Office of Personnel and Reserve Force Readiness (DOL-1)

 The mission of the Office of Personnel and Reserve Force Readiness is to advise DOL of personnel resource management, personnel administration issues, and represent the DOL staff and subordinate units regarding total workforce management issues. DOL-1 is principle Reserve Force advisor and subject-matter expert, interprets policy, validates unit-level training and mitigates gaps that prevent Reserve Force readiness. In addition, DOL-1 oversees and directs Reserve mobilization and demobilization in conjunction with contingency force management evolutions. 

 

 DOL-1 serves as the Reserve touch-point within DCMS, addressing Reserve-specific readiness concerns and general administrative issues. DOL-1 focuses on streamlining SELRES training and competency issues, optimal employment of all SELRES billets in their portfolio, and assuming the responsibilities of readiness monitoring. DOL-1 and District RFRS staff continue to collaboratively support Reservists assigned to DCMS and Headquarters.  District staff continue to provide Inactive Duty for Training (IDT) Berthing, Direct Access orders generation, and AFC-90 funds management for all Reservists assigned within their AOR.

Office of Base Operations (DOL-3)

 DOL-3 provides for command, control and operational coordination of Bases, and ensures each Base executes their requisite mission sets as directed by each Logistics and Service Center’s Technical Authority. Bases provide regional support to all Coast Guard Units in their area of responsibility (AOR).

 A team within DOL-3 also executes the Naval Engineering Logistics Compliance Inspection program. The team manages compliance in conjunction with the Logistics and Service Centers to ensure standardization of mission support delivery.  The responsibilities and work of this organizational element are coordinated with FORCECOM.

Office of Contingency and Deployable Logistics (DOL-4)

 DOL-4 executes the 24x7 DCMS watch within the LANTAREA command center and is responsible for logistics planning and support of contingency operations. DOL-4 staff will provide daily subject matter expertise to Atlantic and Pacific Area Commanders as the on-site mission support representatives and liaise with logistics and service centers and bases. DOL-4 also is responsible for the drafting and maintenance of operational support plans and support annexes.

Office of Resource Management (DOL-8)

DOL-8 provides funding and advocacy for entire DOL enterprise consisting of approximately 5,400 personnel. DOL-8 performs financial planning, programming, budgeting, and execution functions for DOL and integrates resource planning across programs and Logistics & Service Centers. Additionally, DOL8 coordinates resource management across overseas contingency operations, Title 10, Contingency, and AFC30 and depot funding allocated to Bases.

Office of Procurement and Contracting (DOL-9)

As the Chief of Contracting Office – Base Support Services (COCO-BSS), DOL-9 administers and implements procurement policy, guidance, and advocacy, and provides operational procurement and contracting (P&C) services for all supported Commands and units. These services include contingency and emergency, commercial services, interagency agreements, and utility contracts.
