It was in this light that California Governor Gavin Newsom ordered Californians on Thursday (March 12) to cancel or postpone gatherings of 250 or more people statewide through the end of the month of March. “Each of us has extraordinary power to slow the spread of this disease,” Newsom said in the statement issued on Wednesday night. “Not holding that concert or community California Governor Gavin Newsom

Metro Manila under ‘community quarantine’ MANILA (PNA) – President Rodrigo Duterte on Thursday night raised the coronavirus disease 2019 (Covid-19) alert system to Code Red sublevel 2 as the number of infected persons in the Philippines climbed to 64 — and continues to rise. “The Code Alert System for the Covid-19 public health event is hereby raised to Code Red sublevel-2,” Duterte said, reading from the resolution adopted by the Inter-Agency Task Force on the Emerging Infectious Diseases at Malacañang Palace. He said he would convert the resolution into an executive order to ensure that it will be strictly followed. METRO

MANILA — The Department of Health (DOH) on Friday confirmed 12 new cases of coronavirus disease 2019 (Covid-19) in the Philippines, bringing the total number to 64.

Of the 12 additional cases, three are confined at the Medical City and two at St. Luke's Medical Center-Global City. On the other hand, two are admitted at Ortigas Hospital and Health Care Center and one each at Makati Medical Center, Cardinal Santos Medical Center, University

of the East Ramon Magsaysay Memorial Medical Center, Marikina Valley Medical Center, and Bataan St. Joseph Hospital and Medical Center. Four of the patients are Filipinos, while the remaining eight's nationalities are still being validated. COVID-19

ASIAN DIASPORA STANDS UP TO BE COUNTED IN UPCOMING CENSUS Bhutanese, Mongolians, Burmese, Nepalese among fastest-growing but invisible sector Ethnic Media Services

A

s the 2020 census begins in earnest, representatives of Nepalese, Burmese, Bhutanese and Mongolian immigrants joined census officials and community organizers at a briefing for Asian American media to discuss the high stakes of getting an accurate count for their communities. Together with Native Hawaiians and Pacific Islanders, these and other immigrants from Central, South and Southeast Asia represent the fastest growing sector of Asian immigrants to California over the last decade. Yet they are too new to have formed the civic organizations or media platforms to make their presence felt in the broader Asian American landscape. Speakers agreed that being counted in the 2020 Census would change that. Some 20% of Californians identified as Asian American-Pacific Islander in the 2010 census, said Hong Mei Pang of Chinese for Affirmative Action, which cohosted the March 5 briefing along with Ethnic Media Services. “More immigrants come to the United States from Asia than from anywhere else,” Pang said. “But the Asian American community is not monolithic, and without an accurate count, these newer waves of Asian immigrants will be invisible.” Stephanie Kim of United Way Bay Area echoed Pang’s point on the opening panel: “We have diverse needs requiring data and approaches customized to each community. If one of us is not counted, we all suffer from the undercount. If every one of us is counted, we all benefit.”

But speakers pointed to some immigrants’ experiences in their home countries that make them especially fearful of being counted. Robin Gurung of Asian Refugees United, born and raised in Nepal, recalled how the Nepalese government used a census in the late 1980s to divide the country between native Nepalese and people of Bhutanese origin. He and his family were deported to Bhutan along with thousands of others. “So in the United

States, there’s still a lot of worry and questions about the census – like what are the benefits, and what do we need to be careful about?” “When they hear the word ‘census,’ it’s like a nightmare,” agreed Ganesh Subedi, of the Bhutanese Community Association of California. His community’s fear of government intrusion, he said, caused it to be vastly undercounted in the 2010 census. EMBASSY HOSTS WOMEN’S DAY EVENT FOCUSING ON HOW SOCIAL ENTERPRISES EMPOWER WOMEN

WASHINGTON, D.C. – In celebration of International Women’s Day (8 March) and the Philippine Celebration of Women’s Month, the Philippine Embassy held an event entitled ‘A Conversation with Christine Nielsen’ on 9 March 2020 at the Philippine Chancery Annex Building. Christine Nielsen is the founder and president of N E W Pat hw ay s to Enter pr ise, a socia l enter pr ise that guides women through the entrepreneurial process from business idea generation through startups. Currently they operate and help uplift communities in the Negros and Samar Islands in the Philippines. The conversation was moderated by Joyce King, Esq., Chief Counsel at the Frederick County State’s At tor ney ’s O f f ic e a nd alumna of the Filipino Young Leaders Program (Batch 2019). Dr. Nielsen spoke on NEW Pathways’ work with women in rural communities in the Philippines through the provision of livelihood training programs and establishment of microfarming businesses that generate additional income for the women and their

But fear got the best of the community and the effort failed. Meanwhile, the communit y kept growing (http://facts.aapidata.com/ nationaldata/) – by some 222% between 2010-2016, according to data compiled by Karthick Ramakrishnan of U.C. Riverside’s Center for Social Innovation. “This is a great opportunity for us to establish our community,” Pariyar said. “We don’t want to lose our chance at being represented.” Po p u l a t i o n g r o w t h o f t h e i r communities was a common theme at the press briefing. Myat Soe Mon, of One Myanmar

community, spoke about ethnic cleansing in her country based on information the government gleaned under the pretext of conducting a census. “But here,” she said, “our population is growing. We have to keep moving forward.” “The census data says we are just 32,000 Mongolians living in the U.S.,” noted Urtnasan Enkhbat, a student from Mongolia who wrote her senior thesis on Mongolians in the Bay Area. “We are a lot more. We have close to 10,000 just in the Bay Area. Our numbers are growing rapidly, but it’s difficult to learn about us – we have no community centers or channels for communication.” She recently told a group of fellow Mongol immigrants, “We live in the U.S. But without data, we don’t exist in the U.S.” Almost every speaker raised the issue

of confidentiality as a further barrier in promoting the census. Sonny Le, a refugee from Vietnam who has worked as a Partner Specialist for the Census Bureau since the 2000 Census, was quick to respond. Personal data collected by the census is forbidden to be disclosed to anyone for 72 years, even other government agencies and law enforcement, Le asserted. Penalties for violations run to a quarter million dollars and five years in prison. Nor has the data been breached. Yet even among the Hmong, wellestablished now as the seventh largest population of Asian Americans, with a 13% increase between 2010 and 2016, the census is still an unknown. “People my age had never heard about the census before,” said Tammy

Vang, a Fresno-born daughter of Hmong refugees from Laos who works as a community organizer for Hmong Innovating Politics. As the youngest speaker at the briefing, she also raised what for her is a deeply personal concern about the census -- how to identify oneself in terms of gender. “There is still a deep stigma attached to LGBTQ issues in the Hmong community,” she said, holding back tears. “The single binary choice on the census only makes it harder.” Summing up the energy among attendees in the room, Gurung had the last word about the importance of the census: “We have to make ourselves visible. There’s nobody (else) out there who will.”

It’s unconscionable.” “The US has spent half a billion dollars funding the fascist regime in the Philippines since 2016, supporting i ncre a se d m i l it a r i z at ion a nd extrajudicial killings that leave women and children to support themselves in the midst of loss. Furthermore, the Duterte regime has continued to attack human rights defenders and target Filipino women activists, like US citizen Brandon Lee and the stillillegally detained Tacloban 5.”

LA county Oks $74 M for 1,137 housing units Over the past week, the Los Angeles County Board of Supervisors has approved funding for 15 affordable mu lt i-fa mi ly rent a l housing developments (projects) selected through the No Place Like Home (NPLH) Program Notice of Funding Availability (NOFA) Round 2019-1 and NOFA Round 25-A. The 15 projects will receive a total of $74.5 million, comprised of $33.3 million in NPLH funds and $41.2 million in Affordable Housing Trust Funds (AHTF). On April 30, 2019, the Los Angeles Count y Development Aut hor it y (LACDA), in partnership with the Los Angeles County Department of Mental Health (LACDMH), issued its first NPLH NOFA Round 2019-1 in the amount of $207 million. While an initial amount of $207 million was made available, over $500 million in project funding was requested by developers for 68 projects. Upon completion of the technical review, the LACDA recommended a total of 58 projects to receive funding which will increase the County’s supply of affordable supportive housing by 3,600 units. Of the 58 projects recommended, a

total of 41 projects have been approved, including the most recent five which will create a total of 335 units for homeless, chronically homeless, persons with mental illness, emotionally disturbed children or adolescents, and families with limited means. On October 2, 2019, the LACDA issued NOFA 25-A in the amount of $57 million. While an initial amount of $57 million was made available, $61 million in project funding was requested for 16 projects. Of those 16 projects, a total of 10 projects have been approved which will provide a total of 802 housing units for families with limited means, homeless households, homeless seniors, and chronically homeless households. Following the recent Board action, Emilio Salas, LACDA’s Acting Executive Director, said, “Each project approved chips away at the severe housing shortage renters encounter in Los Angeles County. However, what is often overlooked is the fact that we are not only providing structures that will house these vulnerable populations, but services are also being offered at each site, which are valuable and desperately needed to support tenants’ overall health and well-being.”

SOCIAL... from Page 1 “I know this is an anxious time for a lot of people, but Angelenos should stay focused on preparation and protection — not panic,” said Mayor Garcetti in a statement. “We will continue doing everything we can to help guide people through this situation, and working closely with our local, state, and federal partners to keep our communities safe, aware, and informed.” Newsom made clear during a news conference that his order was mandatory, telling the media that “we have tools in our toolkit” if anyone resists. The governor said that while the order only covered the month of March, the restrictions may continue if the situation would not get better. “We will extend it as necessary. It is likely it will be extended,” Newsom said. The ban applies to all non-essential professional, social and community gatherings regardless of their sponsor and includes sporting events and concerts. Exempted in the order were activities such as attendance at regular school classes, work, or essential services, or to essential public transportation, airport travel, or shopping at a store or mall. Congregate living situations, including dormitories and homeless encampments are also exempted. “Essential gatherings should only be conducted if the essential activity could not be postponed or achieved without gathering, meaning that some other means of communication could not be used to conduct the essential function,” said Newsom’s press statement. Newsom’s order would also remove the waiting period for unemployment and disability insurance for those who lose work as a result of the outbreak. It w i l l a l low t he s t ate to commandeer hotels and hospitals when the needs arise to isolate and treat patients. State legislative bodies were also allowed to hold public meetings via conference calls in the said executive order. In Los Angeles, Garcetti has directed cit y depar tments to implement the following measures: • Temporary closure of the Los A ngeles Cit y Hall complex to members of the public, except for public meetings of the City Council; • Tr a n sit ion i ng b oa rd a nd commission meetings to accessible phone or video conference sessions that will allow constituents to make comments, ask questions, and engage with local leaders;

• Postponement or cancellation of all non-essential public community events or group activities with 50 or more participants, or that require close contact between vulnerable individuals; • A ban on all events or conferences on City-owned properties that are anticipated to attract more than 50 people; • Development of plans to stagger entry for visitors in public buildings to no more than 50 at a time — including City museums, libraries, parks, pools, and communit y centers. Transit locations and similar facilities, including LAX and the Port of Los Angeles, as well as all City shelters, are exempt from this requirement at this time; • Ensuring that hand-washing and sanitizing stations are available in City-owned public buildings, and that extra steps are taken to clean facilities regularly and thoroughly; • Stopping all non-essential travel by City employees to all destinations, domestic or foreign; • Ordering all General Managers to develop an Emergency COVID-19 Telecommuting Plan, which may be implemented in the event that it becomes unsafe for staff to safely travel to or work from their normal work location. According to Newsom, some 200 Californians have tested positive to CVID-19 which reflected a 10 percent increase since two days ago. Four have died from the disease, Newsom said. In a related development, the Los Angeles County Fire Department (LACoFD) has reported that a couple of its members were exposed to the COVID-19 virus while responding to a patient in cardiac arrest. The incident happened last March 9. The firefighters managed to resuscitate and transport the patient to a local hospital, but unfortunately, the patient passed away. The Count y of L os A ngeles Department of Public Health (DPH) later confirmed that the patient had COVID-19. LACoFD personnel exposed to the patient have been isolated from work and are being monitoring at home. Fortunately, they are free from any symptom of the said disease. The LA county fire department said it has existing protocol and procedures on protective equipment and safe patient handling in regards to COVID-19 that are consistent with guidelines set forth by DPH and the Centers of Disease Control and Prevention.

Remembering Dr. Hector Lozano Sulit and his wife, Maria Paz Fernandez-Sulit - inseparable in life and death

O

n Thursday, January 2, 2020, Maria Paz Fernandez-Sulit (the wife of Dr. Hector Lozano- Sulit, passed away in Los Angeles, California. Surprisngly for the Sulit family, 34 days later, on Friday, February 7, 2020 Hector Lozano Sulit, M. D. also passed away Together, they were married (in 1966) for 54 years and have been inseparable since. Both Dr. Sulit and his wife, Maria Paz were members of the St. James Catholic Church in Redondo Beach, California, where they resided in the nearby town of Torrance. Hector was born in Boac, Marinduque and was the second son of Silvestre Ilao Sulit and Adela Lozano Sulit. When Hector's father died of malaria in 1940, Hector was raised by his mother and her parents, Crisanto and Amalia Roces Lozano, along with his older brother, Renato l. Sulit and his younger brother, Sivestre L. Sulit, Jr. Growing up in Marinduque, Hector had many fond memories there, most particularly when he was five years old during World War II. He found a shiny metal object next to a rice field and brought it home to his mother, excitedly screaming: "I found a radio!" Unsure if the radio was safe, Hector's mother brought it to a nearby military base and turned it in. When she arrived, the guard said: "Lady, good thing you didn't drop that! It's a Bazooka shell!" Outside of the wartime era, Hector grew up experiencing the normal life of a provinciano, where all the children his age, along with his brothers, idolized the older children. He had a humble personality and loved the land that supported his family. Caring for his family and being kind was instilled in him at a very young age. He was also a diligent student, graduating as Salutatorian from Marinduque High School in 1955, Then, he pursued his college courses at the University of the Philippines in Manila and

graduated with a degree in Bachelor of Science in Hygiene and Public Health. It was after his graduation in 1958, when he "won the heart of his 'sexiest' classmate, Maria Paz Fernandez." It was then that Hector and his brothers would host weekly dance parties, thus, it was during that time when Hector and Maria Paz became lifetime dancing partners. After eight years in 1966, Hector and Maria Paz were married soon after Hector received his diploma as a Doctor of Medicine. Tenacious in his work ethics, Dr. Hector Sulit had a rotating internship, and pursued his residency in Ophthalmology and had a fellowship in cancer immunology at the Institute for Cancer Research (Flox Chase Center) in Philadelphia, Pennsylvania. His wife Maria Paz and his son, Victor then followed him to the United States and a year later, a second child, Ana Margarita was born in 1971.and when his fellowship in Philadelphia ended, the family moved to Chicago for a while, but they finally moved to Los Angeles in 1973, when Hector accepted a fellowship at the Glaucoma, Cornea and External Eye Research at the Jules Stein Eye Institute of UCLA . And, in 1978, their third child, Alfredo "Freddie" Adolfo was born. Hector's love for his hometown inspired him to give back to his beloved Marinduque prov ince, by establishing the Marinduque Association of Southern California, where in 1985, he spearheaded the first medical mission in Marinduque. Their mission was to target thousands of indigents for medical services. Thus, in 1993 there has been six regional associations of immigrant

Dr. Sulit was an active leader and ophthalmologist participant in ten Marinduque medical missions from 1985 through 2016. Having been a licensed medical doctor in the Philippines in 1965, and member of the board of Licensure in 1977, he finally retired in 2015. His career as an ophthalmologist spanned 50 years, and has been an active member of the Philippine Medical Association of Southern California, as well as an adjunct Professor of Ophthalmology at UCLA's Dept. of Ophthalmology from 1977 through 2016. $19 M in new investments for LA parks MAYOr Eric Garcetti recently announced $19.2 million in state funding to improve two existing city parks and create two new ones in underserved neighborhoods. “Parks are the heart of our city, because they are where people of all ages can come together to create a sense of community and belonging,” said Garcetti. “New f unds f low ing into these neighborhoods means that we can provide more opportunities for Angelenos to get out on the field, enjoy healthy recreation, and connect with nature and the outdoors.” Awarded from the State’s Proposition 68 funds, the City received the largest sum of grants of any agency in California. remembered as someone who has dedicated his life to helping others, as he worked tirelessly to give his family a wonderful life. Both Dr. Sulit and his beloved wife Maria Paz were indeed inseparable since they met and married when they were 18 years, until they both reached the age of 80 and together, they happily left all of us to live an eternal life of peace far beyond. Consolidate Bills now before its too late

With debts pilling up it is seems like you’re drowning in high-interest credit card debt and personal loans? However, if you own a home, you’ve also got some good equity built up the pass few years. Maybe you’re thinking about leveraging today’s still-low mortgage rates and refinance to pay off debt. It’s a great idea. And sometimes it makes sense. But shifting high-interest, unsecured debt onto your mortgage can also have nasty consequences. So, before you start filling out the paperwork for a home equity loan or cash-out refinance, there are a few things to consider. 1. Are you willing to put your home on the line? First and foremost, you need to understand what’s at stake with this strategy. Right now, your high-interest debts are probably unsecured. That means the creditors can’t easily take property if you fail to make payments. (This is, after all, one reason the interest payments are so high!) If you transfer this unsecured debt to a mortgage, home equity loan, or HELOC, you’ll be putting your home on the line. This move will likely increase your monthly mortgage payment. And if you get into a situation where you can’t pay, the bank may foreclose on your home. Of course, this isn’t necessarily a deal breaker. Often times, your overall payments can drop significantly when you use your mortgage to refinance your high-interest debts. But it’s still the first thing to consider. Remember, better to put everything into a first mortgage since Home Equity Loans are no longer tax deductable, consult with your tax expert.

some up-front fees. The fees vary depending on what type of loan you’re considering. Depending on the process, you could pay a couple hundred to a few thousand dollars in fees to refinance your debt. Remember, If you have good credit and you qualify for a loan, try to avoid paying any closing fees specially on refinancing. You are just lining up pockets of the lender. Call me. 4. How much is your home worth? Of course, it’s important to know what your home is worth versus what you owe on it. When lenders are considering you for a cash-out refinance, they’ll look at this closely. While you can sometimes get a first mortgage with less than 20% equity in the home, you probably won’t be able to get a second mortgage under those circumstances. 5. Are you planning to move in the near future? If you’re thinking about moving in the next few years, rolling your debt into your mortgage could be a great idea. As long as you are not paying any fees to refinance , tap into your equity now and get out of the hardship your in. But if you have to pay fees, the closer you are to moving, the more difficult it will be to recoup your refinancing costs.

2. What’s the real difference in interest paid? Another consideration is how much the refinancing process will actually save you. At first glance, maybe it looks like you’ll cut your interest payments by half or more. After all, you’re refinancing a $25,000 debt with an 18% interest rate to an interest rate of 4.5%. Remember, when you roll your debt into your mortgage, you’ll likely make payments on it over a much longer time period. This means you could wind up paying the same or more in interest, even with a massive interest rate reduction. Here’s an example of how refinancing a high-interest personal loan into a long-term home equity loan might work out:

6. Will you just go into debt again? Finally, be sure that you consider what got you into this much debt in the first place. Maybe you had an unexpected accident and were unable to work for a few months. If you had a good track record of money management before this point, maybe refinancing makes sense. Stick to your old habits, and you’ll soon be in good shape once again. But if overspending yourself into hefty debt is a recurring problem, this may not be the path for you. Remember, rolling your unsecured debt into your home puts your home on the line. If you then run up debts again because your habits haven’t changed, you’ll be stuck with a bigger mortgage payment and hefty credit card debt.

• Personal Loan Debt: $25,000 at 18% interest and a $600 minimum monthly payment • Home Loan: $25,000 at 4.5% interest for 30 years Switching to a home loan will dramatically decrease your monthly payment to about $372, according to this calculator. With the home loan, you’ll pay about $2,250 in interest. If you stick with the personal loan, this calculator says you’ll pay about $9,000.00 in interest. HUGE difference. So that’s better, right? Well, be sure you consider the next point before you decide.

Thinking about one's demise is not something people want to spend time thinking about. However reality is that we all have to face this one day. It is just a matter of whether you depart this world prepared or unprepared. If you pass away with at least $166,250 in gross assets and you do not have a living trust (even if you have a will), your beneficiaries would have to open up a probate case before title to the assets can pass to them. When I say gross asset, I mean regardless of how much debt you owe on them. For example if you own a house valued at $350,000 at the time of your death, it does not matter that your mortgage balance is $300,000, a probate case has to be opened in order to pass title to that property. The same is true with other types of assets such as owning a business, a professional practice, bonds, equities, etc. This is a very

low threshold to exceed specially in California where real estate prices, even after the economic crisis, remains in the upper end of the curve among the 50 states. Commencing a probate case is expensive and a very slow process. Someone qualified will have to file a Petition with the probate court to have someone appointed as executor or administrator. The Petitioner's attorney gets paid a statutory rate for attorney's fees commencing with 4% of the gross estate. The probate referee will have to be paid for appraising the assets of the estate. If it is necessary to post bond, the premium on the bond would have to be paid as well. There is also the cost of administering the estate such as selling some of the assets to satisfy the estate's obligations and to divide the estate according to the will or the intestate line of continued on page 7

Filing Bankruptcy Is Not Always Easy But Sometimes It’s The Only Solution Deciding if bankruptcy is right for you is not always easy. But sometimes, the hole you’ve dug up is too deep that there is no other way out. Bill collectors are harassing you. Maybe they’re already threatening to take you to court, garnish your wages and take everything you’ve got. Maybe you can’t even sleep at night asking yourself: “What should I do to solve my debt problems and protect myself and my family?” The answer, of course, doesn’t always come quick and easy. Most people will postpone making a decision until they have their back into a corner and they feel like the walls are caving in. If you are in this situation, I know how you feel. At what point does it make sense to file bankruptcy and get legal protection? If your financial situation is causing you a lot of stress and worries, perhaps bankruptcy is the best solution for your mental well-being if you’re already doing your best but it’s still not good enough. Of course, bankruptcy is not always the best solution. Not everyone who faces debt problems should file for bankruptcy because not all cases are the same. But when advisable for your situation, it could be exactly what you need to put your problems behind you and move on. Filing bankruptcy immediately stops collection actions against you and your property. That means no more collection calls, lawsuits, wage garnishments and no more sheriffs at your door. For the first time after a long while, you can finally breathe better and feel like a human being again. In Chapter 7, credit card debts, personal loans, medical bills and other unsecured debts are erased completely. Although in Chapter 7 non-exempt property can be taken to pay creditors, this is very rare because most Chapter 7 cases are no-asset cases. If your case is such, you lose nothing but your debts and you get to keep your home, automobile, bank accounts, retirement plans, etc. In Chapter 13, you agree to repay all o r a p o rtion of your debts over 3 to 5 years. In most cases, you can cut your current credit card payments in half or even more, depending on your income and expens-

BaRRiSteR’S coRneR… FRoM page 6 succession if there is no will. The entire process could take up years specially if certain beneficiaries and creditors file certain claims. The probate court file would be public record. On the other hand if you have a living trust, your estate can avoid the entire court system and court supervision. In certain situations, the process may also save you estate taxes which may be substantial if your assets exceed a certain threshold. Basically, you and/or your spouse can be named as the initial trustee of the trust while you are alive. The trustee is the person who manages the trust. This means you retain control of all your assets the same way as if you never had a trust. For revocable trusts, you can later on, at any time during your lifetime, revoke the entire trust if you change your mind. The assets held in your living trust will be managed by the trustee and distributed according to your directions without court supervision and involvement when you pass away. This can save your heirs time and money. Since the trust would not be under the direct management of the probate court, your assets and their value and your beneficiaries' identities would not become a public record. Your heirs and beneficiaries would still have to be notified about the living trust and advised, among other things, of their right to obtain a copy of the trust. If you are contemplating setting up a trust or have an existing trust

that needs to be updated because your family circumstances have changed over the years, you should set an appointment with an experienced attorney that understands and can competently advise you in the law.

So, rather than struggling to pay your debts and the ridiculous interest rates that the credit card companies are charging you, you can be out of debt in a much shorter period of time while paying zero percent interest on your credit cards. Did you know that most people will never get out of debt with the 22-29% interest that they are paying on their credit cards? And after you’ve paid your debts, most likely you’ve paid your creditors more than twice your debt amounts in interest alone. Could this be the reason why a lot people retire broke? Instead of saving the money for their retirement, they give the money to their bank and their creditors in interest charges. If you are facing possible loss of your home through foreclosure, you need to be aware of how much time you have left. If you have received the dreaded “Notice of Default”, in California, you only have 90 days to bring your account current or a trustee sale date can be scheduled upon only 21 days’ notice after that time period. I don’t understand why people wait until the last minute to do something to stop a foreclosure because the closer you are to the sale date, the fewer options you have or perhaps none at all. If you fallen behind on your mortgage payments, it may also be possible to work out a loan modification with your lender to see if that’s possible. But again, be aware of how much time you have to do any of the above. I suggest seeing legal counsel as soon as possible if you can see that foreclosure is imminent. Facility Caregivers:

Are you paid at least $456 a day when working a 24-hour shift? CAREgiVERS working in Residential Care Facilities provide an important service to elderly and disabled individuals, as well as their families. These caregivers often work up to 24 hours per day, providing necessary care and supervision to ensure the health and safety of each facility resident. However, many facility caregivers are grossly underpaid for the services they provide. Fortunately, California law protects caregivers who work in licensed Residential Care Facilities from wage theft. Specifically, all facility caregivers are entitled to receive at least minimum wage for every hour they work, including all hours they are required to be present at the facility. The current minimum wage rate in California is $12.00 per hour for employers with 25 employees or less, and $13.00 per hour for employers with 26 or more employees. Additionally, with some exceptions, facility caregivers are also entitled to overtime compensation for all hours worked in excess of 8 per day or 40 per week, and double time compensation for all hours worked in excess of 12 per day. In light of these requirements, facility caregivers who work 24-hour shifts must be paid at least $456 per day to comply with California’s minimum wage laws. That includes 8

hours of pay at the minimum wage rate of $12.00/hour ($96), four hours of pay at the overtime rate of $18.00/ hour ($72), and 12 hours of pay at the double time rate of $24/hour ($288). In lieu of paying overtime and double time wages, many employers pay facility caregivers a fixed salary, regardless of the actual number of hours they work each day. However, paying an employee a daily, weekly or monthly salary does not disqualify that employee from the minimum wage or overtime compensation requirements. In actuality, under California law, payment of a fixed salary to a non-exempt employee only compensates that employee for their regular, non-overtime hours worked. This means that a non-exempt facility caregiver who receives a fixed salary has probably not been compensated for any hours he or she worked in excess of

8 per day or 40 per week. Furthermore, those uncompensated hours are considered overtime and double time hours, compensable at a rate one-and-one half times or two times the facility caregiver’s regular rate of pay. If you are a facility caregiver receiving a fixed salary for working 24-hour shifts, you may have a substantial unpaid overtime claim. For purposes of illustration, below is an example of how wage and hour claims are calculated for facility caregivers under California law: Tony is a facility caregiver. He works 24 hours per day and is not allowed to leave the care facility at any time during his scheduled shifts. Tony’s employer also requires him to sleep in the facility at night and the residents frequently wake him asking for assistance. Tony receives a daily salary of $100

each day he works. This makes Tony’s regular rate of pay $12.50 per hour ($100/8 hours per day). Subject to that calculation, Tony’s overtime rate is $18.75 per hour and his double-time rate is $25 per hour, respectively. Because Tony’s daily salary of $100 does not compensate him for any overtime hours worked, Tony’s employer owes him $375.00 per day in unpaid wages: 4 overtime hours x $18.75 (Tony’s overtime rate), plus 12 double time hours x $25.00 (Tony’s double time rate). If Tony works 5 days per week, he is owed $1,875 per week, which equals $97,500 each year he works. If Tony brings a claim against his employer for these unpaid wages, he can seek unpaid wages going back three to four years, along with interest, attorney’s fees and costs, liquidated damages and penalties. ‘Don't panic, we have enough food': DA Chief MAniLA — The Department of Agriculture (DA) has assured the public that there is enough food in public markets and through outlets of DA-initiated "Kadiwa ni Ani at Kita," and "FishDA on the Go" as some areas in Metro Manila are placed under community quarantine due to the Covid-19 pandemic. "We call on the general public to buy only their daily or weekly food requirements and refrain from overstocking or panic buying," Agriculture Secretary William Dar said in a statement on Friday. "We at the Department of Agriculture will ensure the sufficient and continuous supply of basic necessities and perishable commodities, and make these available in public markets, and Kadiwa stores for the benefit of

all family households, particularly in depressed communities," he added. He said he current inventory of rice at various National Food Authority (NFA) warehouses nationwide is good for at least 80 days. tion of basic food commodities, including the monitoring of suggested retail prices of the same in public markets in Metro Manila. Other than rice, the other basic food items include pork, chicken, eggs, other poultry products, fish, vegetables, fruits, sugar, cooking oil, and other coconut by-products. The action plan will be further expanded and updated in partnership with the private industry, local government units, and farmers' and fishers' groups. Dar said this is also an opportune time for Metro Manilans to consider engaging in food production via urban gardening or aquaculture in their respective backyards, verandas, rooftops, and designated areas in the barangay, school or community. NAIA international flights still allowed: Palace MAniLA — Malacañang on Friday clarified that the Ninoy Aquino International Airport (NAIA) in Pasay City can still accommodate international flights during the month-long community quarantine in Metro Manila. “Regarding international flights, flights from Metro Manila going to and coming from abroad will be allowed, subject to travel restrictions,” Cabinet Secretary Karlo Nograles said during the “Laging Handa” press briefing at Malacañan. Nograles made the clarification, a day after President Rodrigo Duterte ordered the suspension of land, domestic air, and domestic sea travel to and from Metro Manila beginning March 15 until April 14. Imposing a travel ban is part of the government’s efforts to stop the spread of 2019 coronavirus disease (Covid-19) in Metro Manila. Nograles said Filipino citizens, their foreign spouse, and children, as well as

holders of permanent resident visas and diplomatic visas issued by the Philippine government, are “welcome to the Philippines.” He, however, said they would be subject to “strict” quarantine guidelines. He added that foreigners would be allowed to return home by taking international flights through NAIA. Nograles, meanwhile, said “very strict and stringent” travel restrictions would be imposed on travelers from countries with localized Covid-19 transmissions. “Again, strict quarantine restrictions will be imposed on foreign nationals coming from countries with localized Covid-19 transmissions,” he said. Nograles said details of the government’s policy for foreign travelers would be ironed out during the meeting of the Inter-Agency Task Force for the Management of Emerging Infectious Disease. He also advised travelers to take do-

mestic flights in other airports like Clark International Airport in Pampanga and Mactan-Cebu International Airport in Cebu. “If the ultimate destination is in the provinces, we suggest you f ly in via Clark, Cebu and other airports not under quarantine so you can proceed to your ultimate destination in the provinces,” Nograles said. Filipino diplomat in NY has Covid-19: DFA MAniLA — The Department of Foreign Affairs (DFA) on Friday confirmed that a female Filipino diplomat tested positive for the coronavirus disease 2019 (Covid-19). "Yes, one of our diplomats at the Philippine Mission to the United Nations in New York has tested positive for Covid. The necessary health and safety protocols have been implemented," DFA Assistant Secretary Eduardo Menez told reporters. He said this prompted the shut down of the Philippine Center in New York where several Philippine government offices are housed, including the Philippine Mission. "The Philippine Center on 5th Avenue was shut down for disinfecting process and personnel (are) on self-quarantine," he said. In a prior tweet, DFA Secretary Teodoro Locsin Jr. said the diplomat is now doing well. "She's young, spritely, smart and taking some doctor prescribed meds," he said. Meanwhile, the Philippine Consulate General in New York also suspended its consular operations. "Following standard operating procedure, Consulate General officers and staff will self-quarantine for the protection of the community. As a result of this development, PCGNY suspends its operations until further notice," Consul General Claro Cristobal said in a statement. According to reports, the diplomat attended a meeting at the UN headquarters on Monday for about half an hour and began showing symptoms on Tuesday. (PNA)

PNP acting spokesperson, Maj. Gen. Benigno Durana Jr., said police would use equipment and follow protocols in the checkpoints and those allowed to enter Metro Manila will go through a stringent screening process. However, the details on where and how many checkpoints will be set up have yet to be finalized. "These are extraordinary measures of the government to prevent and protect and safeguard our citizens against this deadly virus," Durana said in a radio interview. He said maximum tolerance would be enforced but public good would be prioritized "if the action of some people would endanger the health of others". Durana said the joint task force led by the PNP conducted a closed-door meeting Friday at its national headquarters in Camp Crame, Quezon City to iron out the details of the community quarantine which will start on Sunday.

Int’l flights at Clark Airport drop 50% CLArK FreePOrT, Pampanga (PNA)— International flights at the Clark International Airport (CRK) have dropped by 50 percent due to the travel ban amid the coronavirus disease 2019 (Covid-19) scare. In an interview on Tuesday, Luzon International Premiere Airport Development (LIPAD) Corporation communications manager Teri Flores said international flights before the Covid-19 crisis were pegged at 280 per week. Due to the imposed travel bans, the figure has declined to only 130 weekly. Flores, however, said domestic flights increased from 406 to 428 weekly. “CRK always remains operational, even with the evolving Covid-19 situation,” she added. To ensure the safety of passengers, visitors and airport workers, she said CRK has introduced new measures and disinfecting techniques, as well as increased frequency of cleaning and disinfecting high traffic and high contact areas within the terminal. Flores said CRK has also added temperature monitoring points, which include the main terminal entrance, departure exit, domestic arrival exit and corporate offices. “We encourage passengers to always check with their airlines should there be any changes in their flight details prior to proceeding to the airport,” she said.

Healthy eating, lifestyle the best weapon against infection COVID -19 is the first pandemic caused by a coronavirus. This recent viral outbreak has brought panic and anxiety among Filipinos not only in Central Visayas but also in the entire country. The DOH, the World Health Organization (WHO) and other health experts are working hard to contain the virus and search for possible cure. However, we as individuals can contribute by preventing ourselves from acquiring this infection. Viral infections are caused by the virus in the body. Depending on the type of virus and the person's current state of health, various viruses can infect almost any type of body tissue from the brain to the skin. According to the Institute of Medicine, globalization has increased the spread of infectious diseases and is a threat to our immunity. One example is the COVID-19. With the anxiety and panic that these reports have created, the National Nutrition Council Region VII through Dr. Parolita A. Mission, Regional Nutrition Program Coordinator reminds the public to stay vigilant and practice healthy eating and lifestyle to help fight against common viral infections including this current coronavirus epidemic. Mission encourages the public to do the following: A. Eat healthy Consume at least five servings of fruits and vegetables every day. Fruits and veggies are loaded with Vitamin C. This vitamin is one of the biggest immune system boosters of all. In fact, a lack of vitamin C can even make you more prone to getting sick. Foods rich in vitamin C include citrus fruits like oranges, dalandan or “ukban” and lemon. They are also rich in folate (folic acid) and dietary fiber and other antioxidants. Green leafy vegetables like malunggay, camote tops, and alugbati are also good sources of dietary fiber, Vitamins A, C and K, and minerals such as iron and calcium that help boost our immune system along with fruits. Load yourself with foods rich in Vitamin A. This immune boosting vitamin can be sourced from sweet potatoes, carrots, broccoli, spinach, red bell peppers, eggs, and vitamin A fortified foods like milk and cereals. Include foods high in Vitamin E in your daily diet. This vitamin improves immune function by neutralizing free radicals. Vegetable oils, nuts such as peanuts, almonds, seeds and green leafy vegetables are rich source of this essential vitamin. Do not forget Zinc. This mineral helps the immune system and wards off viruses. Zinc can be sourced from meats, shellfish, legumes like beans, seeds. nuts, dairy products, eggs and whole grains. The WHO has also been reminding the public to be wary of raw food. It is therefore recommended to lessen the consumption raw or uncooked foods and avoiding crowded areas as much as possible to lessen the possibility of acquiring such infections.

B. Exercise and be physically active Another healthy reminder is to exercise and be physically active. Exercise and physical activities help maintain the ideal body weight as well as reduces blood sugar and cholesterol level. At least 30 minutes of exercise or an hour of physical activity is recommended daily. C. Keep hydrated Keeping our body hydrated is one very essential reminder to fight against infections. Fluids in the body needs to be constantly replenished to keep your tissues healthy. So, don’t forget to bring your bottle of water for your daily eight (8) glasses of water. D. A good rest is a must Healthy diet and regular exercise partnered with a well-rested body does not only strengthen the immunity but also improves cardiovascular health, lowers blood pressure, helps control body weight, and protects against a variety of diseases including viral infections. Therefore, remember to have eight hours of sleep every day. Supporting these tips, the National Nutrition Council released three (3) nutrition tips to boost the immune system. This includes having a balanced diet and practice of proper hygiene by washing your hands for 20 seconds, and help young children do the same. If soap and water are not available, use an alcohol-based hand sanitizer. As much as possible, avoid touching your eyes, nose, and mouth with unwashed hands as viruses can enter your body this way and make you sick. To date, vast number of viral infections cannot be treated with typical antibiotic. In fact, most human viral infections can be effectively fought by the body's own immune system. COVID-19 SAFETY TIPS

How to self-quarantine at home if you think you have COVID-19 AFTER the number of infected cases of coronavirus jumped to 52 on Thursday, President Rodrigo Duterte in the evening imposed a “community quarantine” in the entirety of Metro Manila. Just a day after the imposition, the number surges to 64, with others experiencing COVID-like symptoms. The Department of Health (DOH) has suggested that people with mild symptoms of the disease should stay at home and quarantine himself for 14 days if the symptoms do not deteriorate. DOH Undersecretary Maria Rosario Vergeire added during a press conference that, “You should be quarantined if you have interaction with the person who tested positive. You are within the perimeter (of one meter) while he is experiencing symptoms.” Here are more tips for a successful “self-quarantine:” • Make sure to practice proper hygiene such as regularly taking a bath, washing hands, eating a healthy diet; • Stay away from any member of the family if possible. Interaction should be minimal. If you need to interact with people, make sure you wear a mask and maintain “social distancing” of one meter or more; • Separate ALL things you use such as towel, clothes, utensils, drinking glass. Dispose off tissue papers properly; • Stay in a separate room away from your family’s. • If the symptoms deteriorate or if you feel that you are not getting better, immediately go to the nearest hospital for proper diagnosis.

Be productive Just because you are confined in the four walls of your room undergoing self-quarantine doesn’t mean you cannot be productive. Things you can do: • Read. Maybe it’s time to leaf through that book you bought months ago just gathering dust in the shelf; • Watch TV. Especially shows or news that deal with the latest on COVID-19. This so you know what to do in case you experience something you see on the news; • Open the family’s photo album and take yourself to when you were young up to today and compare how you look. AS of this time, alcohol and hand sanitizer are nowhere to be found in groceries and drugstores. But people should know that sanitizer is not as affective in killing virus and germs compared to simply washing our hands with soap and water. Wash our hands at least 20 seconds to make sure that we are protected by germs. Hand sanitizer is not as effective at killing germs, viruses and bacteria like Cryptosporidium (causes diarrhea) and norovirus (stomach bugs) as washing your hands with soap and water according to studies. The World Health Organization advises using hand sanitizer as alternative only in case no soap and water is available. Sanitizer cannot completely clean our hands when dirty and greasy, it cannot penetrate dirt and grease like soap can. But sanitizer is just an alternative and can also serve a purpose in visiting hospitals, clinics and other places. This can help us protect from infections, both viral and bacterial when used properly. Use sanitizer with at least 60 %alcohol, rub it completely in our hands and wait till it dry before doing or touching anything. WHO advices to wash our hands with soap and water even after using sanitizer.

PRRD orders 'stringent social distancing measures' in NCR QUEZON CITY — President Rodrigo Roa Duterte has approved the imposition of Stringent Social Distancing Measures in the National Capital Region (NCR) for thirty (30) days, upon the recommendation of health officials, as well as members of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) in a bid to prevent the spread of COVID-19. Addressing the nation from Malacanang, the President appealed to the people not to stress themselves about the COVID-19 as he assures "government is doing everything to make it at least controllable,” he said. He said that that while government is doing everything possible to make it controllable, public cooperation is needed to prevent the spread of the disease. Benguet town villages establish fish sanctuaries World Wetlands Day activity collects DESPITE its being a landlock area, fish sanctuaries are in place in the barangays of this municipality as part of environmental protection efforts. Endowed with creeks and rivers, barangays are mandated thru a municipal ordinance to identify and establish a fish sanctuary in their respective areas with a minimum span of 100 meters. Mayor Manny Fermin said the identified sanctuaries serve as breeding ground to ensure that fish species will continue to thrive in its rivers and other bodies of water. Fermin noted positive impact of the established sanctuaries like the presence of fish in the rivers, and he hopes that children will still witness such in the future. In strengthening the municipal measure, barangays Pudong, Paykek, Cuba and Gadang also passed their own ordinance declaring certain parts of their respective rivers as fish sanctuary.

Some of the rivers located in Pudong, Paykek, Cuba, Taba-ao, Buclaoan, Balakbak, and Beling-Belis are the tributaries of the popular Amburayan River, according to Municipal Coordinator on Fisheries Andres Cayap. He said the local government releases yearly tilapia fingerlings, and eel if available, provided by the Bureau of Fisheries and Aquatic Resources. One way of maintaining the upkeep of the river is through the holding of a yearly clean-up not only of the fish sanctuaries but also including rivers and creeks before the onset of the rainy season. This is to ensure that debris and materials will not clog the rivers. In the study of the Amburayan River conducted by Garcia, M.P.C. et al, the challenges noted were pollution from solid waste, oil spill, toxic chemical hazard, mine tailing and mine drainage pollution, soil erosion, sedimentation, and inorganic fertilizer run-off hazard. 2 tons of wastes from Sampaloc Lake CALAMBA CITY, Laguna, Mar 10 (PIA) –Two tons of wastes were collected from Sampaloc Lake as a result of the clean-up activity spearheaded by DENR CALABARZON on February 28, 2020 in line with the celebration of World Wetlands Day. The wastes were gathered from the 3.7-kilometer circumference of the lake by about 200 volunteers from Department of Environment and Natural Resources (DENR) CALABARZON regional office, PENRO Laguna, CENRO Sta. Cruz, Laguna Lake Development Authority, Polytrade, Special Action Forces, San Pablo LGU, and Barangays IV-A, IV-C, V-A, San Lucas I, and Concepcion that participated in the cleanup activity. First Filipino COVID-19 casualty was beautiful, healthy mom, says daughter

he daughter of the first Filipino to die of COVID-19 shared her grief on Facebook, saying she lost a beautiful mother and couldn’t be by her side even in her last moments.

In a Facebook post on Thursday night, Liza Paqueo said the remains of her mother Nida had been cremated "without her loving family and friends around her." "A few hours ago, my beautiful mother, Nida, was cremated. She died alone without her loving family and friends around her. She was cremated, alone, without ceremony or tribute," Liza said. Her father, Liza said, is at a Manila hospital in stable condition and in quarantine. "But he is in deep grief over the loss of his wife of 47 years—the love of his life," Liza said. Nida, 67, was the 35th confirmed case of COVID-19 in the Philippines. She died at the Manila Doctors' Hospital. The DOH said she had hypertension and diabetes mellitus before she was infected with

WHEN Greek tennis sensation Stefanos Tsitsipas arrived in Manila for the first time, he didn’t know what to expect. The handsome World No. 6 and his team were in the country to play in the Davis Cup. Like any other foreigner who set foot in the country for the first time, he tasted the Pinoy’s breakfast staple, taho, which he found interesting, posted photos of Manila by night, and found time to give back to the host country in his own little way. Tsitsipas and his companion took time out to go down the streets of Manila and saw for themselves the dark situation surrounding the homeless. The 21-year-old star lost no time to help, taking the street kids to MiniStop, a convenience store, and letting the kids choose what they wanted and paid for it. He also took a 15-year-old girl to Jollibee and ordered food for her, making sure she also had some money to tide the days. "Nobody talks about global hunger," he said in the video posted in his YouTube account. Tsitsipas and his companion said that they spent around 20 euros — groceries and all — that night which was way too low compared to spending it in some European countries

like Monaco which would only afford them coffee and snacks. Despite these scenarios, however, the downto-earth tennis player found the Filipinos’ unique traits topnotch. He thanked them for his wonderful 5-day-stay in the country. He said: “Thank you Manila for a marvelous 5 days! Humility, kindness and respect was top of the line! I will be back.” He also thanked the people for making his stay happy and bright. "Thank you for putting a smile on my face every single day. Thank you for spreading kindness and generosity. Thank you for embodying and applying this warmth into your daily lives," he said on Instagram. Tsitsipas seemed to so love the country and its people that he left a gift behind and promised to come back. "It’s truly remarkable and a great example for every nation out there to be like you.
