Keep They are still in negotiations with the state of Illinois on the proposal along with the new Chicago Bears stadium. That's why they are categorized under Category:Proposed stadiums in the United States. If nothing becomes of this proposal, then the category on the page changes to Category:Unbuilt stadiums in the United States. That's the whole purpose of these categories...
