Heading into the election, Ballotpedia rated this race as safely Republican. Ted Budd (R) defeated Bruce Davis (D) in the general election on November 8, 2016. In the Democratic primary, Bruce Davis defeated Adam Coker, Bob Isner, Kevin Griffin, and Mazie Ferguson. Budd defeated 16 other Republican candidates to win the Republican nomination.
Incumbent George Holding (R) of District 13 sought re-election for the District 2 seat in 2016. He defeated fellow Republican incumbent Renee Ellmers and Greg Brannon in the primary.[3] Holding's change of plans came after redistricting in North Carolina in February 2016 substantially changed the constituency of both districts. Holding's decision to run in District 2 essentially made District 13 an open seat, and as a result, 22 candidates filed to run for the seat. [4][5][6][1][7][3]

- National Defense: The most vital role of the Federal Government is ensuring the defense of our Country. I fully support a very strong military, and believe our military personnel deserve to be paid well above the poverty line. It is the Constitutional duty of Congress to declare War, NOT the President. I strongly oppose the foreign polices of our current and past administrations world policing, nation wrecking, interventionism, and rebuilding other countries while our debt skyrockets and our infrastructure deteriorates.
- Immigration: Amnesty is not an option! Both Parties have been complicate in the complete failure to enforce the immigration laws that are on the books. This is unacceptable and disrespectful to both the working middle class in America and those who legally work to immigrate to the United States. Citizenship should only be granted to those who immigrate legally. And the Federal Government should stop the unconstitutional practice of encouraging and funding the law breaking masses.
- Second Amendment: The most important words in the Constitution may well be The right of the people to keep and bear arms shall not be infringed. The liberals, progressives and traitors to the Constitution have been working feverishly to erode this God given right. As your Congressman as your Representative I stand on the words of Charlton Heston "I'll give you my gun when you pry it from my cold, dead hands"!
- Economy and Spending: Our Country is 19 trillion dollars past bankrupt. Time and time again the Republicans campaign on reigning in the debt only to go to Washington and vote the continual destruction of our economic future. This out of control spending is shamefully being handed down to future generations. The days of kicking the can down the road must end!
- Education: The United States of America ranks 14th in the world on education and it is about time we do something about improving our country. This another glaring example of the inefficacy and willful incompetence of our elected leaders furthermore the Constitution of the United States does not warrant the federal government to be involved in education.
