The Lieutenant Governor of Kansas is an elected constitutional officer, the second ranking officer of the executive branch and the first officer in line to succeed the Governor of Kansas. The lieutenant governor is popularly elected every four years by a plurality and is limited to two consecutive terms.

The 52nd and current lieutenant governor is David Toland (D). Gov. Laura Kelly (D) appointed Toland Kansas Lieutenant Governor on December 14, 2020, and he assumed office on January 4, 2021.[1]

Kansas elects lieutenant governors in the midterm elections, that is, even years that are not presidential election years (e.g. 2018, 2022, 2026, and 2030). Legally, the lieutenant gubernatorial inauguration is always set for the second Monday in the January following an election.

Kansas lieutenant governors are restricted to two consecutive terms in office, after which they must wait one term before being eligible to run again.

No person may be elected to more than two successive terms as governor nor to more than two successive terms as lieutenant governor. |
Vacancies

The state constitution only specifies the vacancy procedure for the lieutenant governor's chair to the extent that it leaves determining a line of succession to the legislature.
Duties
The lieutenant governor succeeds to the officer of governor if the office becomes vacant and may also serve as acting governor if the governor is incapacitated or absent from the state.
The office has such other responsibilities and duties as the Governor shall assign.

The salary of the lieutenant governor, along with other Kansas elected executives, is determined by the Kansas State Legislature. Article I, Section 13 maintains state executive salaries as legally fixed and may not be reduced during the current term, unless such a reduction applies to all salaried state officers.[2] However, under Article XV, Section 7 the legislature may reduce the salary of an elected officer for gross neglect of duty.[3]

The officers mentioned in this article shall at stated times receive for their services a such compensation as is established by law, which shall not be diminished during their terms of office, unless by general law applicable to all salaried officers of the state.
