Hung Cao (Republican Party) is running for election to the U.S. Senate to represent Virginia. He is on the ballot in the general election on November 5, 2024. He advanced from the Republican primary on June 18, 2024.

Biography

Hung Cao served in the U.S. Navy from 1989 to 2021. He earned a bachelor's degree from the United States Naval Academy in 1996. He earned a graduate degree from the Naval Postgraduate School in 2008. His career experience includes working with U.S. Navy special operations.[1]

Hung Cao was a refugee from Vietnam. He grew up in West Africa and returned to the U.S. in 1982. He with the first graduating class of Thomas Jefferson High School for Science and Technology. Hung graduated from the U.S. Naval Academy with a BS in Ocean Engineering. Hung holds a Master’s in Applied Physics, and he is a MIT and Harvard Fellow.

Hung retired in October 2021 as Captain, dedicating 25 years in Navy Special Operations. He commanded various special operations units around the world. During his last combat deployment in 2020-2021 he was the Director of counter-Improvised Threats throughout Afghanistan.

Hung worked with the FBI Joint Terrorism Task Force for four years alongside law enforcement. Hung he programmed and balanced the Navy’s $140B annual budget. In Hung’s final assignment, he led the Department of Defense in Sensitive Activities.

Hung currently works at CACI International. He is the founder and CEO of a non-profit organization that helps visually impaired children. He is a Christian mentor and led mission trips around the world. Hung is on the board of Advisors for a national Veteran Services Organization. Hung is married to April, and EMT and they homeschooled their five children.

  • We need to harness the American Spirit of innovation that allowed us to create the lightbulb, the automobile, the airplane, the radio and the telephone. We need to get Government out of our business and to let Americans be Americans
  • Federal government needs to balance the budget, provide for the common defense and promote the general welfare. Most other activities need to be delegated to the States in accordance with the Tenth Amendment
  • We need to be energy independent as we were a year ago. This will correct 90% of our current problems of high gas prices, food prices , unemployment and inflation

SANCTITY OF LIFE: How is it that bacteria on Mars is considered life, but a viable fetus is not? Every pre-born child is a human being deserving of protection as the most vulnerable members of our society. As the parent of an adopted child, I know there are many wonderful Americans yearning to welcome a child into their home and love them.

My father is the greatest man I know. He endured hardships at a young age that one person should never have to endure. He saw his way of life disappear before his eyes…twice, but he kept fighting. He never blamed anyone nor held resentment; he simply smiled and kept pushing on. He taught us to work hard in everything we set our minds to do and persevere. He taught us the world will always find a way to hold a person back. It isn’t prejudice, it’s simply our human nature and jealousy. We just have to keep fighting.

He passed away on February 13, 2022 and his 88 year legacy was a 61 year marriage to my mom, 5 successful children, 14 grandchildren and 1 great grandchild (+2 on the way). My father grabbed the American Dream for us with both hands and never let go.

Government officials forget that they work for "We the People". They serve at our pleasure. They need humility.

To serve the nation first, their district second and themselves last

I want to ensure my children don't experience what I did, waking up one morning and not having country or a flag

In 1979, when the Shah of Iran fell, my family and I were living in Niamey, Niger. The U.S. Marines that protected us that night in case of an evacuation stood over us and said "nothing will happen to you tonight. Not on my watch". In that moment, I wanted to be a hero like them which is why I dedicated a lifetime to serve in the military.

I was a Martial Arts Instructor for Grand Master Jhoon Rhee, the father of American Tae Kwon Do and the first World Champion Kickboxer Jeff Smith. I taught at Jeff's schools for four years.

They represent "We the People". The 435 members speak for each and every American

No, it was never designed that way. Career politicians are a cancer. Being a county supervisor or city mayor makes them no more qualified than a truck driver.

Artificial intelligence, machine learning and big tech are become an impingement on our civil liberties.

Yes there are several committees including appropriations, armed services, veterans affair, but as a Freshman, I will be assigned whichever committee the Speaker or leader assigns me to.

I can see it being a little longer so they are not always out campaigning and actually doing their jobs. If it is a 4 year term, it should be set in the mid-terms

Politics was never meant to be a career. Our founding fathers were farmers, shop owners and various other professionals, returning to their jobs after serving a few years. Lifelong politicians are a cancer to our republic.

My friends who are business owners almost losing their business because government told them when they can open, who they let in, what they have to check at the door, what the customers have to put on their faces or stick in their bodies. Government has destroyed the small business owners.

There are issues for which there are no compromises (1st and 2nd amendment, sanctity of life), however most of the other issues require compromise to pass legislation.

The government needs to live within its means the way the American families have to live within their small budget. Stop the excessive spending on the backs of hard working Americans.

Government needs to stay out of our businesses, out of our homes, out of our churches, away from our children and away from our guns. American innovation created the smartphone used by millions around the world to stay connected. Let Americans be Americans and we will continue to lead the world in technological advances to advance mankind.


ECONOMY

We must unleash the power of the American spirit, allowing industry to innovate and small businesses to thrive. Government needs to stay out of the way and let America be America.

  • Inflation: Inflation is theft against the American people. The policies of the current administration have led to the highest inflation rates since 1982. Families are spending more at the pump and in grocery stores with no end in sight and no plan for relief. Prices for goods and services are crushing small businesses and families already struggling through the pandemic.
  • Dignity of work: We must get America back to work. We must encourage Americans to return to work and to do so uninhibited by arbitrary and unconstitutional mandates.
  • Cutting taxes: Cutting taxes must go synonymously with cutting frivolous spending. We must work tirelessly to stem the flood of out-of-control spending before it’s too late.
  • Balancing the budget: Congress’ main job is to balance the budget, but it has failed to do so in the last 15 years. We cannot prosper as a nation if our government cannot work within its means the same way American families live within their means. I spent two years balancing the Navy’s $140 Billion budget and understand how each line item on the budget affects another, but this can be solved when determined members of Congress do their jobs.


EDUCATION

Education is the most important weapon in America’s arsenal, allowing the American people to lead the world in technology and innovation.

Educating our children not indoctrinating them: Our children deserve better than what they are getting from the education establishment. We must get back to basics and ensure students are given a strong foundation of reading, writing, arithmetic, history, and civics. To provide our children with a quality education, schools must be open and political agendas removed from the classroom.

School Choice: I will always support parents’ rights to advocate for our children’s education without intimidation. The government does not give us rights as parents; they are our natural rights given to us by God and as such, cannot be removed. An expectation of excellence must be restored in our schools and parents must be given options when their schools do not meet their expectations.


HOMELAND SECURITY

Government’s role is to provide for the common defense. Defense of our homeland and way of life should be the Federal Government’s main priority.

  • Securing our borders: As a refugee to this country, I respect every family who has done the hard work to come to America legally. Law enforcement at our southern border must be allowed to do their job of protecting Americans while also stopping the inhumane trafficking of vulnerable women and children.
  • Backing our law enforcement: Our law enforcement officers are the first and last line of defense. We are a country of laws, and these brave men and women must be allowed to do their jobs in enforcing these laws and protecting our citizens.


NATIONAL DEFENSE

Before we send brave Soldiers, Sailors, Airmen, Marines and Coast Guardsmen into harm's way, we must give them the tools to win.

  • Developing new technologies: Northern Virginia is the home of defense technology development. Fifteen years of Continuing Resolutions have limited our ability to keep pace with China and Russia in technological innovation. With four years in the Pentagon defining and budgeting for next generation equipment for our Soldiers, Sailors, Airmen, Marines and Coast Guardsmen, I understand the restraints placed on industry when Congress is unable to pass a budget on time.
  • Training our military: War is indiscriminate of race, gender or orientation because it is the great equalizer. America has never been attacked when it was strong, but when it was weak. Our military’s sudden focus on social programs takes away from training our Soldiers, Sailors, Airmen, Marines and Coast Guardsmen to be the best trained forces in the world.


SANCTITY OF LIFE

How is it that bacteria on Mars is considered life, but a viable fetus is not? Every pre-born child is a human being deserving of protection as the most vulnerable members of our society. As the parent of an adopted child, I know there are many wonderful Americans yearning to welcome a child into their home and love them.
