The fourteen chapters in this book are the selected proceedings of the 6th Language & Development Conference which was held in Tashkent, Uzbekistan, in 2003 with the theme 'Linguistic Challenges to National Development and International Cooperation'. The chapters discuss language policy issues in Azerbaijan, India, Kazakhstan, Tajikistan, Thailand, Uzbekistan and elsewhere.

The evolution of Caspian Sea basin energy transmission networks is entering a crucial phase. Azerbaijan is the crucible where questions concerning the future structure of geo-economic relations in Eurasia (and also therefore crucial aspects of the general geopolitical structure of world politics) are today being resolved. Azerbaijan’s significance arises both from the volume of its natural energy resources and from its irreplaceable role as a bridge from Central Asia and the Caspian Sea basin to the Black Sea basin and Europe. Most recently, this significance has only been underlined by the implementation of a multi-vectored energy export strategy. Long-term and short-term historical perspectives put into relief the significance of the expanding geo-economic energy relations between Greater Central Asia and Greater Southwest Asia.

This is the text of a presentation delivered at the New Challenges, New Ideas and New Requirements Conference held in Baku, Azerbaijan September 28-30, 2017. In it, I explore British Library efforts to account for early 20th century Azeri-language publications in a manner that is reflects the needs of computer-based cataloguing as well as the diverse expectations of a global readership.

Azerbaijan has a population of more than 10 million, of which women accounted for 50% in 2020. At the same time, 93% of Azerbaijan's citizens describe themselves as Muslims. Since the beginning of independence, Azerbaijan has been a secular state by virtue of Article 48 of the Constitution, which guarantees the freedom of worship, choice, or nonpractice of religion and the freedom of expression of one's own views on religion. This article aims to assess the changes in the self-employment of women in Azerbaijan through a deductive analysis of data and observation of changes in the structure of resources based on generally available macroeconomic data. This study focuses on the situation of women on the Azerbaijani labour market over the two decades of the 21st century. The numbers of economically active women, including those in employment and the unemployed, and economically inactive women are specifi ed. Further, the government's legal and fi nancial policy in respect of women's self-employment is analysed. The author determines what percentage of companies were set up by women and in which sectors and locations.

di testimonianze sulla geopolitica del Caucaso meridionale, e una giovane attivista azerbaigiana, sopravvissuta al genocidio di Khojaly e impegnata ad aiutare le vittime di quella tragedia, si incontrano a Baku. La nascita di un amore contrastato, che evoca il mito persiano di Leyla e Majnun, in cui si confrontano nazionalità, culture e religioni diverse, da una parte si fa testimonianza di multiculturalismo e dialogo interconfessionale, dall’altra documenta accuratamente i drammatici eventi del 1992 e la storia di un popolo, quello azerbaigiano, divenuto profugo nella propria terra. Chi furono i responsabili di quella tragedia ai danni di civili innocenti? E perché sono rimasti impuniti?

From Tsarist period to the present day Russia try to keep under its control both internal and foreign policy of Azerbaijan, Armenia and Georgia with the implementation of active agenda in the South Caucasus region. After the Soviet Union collapsed, in order to manage the former post-soviet area (excluding Latvia, Lithuania and Estonia) Russia was trying to get back the region’s agenda to his administration via creating a new geopolitical means.

The need to protect communities from hazardous waste is an important agenda for any nation. Although pollutant management and policy development are attempted in many developing countries, it is not always successful due to limited funds, project resources, and access to trained experts to conduct toxic site identification projects. For this reason, Pure Earth created the Toxic Site Identification Program (TSIP). The goal of the TSIP program is to provide reliable information and data that identifies location of toxic sites and the level of toxic severity. TSIP is significant because it provides developing countries a database of ranked toxic sites identified as hazardous risk to human health. For example, Azerbaijan is one of the most polluted post-Soviet nations, but has limited resources to address and manage its polluted sites. The Azerbaijani TSIP database is the first reliable data source that identifies hazardous pollutants in the country. Our study is significant because it discusses how the TSIP labels and ranks the level of toxic severity to human health. It is also the first data source in Azerbaijan that identifies which Soviet legacy toxic sites are affecting local communities. Although our study is specific to Azerbaijan, the TSIP method can be applied to nations with similar data limitations and the need for a database that identifies country specific environmental and hazardous locations. The data sampling method and results are mapped and accompanied by tables of the collected pollutant types to identify communities at greatest health-risk to legacy toxic sites.

The  ‘Eastern  Partnership  Youth  Policy  Analytic  Report’  (EYPAR)  was  prepared  between  September and December 2015, following a request
by the European Commission (DG NEAR)  to provide a study on youth policy developments in the EaP region. 
The report was developed  under the framework of the Eastern Partnership Youth Regional Unit Project (EPYRU), and is based  on  data  available  from  this  project, as  well  as  other  relevant  sources  identified  for  this  purpose.

The  report  includes  information  on  the  current  legal  frameworks  for  youth  policies  in  each  of  the  six  EaP  countries (Republic  of  Armenia, Republic  of  Azerbaijan,  Republic  of  Belarus, Georgia,  Republic  of  Moldova, and Ukraine) and  analyses  the  current  situation  on  mainstreaming youth issues across relevant policy spheres in EaP region, with a particular focus on  youth  employment  policies.  These are accompanied  by  references  and  examples  of  good practice  of  cross-sectoral  cooperation and  recommendations  on  youth  policy  development  and possible measures of EU support.

The current document provides a brief summary of the information contained in the EYPAR.

The Turkish-Russian Joint Monitoring Center, established within the scope of monitoring the ceasefire in Nagorno-Karabakh, began work on January 30. The establishment of the Monitoring Center points to the beginning of a new era in the South Caucasus and the Karabakh issue. The opening of the Center is a sign that only the countries of the region will now determine the fate of the region. Foreign powers have no right to speak on the topic. The security of the region has been entrusted to the local forces, something that could only be provided by Turkey and Russia, for whom peace in the South Caucasus is in their best interests. It is definitely not in Armenia’s interest to stay out of these initiatives. If Armenia abandons its revanchist and chauvinist policies and realizes that it is not beneficial for anyone to be a tool for the regional plans of the foreign powers, and of course, if it fulfills its obligations to Azerbaijan, the country has great opportunities ahead.

2019-cu il mayın 6-da Azərbaycan Dillər Universitetində (ADU) “Heydər Əliyev: multikulturalizm və tolerantlıq ideologiyası” mövzusunda II beynəlxalq elmi konfransın açılış mərasimi keçirilib.

Ümummilli Liderin anadan olmasının 96-cı ildönümünə həsr olunan konfrans ADU-nun və Yeni Azərbaycan Partiyasının (YAP) birgə təşkilatçılığı ilə reallaşıb.

Mərasim iştirakçıları əvvəlcə ulu öndər Heydər Əliyevin universitetin foyesindəki büstü önünə gül dəstələri qoyub, xatirəsini ehtiramla anıblar.

Tədbiri giriş sözü ilə açan rektor Kamal Abdulla konfrans haqqında məlumat verib. O bildirib ki, konfransın keçirilməsinin məqsədi ümummilli lider Heydər Əliyevin Azərbaycan multikulturalizmi sahəsində gördüyü işləri təbliğ etməkdir. Rektor xatırladıb ki, Ulu Öndərin anadan olmasının 95 illiyi münasibətilə ötən il təşkil olunan eyniadlı birinci konfrans dünyanın 11 ölkəsinin 14 universitetində keçirilib. Belə ki, konfransın açılış və bağlanışı ADU-da, bölmə iclasları isə müxtəlif ölkələrin universitetlərində təşkil edilib. Konfransın əhatə dairəsinin genişliyi sayəsində yüksək nəticələr əldə olunub.

Kamal Abdulla nəzərə çatdırıb ki, bu il də konfransın açılış və bağlanış mərasimi universitetdə keçirilir. Həmçinin konfrans bu il bölmə iclaslarını nüfuzlu elmi məkanlarla yanaşı, Cəbrayıl rayon 102 nömrəli tam orta məktəbində, N.Aslanov adına Cocuq Mərcanlı kənd tam orta məktəbində, Kəlbəcər rayon 1 nömrəli, Ağdam rayon 47 və 1 nömrəli, Xocavənd rayon Xocavənd kənd 1 nömrəli köçkün tam orta məktəblərində və Nardaran kənd 295 nömrəli məktəbdə keçirəcək. Bizim məqsədimiz bu məktəblərə ulu öndər Heydər Əliyevin ideallarını aparmaqla yanaşı, öz diqqət və qayğımızı da onlara göstərməkdir.

Rektor deyib: “Azərbaycan multikulturalizmi keşməkeşli uzun illərdən keçib gəlsə də, ümummilli lider Heydər Əliyevin hakimiyyəti illərində multikulturalizmin siyasi əsası qoyulub. Multikultural dəyərlər, Azərbaycanda yaşayan xalqların dillərinin, ədəbiyyatlarının inkişaf etdirilməsi, öz ana dillərində təhsilalma hüquqları rəsmi sənədlərdə öz əksini tapıb. Əsası Ulu Öndər tərəfindən qoyulan multikultural siyasəti bu gün Prezident İlham Əliyev uğurla davam etdirir. O, Azərbaycan multikulturalizminin yeni modelini yaradıb. Beynəlxalq Türk Mədəniyyəti və İrsi Fondunun prezidenti Günay Əfəndiyeva qeyd edib ki, Azərbaycanın dəyərli oğlu, ictimai xadim Heydər Əliyevə həsr olunan konfrans çox ciddi mövzunu əhatə edir. O deyib: “Heydər Əliyevlə təkcə Azərbaycan deyil, bütün türk dünyası fəxr edir. Azərbaycanın yaxın keçmişinə nəzər salsaq görərik ki, Heydər Əliyev istər SSRİ dövründə, istərsə də müstəqillik illərində Azərbaycan tarixində mühüm rol oynayıb. Təbii ki, Azərbaycanın dövlət müstəqilliyinin bərpa olunmasında onun rolu əvəzedilməzdir və böyükdür. Bugünkü multikulturalizm mövzusu Azərbaycan və dünya üçün çox vacibdir. Konfransın keçirilməsi bu baxımdan gözəl təşəbbüsdür. Çünki Ulu Öndərin apardığı siyasətdə tolerant və multikultural cəmiyyət qurmaq önəmli yer tuturdu.

Azərbaycan Mədəniyyət və İncəsənət Universitetinin rektoru Ceyran Mahmudova Azərbaycanda multikulturalizmin inkişafında və tolerant mühitin yaradılmasında Heydər Əliyevin xidmətlərindən danışıb. O deyib: “İnanıram ki, bu konfrans Ümummilli Liderin multikulturalizm sahəsində həyata keçirdiyi siyasətin, atdığı addımların gəncliyimizə, dünyaya çatdırılmasında mühüm rol oynayacaq”.

This article takes a look at the main results of the economic reforms in Azerbaijan since the country gained its state independence. The most important result is the country’s economic sovereignty, which is expressed, first, in sufficient independence to choose its own model of economic development, second, in the financial self-sufficiency of the national economy, and, third, in the state’s (in the form of the government and private companies) retention of its right to own most of the country’s economic potential. The transfer to mainly market methods of economic regulation is analyzed from the viewpoint of forms of ownership, the establishment of free price formation and fair competition, and the liberalization of foreign economic interactions. All of these problems are viewed in the context of interstate comparisons. The economic progress of recent years is analyzed separately.
The authors show that the main factors directly or indirectly hindering the country’s efficient economic development are related to regional political contradictions and primarily to Armenia’s occupation of part of Azerbaijan’s territory. In the immediate future, the main efforts will be put into gradually moving away from competitive advantages based on material factors of production and transferring to competitiveness based on investments and efficiency; reducing the size of the informal economy; and enhancing the sectoral and territorial make-up of the economy.

El recrudecimiento del conflicto que enfrenta a Armenia con Azerbaiyán por el control de Nagorno Karabaj se expresa en un espacio simbólico de Ciudad de México. Esta tensión por el uso del espacio se ha manifestado en acciones polémicas, como la instalación de monumentos que afectaron las relaciones de México con dichos países del Cáucaso. Por su parte, Georgia adoptó un enfoque cultural más sobrio que ha rendido frutos.

When the conflict escalated in the Nagorno-Karabakh war zone in September 2020, different opinions emerged in Ukraine on how the clash should be understood and which of its sides Ukraine should support. Most Ukrainian commentators compared the legal situation of the occupied territories belonging to Ukraine to the occupied territories belonging to Azerbaijan. This is why Kyiv officially stands for Baku. Nevertheless, Ukraine’s support is limited to a diplomatic declaration only. Apart from the official position, there are also individual voices in Ukraine demanding either Kyiv’s greater involvement in helping Azerbaijan or, on the contrary, support for Armenia. The Ukrainian discourse on the Armenia–Azerbaijan conflict does not have to coincide with the assessments of the parties directly involved in the clash, because the Ukrainians interpret Caucasian events through the lens of the Ukrainian–Russian war. This paper highlights the Ukrainian discourse over the Armenia–Azerbaijan conflict. The commentary focuses on both the Ukrainian mainstream political declarations and media perceptions of the Armenia–Azerbaijan clashes.

Öz 4. yüzyılın sonlarında Ermeni-Gregoryen Kilisesi devletini kaybederek dünyanın dörd yanına dağılmış Ermenileri etrafına toplayarak kaybettikleri kurumu yeniden oluşturmak amacıyla bölgede Osmanlı etkeninin bölgede egemen bir güce dönüşmesinden rahatsız olan Osmanlı karşıtı koaliasyonun başkanı Roma Papası'ndan 1547 ve 1562 yıllarında yardım istemiştir. 18.ci yüzyılın başlarında Rusya'nın devletçilik çıkarları Ermeni meselesinin ana hattları ile uzlaşdığından dolayı Ermeni-Gregoryen Kilisesi umutlarını Rusya'ya bağlamıştır. İ.Ori Ermeni Devletinin kurulması projesiyle I. Petro'ya başvuruda bulunmuştur. İ.Ori'ye ait projenin gerçekleşmemesine rağmen Ermeniler pes etmemiştir. Bu zaman Ermeniliyin ağırlık merkezi gibi Hindistan'daki Madras Birliyi devreye girmiştir. E.Osipov, Ş.Şaamiryan Ermeni sorununa çözüm getirmek için projeler yapmıştır. Aynı zamanda Yekaterina Rusya'sında Ermeni sorununa ilişkin Argutinski-Lazarev, Suvorov-Potyomkin projeleri dikkat çekmiştir. 19. yüzyılın sonlarında Ermeni sorununu uluslararası ilişkiler sistemine taşıyan Ermenilik daha sonra kendi belirgin isteklerini Ermeni Sendromuna dönüştürerek tarih için ayrılıkçılık sergilemiştir.

Baku, the capital of Azerbaijan, left its trace in the works and memories of a number of the outstanding people of the XIXth and XXth centuries, such as French writer Alexandre Dumas, father, Russian artist Grigoriy Gagarin, composer Pyotr Tchaykovsky, poet Sergey Yesenin, etc. The latter, besides the other works inspired by his several visits to Baku, wrote the poem Farewell, Baku! (1925). The first English poetic translation of this poem, done by the author of the article, is provided.

"Если какой-либо компании удастся занять доминирующее положение в нефтяном бизнесе Курдского района Ирака (КРИ), то в долгосрочной перспективе она сможет получить доступ и к нефти, как случилось в Каспийском регионе в 1990-х годах, когда нефтепровод Баку – Тбилиси – Джейхан подготовил почву для Южно-Каспийского и Транс-Анатолийского газопроводов (TANAP). Подобные перспективы представляются реальными для КРИ и работающих в этом регионе компаний. Доказанные запасы газа КРИ оцениваются в 2,8-5,7 трлн м3, почти вчетверо превышая запасы Азербайджана. В ближайшем будущем для проектов Южного энергетического коридора резервы природного газа Курдского района Ирака могут стать фактором, который, в долгосрочной перспективе, изменит правила игры.
В настоящее время шельфовые газовые месторождения Азербайджана все еще остаются единственным источником ресурса для Южного энергетического коридора. Газопровод, проложенный из КРИ в Турцию, мог бы создать конкуренцию между газом из Курдистана и Азербайджана на европейском и турецком рынках. Поскольку компания ВР Azerbaijan руководит консорциумом («Азербайджанская международная операционная компания», АМОК), разрабатывающим блок нефтяных месторождений Азери – Чираг – Гюнешли, то компания, которая будет осуществлять транспортировку газа из КРИ в Турцию, в конечном счете, окажется конкурентом ВР на мировом рынке.

Abstract. All-round research and study of the history of science of Azerbaijan depends on the availability of primary sources and their involvement in research. As we know, most of the sources on the medieval history of Azerbaijan are written in Arabic and Persian languages. In the article, we tried to provide information about sources that provide relatively more coverage of the history of science from these written sources. If we examine these sources in detail, we will notice that the Islamic world in the IX-XIV centuries was the pinnacle of human civilization. The union of different peoples into a one state and their interconnection let to the rapid development of sciences and cultures. The people of Azerbaijan are among the peoples who have made a worthy contribution to Islamic culture, and this reality is reflected in the written sources written in the mentioned period.

Özet Ülkelerin yaşadığı ekonomik problemlerin başında bölgesel gelişme farklılıkları ve işsizliğin geldiği herkesin hem fikir olduğu bir konudur. Küreselleşme sürecinin yaşandığı günümüzde bölgesel gelişmenin sağlanmasında ve işsizliğin önlenebilmesinde anahtar rolün ilgili bölge ya da ülkenin gelişme potansiyelini ortaya çıkarabilecek genç girişimcilerde olduğu düşünülmektedir. Bu doğrultuda kamu kurumlarının girişimciliğe yönelik sağlayacakları desteklerin belirlenmesinde gençlerin girişimciliğe bakış açıları başta olmak üzere girişimcilik eğilimlerinin belirlenmesi ve bu sayede desteklerin düzenlenmesi desteklerin amacına ulaşmasını kolaylaştıracaktır. Tek millet iki devlet olduğu düşünülen Azerbaycan ve Türkiye gençlerinin girişimciliğe bakış açılarının belirlenmesi, aradaki farklılıkların ortaya konulması çalışmanın temel amacını oluşturmaktadır. Çalışma kapsamında Kastamonu Üniversitesi'nde eğitim gören Azeri ve Türk öğrencilere 01-20 Mart 2016 tarihleri arasında anket uygulanmış olup, elde edilen veriler SPSS programı ile analiz edilmiştir. Çalışmada, Azeri ve Türk öğrencilerin girişimcilik eğilimleri arasındaki farklılıklar ortaya konulmuştur. Bu açıdan çalışmanın her iki ülkeye girişimcilik destekleri ile ilgili düzenlemeler konusunda önemli ipuçları sağlayacağı düşünülmektedir. Girişimciler içinde bulundukları kültürden, ekonomik sosyal koşullardan etkilenmekte bu sayede çeşitli özellikler edinmektedirler. Elbette ki girişimcilerin bir takım kendine has ya da doğuştan gelen özellikleri olabilir. Ancak girişimcilerin sahip oldukları özelliklerin önemli bir kısmının, bireylerin devletin girişimcilik politikaları doğrultusunda eğitilmelerine, ihtiyaç duyulan yetkinliklerle donatılmalarına ve ihtiyaç duydukları ekonomik, teknolojik imkânların sağlanmasına bağlı olduğu unutulmamalıdır. Girişimcileri etkileyen önemli bir faktör de şüphesiz onların doğup büyüdüğü, yetiştiği toplumun kültürüdür. Günümüzün bölgesel kalkınma anlayışında, özel sektör ön planda olup, yerel kalkınma dinamikleri devletten ziyade yaratıcı girişimciler sayesinde harekete geçirilebilmektedir. Bu nedenle ülkelerin girişimcilik potansiyeli olan gençlere sahip olması ülke ya da bölgenin gelişmesinde önemli bir avantajdır. Bu bağlamda çalışmanın amacı; gerek Azeri gerekse Türk öğrencilerin içinde yetiştikleri kültürün girişimcilik eğilimlerine ne ölçüde yansıdığını tespit etmektir. Üniversite öğrencilerinin girişimci olmaya yönelik düşünceleri, girişimcilik özellikleri ve girişimciliğe yönelik eğilimlerinin öğrenilmesi ile her iki ülkedeki politika yapıcılar, gençlerin girişimciliğe özendirilmesinde daha etkin politikalar uygulayabileceklerdir. Belirlenen amaca ulaşmak için çalışmada, ilk olarak değişen kalkınma anlayışında ülkeler için girişimciliğin neden önemli olduğu vurgulanmıştır. Daha sonra girişimcilik kavramı, girişimciliğin temel fonksiyonları ve kültürün girişimcilik üzerindeki etkisi ele alınmıştır. Daha sonra Kastamonu Üniversitesi'ndeki Azerbaycan ve Türk öğrencilerin girişimcilik eğilimlerinin belirlenmesine yönelik yapılan anket sonuçları ve bu kapsamda yapılan t-testi sonuçları analiz edilerek yorumlanmıştır. Sonuç bölümünde konu özetlenerek konu ile ilgili önerilere yer verilmiştir.

The book series European Studies in the Caucasus offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This second volume demonstrates this by looking into forms of inter-regionalism in the Black Sea–South Caucasus area in fields of economic cooperation, Europeanization of energy and environmental policies, discussing how the region is addressed in the elaboration of a new German Eastern Policy. In the section on norm diffusion, the contributors assess the normative power strategy of the EU and its paradoxes in the region, its impact on civil society development in Armenia, and democracy promotion in Georgia. In the section on legal approximation, issues of a global climate change regime and competition law in Georgia as well as penitentiary governance reform in the South Caucasus according to EU standards and policies are analyzed. All contributions also review regional or local contestations for the topics discussed here.

This study is based on why during the second stage of the development of nationalism in Iran, anti-Turkism became the focus of attention of Iranian nationalists and the consequences of this approach for the position of the Turkish language in the history and geography of Iran? Following the broad scope of the temporal and thematic of issues concentrated on nationalism in contemporary Iran, This study is limited to articles that published in the press and magazines at the period of transition from Qajar to Pahlavi, such as "Kaveh", "Iranshahr", "Name ferangestan" and "Ayandeh". Based on the findings of this study, two factors caused the sensitivity and skepticism of Iranian nationalists towards the Turks and the Turkish language. The first factor was the reductionist understanding of the concept of the Iranian nation-state, based on the Aryan race and the Persian language. Another factor was the presence and influence of the Ottoman Empire in Azerbaijan and the western borders of Iran, and the independence of the Republic of Azerbaijan (1918) from Russia. As a result, Iranian nationalists became concerned about the influence and presence of Ottoman Turkish and Caucasian nationalists among the Turks of Iran. They considered the Turkish language in Azerbaijan as a threat to the existence and national identity of Iran. Attempting to eliminate the Turkish language in Azerbaijan and the spread of the Persian language instead was the solution of the Iranian nationalists in this situation.

Religious identity is one of many identities that shape who we are. Although our social, cultural and political identities may sometimes overlap with our religious identity, they may also contradict each other which is a crucial point in understanding 'Muslim question' in Europe and overcoming stereotypes related to Islam. In the following essay, I will analyze religious identities by employing a comparative perspective. First of all, I will start with Samuel Huntington's hypothesis-'clash of civilizations'. In Chapter I and II I will juxtapose it with Parekh Bhikhu's concept of religious identity and Sen Amartya's definition of Islamic identities. Finally, non-religious identities of Muslim people in Azerbaijan will be explained based on my religious background and personal observation.
