Homeless are people too Homes are the anchors of human life, whether they are permanent or temporary, located in one place or are transported from place to place, are owned or rented, or are in planned communities or informal settlements (Olufemi, 2002:455). On Thursday night, 6 June, homeless people were raided and all their belongings confiscated, allegedly by the GMM Compliance and Law Enforcement Unit. This is not the police, but the police must be present to supervise when this group is out and about. The homeless people’s IDs, medicals to prove fitness for work, blankets and other personal belongings were confiscated. The Bulletin was informed and immediately was on the scene to report on this story. Allegedly, the homeless were handed four notices of removal, but all say they did not receive any notices in this regard. Another allegation was that the business owners were complaining that they left the pavement in front of the shops full of rubbish. This is not the case as these men and women had permission to sleep there from the building’s owner. The same owner who feeds these people twice a week

and ensures their safety with his security company’s cameras on the outside of this building. The Govan Mbeki Municipality bylaws state the following: (112) Prosecution of offences - A Staff member of municipality authorised in terms of section 22 (8) (b) of the National Prosecuting Authority Act, 1998 (Act No. 32 of 1998), to conduct prosecutions, may institute criminal proceedings and conduct the prosecution in respect of a contravention of or failure to comply with a provision of (a) a by-law or regulation of the municipality; (b) other legislation administered by the municipality; or (c) other legislation as the National Director of Public Prosecutions may determine in terms of section 22 (8) (b) of National Prosecuting Authority Act 1998. And later: 116. Public Servitudes - Public servitudes in favour of a municipality are under the control of the municipality which must protect and enforce the rights of the local community arising from those servitudes.

But, according to reliable sources, no bylaws were approved, only draft bylaws were approved for the public participation process. The draft bylaws were published in the Provincial Gazette, no. 2385, on 11 November 2014. This should not have happened as the promulgated bylaws were not approved by council. Promulgated means: the formal proclamation or declaration that a new statutory or administrative is enacted after its final approval. In some jurisdictions, this additional step is necessary before the law can take effect. (Wikipedia) Thus, GMM Compliance and Law Enforcement Unit must book these items under SAP 13 or in a place of safekeeping, according to reliable sources, which was not the case. IDs are NOT allowed to be removed from any person. Homelessness has increased in the last few years, not only in Secunda, but around South Africa. There is no way to count the homeless into the national census as some move from town to town trying to secure employment. The researchers must rely on the studies of homeless people in particular cities.

Studies have shown that contributing factors to the issue of homelessness are increasing unemployment, lack of affordable housing, social disintegration and social and economic policies. Other studies have found that three out of four metropolitan municipalities have seen this phenomenon as a social dependency issue. At the same time, homeless people have asked that the municipality or municipalities assist them with affordable housing and employment. Being homeless also increases their chances of victimisation, intimidation and physical assault by vigilante groups. These people are not seen as human beings, but rather as vagrants, thieves and lost causes. At time of publication, no reply was received from the Govan Mbeki Municipality. Crime

snippets Rapist father gets life On 29 May, the Kwaggafontein Regional Court sentenced a 53-year-old man of Verena in Mpumalanga, to life imprisonment and additional 6 years after he was found guilty of raping and assaulting his own daughter. The court heard that, from 2004 to 2010, the accused would rape his biological daughter from the age of 17 years as they were all staying together in one house. These rapes happened when the victim’s mother was not around, in different places and times, where he would rape the victim while the siblings were playing outside until the victim fell pregnant and had a baby in 2006. The accused was arrested in 2013 after the victim reported the rape ordeal to her mother and family members who assisted in alerting the police. The accused absconded his trial and was rearrested in 2018. During trial, the accused pleaded not guilty to the charges but admitted having sexual intercourse with his own daughter for the period of 6 years and pleaded consent as his defense. The Regional Court Prosecutor, Nicky Coetzee, led testimonies of the victim and her mother who told the court that the first rape incident took place when she was 17-years-old, where the

accused took her to the bushes and had a sexual intercourse with her informing her that it was part of their culture that he has an intercourse with her before she went to the initiation school. She further told the court that even when she was already pregnant the accused would hit her with a “knop kierie” until it broke. The accused pleaded not guilty, however the court found him guilty as charged. The state further indicated that crimes of this nature are mostly committed by people known to the victims therefore a prescribed minimum sentence must be imposed. The accused was charged under the common law charge of rape as well as Contravention of Section 3 of Act 32 of 2007, since the rapes continued after the commencement of the New Sexual Offences act that came into operation in December 2017 and taken together for the purpose of sentence and the accused was sentenced to life imprisonment and additional 6 years imprisonment for assault with intent to do grievous bodily harm. The court further ordered that the accused’s name be entered into the Sexual Offences register and was found not fit to possess a firearm. The NPA strives to support the dignity of vulnerable groups and will continue prosecuting perpetrators of violent crimes to encourage the welfare of all people particularly women and children.

R38 multiple vehicle collision claims four lives A multiple vehicle collision that involved a truck and two sedans has led to the death of four people on Monday night, 9 June, around 19h30 on R38 Road between Manzana and Umjindi. It is believed that one of the vehicles lost control and collided with a truck from the side before colliding head on with another sedan. Three people died at the scene while the fourth person, who was a child, died later at the hospital. Two people are in a critical condition due to the severity of the injuries and they are in ICU at the hospital while two more people sustained serious injuries and they are currently receiving treatment at the nearby hospital in Mbombela. It is believed the people involved in the crash are related. The investigation is underway. Mpumalanga Community Safety, Security and Liaison MEC, Gabisile Shabalala, has expressed a concern over these crashes saying they need to be curbed because they were bringing misery to many families. Shabalala has called on road users to note that being safe on the road is a collective responsibility of all role players including drivers and vehicle owners. She also blamed reckless driver behaviour as one of the main reasons for the seemingly unending death and injury on the road. “We all have a collective responsibility to ending these crashes. We need drivers who will respect road rules at all times and also use the road in a considerate manner if we are to win the war on road crashes. We must all play our part because government alone will not win the war on the bloodshed on the road. They must refrain from driving under the influence of alcohol or when they are tired because fatigue also kills,” the MEC said. MEC Shabalala is also sending condolences to the affected families and she is also wishing those who were injured a speedy recovery.

Provincial Commissioner

hails life sentence as positive move to curb fermicides The Provincial Commissioner of the South African Police Service in Mpumalanga, Lieutenant General Mondli Zuma, hailed the sentencing of a femicide accused to life imprisonment as a positive step to curb the scourge of killing of women. The scourge which more often than not is as a result of or involves crimes of passion, leaving one wondering as to what is going on in the minds of the killers. The narrative by the Provincial Commissioner follows the sentencing passed by the Circuit of the Mpumalanga High Court that sat at Breyten on 4 June, where a 41-year-old man was sentenced to life for a murder he committed on 12 June 2018, as well as a further five years for defeating the ends of justice. The accused, Dumisani Shabangu, murdered his 32-year-old girlfriend, Sphiwe Ntombela, on the abovementioned date, following an argument they had. The court heard how Shabangu callously ran over Ntombela with his car after he had assaulted her. He thereafter took her to hospital where she later succumbed to her injuries. The police were alerted of a woman who had been run over by a vehicle, who had passed on at the hospital. The Investigating Officer was able to investigate and decipher what had actually happened, even though Shabangu had been evasive pleading that he had run over the victim accidentally. All pieces of evidence were knitted into a formidable court-ready docket, necessary testimony led until the accused was found guilty beyond any reasonable doubt, hence the hefty sentence passed. General Zuma applauded the investigating officer for a job well done and in the same breath he also applauded all other role-players including witnesses, the Prosecution and Judiciary for ensuring a conviction and a hefty sentence. “I hope this sentence will serve as a deterrent to other would-be feticidal persons”, said the General.

Teacher suspended at Mabusabesala Secondary School The Mpumalanga Department of Education has suspended a 26-yearold male teacher of Mabusabesala Secondary School in Weltevrede in the Dr JS Moroka Local Municipality, who allegedly invigilated a grade 11 midyear examination with a gun hanging in his hand. This incident happened on Monday, 4 June, while learners were writing the Tourism Paper. The Department views this in serious light and has already instituted an investigation to understand the circumstances that lead to this conduct. The Department will on Monday, 10 June, send officials to the school to offer counselling to learners who may have been traumatised by this act. Given the nature of this incident, the school has been directed to open a case with the police. The Department will monitor the developments at this school very close. This is an isolated incident and it may not be tolerated regardless of the circumstances. Those who are involved in the upbringing and moulding of children should always ensure that they set high moral standards. The Department urges teachers and

14 June 2019 stakeholders to uphold the honour and dignity of the teaching profession and expose any behaviour that seeks to undermine this virtue.

MEC Gabisile Shabalala welcomes prosecution of reckless drivers Excessive speeding, reckless and negligent driving are major causes of road crashes in the province. The aftermath of these crashes is usually death and injury. What is sad though is that these offences are avoidable. Therefore, heftily punishing the offenders will greatly contribute towards reducing death and injury on the road. Negligent drivers’ actions constantly affect those that have respect for the rules of the road. They are inflicting pain and suffering on families who lose their loved ones and heads of households due to needless road crashes. This is according to Mpumalanga Community Safety, Security and Liaison MEC Gabisile Shabalala after learning that some drivers have been punished for misdemeanours on the road. The MEC made these remarks after a report on the drivers that were stopped and arrested for excessive speeding on the road during traffic operations that were staged between Barberton and Mbombela in April this year. One of the speedsters is Ms. Buhle Ndlovu. Ndlovu appeared at the Barberton Magistrate Court for excessive speeding on Tuesday, 4 June. The court fined Ndlovu R3000 or 18 months imprisonment which is suspended for three years on condition that the accused is not convicted of the same offence. Ms Ndlovu was driving 143 km per hour on a 100 km per hour zone on the R40 Road between Umjindi and Mbombela. Another reckless driver, Wesley Ceroueira, a Mozambican national was driving 144 km per hour on a 100 km per hour zone on R40 Road between Mbombela and Umjindi. He appeared on 5 June at the same Court. The court fined him R10, 000- or 18-months imprisonment which was suspended for three years on condition that he is not convicted of the same offence. Ceroueira was travelling with children when he committed the offence on 22 April. MEC Shabalala has called on the private sector, civil society and the broader community to collectively work with government in educating young people about the dangers of not obeying road rules particularly excessive speeding. Shabalala has condemned the behaviour of most young drivers stating that it is irresponsible and mischievous. She argued that such behaviour on the road should be avoided at all times and that perpetrators must receive maximum permissible sentences. Shabalala commended the traffic officers saying they should not be discouraged by a few individuals who continue to break traffic regulations. She added that the officers must not leave any stone unturned in pursuance of mischief makers on the roads so that more lives could be saved. “We must create an environment where motorists will fear to commit offences; in this way, we will have fewer crashes on our roads caused by human error,” she said. The MEC says road users should respect traffic rules and other road users. She says communities must also play their part by reporting bad driving to authorities so that action is taken against wrong doers.

An armed robbery horror story Crime has been increasing in the TEKS area lately. On Thursday morning, 6 June, a couple was held up in their home after 4 suspects came to the husband and wife’s home business posing as a wedding couple, mother of the bride and friend. This was just a pretext to gain access to the house. On Wednesday afternoon, 5 June, the 4 suspects arrived at the victims’ home business. The wife was not home at that time and they were asked to come back the next morning before 11H00. The four arrived just after 8H00 for their “wedding consultation.” When they arrived, nothing peculiar was detected as they were talking and looking around in the storeroom at the different decorations, which colours they would like and ideas for their supposed wedding. When the wife was in the storeroom, something told her to write down the number plate of the car of the suspects. The suspects mentioned that they did not have a venue as of yet and the husband phoned around to enquire if there would be an availability at certain venues the business knows about and works with. The wife also took them into the office to show some other venue options to the couple on her laptop. The couple, posing as customers, were inside the office with the mother of the bride and the other gentleman stood outside with her husband. She looked out of the window at her husband and a terrible feeling crept through her body.

Her husband and the man came back inside. They were all still talking when all of a sudden, she was staring down the barrel of a gun! Even though the wife always wears the alarm remote around her neck, it was of no use that day. The remote was pulled from her neck and her husband was thrown to the floor by the other gentleman. This gentleman jumped on the husband and tied him up. The wife was grabbed and told to go to the bedroom. Her thoughts were running wild, not knowing what was going to happen next. She was tied up in the bedroom. Her husband was brought to the bedroom too and his feet were tied up, tape was put over his mouth and while he was lying on the floor, their matrass was thrown on top of him. The suspects asked for specific items and the wife complied with their wishes, told them what they wanted to know and kept looking down as she was instructed. The house was ransacked for valuables. When the wife told the suspects they could take the car keys, she received an unsuspected answer. She was told that they did not need to take her car and that they could go to VW now and buy a Golf cash. When things quietened down, the wife looked up only to look straight into one of the suspect’s eyes. After some time, her husband started to moan when he heard a car door. The wife could get the tape off her mouth and told her husband that her car

keys with the alarm remote was on the dressing table. Some or other way the husband wiggled out from underneath the matrass and made his way to the remote to press the panic button. The wife then opened the curtains in the bedroom with her mouth so that when the security company arrived, they could see them tied up in the bedroom. But to no avail… the alarm sounded, was switched off, the alarm was sounded again and again was switched off. This continued for approximately half an hour and no one bothered to respond. The wife was lucky enough to have had two of her fingers bent when they tied her up and that assisted her in getting her hand out of the tape. Once she freed herself, she ran outside to see if it was safe and if her neighbour was home. She ran back inside to cut her husband loose. At that moment her sister phoned and said she was on her way and was informed of what had happened. Luckily, the sister drove past one of the security company’s vehicles, stopped and gave them an earful. Only then did the vehicle respond. On his arrival the police were contacted. The couple sat and joked that it felt like all the cops were at their house and no one at the station. They also said that their response was incredibly quick and once on scene, they worked extremely efficiently.

Dirkie Arnold’s unfortunate death may forever be a mystery In a week of mudslinging, suspense and finger pointing, it emerged that according to the initial death certificate, Dirkie’s death had been ruled as being due to natural causes. This report has been met with disbelief by several people. There was clearly something wrong with Dirkie during the period between Thursday to Saturday last week. Several people commented on his appearance, stating that he had been brutally beaten. On Thursday night he visited a filling station in Secunda claiming that he had been beaten by balaclava clad men. Dirkie’s compatriots also claimed that an assault had taken place. A few names were forwarded to The Bulletin that have now been handed to the police. Vehicles were identified that had transported the villains. The police report confirmed that Dirkie was taken to the Secunda police in a trolley on Friday by his friends asking for assistance in calling an ambulance. At the time of receiving the Police statement (3 June 09H26) no assault case had been opened. The Afriforum Regional coordinator as well as the CPF chairperson distanced their organisations from the incident. It is clear, however, that there is something amiss. Both the CPF and Afriforum have agreed on talks with the Bulletin as the death of Dirkie clearly highlighted areas that need to be investigated, especially after all the comments have been taken into consideration. This does not mean that anybody in these organisations is involved at this stage nor is it intended to point fingers. It is clear from the week’s comments on Facebook as well as personal interactions with several people, especially the victims, that there is a group of people that make it their task

to harass and assault these homeless, beggars and so-called druggies on a regular basis. The outcome of the autopsy hangs like a sword above the whole incident as the death certificate repudiates every claim of an assault. The Bulletin learned from a very reliable source that there were no visible signs of injuries on Dirkie’s body. So where did the claims of assault come from? The results of the autopsy will only be available in a few days’ time. It is also unclear how the SAPS are treating the case. The Bulletin has learned that, although the initial cause of death, as indicated on the death certificate, is shown as natural causes it might still be treated as a homicide. In the Bulletin’s previous article, the Bulletin made it clear that vigilantes might have infiltrated some organisations. The whole incident made a lot of people nervous with some people arguing with the Bulletin about the innocence of individuals and groups even before the article was published. Mob justice does not have a place in society. Some may argue that our justice system is failing. One wrong does not make the next one right. The community must rely on the investigating officers to do their investigation without allegations and distractions. Once this is done and foul play has been established, then the judicial system must take its course. There is one thing that we must understand. Everybody is innocent until proven guilty. This includes not only the so-called druggies, but also the alleged vigilantes. Let us hope for a swift outcome and conclusion in this case. – Encee van Huyssteen

What saved the couple in this instance, was the fact that they remained calm and complied with the orders they were given. The husband walked away with a few stitches on his shoulder from where he was stabbed and the wife with sore ribs where she was kicked. The couple would like to stay anonymous, but would like to warn other business owners who run a business from home to please practice extra caution and be vigilant of who they invite in because this incident was not the suspects’ first and they were extremely well oiled in their roles.

“Hy dink my manier van doen is outyds.”

Die een ding wat mens wel elke dag meer verstaan, is jou pa se woorde: “Toe ek agttien was, was ek baie slimmer as my pa. Toe ek 28 was, was ek verbaas oor hoeveel die ou man geleer het in tien jaar.”

WE SET THE TREND OTHERS FOLLOW

Of Google gee jou duisend uiteenlopende antwoorde. En jou groot versugting, veertig jaar nadat jy gedink het jy weet alles, is: Ek wens my pa was hier, dat ek hom kon vra. Ek weet hy sou geweet het. Coenie de Villiers sing: “Ek loop in my pa se skoene / ek loop in my pa se jas / en ek weet na al hierdie jare / ‘n pa het ‘n hart van glas.” Voorwaar.

Kholofelo demonstrates his love for art Kholofelo Kumane is a 15-yearold boy from eMbalenhle and when he walked into the Bulletin’s office with a shy look on his face, he was ready to show off his talent. Kholofelo has been drawing since he was 9-years-old. He was never taught how to draw and took it upon himself to ensure that he taught himself new techniques by means of YouTube videos. Before he sat down to draw the Bulletin’s Ané Prinsloo, he studied the picture of her that was given to him extremely

carefully. Then, all of a sudden, he picked up one of his pencils and he was off into another world! His attention to detail is immaculate and can be seen within the first few lines he drew on the page. He sipped on his coffee very quietly, used his ruler for precision, clutched onto his 6B pencil and his concentration was so deep, the babbling of the people in the office did not even bother him. Every now and again he got up and looked from afar at the drawing on the page so far, for

his own perspective. When he was asked about his art, he smiled shyly, blushed and looked away. “This is all I want to do,” he replied. His biggest dream is to study art because, he said, it keeps him out of trouble and that it is his passion. His mom encourages him but, according to Kholofelo, she doesn’t know how to draw. His advice to other children is: “They must go to YouTube and learn tips to draw. I put everything into my art and I am extremely proud!” - Ané Prinsloo

Conscious Malicious Destruction The wilful or malicious destruction or defacement of public or private property is according to the Merriam Webster of Dictionary “vandalism.” The word “vandalism” and many descriptive additives placed in front or behind this word do not describe the malevolent and excessive destruction that was done to the Alwyn plants along the narrow-gauge railway track at the Eendjiedam. What made this destruction more compelling are the accusations, that some of the youth that live among us in Secunda are responsible for this act of fauna and flora ruin. If one makes the assumption that a reasonable amount is the youth’s responsible, fathers and or mother are employed by Sasol, then it can be argued that these young adults are turning their backs on their parents’ social responsibilities programme, of which they are part, while in the employment of Sasol. The Eendjiedam is visited every day and weekend by

umpteen dads, moms and their children. This park was established to be enjoyed and it is not an exclusive park to be appreciated by all. To see the evidence of the wanton destruction of plants makes a mockery of the hard and diligent work that was done and still is done by Sasol’s

social programme and the input of time and labour by concerned citizens. If the culprits will ever be found and brought to book, remains to be seen, as they conveniently hide behind animosity and to split on them will bring repercussions to the whistle blowers. - Aart Reedijk

#skoolmethart

Banyana Banyana’s maiden voyage Banyana Banyana played in their first ever Fifa Women’s World Cup match against Spain on Saturday, 8 June, at Stade Oceane, Le Havre, France. Everyone’s nerves were on edge and nails were being bitten. After 25 minutes the first goal was scored and

dreams were realised. Striker, Thembi Kgatlana, gracefully and brilliantly chipped the ball past the Spanish goalkeeper, Sandra Panos, in the left edge of the penalty area. Halftime saw Banyana Banyana in the lead on the scoreboard 1 – 0.

Unfortunately, the Banyana Banyana captain, Janine van Wyk, was penalised because of a handball. She was penalised with a penalty kick and the score was levelled by the Spanish striker, Jennifer Hermoso. The game had everyone on edge from this point on. The first red card of the tournament was given to South Africa’s own Nothando Vilakazi after a VAR (video assisted referee decision) and another penalty was awarded to Spain. Jennifer Hermoso again converted and doubled Spain’s score to 2 – 1. The last goal of the game was converted by Spain’s Lucia Garcia. South African goalkeeper, Andile

Dlamini, was rounded and the goal converted. This goal sealed the deal for the Spanish team, taking the victory home: 3 – 1. Banyana Banyana started the match with nothing to lose, considering this was their maiden voyage into the competitive world that is the Fifa Women’s World Cup. Almost two thirds of the 1.3 million world cup tickets have already been sold and several matches are sold out. South Africa is behind you ladies and supporting the team every step of the way! Banyana Banyana’s next Group B match will be on Wednesday, 12 June, against China at 21:00 SA time. – Ané Prinsloo
