Sheriff marine patrol rescues stranded boater on Chetco River Monday, January 29, 2024 at about 4:26 p.m., the Curry County Sheriff’s Office Dispatch center received a 911 call reporting a subject stranded on a small gravel island in the middle of the Chetco River near Steele Bridge, about eighteen miles east of Brookings, Or. The caller, who was in Gold Beach at the time and responding, stated he had got a call from friends telling him that Brookings resident, twentyfive-year-old Justice Perrin and jumped into the swollen river to save his dog that had gone in the river and was not able to get out. The caller said that Perrin had been stranded for about three hours in the middle of the river. Sheriff’s Marine and Patrol Deputies responded, while Search and Rescue members were paged to respond as well. A Patrol Deputy arrived first and spotted Perrin just below the South Fork of the Chetco River on a small gravel bar in the middle of the river. Eight SAR members started arriving and devised a safe plan to rescue Perrin and his dog. It was reported that the dog had already swam back across the

river and was safe. At about 7:20 p.m., well after dark, SAR member Ryan McGinnis deployed his homemade pram boat and was able to maneuver his boat to Perrin and got Perrin back to safety. Cal Ore life Flight Ambulance crew had been asked to respond to

The first hearing in a long ongoing dispute between St. Timothy’s Episcopal Church and the City of Brookings is set to take place at the Medford Courthouse on February 15th, 2024. The suit, first filed by St. Timothy’s in January of 2021, pertains to the church’s soup kitchen and service of meals. The church first faced conflict in 2021 when a complaint labeled ‘Petition to Remove Homeless from St. Timothy Church’ was sent to city officials by neighboring residents. This complaint led the City to reclassify the church’s kitchen as a restaurant, in which case they would be violating residential zoning rules by continuing their meal service. Brookings City Council then imposed an ordinance in October 2021 which required permits for meal services in residential areas, limiting them to two days a week. This is only half of the service that the Church was previously offering. The city asserts that St. Timothy’s is not above adhering to zoning regulations and has suggested the church could relocate its meal services to a commercial zone instead. Letter to the Editor Will the Pac 2 survive? I am Oregon State alumni and I come from a long line of Beavers. My grandmother and grandfather both graduated from Oregon Agricultural College. Both of my parents graduated as Beavers, as did my uncle (now age 93), my younger brother, and my son. In fact, my uncle’s construction company did the first large-scale remodel of Goss Stadium in 1998, putting in place the all-weather field that helped Pat Casey recruit the power teams that eventually won three national championships. My family, like so many other fans of OSU athletics, are saddened by the demise of the Pac 12 conference. Whatever led to the downfall may be hard to pinpoint, but while almost every other university scrambled to find new life in another conference, OSU did not. Instead, it appears that OSU leadership, and the athletic department in particular, sat on their hands and did nothing. It was like they went into the huddle and could never come up with a play. It’s like they couldn’t hit a softball if it was the size of a pumpkin, or they couldn’t make a layup if the rim was four feet off the floor and just as wide. What is wrong with these people? Oregon State has a proud history of excellence in athletics, from football and basketball to soccer and rowing (and everything in between) for both men and women. So many OSU students with the talent to compete in sports at the university level have attended school in Corvallis and given so much to their endeavors - both earning a diploma and competing as Beaver athletes. And what about their legacy in the midst of this recent colossal collapse of all that is Oregon State Athletics? Will the Pac 2 ever grow to be a real conference again? Time will tell, but any Beaver fan with half a brain knows that it’s going to be a very long slog to dig our athletic program out of this very deep hole. Not only do we not have a conference, student athletes are leaving in droves and new talented “recruits” will undoubtedly be hesitant to commit to a program rife with uncertainty of all sorts. More coaches will leave, too. While Jonathan Smith’s departure was rather distasteful, he could see the handwriting on the wall and wasn’t willing to go down with the ship. So who wins and who loses in this mess? The way I see it, there are no winners. The shameful thing is that the ones who lose the most are the student athletes. And yes, the university will lose a lot of revenue. How long does anyone think it will take to fill the “new” Reser Stadium for a football game? Maybe if they give tickets away and throw in free parking to boot... Who at OSU is to blame for this inaction, this sitting on the bench, when all the other programs in the conference were headed for the exits? Have any heads been rolled? Has anyone been fired? If it was my choice - and I know I speak for so many others of the Beaver faithful - there would have been a massive house cleaning. It’s sad - but true - to know that Oregon State athletics may never recover from this unbelievable melt down in leadership.

The Oregon Medical Board needs to better discipline health care professionals BY BEN BOTKIN

The board receives between 700 and 800 complaints each year, all of them about any of the more than 25,000 doctors, physician assistants and acupuncturists licensed in Oregon. The board is responsible for investigating complaints and determining what, if any, sanction is needed. Sanctions can include a suspended medical license, a fine or combination. The board also can take nondisciplinary actions that help a medical professional correct shortcomings with an agreement that can include education or mentoring. State auditors found that the board needs to

standardize its disciplinary process so that different cases are handled equitably. For example, the Oregon Medical Board has no formal policies or procedures to examine the disciplinary outcomes of prior cases when making decisions about new cases with similar circumstances. The audit focused on the system of handling complaints and didn’t make a judgment call on the fairness of any specific cases. Auditors found that sometimes the medical board requests information about past disciplinary outcomes, but not in a consistent way. “Regulations are often talked about as rules to follow to protect people who receive services,”

Audits Director Kip Memmott said in a statement. “But effective regulation also protects those providing the services. When it comes to regulations that affect public health, people need to have confidence those rules are being implemented equitably and effectively.” Auditors also found that other states, including Washington and California, have a more thorough set of sanctioning guidelines that take into account different factors and ensure that discipline is consistently applied. Oregon’s medical board, however, has a more limited set of guidelines. It’s also difficult to compare cases. Auditors found the medical board’s data system hinders the

agency’s ability to make routine and systemic comparisons that ensure consistent and equitable discipline. Auditors recommended the medical board put in place sanctioning guidelines to ensure fairness and a new data system to better categorize and compare cases, consistently review complaint data to monitor for equity and develop written policies and procedures to analyze disciplinary decisions for equity and consistency. The medical board, in its response, agreed with the recommendations. The board’s executive director, Nicole Krishnaswami, told auditors in a letter the board plans to make changes in the coming years.

and maintain the budget, recruit and promote volunteers and employees, and maintain working relationships with other fire departments and public service agencies. These funds can be expended on a variety of eligible activities focused on the development of very-low, low and moderate-income housing in the region. That proposal, which could change during the upcoming legislative session, would give people an opportunity to avoid the misdemeanor charge if they talked to a provider about treatment and other services. If they decline treatment, the charge will go to court. They could still get the case discharged before trial if they entered a program. The debate will continue, but a legislative committee was formed to address gaps and fallout from the 3-year-old law. The committee is expected to develop policy recommendations for the Legislature to take up in 2024.
