The Mexican American Legislative Caucus (MALC) is a 501(c)(6) nonprofit organization based in Austin, Texas. The group aims to support the Texas House of Representatives by addressing the voices of the Mexican-American community in legislative policy.[1]

Mission

According to its bylaws, the Mexican American Legislative Caucus has the following mission:[2]

The Caucus is a nonprofit organization the purpose of which is to serve the members of the Texas House of Representatives, and their staffs, particularly in regard to matters of interest to the Mexican-American community of this state, with the goal of providing a strong cohesive voice on those matters in the legislative process.[3]

Background

A group of legislators with Mexican-American heritage serving in the Texas House of Representatives founded the Mexican American Legislative Caucus (MALC) in 1973. According to the organization's website, these legislators established the group with "the purpose of strengthening their numbers and better representing a united Latino constituency across the state."[4]

MALC became a caucus in 1975 and officially became an associated entity of the Texas House of Representatives in 1981. The council that oversees the organization, the Mexican American Legislative Policy Council, was formed in 1987.[5]

In 1991, the group had 26 members; by 2013, it had grown to 40 members and was the second largest caucus in Texas.[5][4]
