices (POLOs) abroad while the Overseas Workers Welfare Administration (OWWA) has processed applications in the country. Of the number, 142,550 have been approved. The government has allocated an initial PHP1.5 billion for the cash aid for OFWs affected by Covid-19. (MNS)

The DA will be purchasing fresh pro-

Hontiveros urges NBI to take down socmed pages promoting sexual exploitation of kids MANILA (Mabuhay) — The National Bureau of Investigation (NBI) should run after netizens who exploit children sexually through social media pages that are promoting lewd contents and transactions online, Senator Risa Hontiveros said on Thursday. "Nananawagan ako sa Bureau na imbestigahan at agarang i-take down ang mga Facebook pages na ito. Kailangan malaman din ng NBI kung sino-sino ang mga taong nagpapatakbo nito," Hontiveros said in a statement.

"Kailangang panagutin at ipakulong ang mga kriminal na nasa likod ng mga Facebook pages at online content na ito," she added. Hontiveros said her office received reports about Facebook pages where nude photos of female children are being posted. MANILA (Mabuhay) — Excluding low income families residing in areas under general community quarantine (GCQ) as qualified beneficiaries for the government’s cash aid amid the coronavirus disease 2019 (COVID-19) pandemic is a violation of the Bayanihan law, a lawmaker said Friday. Cagayan de Oro Representative Rufus Rodriguez made the argument in response to the Inter-Agency Task Force’s (IATF) recommendation to limit the second tranche of the P5,000 to P8,000 social amelioration benefit only to those covered by modified enhanced community quarantine (MECQ). Rodriguez noted that the Bayanihan law, which was enacted in March, authorizes President Rodrigo Duterte to provide an emergency subsidy to around 18 million low-income households through a minimum of P5,000 to P8,000 a month cash aid for two months computed based on the prevailing regional minimum wage rates. “I am appealing to the IATF (Inter-Agency Task Force) to change that recommendation because it violates the Bayanihan Law which specifically targets 18 million low income households as beneficiaries of financial aid for two months—last month and this month,” Rodriguez said in a statement. The social amelioration aid was initially granted to 18 million low income families nationwide for the month of April, but the number of beneficiaries has since been increased to 23 million but such number will only include those living in MECQ areas. “Limiting the coverage of financial assistance under the Bayanihan Law will be discriminatory and unfair to poor families in the provinces who are under GCQ. The recommendation will benefit only those in Metro Manila and a few other LGUs,” Rodriguez added. Rodriguez made the appeal on the same day that Presidential spokesperson Harry Roque Jr. said Duterte had already tasked Budget Secretary Wendel Avisado to look for funds for possible cash aid for residents in areas under GCQ. The National Capital Region, Laguna, and Cebu City will be under MECQ from May 16 to 31. This means that industries will be allowed to operate, but only with 50 percent of the workforce required to be physically present. Industries where physical distancing is not feasible like barber shops, salons, contact sports, sporting events and religious gatherings, as well as mass transport, all remain prohibited in areas under MECQ and GCQ. Industries are also allowed to open under GCQ, but with 75 percent of the workforce physically pre sent at t he maximum. As of May 15, the Philippines has recorded 12,091 confirmed cases, 2,460 recoveries and 806 deaths. (MNS)

I have an overactive mind to the point na minsan it’s anxiety-inducing already for me. To be in bed for two weeks, not doing anything, with anxiety, really made me feel so depressed,” she added. Garcia said that everything turned better after she finished the two weeks bed rest. “'Yung overcoming that feeling of depression during those two weeks, was already something that I had a hard time with. By God’s grace we got through that period," she said. "It’s different now kasi iba ‘yung naka-quarantine ka, iba ‘yung naka-bed rest ka. Now, I’m just so happy that the baby is healthy, the baby is fine. So everything was fine, everything was normal,” Garcia said. Before the end of their vlog, the couple shared that they already know the gender of their baby after Garcia took a non-invasive prenatal (NIPT) test. (MNS)

Julia Barretto opens up about Mikee gets a message suffering from anxiety attacks from Ecuadorian fan

or the first time, Julia Barretto opened up about suffering from anxiety attacks which started five years ago.

Speaking with her sister Claudia for the latter’s podcast, Barretto said her condition makes her feel so emotional just thinking about it. “It’s such a sensitive topic. It’s like a part of me that absolutely nobody knows about… I do suffer from anxiety. It’s something that I have suffered with for five years now. I think there are certain things that hit it or trigger it. I don’t know it’s just one day you get it,” she said. The actress also shared what she’s going through every time she gets anxiety attacks. “When I get attacks, I can’t move. I can’t talk. I’m always just staring and I’m not aware anymore of what I’m doing or what others are doing. It’s like I am under this really, really dark cloud,” she said. “People try to talk to me or talk me out of it. When they ask me what’s happening, it’s like my tongue can’t move. And it makes me so frustrated because you know when you’re trying to get a word out, even just one word, it won’t come out,” she added. What makes it even harder, Barretto said, is when she suffers from anxiety while she is at work. “When there’s so many people

and I have to be at my best entertaining, but your body and mind is totally saying ‘You can’t do this right now,’ and you have to force yourself out of your attack, it’s so hard,” she said “When I get an attack in front of so many people at work, what adds up to my anxiety is, in my head, ‘They won’t understand. They’ll think I’m like this. They’ll think I’m bad. They’ll think I’m not minding them.’ It adds up and it makes me feel so much worse,” she added. While it happens to her frequently, Barretto has learned to consider it a process of getting to know herself more especially when she’s in that moment. “I think I’ve grown a lot of awareness already of what happens to me when I’m getting an attack. I’ve seen a life coach, I’ve attended groups where they talk about anxiety and they teach you how to deal with it. You also have to help yourself try to find out what works for you,” she said. (MNS)

MANILA — Wellness tourism is expected to be in a good position during the post-pandemic period as tourists shift to focus on health and wellness, a Department of Tourism (DOT) official said Thursday. "The DOT right now is looking at health and wellness tourism as one of the niche products that the Philippines can really count on once we recover from this coronavirus disease," Tourism Assistant Secretary Roberto Alabado III said during the virtual Philippine Health and Wellness Forum 2020. He said niche tourism only requires a little to generate revenue given most visitors, particularly foreigners, are ready to shell out large amounts of money to maintain a healthy lifestyle. Although the return of travel and international

market to the Philippine would take months sans the vaccine, Alabado said the DOT is now building capacity programs for health and wellness tourism front-liners as well as stakeholders. "We're looking at developing new products which would be more on capacity building-- we would like to have a Philippine Brand of Service for all front-liners," he said. He said wellness establishments will have to adapt to the "new normal", meaning more stringent disinfection and sanitation protocols. DOH reminds 1 meter distancing, separate tents per family in evacuation centers MANILA (Mabuhay) — As the Philippines braces for Typhoon Ambo, the Department of Health on Thursday reminded local officials to implement physical distancing measures inside evacuation centers to prevent the spread of COVID-19. “Pag nagkaroon tayo ng evacuation center, minimum health standards should still be implemented,” Health Undersecretary Maria Rosario Vergeire said during the Laging Handa briefing. “So kailangan po makapagpatupad o makapagpagawa ng stratehiya kung saan magakakaroon ng pagkakahiwalay, kahit isang metro ang layo, ng bawat pamilya dyan sa evacuation centers,” she added. “Pag nakikita natin ang evacuation centers natin, most of the LGUs have their own tents whichseparates each family. 5 out of 9 plasma recipients recovering from COVID-19, PGH says MANILA (Mabuhay) — The Philippine General Hospital (PGH) on Thursday said that five out of the nine patients who received convalescent plasma therapy to treat the coronavirus disease 2019 (COVID-19) have survived the illness. PGH spokesperson Dr. Jonas del Rosario said that one of them was already discharged, while another was staying at a regular ward.

The three recuperating recipients are still being treated in ICU, but according to Del Rosario, their condition is improving. However, the other four recipients of the therapy did not make it. Del Rosario said that these cases suffered from a very critical condition. “'Yung apat ay hindi pinalad. Talagang malubha ang sakit nila,” he said.

Due to this, Del Rosario said the PGH will shift the focus of the clinical trial of the convalescent plasma therapy to mild and moderate cases, instead of critical and severe patients. Del Rosario said that administering the therapy to critical and severe patients might be too late. The PGH is the only health institution in the country allowed

to conduct convalescent plasma therapy to treat COVID-19 patients, according to the Department of Health. Plasma from the blood of a recovered COVID-19 patient contains antibodies, proteins produced by the body to neutralize or destroy toxins or disease-carrying organisms, which may help infected patients. Speech droplets likely way Covid-19 spreads: US study ANKARA — Small speech droplets are now eyed as a likely mode of the coronavirus disease (Covid-19) transmission, instead of coughing or sneezing droplets, according to a recent study. The study published Wednesday by the Proceedings of the National Academy of Sciences in the US, showed the potential importance of the airborne lifetime of small speech droplets in Covid-19 spread. "Highly sensitive laser light scattering observations have revealed that loud speech can emit thousands of oral fluid droplets per second. In a closed, stagnant air environment, they disappear from the window of view with time constants in the range of 8 to 14 min," it said. The observations confirmed there is a substantial probability that normal speaking causes airborne virus transmission in confined environments. Researchers said although it has long been recognized that respira-

tory viruses can be transmitted via droplets generated by coughing or sneezing, it is less widely known that normal speaking also produces thousands of oral fluid droplets with a broad size distribution. Those small droplets can harbor a variety of respiratory pathogens, including measles and influenza virus as well as Mycobacterium tuberculosis. High viral loads of severe acute respiratory syndrome coronavirus have been detected in oral fluids of infected patients, including asymptomatic ones, according to the study. But the possible role of small speech droplets, which potentially could remain airborne for extended periods, has not been widely appreciated, it added. Since emerging in China last December, the coronavirus has spread to 188 countries and territories, infecting more than 4.37 million people and killed nearly 300,000. MANILA (Mabuhay) — Cheap personal protective equipment (PPE) sets will give healthcare professionals a “false sense of protection” in the workplace, the chief implementer of the government’s coronavirus response said Thursday. Secretary Carlito Galvez Jr. slammed critics of the government’s procurement of PPE sets worth P1,800 to P2,000 each. “Maraming pong nagsasabi na ang PPEs is P400 lang o P600 lang. Alam niyo po, pagka sinuot niyo po ‘yun, mamamatay po ang ating healthcare workers dahil nagkakaroon sila ng false sense of protection,” he said in a virtual briefing. “It did not undergo proper test and evaluation. Hence, we are risking their lives if we procure these very cheap PPEs,” Galvez added. Senator Grace Poe wa s a mong t hose ea rlier who pointed out that the Office of the Vice President was able to purchase PPEs worth P400 to P1,000 only, following the Department of Health’s (DOH) announcement that it bought PPEs worth P1,800 each. Galvez stressed that the PPEs they purchased were medical grade level 4 and added that the procurement was handled by the Department of Budget and Management. He also attributed the decreasing number of COVID-19-related deaths among

ANKARA — Smokers are more vulnerable to coronav irus disease (Covid-19) than non-smokers, according to the World Hea lt h Orga n i z at ion (WHO) on Monday. A review of studies by public health experts convened by the WHO found that smokers are at a higher risk of contracting fatal diseases. “Covid-19 is an infectious disease that primarily attacks the lungs,” the WHO said in a written statement. “Smoking impairs lung function making it harder for the body to fight off coronaviruses and other diseases,” it added. The WHO also warned researchers, scientists and the media about amplifying claims that tobacco or nicotine could reduce the risk of Covid-19. The statement came after several studies showing that the number of non-smokers was higher among Covid-19 patients compared to smokers. A study by French scientists on the science portal Qeios late April suggested that smoking can be a protective factor against the new coronavirus. The researchers said

Bulakenyo driver returns SAP aid so others can benefit from it

46-year old driver from San Jose del Monte, Bulacan returned his PHP6,500 cash aid under the Social Amelioration Program (SAP) to the local government unit so others could benefit from the government assistance while the quarantine order is still in effect. On Tuesday, Pancho Pacheco, who lives with his wife, two children, and grandchild, went to the city treasurer’s office to give back the money. “Marami ho kasi ang mas nangangailangan na nakikita ko. Yung walang-wala talaga (I can see that there are people who need the money more than we do),” he said in an interview on Thursday. Pacheco has spent 20 years on the roads of San Miguel, Bulacan to Quiapo driving a passenger jeepney to sustain the needs of his family. While doing this, he also sought other jobs

to earn extra income. “Nagtatabi ako kahit gaano galing sa sweldo para may pera kapag nagkagipitan (I would somehow save as much as I can from my salary, so I would have something in times of emergency),” he added. ¾ cup fresh milk 1 teaspoon instant dry yeast 2 tablespoons sugar 1 whole egg 1 ¾ cups MAYA All-Purpose Flour ½ teaspoon salt 2 tablespoons margarine or soft butter cooking oil enough for frying sugar enough for rolling the fried donuts DIRECTIONS 1. Except for the last 3 ingredients, put all the ingredients in a mixing bowl. Mix until the dough is partially developed. 2. Add the margarine or butter and continue kneading until the dough is smooth and elastic. 3. Place the dough in a greased bowl and allow to rise for 30 minutes or until the dough doubled in size. 4. Roll out the dough to ½ inch thick then cut the dough using a donut cutter. 5. Arrange the cut dough pieces on a baking sheet and rest for 5-10 minutes. 6. Heat up the oil in a deep pan while the dough is resting. 7. Fry the donut doughs until lightly brown. Roll your fried donuts in sugar and serve. Recipe Notes Yield: 7-8 pieces Prep Time: 1 hour Cooking Time: 10-15 minutes

Cook until lightly browned. Cut the waffles in half diagonally. 3.Serve with whipped cream and syrup. Recipe Notes Yield: 5 to 6 hotcakes Prep Time: 5 minutes Cooking Time: 15 minutes

DIRECTIONS 1. Dissolve the yeast in half of the milk, and then sprinkle with sugar. Set aside to activate the yeast. 2. In a stand mixer fitted with the dough hook attachment, pour in the remaining milk, egg, flavoring, and half of the butter. Mix the wet ingredients together. 3. Add in the flour and salt, knead on medium speed for 10-12 minutes. Then add the remaining butter and continue kneading for 3-5 minutes or until the dough is smooth and elastic. 4. Shape the dough into a ball. Transfer in a greased bowl. Cover with cheese cloth and let it ferment for 25-30 minutes. 5. Once the dough doubles in size, punch down the dough. Portion into 50g pieces. Roll into balls. Let it rest for 2-3 minutes. 6. In a bowl, mix all the filling ingredients until well combined. Set aside. 7. Take a piece of dough; roll out the dough into an oblong. Place a teaspoonful of the ube Spanish filling, roll the dough like a croissant. Roll in bread crumbs. 8. Repeat procedure until all of the dough is consumed. 9. Place in a baking sheet then cover with cheesecloth. Let them proof for 25-30 minutes or until double in size 10. Bake in a preheated 375°F/190°C oven for 15-25 minutes or until desired doneness. TIP: Best consumed immediately, or heat in an oven toaster before eating.

Palace: Taho, balut vendors may go back to work amid eased quarantine measures MANILA (Mabuhay) — Street vendors such as that of taho (soy bean) and balut (fertilized chicken or duck egg) may resume work under modified quarantine measures provided that social distancing will still be observed, the Palace said Friday. DICT appeals to LGUs, homeowners association to fast-track ICT infra rollouts M A NIL A, (Mabuhay) -- The Department of Information and Communications Technology (DICT) is calling on local government units (LGUs) and homeowners associat ions ( HOA s) to ease permitting requ i rement s a nd streamline their procedures to accelerate the rollout of cell sites and other ICT i n f ra st r uc t u re for telecommunications companies and internet service providers for the benefit of residents in their respective areas. In a statement on Thursday, DICT said LGUs and HOAs need to cooperate in addressing the people’s need for connectivity and better quality of ICT services. The ICT department said it hopes that ICT infrastructure providers will be fostered at the local level to fast track their roll out and construction of much-needed infrastructure during this COVID-19 pandemic. The agency also appealed to all checkpoint officia ls and other entities enforcing the quarantine, to ensure unhampered movement of IC T personnel and equipment of telecommunications companies, internet service providers, cable television providers, including those who perform indirect services such as technical, sales, a nd ot her suppor t personnel, as well as

Covid-19 losses on NorMin tourism at P1-B: NEDA CAGAYAN DE ORO CITY — Northern Mindanao's tourism sector has been one of the hardest-hit by the coronavirus disease 2019 (Covid-19) pandemic, with losses reaching as high as more than PHP1 billion. This assessment was made by the National Economic and Development Authority in Region 10 (NEDA-10) on Friday, based on the tourism outputs the region reported in the previous year. NEDA-10 director Myla Fe Cariño said that between March 15 to April 30, the estimated losses to the tourism sector could reach PHP905,313,492 from domestic tourists, and PHP61,184,124 from foreign visitors, totaling to PHP966,497,616. But since the extension of general community quarantine (GCQ) in different cities and provinces in the region, NEDA10 estimates that from March 15 to May 15, the region will have recorded losses of up to PHP1,354,811,064 from domestic tourists, and PHP85,705,045 from foreign tourists, for a total of PHP1,440,516,109. "This was also based on our previous data, which estimates that local tourists usually spend PHP2,117 per day, and the foreigners spend PHP5,497 daily," Cariño said. Even after the quarantine is lifted in the region, she said the tourism industry will still have to cope with the losses while adjusting to the "new normal" arrangements. "Based on the national survey, only 24 percent have expressed to travel to go on vacation, while 74 percent are not going. Gov’t wants to reduce corporate taxes across the board to 25% starting July M A NIL A ( Mabu hay) — T he Duterte administration’s economic team is proposing a modified version of the still pending Corporate Income Tax and Incentives Rationalization Act (CITIRA) bill, aiming to reduce corporate income tax immediately to help businesses recover from the onslaught of the COVID-19 pandemic. In a press conference during the Sulong Pilipinas 2020 virtual summit on Thursday, Socioeconomic Planning Acting Secretary Karl Kendrick Chua said the economic team is preparing three bills as part of the recovery stage from the COVID-19 crisis starting June until December 2020. Among the three “instruments” is the Corporate Recovery and Tax Incentives for Enterprises Act (CREATE) bill —a modified version of the CITIRA bill. To recall, Finance Secretary Carlos Dominguez III called for the passage of the bill before June 3. The current version aims to lower the corporate income tax from 30% to 20% over a period of 10 years. Chua, however, said the DOF is now proposing to reduce corporate income tax "across the board," meaning for all businesses, immediately starting July. “So currently from the 30% corporate income tax, we will reduce it to 25% immediately to help small businesses, in particular,” the Socioeconomic Planning acting chief said. Under the CITIRA bill, fiscal incentives will be rationalized to make these “performance-based, time-bound, targeted, and transparent.” The bill intends to prioritize incentives to business activities that generate domestic employment; promote research, development and innovation; promote agribusiness; and invest in areas that are less developed or are recovering from disasters and conflicts, among others. It will also offer additional tax deductions to reward corporations’ good behavior, such as local job creation, exports, and investment in high technology. Under the CREATE, Chua said there will be no changes in the current fiscal incentives being enjoyed by existing investors for the next four to nine years “so that they can adjust sa COVID-19.” “For new investors, we will actively seek them out and ask them what they would need as incentives to contribute to job creation in the Philippines,” Chua said, noting that incentives will still be targeted, time-bound, and tailor-fitted to proactively attract the right types of investments. “In the countryside, we will have targeted incentives so that we can support the Balik Probinsya, Bagong Pag-asa program,” he said. The Cabinet official noted that tax incentives will have an improved management and governance through the Fiscal Incentives Review Board (FIRB). “So that when we do grant tax incentives from the hard-earned taxes that your parents pay and that you will pay in the future, it will be performance-based, timebound, and transparent,” Chua said.
