Davis served as a volunteer in the Mexican war. After that war he was commissioned into US Army where he served in the artillery. At the start of the Civil War, Davis served as a 1st lieutenant at Fort Sumter.

In August 1861 he was appointed Colonel of the 22nd Indiana with whom he served in the battle of Wilson's Creek, in December 1861 he was appointed Brigadier Geneneral of Volunteers in which capacity he commanded the 3rd Division at Pea Ridge, 4th Division at Corinth, Stone's River, Chickamauga, the Atlanta campaign, Davis commanded the XIV Corps in March to the Sea and in the Carolinas campaign. In 1862 Davis killed fellow Union general William Nelson in a quarrel.

After the war Davis saw further service against the Indians.
