Can anyone tell me why the Holts aren't trying to crowdsource the funds they need to bring their operation up to Code?

Code enforcement stories almost always fall into one of two categories:

1) Gross, negligent, callous, greedy, "what-the-eff-were-they-thinking" stories about shoddy buildings and the risk it poses to the public.

2) Governmental harassment of people operating just a smidge outside the law over ridiculous BS.


Guess which one this falls under.



They need a real parking lot and actual public bathrooms. So just Kickstarter it. I don't have any connection to the Holts or their zoo, so I'm not doing this. It's not my place to do so. But that's the only way Roos and More survives the year. The county has spoken -- upgrade or close.

The county just gave them another provisional license. I don't know how long they're punting it this time, though....

Fact remains that while they're out of code, they're living on borrowed time. I also have a feeling they're going to need to open more than a couple days a month if they want a permanent license.

They actual got the funding and already installed the commercial septic system and bathrooms. That's not the issue anymore. They let their use permit lapse (voluntarily, oops) and because of that they had to come back to the table asking for a new use permit.

Originally I thought the same thing, that big brother govt was keeping the man down, but after watching the council meeting, Roos and More really has been playing fast and loose and choosing not to follow a lot of rules. They've "forgotten" to renew their use permit that allows them to have the animals, twice. Each time they come back to the commissioners they have more animals where it seems the commissioners have been asking them to keep a lid on adding new animals for awhile. They added a sign and didn't go through the proper channels to get a sign permit.

The biggest issue is really that it's zoned as a residential neighborhood. One of the adjacent property owners showed up and complained that they bought the property years ago intending to build their retirement home and now they have essentially a business running next door. People are using their land as a parking lot never mind just the additional noise, traffic, etc.

Because they are asking for an alteration to do something that they cannot normally do in their zoned area, I agree that if it negatively impacts a nearby property owner, they shouldn't be allowed to do it. The other owner is attempting to do what they are supposed to do and is negatively impacted by someone doing something they shouldn't be doing. That's not right.

Really it's not appropriate to have that in a residential neighborhood even if it is a rural area.

I can see why the commissioners voted the way they did. After watching the video, I got the vibe that Roos and More knows they have a lot of community support and they act as if they can do whatever they want and don't have to play by the rules that everyone else does. You could easily tell the commissioners were agitated when they were asking questions and it was just one thing after another that either wasn't done properly or really couldn't be explained well.

Last time I was there, it was clearly their residential bathrooms, with a door to the outside installed.

I'm sure the Holts are bending the rules just as far as they can. But lets face it, it's in Moapa -- how remote do you have to be in order to have your own private menagerie?

You of all people. How about an abattoir next door to your house. Or let us make it really interesting..next door to your MIL.

You thin those who chose to live in Moapa should not have a right to have the zoning codes observed?

Deal time. And it should be workable..I am rooting for the Holts. But the neighbors have to be taken care of too.

PS -- I also did not purchase a house next to a zoo, a pig farm, or an airport and then complain about the noise or smell. That's a special kind of stupid.

The way to bring it up to code is to relocate it into a properly zoned commercial area.

I don't think it's so much an issue of having a menagerie of animals (which they currently have close to 200), it's the associated public traffic of running a zoo.

Their requested use permit is asking to allow up to 50 people on site at any time, private tours (girl scouts, schools, etc.) would be given any day, and there would be eight days per month of allowing open access to the public. On the private tour days multiple tours can be conducted per day as long as the 50 person on site limit is observed.

I wouldn't want a revolving 50 person door with 200 animals as my neighbor.

I hope they get it worked out as well, I think it's good for the community, but I think they've got some serious wheeling and dealing to do.

I signed a petition protesting their closure and yesterday received an email stating the commissioners ( I believe) were reconsidering their position.

I noticed that they have choose animals that are suited to our climate. That gets a big thumbs up from me. One of my biggest beefs with that sad little "zoo " we used to have on Rancho had to do with the unsuitability of the species they were keeping outside there. An alligator? In 110 degree dry heat? Really?
