Abstrak : Kontribusi karyawan akan menjadi penting apabila dilakukan dengan tindakan efektif dan berperilaku secara benar. Tidak hanya jumlah usaha tetapi juga arah dari usaha. Sifat-sifat, upaya atau kemauan untuk bekerja serta berbagai hal yang merupakan dukungan organisasi sangat besar artinya bagi keberhasilan kinerja karyawan. Dalam penelitian ini menganalisis permasalahan yang dihadapi karyawan Matahari Departement Store Duta Plaza, sebagian mereka merasakan ada ketidakpuasan dalam bekerja sehingga hal ini berpengaruh terhadap kinerja yang kurang baik. Uji empiris dilakukan terhadap 120 karyawan guna mendapatkan data tentang gaya kepemimpinan dan budaya organisasi yang selama ini dianggap belum dapat memberikan harapan bagi karyawan. Alat analisis yang digunakan dalam penelitian ini adalah Structural Equation Model (SEM). Hasil Analisis SEM telah memenuhi kriteria indeks kelayakaan model (Goodness of Fit Index Criteria): chi square = 294,276, probability = 0,000, RMSEA = 0,116, GFI = 0,776, AGFI = 0,697, CFI = 0,829. Semua memenuhi kriteria, kecuali RMSEA dan AGFI adalah marginal. Hasil penelitian ini menunjukkan bahwa budaya organisasi tidak signifikan berpengaruh terhadap kepuasan kerja yang tidak signifikan terhadap kinerja, budaya organisasi tidak signifikan berpengaruh terhadap kinerja, gaya kepemimpinan tidak signifikan berpengaruh terhadap kinerja baik secara langsung maupun tak langsung melalui kepuasan kerja. Kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja karyawan. Atas dasar hasil tersebut, implikasi manajerial yang dapat disarankan adalah peningkatan kepuasan kerja dan kinerja dapat dicapai dengan menciptakan dan menjaga budaya keterlibatan dalam budaya perusahaan, menerapkan gaya kepemimpinan partisipatif sejalan dengan memberikan tingkat gaji yang dirasa memuaskan bagi karyawan.

HUMAN RESOURCE PLANNING: The main function of today’s managers is to ensure the clear analyzing and identifying the need for and availability of human resources so that the organization can meet its intended goals and objectives at a required time.

This project Report provides a detail of what I intend to find out about the Human resource planning System that exists at UCU and provides a theoretic layout of the electronic system that I intend to design at the end of the project. The content of this proposal are summarized in various chapters;
Chapter 1 provides the introduction of the topic that is;Human Resource Planning System and the background of the case study; Uganda Christian University.
Chapter 2 seeks to elaborate more about the topic in relation to what other scholars have written about the system.
Chapter3 states the research design and methodology that I intend to use in my study.
Chapter 4 clearly explains the system analysis and design.
Chapter 5 shows how the system design was implemented and the screen shots of the system’s major functionalities.
Chapter 6 contains the conclusions and recommendations about the same project.
In the appendices included area samples of research instrument, the requisition letter for research.

Agenda jangka menengah 2020-2024 adalah penting dan
menjadi fondasi dalam pencapaian Visi 2045, Indonesia Berdaulat,
Maju, Adil dan Makmur, menuju negara pendapatan tinggi dan salah
satu negara dengan produk domestik bruto (PDB) terbesar dunia.
Melalui skenario tinggi dengan rata-rata 5,7 % pertumbuhan ekonomi
per tahun, diharapkan pada 2045, pendapatan per kapita Indonesia
mencapai US$ 23.199, menjadi perekonomian dengan PDB terbesar
ke-5 di dunia, dan keluar dari Middle-Income Trap pada 2036.
Pemerintah juga telah mempersiapkan Visi 2045, dengan tiga sektor
strategis dan unggulan sebagai sumber potensial dalam mendorong
dan menggerakan pertumbuhan dan pembangunan nasional di
dalam rencana pembangunan jangka menengah nasional (RPJMN)
2020-2024, yakni: (1) industri; (2) pariwisata; dan (3) ekonomi kreatif
dan digital.

Namun demikian, regulasi yang tumpang tindih dan relatif
tertutup (termasuk di pasar tenaga kerja) dan kualitas birokrasi
masih rendah (korupsi tinggi dan birokrasi tidak efisien, lemahnya
koordinasi antarkebijakan, rendahnya kualitas SDM aparatur)
menjadi kendala yang sangat mengikat (the most binding constraint)
untuk percepatan pertumbuhan ekonomi dan daya saing. Untuk
mencapai Visi 2045, maka pemantapan birokrasi menjadi salah satu
agenda pokok.

Secara demografi, aparatur sipil negara (ASN) cukup jauh dari
ideal. Birokrasi kita saat ini sebagian besar diisi oleh kelompok
jabatan fungsional administrasi umum atau yang saat ini dikenal
dengan jabatan pelaksana (43%). Apakah mesin birokrasi demikian
mampu membawa Indonesia ke arah lebih baik, jawabannya tentu
tidak mampu. Jabatan Fungsional (JF) merupakan core function atau
backbone dalam organisasi. Namun sisi urgensitas dari JF belum
tercermin dalam persebaran ASN, dimana jumlah pejabat fungsional
saat ini didominasi oleh JF Guru/Kependidikan (38% dari total ASN)
dan JF Kesehatan (6% dari total ASN). Sementara diluar itu (non
kependidikan dan kesehatan), jumlah pejabat fungsional teknis
lainnya hanya mencapai 8% dari total ASN, yakni 372.740 orang.
Jumlah ini bahkan masih lebih rendah dari presentase jabatan
struktural yang mencapai 10% dari total ASN). Persebaran JF teknis di daerah yang mendukung potensi unggulan daerah dan prioritas
nasional seperti pariwisata dan industri pengolahan juga masih
sangat kurang, sebagai contoh hanya 0,27% ASN di Bali dan Nusa
Tenggara dengan latar belakang pariwisata, dan hanya 0,06% di
Sumatera
Reformasi birokrasi merupakan salah satu prioritas Presiden
Joko Widodo di masa periode II kepemimpinannya. Reformasi
birokrasi dan reformasi struktural menjadi sangat penting, agar
lembaga semakin sederhana, semakin simpel, semakin lincah. Pola
pikir dan mindset birokrasi dituntut untuk berubah dengan
kecepatan melayani sebagai kunci bagi reformasi birokrasi. Presiden
juga akan serius menyederhanakan birokrasi dengan meminta
eselonisasi cukup dua level saja, yakni eselon I dan II. Eselon III dan
IV diganti dengan JF yang menghargai keahlian dan kompetensi.
Birokrasi yang lincah (agile bureaucracy) dengan ramping struktur
dan kaya fungsi menjadi paradigma perubahan dan nilai-nilai baru
dalam birokrasi. JF sebagai backbone dan motor birokrasi dituntut
untuk cepat beradaptasi dengan perkembangan zaman yang
memasuki era revolusi industri ke-empat.
Oleh karena itu, menjadi menarik untuk melihat fenomena yang
terjadi di dalam pengelolaan JF, khususnya dalam rangka percepatan
pembangunan. Adapun kebutuhan jenis JF antara lain: penyuluh
perindustrian dan perdagangan, instruktur, perencana, perekayasa,
intelijen industri, statistisi, analis big data, asesor manajemen mutu
industri, peneliti, analis kebijakan, perancang peraturan perundangundangan,
diplomat, promotor investasi untuk sektor industri.
Perencana, analis kebijakan, intelijen wisata, peneliti, pamong
wisata, pamong budaya, dosen, widyaiswara, penyuluh wisata,
perancang peraturan perundang-undangan untuk sektor pariwisata.
Penyuluh, instruktur, pranata komunikasi dan informatika, pranata
computer, asesor kompetensi, diplomat, peneliti, intelijen pasar,
statistisi, perencana, analis kebijakan, perancang peraturan
perundang-undangan, pranata komputer, pemeriksa pajak,
penyuluh pajak, sandiman, analis big data, pranata layanan publik
untuk sektor ekonomi kreatif dan digital.
Analisis jabatan (Anjab) dan analisis beban kerja (ABK)
dilakukan untuk menentukan jumlah dan jenis pekerjaan suatu unit
organisasi yang dilakukan secara sistematis menggunakan teknik analisis jabatan atau teknik manajemen lainnya. Inovasi lainnya
adalah melalui penghitungan sasaran target capaian atau output
yang diinginkan unit organisasi yang dibagi ke dalam beban kerja
pengampu JF. Barulah usulan kebutuhan JF dapat diusulkan ke
instansi terkait. Penyusunan formasi kebutuhan JF demikian
menjadi diskursus untuk penyempurnaan Anjab dan ABK, serta
implementasi human capital development plan (HCDP). Peta
kebutuhan JF sepatutnya juga mengacu pada karakteristik potensi
dan keunggulan wilayah dan pemenuhan kompetensi sesuai talenta
yang dibutuhkan.
Untuk mendorong utilisasi JF dalam rangka percepatan
pembangunan tersebut, maka diperlukan pedoman standarisasi
pengajuan jenis JF dan penataan rumpun JF. Kejelasan
kesejahteraan JF yang lebih layak juga perlu diatur utamanya pada
lingkup pemerintah daerah mengingat tidak ada kelas jabatan dalam
menentukan tunjangan bagi JF di lingkup pemerintah daerah. Dalam
meningkatkan kualitas kompetensi pengampu JF, hendaknya unit
kerja yang mengurusi pengembangan SDM perlu mengalokasikan
program dan anggaran pengembangan kompetensi bagi para JF,
mengingat pengembangan kompetensi saat ini masih terlalu
struktural minded. Agar JF dapat berkinerja secara optimal, maka
perlu menerapkan prinsip-prinsip agile buraucracy (birokrasi yang
lincah) secara menyeluruh dengan mengedepankan perampingan
struktur dan perluasan JF di semua lini birokrasi. Untuk kompetensi
tertentu di JF dapat merekrut Pegawai Pemerintah dengan Perjanjian
Kerja (PPPK) yang memiliki skill dan kompetensi khusus sebagai
optimalisasi kinerja sekaligus transfer pengetahuan ( transfer
knowledge) dan transfer pengalaman (transfer experience) di
lingkungan birokrasi. Optimalisasi pendidikan tinggi dan asosiasi
profesi pada masing-masing JF untuk melakukan sertifikasi profesi
agar ada link and match profesi dengan sektor privat sehingga para
PNS pengampu JF dapat berkarya lebih produktif dengan melakukan
second carrier pasca purna dari PNS.

Small and medium enterprises (SMEs) contribute substantially to the economic development, income generation, poverty reduction, and particularly job creation for both developed and developing economies. However, compared with large firms, SMEs face several challenges related to their performance and competitiveness. The role of human capital (HC) and human resource practices (HR Practices) in enhancing SMEs competitiveness and performance is vital but understudied areas. Therefore, the purpose of this study was to investigate the role of HC development between the relationship of high-performance work systems (HPWS) and export-oriented SMEs performance. Quantitative strategy and cross-sectional survey method was used to collect data from 205 managerial staff through a self-administered structured questionnaire. HPWS had a significant positive impact on export-oriented SMEs performance. The findings of the study provide evidence that HC development plays a mediating role between HPWS and enterprises performance.

"A Decision Support System (DSS) is described, the prime objective of which is to aid in the location of new investments in a multi-site, multi-product dairy processing company. A network program model is described which optimises the collection of milk from farm groups (netcells) and the allocation of the milk to a range of final products and byproducts through consideration of product prices, Process costs and transport costs. Constraints include process capacities, overtime capacities, and final product demands. Site dependant product yields are considered through use of an iteration procedure surrounding the network model. This procedure updates estimates of the mean company yield used to set upper and lower arc constraints in the product demand phase of the network model.

Milk tanker collection distances are estimated by an expected travelling salesman distance method in conjunction with accurately measured netcell to factory 'bridging distances' and an inter-factory diversion network of road distances. To cope with daily fixed cost charges, a heuristic procedure employing cost relaxations and a number of pre-solution feasibility tests is used. Seasonally varying factors (milk supply, product yield and farms visited per tanker trip) are accommodated by solving the network model for the average day in each month for twelve months, then summing the results multiplied by the number of production days in each month. Implementation as a DSS was facilitated through use of an interactive computer system incorporating computer-generated graphic displays.

Applications of the DSS to location planning, industry rationalization and other corporate planning activities are described. Recommendations on the use of the model to identify the feasible set of candidates for location studies are made, and methods for identifying the appropriate timing of investments are considered.

It is important to study development disparities among regions because it may create a severe type of rivalry and distrust among the different regions. People are the means and also the end of all development activities. It is observed that human development disparities exist across the regions of Punjab. Present study investigates some important socio-economic determinants of human development disparities across the districts of Punjab. For this purpose thirty-five districts of Punjab are considered, one district, Chiniot is excluded because of some data limitations. We have used Human Development Index (HDI) and Non-Income Human Development Index (NIHDI) as dependent variables. Social infrastructure, remittances, industrialization and population density have been taken as determinants of HDI and NIHDI. The results of our study indicate that all four variables show a positive and significant relationship with HDI. Out of four variables, three variables excluding population density show positive and significant relationship with NIHDI. Population density has insignificant association with NIHDI. So, the districts with poor human development especially the districts in Western and Southern regions of Punjab are identified as target for special policy interventions to improve human development.

Balancing continued economic progress and conservation of our biosphere is the challenge of our time. It’s a dilemma of the anthropocene epoch. Without corporation to the mix, our endeavor is fruitless. Increasingly, corporations have adopted prescriptive, piecemeal and mechanistic environmental management techniques as a response to sustainability discourse. However, in light of the complexity, uncertainty, ambiguity and dynamic nature inherent in the sustainability challenge, at some bifurcation point in the organizational change process, these prescriptive and piecemeal solutions may not adequately account for the emerging multiple levels of environmental, social and financial conflict. A paradigm shift is thus essential: a behavioral change is thus called for. This presentation provides an explanation to the issue and a formulation to tackle challenge head-on: a behavioral competence that builds viable, equitable and responsible corporation resolving issues of sustainable business and sustainable world.

In literature two types of models exist that aim at describing the production decision(s) of entrepreneurs, taking account of production costs and costs incurred by the existence of inventory stocks of final goods. One type is called the production smoothing models and the other type the factor demand models that include inventories. In this paper both types are discussed, compared with each other and estimated. The main results are that the factor demand model is preferred to the production smoothing model since (i) costs are more “structurally” specified by which more efficient parameter estimates are obtained and (ii) arbitrary normalisation rules are not needed. GMM estimation results obtained with data from French industrial sectors also corroborate the preference of the factor demand model.
