City government

The city of Concord utilizes a council-manager system. In this form of municipal government, an elected city council, which includes the mayor and serves as the city's primary legislative body, appoints a city manager to oversee day-to-day municipal operations and implement the city council's policy and legislative initiatives.[2]

Mayor

The mayor is a member of the city council. He or she presides over city council meetings and official city ceremonies. The mayor also represents the city on the state, national, and international levels.[3][4]

The current Mayor of Concord is Byron Champlin (nonpartisan). Champlin assumed office in 2024.

City manager

The city manager is Concord's chief administrative officer. Appointed by the city council, the city manager's responsibilities include overseeing the city's day-to-day operations, planning and implementing the city's operating budget, carrying out council policies, and hiring most city government employees.[2][5]

City council

The Concord City Council is the city's primary legislative body. It is responsible for approving and adopting the city budget, levying taxes, and making or amending city laws, policies, and ordinances.[6]

The city council is made up of 15 members, including the mayor. The mayor and four at-large city council members are elected at large. The other 10 members are elected by the city's 10 wards. At large city council members serve staggered four-year terms. The mayor and all other city council members are elected to two-year terms.[7]

The city of Concord, New Hampshire, held general elections for mayor and ward councilors on November 2, 2021. The filing deadline for candidates paying a fee in this election was September 13, 2021. The filing deadline for candidates filing by petition in this election was September 17, 2021.[8]

Budget

The city's budget process operates by fiscal years running from July 1 through June 30 of the next year. The city's departments will annually submit budget requests to the city manager. The city manager will then use these requests to develop and submit a budget to the city council for review no later than May 16 each year. According to the city charter, the city council must adopt the budget by July 27, or the city manager's proposed budget is automatically adopted. However, the city council has adopted an ordinance that provides for the budget to be adopted before the new fiscal year begins on July 1.[10]
