Biography

Prior to her appointment to the Pennsylvania Public Utility Commission, Barrow served Chief of Staff for former Chair Gladys Brown from 2013 to 2023. Barrow served as Chief of Staff for former Pennsylvania Public Utility Commission member Wayne Gardner from 2008 to 2013. [3]

Education

Barrow earned a Bachelor’s degree in political science and Spanish from the University of Georgia. She earned a J.D. from the University of Georgia School of Law. [4]
