Abstract:
This publication has been prepared on the occasion of the "Euro-Mediterranean Conference for Research
and Innovation: An agenda for a renewed partnership" organised by the European Commission, Directorate General for Research and Innovation, in Barcelona, Spain, on 2 and 3 April 2012. It includes all the projects with participation of at least one partner from the Mediterranean Partner Countries1
(MPCs) which have been supported under the Seventh Framework Programme (FP7). The projects are
organised in eleven thematic chapters which include collaborative research, networking, competence
building, infrastructure and mobility projects. A short description and a list of all participating organisations
and contact persons are provided for each project.
As a result of the long-standing scientific collaboration between the European Union and the Mediterranean Partner Countries, 168 FP7 projects are presently (in 2012) in place with an EU contribution close to EUR 430 million. There are 373 MPC participants in these projects. This publication should facilitate networking and increase the dissemination of information concerning research and innovation activities between the European Union and the Mediterranean Partner
Countries.

The rapid social and technological development in the knowledge society has changed the working environments, organizational structures and ways of collaboration. This requires new skills from the graduating students entering working life. The need for change is acknowledged in universities, but very often insufficient resources or lack of expertise within the university hinder the implementation. Technology is often emphasized in staff training at the expense of the social and behavioral aspect  that 21st century professional skills are based on. At Tampere University of Applied Sciences, new effective ways of bridging the gap between higher education and working life have been sought. Expertise from outside the university plays a central role in an innovative, coaching-based approach to integration of social technology in education together with faculty competence building.

التنشئة عمليّة متكاملة وأية تجزئة لها تنعكس سلبًا على المُنْتَج التربويّ، أيّ الإنسان. لكن الاعتراف بصحّة هذه المقولة لا يعني بالضرورة الوعي لمستلزمات تطبيقها. فالتقانات، على أنواعها، تتحكّم بإجرائيّات العمليّة التعليميّة، أكانت هذه التقانات في وسائل الإيضاح أم في العمل الصفّي. على هذا المستوى، كثيرًا ما تصبح التقانة الإجرائيّة مرجع العمل التربوي، وكأنّها مستقلّة عن أيِ معطى آخر. الحقيقة هي أن العمل التربوي، هو دومًا، ومن دون استثناء، عمل مرتبط بوضعيّة إنسانيّة، عامة وخاصّة، والتغاضي عن هذه الحقيقة يجعل من هذه المهمّة عملية تقنيّة، من الطبيعيّ أن لا تصيب هدفها. ففي حلقة دراسيّة كهذه،يمكننا كمربين، وكمخططين تربويين، أن نطرح التساؤلات التالية: كيف نقرأ خصوصيّة لبنان لنبني عليها أيّ مشروع تربويّ مستقبليّ؟ بكلمات أخرى: هل أن المقاربة بالكفايات في لبنان، شبيهة بمقاربة مماثلة في بلدان أخرى؟ هل المنهاج الدراسيّ الذي سيُبْنى عليها، ليس فقط من حيث المحتوى بل من حيث مقوّماته الأخرى، يتأثّر بمعطيات اجتماعيّة، واقتصاديّة، وثقافيّة خاصّة به؟



لا أعتقد أن دراسة تساؤلات كهذه قد تمّت يومًا بشكل ممنهج لنَبْني عليها مستقبل التربية في لبنان. لذلك فمن الطبيعيّ أن تختلط علينا الأمور، وأن يكون موضوع تنشئة أولادنا ضائعًا بين التعامل الفعليّ، وليس النظريّ، مع أفاهيم كالتعليم، والتعلّم، والتربية. من هنا سؤالي الذي أطرحه على ضميرنا كمجتمع تربويّ، وهو سؤال في الأساس: لأيّ مجتمع نخطط، وما هي مسؤوليتنا في الإجابة عن هذا السؤال ؟ وهل الدخول إلى هذا النقاش، في العمق، ممكن من خلال تفصيل كالمقاربة بالكفايات؟
